Telefónica es una empresa que desde 2003 presta en Colombia servicios de telecomunicaciones a personas naturales y jurídicas. Para las personas jurídicas sus servicios se prestan por medio de proyectos, los cuales ejecuta la Vicepresidencia de Empresas. En búsqueda de proponer cambios en la manera como esta Vicepresidencia gestiona los proyectos, este proyecto de aplicación práctica utiliza la Teoría de Restricciones (TOC), expuesta por el Dr. Eliyahu Goldratt, en relación a la gestión de proyectos. Al aplicar la TOC se utilizó herramientas tales como nubes de solución de conflictos, ramas negativas, arboles de realidad actual y de realidad futura. Los resultados de este proceso arrojaron las restricciones que enfrenta la Vicepresidencia, propuestas de cambio y una amplia gama de recomendaciones para la gestión y ejecución de proyectos, todo lo anterior basado en la TOC.

Este artículo presenta los resultados de una investigación realizada al interior de dos contextos. Por un lado, el teórico, en el marco de uno de los discursos más relevantes en los campos de la estrategia organizacional, de la managerial and organizational cognition (MOC) y, en general, de los estudios organizacionales (organization studies): la construcción de sentido (sensemaking). Por el otro, el empírico, en una de las grandes compañías multinacionales del sector automotriz con presencia global. Esta corporación enfrenta una permanente tensión entre lo que dicta la casa matriz, en relación con el cumplimiento de metas y estándares específicos, considerando el mundo entero, y los retos que, teniendo en cuenta lo regional y lo local, experimentan los altos directivos encargados de hacer prosperar la empresa en estos lugares. La aproximación implementada fue cualitativa. Esto en atención a la naturaleza de la problemática abordada y la tradición del campo. Los resultados permiten ampliar el actual nivel de comprensión acerca de los procesos de sensemaking de los altos directivos al enfrentar un entorno estratégico turbulento.

The outcome of the inductive decision -making process of the leading project management group (PMG) was the proposal to develop three modules, Human Resource Management and Knowledge Management, Quality Management and Intercultural management, each for 10 ECTS credits. As a result of the theoretical and organisational framework and analytical phase of the project, four strategies informed the development and implemen- tation of the modules: 1. Collaboration as a principle stemming from EU collaborative policy and receiving it’s expression on all implementation levels (designing the modules, modes of learning, delivering the modules, evaluation process). 2. Building on the Bologna process masters level framework to assure ap- propriate academic level of outputs. 3. Development of value -based leadership of students through transforma- tional learning in a cross -cultural setting and continual reflection of theory in practice. 4. Continual evaluation and feedback among teachers and students as a strategy to achieve a high quality programme. In the first phase of designing the modules the collaborative strategy in particular was applied, as each module was led by one university, but members from all other universities participated in the discussions and development of the mod- ules. The Bologna process masters level framework and related standards and guidelines informed the form and method of designing the modules.

En el Área Metropolitana de San José (AMSJ), 14 Municipalidades se esfuerzan por realizar mejoras sustanciales en la administración de los territorios, la gestión de cobro de impuestos y servicios y el desarrollo de planes de Ordenamiento Territorial Local (Planes Reguladores). Dentro de este ámbito, la implementación de un Sistema de Información Territorial (SIT), cobra especial relevancia, por lo que la Municipalidad de Escazú, ha desarrollado proyectos que le han permitido contestar preguntas cruciales en torno de la implementación de un SIT, entre ellas, ¿Por qué se necesita un SIT en la Municipalidad?, ¿Cómo implementarlo?, ¿Se debe ajustar el SIT a la Municipalidad o esta última debe ajustarse al SIT?, ¿Cuánto cuesta y cuánto se tarda para tener un SIT?. El proceso no ha sido fácil, y probablemente el camino para implementar con éxito un SIT no sea único o idéntico para todas las organizaciones, sin embargo, todo aquello que haya sido utilizado y probado puede ser de utilidad para otros.Palabras clave: Gestión municipal, Sistema de Información Territorial, Sistema de información Geográfca, Sistema de Información Catastral, Planifcación urbana, Formulación de proyectos.Abstract At Área Metropolitana de San José (AMSJ), 14 municipalities are making efforts to improve their systems for taxes collection and Urban Land Planning in order to achieve sustainable development of their territories. At this stage, implementation of a Geographical Information System (GIS) or Territorial Information System (SIT, in Spanish) takes on special relevance. The city of Escazú has developed projects that have allowed it in turn to answer crucial questions concerning implementation of a SIT, such as: Why is it necessary for a municipality to have a SIT? How does it work? Does the organization have to adjust to the SIT or should the SIT be adjusted to the needs of the organization? Finally, how much does it cost to implement a SIT and how long will it take? The process has not been easy, and probably the way to implement a successful SIT is not the same for every municipality. Nevertheless, the experiences of one municipality can be useful for others seeking to implement such a system. Il lavoro svolto in questa tesi vuole proporsi come un’analisi critica ed economica di ciò che il Building Information Modeling (BIM) rappresenta. La tesi si articola in una prima introduzione sul panorama attuale, identificando il problema che costituisce la sfida ingegneristica: l’ottimizzazione dei processi tecnici e realizzativi dell’industria delle costruzioni, migliorandone l’interoperabilità. Di seguito, dopo un’attenta valutazione della letteratura disponibile, si desumeranno quanti più dati validi per dare compiutezza alle analisi che verranno svolte dopo, in merito agli aspetti tecnici, pratici, e ai risvolti economici annessi. Si è scelto come oggetto di studio un esperimento di collaborazione con l’Università di Ferrara. Per dimostrare le potenzialità del BIM, si è voluto riproporre in ambito accademico un’anteprima della realtà professionale, affinché la simulazione possa essere quanto più fedele alle problematiche discusse. Il lavoro svolto ha previsto la creazione del modello architettonico e strutturale del Co-Housing San Rocco, un complesso di edifici di nuova realizzazione proposto nella tesi di Bulletti. Il compito di ogni tesista è ben definito: Bulletti Simone, studente di Architettura dell’Università di Ferrara, ha trattato gli aspetti architettonici del progetto. L’autore della presente tesi ha invece sviluppato il modello strutturale, svolgendo in seguito un’analisi dei vantaggi economici e gestionali che questa metodologia ha offerto.

Recent years have seen a focus on responding to student expectations in higher education. As a result, a number of technology-enhanced learning (TEL) policies have stipulated a requirement for a minimum virtual learning environment (VLE) standard to provide a consistent student experience. This paper offers insight into an under-researched area of such a VLE standard policy development using a case study of one university. With reference to the implementation staircase model, this study takes cue from the view that an institutional VLE template can affect lower levels directly, sidestepping the chain in the implementation staircase. The Group's activity whose remit is to design and develop a VLE template, therefore, becomes significant. The study, drawing on activity theory, explores the mediating role of such a Group. Factors of success and sources of tension are analysed to understand the interaction between the individuals and the collective agency of Group members. The paper identifies implications to practice for similar TEL development projects. Success factors identified demonstrated the importance of good project management principles, establishing clear rules and division of labour for TEL development groups. One key finding is that Group members are needed to draw on both different and shared mediating artefacts, supporting the conclusion that the nature of the group's composition and the situated expertise of its members are crucial for project success. The paper's theoretical contribution is an enhanced representation of a TEL policy implementation staircase.

Il presente elaborato di tesi riguarda uno studio che è stato portato avanti durante il tirocinio curriculare svolto nell’ufficio Engineering di Marchesini Group S.p.A., azienda leader nella produzione di macchine automatiche per il packaging di prodotti farmaceutici e cosmetici. Dopo aver riscontrato alcune criticità nelle modalità con le quali vengono attualmente pianificate e gestite le risorse appartenenti ai team produttivi e con le quali vengono valutati i carichi di lavoro, si sono elaborati dei modelli e degli strumenti che permettono di migliorare ed ottimizzare l’assegnazione delle risorse ai gruppi e di visualizzare in tempo reale la distribuzione dell’impegno di lavoro dei reparti in relazione alla disponibilità in produzione. Le proposte supportano il trend dell’attuale contesto produttivo di garantire un elevato livello di servizio al cliente rispettandone le richieste e i tempi stabiliti. Difatti, un’assegnazione corretta delle risorse in produzione consente di ridurre i ritardi e le inefficienze e, di conseguenza, di migliorare i lead time. In aggiunta, una correlazione chiara e strutturata fra le risorse e gli obiettivi raggiungibili permette di conseguire con maggiore sicurezza i risultati economici stabiliti, evitando di perdere parte del valore potenzialmente collaudabile.

This research was undertaken with an objective of studying software development project risk, risk management, project outcomes and their inter-relationship in the Indian context. Validated instruments were used to measure risk, risk management and project outcome in software development projects undertaken in India. A second order factor model was developed for risk with five first order factors. Risk management was also identified as a second order construct with four first order factors. These structures were validated using confirmatory factor analysis. Variation in risk across categories of select organization / project characteristics was studied through a series of one way ANOVA tests. Regression model was developed for each of the risk factors by linking it to risk management factors and project /organization characteristics. Similarly regression models were developed for the project outcome measures linking them to risk factors. Integrated models linking risk factors, risk management factors and project outcome measures were tested through structural equation modeling. Quality of the software developed was seen to have a positive relationship with risk management and negative relationship with risk. The other outcome variables, namely time overrun and cost over run, had strong positive relationship with risk. Risk management did not have direct effect on overrun variables. Risk was seen to be acting as an intervening variable between risk management and overrun variables.

Quality management has become a strategic issue for organisations and is very valuable to produce quality software. However, quality management systems (QMS) are not easy to implement and maintain. The authors' experience shows the benefits of developing a QMS by first formalising it using semantic web ontologies and then putting them into practice through a semantic wiki. The QMS ontology that has been developed captures the core concepts of a traditional QMS and combines them with concepts coming from the MPIu'a development process model, which is geared towards obtaining usable and accessible software products. Then, the ontology semantics is directly put into play by a semantics-aware tool, the Semantic MediaWiki. The developed QMS tool is being used for 2 years by the GRIHO research group, where it has manages almost 50 software development projects taking into account the quality management issues. It has also been externally audited by a quality certification organisation. Its users are very satisfied with their daily work with the tool, which manages all the documents created during project development and also allows them to collaborate, thanks to the wiki features.

This Master’s thesis studies the possibilities that social media tools can bring to help knowledge management in software development companies. It will introduce the most popular tools of social media and their usage possibilities in companies, not forgetting the possible downsides. One relevant aspect in this study is to investigate the possibilities of social media to help converting existing tacit knowledge into explicit. The purpose of the work is to create a proposal of social media utilization for a mid-sized software company, which has not utilized social media tools before. To be able to create the proposal, employees of the company are interviewed and a survey is executed to analyze the current situation. In addition a pilot project for trying out new social media tools is executed. The final result of this thesis introduces a tailored solution for the target company to start utilizing social media in its documentation and knowledge sharing processes. This new solution consists of multiple individual suggestions that are categorized and prioritized based on the significance and benefit that they bring to the company.

Consider the statement "this project should cost X and has risk of Y". Such statements are used daily in industry as the basis for making decisions. The work reported here is part of a study aimed at providing a rational and pragmatic basis for such statements. Of particular interest are predictions made in the requirements and early phases of projects. A preliminary model has been constructed using Bayesian Belief Networks and in support of this, a programme to collect and study data during the execution of various software development projects commenced in May 2002. The data collection programme is undertaken under the constraints of a commercial industrial regime of multiple concurrent small to medium scale software development projects. Guided by pragmatism, the work is predicated on the use of data that can be collected readily by project managers; including expert judgements, effort, elapsed times and metrics collected within each project.

Managing software maintenance is rarely a precise task due to uncertainties concerned with resources and services descriptions. Even when a well-established maintenance process is followed, the risk of delaying tasks remains if the new services are not precisely described or when resources change during process execution. Also, the delay of a task at an early process stage may represent a different delay at the end of the process, depending on complexity or services reliability requirements. This paper presents a knowledge-based representation (Bayesian Networks) for maintenance project delays based on specialists experience and a corresponding tool to help in managing software maintenance projects. Esta tese propõe uma abordagem sistemática para gerenciar riscos em projetos de software, por meio da adaptação de processos. O objetivo da abordagem é permitir a elaboração de um processo específico para um dado projeto, visando minimizar a exposição do projeto aos riscos, identificados de acordo com o contexto do projeto. As atividades, possíveis de serem executadas em processos de projetos de uma organização, são estruturadas em um framework de processo (PRiMA-F), que inclui também os padrões de processo e organizacionais usados para descrever ações preventivas e corretivas aos riscos. A estruturação do framework básico, construído pela organização, poderá permitir distintas instanciações, como por exemplo, processos de acordo com o paradigma ágil ou planejado, ou em conformidade com normas de qualidade, como CMM e outras; além dos padrões organizacionais e de processo para gestão de riscos de projeto. PRiMA-F define o escopo maior do processo de software da organização e este é adaptado de acordo com os riscos identificados para o projeto e suas necessidades específicas, dando origem ao processo a ser usado no projeto. adaptação. Os guias descrevem como adaptar elementos de processo de acordo com o tamanho e o formalismo do projeto. Configurações de processo são modelos prédefinidos, visando atender projetos típicos ou modelos de qualidade. Prima-F pode ser estendida para novos riscos, padrões e processos, de acordo com as necessidades da organização. Utilizando o paradigma Goal/Question/Metric, no framework de processo (PRiMAF), são definidas métricas do processo de software, associadas aos riscos, para serem usadas para acompanhar o progresso dos fatores de risco, possibilitando ao gerente de projeto tomar ações corretivas, quando necessário e no momento adequado. As ações corretivas são descritas usando padrões organizacionais e de processo. Uma ferramenta de apoio à sistemática proposta (PRiMA-Tool) foi desenvolvida.
