The Marine Mammal Tagging Office has been created by consensus of the agencies responsible for marine mammal management and the scientific community dealing with marine mammal tagging and marking. The purpose of ths office is to facilitate the dissemination of information with regard to tagging, marking, tags, and marks; to determine the need for new and better materials for tags; and to stimulate research, development, and testing programs. The American Institute of Biological Sciences was requested to coordinate a workshop to determine the status of pinniped tagging both nationally and internationally. Approximately 30 scientists were invited to participate in the workshop which was held on 18-19 January 1979 at the Sand Point Laboratory of the National Marine Fisheries Service in Seattle, Washington. Topics included ranged from specific tagging programs to general considerations and similar problems encountered by researchers. Participants also participated in one of three working groups -- Sea Otters, Phocids, and Otariids --to address pertinent issues. The identification of sea bass (Centropristis) larvae to species is difficult because of similar morphological characters, spawning times, and overlapping species ranges. Black sea bass (Centropristis striata) is an important fishery species and is currently considered to be overfished south of Cape Hatteras, North Carolina. We describe methods for identifying three species of sea bass larvae using polymerase chain reaction (PCR) and restriction fragment length polymorphism (RFLP) assays based on species-specific amplification of rDNA internal transcribed spacer regions. The assays were tested against DNA of ten other co-occurring reef fish species to ensure the assay's specificity. Centropristis larvae were collected on three cruises during cross-shelf transects and were used to validate the assays. Seventy-six Centropristis larva were assayed and 69 (91%) were identified successfully. DNA was not amplified from 5% of the larvae and identification was inconclusive for 3% of the larvae. Those assays can be used to identify sea bass eggs and larvae and will help to assess spawning locations, spawning times, and larval dispersal.

Considerations to introduce the Suminoe or Asian oyster Crassostrea ariakensis along the East Coast have raised many questions regarding ecology, economics, and human health. To date, research has focused primarily on the ecological and socioeconomic implications of this initiative, yet few studies have assessed its potential impact on public health. Our work compares the rates of bioaccumulation, depuration and post harvest decay of indicator organisms (such as E. coli) and Vibrio sp. between Crassostrea virginica and Crassostrea ariakensis in the laboratory. Preliminary results suggest that the rates of bioaccumulation of E. coli in Crassostrea ariakensis were significantly lower than those for Crassostrea virginica, depuration of E. coli was variable between the two species, and Crassostrea ariakensis post harvest decay rates of Vibrio sp. were significantly lower than Crassostrea virginica. This research provides coastal managers with insight into the response of Crassostrea ariakensis to bacteria, an important consideration for determining appropriate management strategies for this species. Further field-based studies will be necessary to elucidate the mechanisms responsible for the differences in rates of bioaccumulation and depuration. (PDF contains 40 pages)

Almost all extreme events lasting less than several weeks that significantly impact ecosystems are weather related. This review examines the response of estuarine systems to intense short-term perturbations caused by major weather events such as hurricanes. Current knowledge concerning these effects is limited to relatively few studies where hurricanes and storms impacted estuaries with established environmental monitoring programs. Freshwater inputs associated with these storms were found to initially result in increased primary productivity. When hydrographic conditions are favorable, bacterial consumption of organic matter produced by the phytoplankton blooms and deposited during the initial runoff event can contribute to significant oxygen deficits during subsequent warmer periods. Salinity stress and habitat destruction associated with freshwater inputs, as well as anoxia, adversely affect benthic populations and fish. In contrast, mobile invertebrate species such as shrimp, which have a short life cycle and the ability to migrate during the runoff event, initially benefit from the increased primary productivity and decreased abundance of fish predators. Events studied so far indicate that estuaries rebound in one to three years following major short-term perturbations. However, repeated storm events without sufficient recovery time may cause a fundamental shift in ecosystem structure (Scavia et al. 2002). This is a scenario consistent with the predicted increase in hurricanes for the east coast of the United States. More work on the response of individual species to these stresses is needed so management of commercial resources can be adjusted to allow sufficient recovery time for affected populations.

For the first time in its history, the International Symposium on Sea Turtle Biology and Conservation migrated to a site outside of the United States. Thus the Eighteenth edition was hosted by the Mazatlán Research Unit of the Instituto de Ciencias del Mar y Limnología of the Mexican National Autonomous University (UNAM) in Mazatlán, Sinaloa (Mexico) where it was held from 3-7, March, 1998. Above all, our symposium is prominent for its dynamism and enthusiasm in bringing together specialists from the world´s sea turtle populations. In an effort to extend this philosophy, and fully aware of how fast the interest in sea turtles has grown, the organizers paid special attention to bring together as many people as possible. With the tremendous efforts of the Travel Committee and coupled with a special interest by the Latin American region´s devotees, we managed to get 653 participants from 43 countries. The number of presentations increased significantly too, reaching a total of 265 papers, ranging from cutting-edge scientific reports based on highly sophisticated methods, to the experiences and successes of community-based and environmental education programs. A priority given by this symposium was the support and encouragement for the construction of "bridges" across cultural and discipline barriers. We found success in achieving a multinational dialogue among interest groups- scientists, resource managers, decision makers, ngo's, private industry. There was a broad representation of the broad interests that stretch across these sectors, yet everyone was able to listen and offer their own best contribution towards the central theme of the Symposium: the conservation of sea turtles and the diversity of marine and coastal environments in which they develop through their complicated and protracted life cycle. Our multidisciplinary approach is highly important at the present, finding ourselves at a cross roads of significant initiatives in the international arena of environmental law, where the conservation of sea turtles has a key role to play. Many, many people worked hard over the previous 12 months, to make the symposium a success. Background: The ability to recreate an optimal cellular microenvironment is critical to understand neuronal behavior and functionality in vitro. An organized neural extracellular matrix (nECM) promotes neural cell adhesion, proliferation and differentiation. Here, we expanded previous observations on the ability of nECM to support in vitro neuronal differentiation, with the following goals: (i) to recreate complex neuronal networks of embryonic rat hippocampal cells, and (ii) to achieve improved levels of dopaminergic differentiation of subventricular zone (SVZ) neural progenitor cells. Methods: Hippocampal cells from E18 rat embryos were seeded on PLL- and nECM-coated substrates. Neurosphere cultures were prepared from the SVZ of P4-P7 rat pups, and differentiation of neurospheres assayed on PLL- and nECM-coated substrates. Results: When seeded on nECM-coated substrates, both hippocampal cells and SVZ progenitor cells showed neural expression patterns that were similar to their poly-L-lysine-seeded counterparts. However, nECM-based cultures of both hippocampal neurons and SVZ progenitor cells could be maintained for longer times as compared to poly-L-lysine-based cultures. As a result, nECM-based cultures gave rise to a more branched neurite arborization of hippocampal neurons. Interestingly, the prolonged differentiation time of SVZ progenitor cells in nECM allowed us to obtain a purer population of dopaminergic neurons. Conclusions: We conclude that nECM-based coating is an efficient substrate to culture neural cells at different stages of differentiation. In addition, neural ECM-coated substrates increased neuronal survival and neuronal differentiation efficiency as compared to cationic polymers such as poly-L-lysine.

Background: Cognitive impairments are seen in first psychotic episode (FEP) patients. The neurobiological underpinnings that might underlie these changes remain unknown. The aim of this study is to investigate whether Brain Derived Neurotrophic Factor (BDNF) levels are associated with cognitive impairment in FEP patients compared with healthy controls. Methods: 45 FEP patients and 45 healthy controls matched by age, gender and educational level were selected from the Basque Country area of Spain. Plasma BDNF levels were assessed in healthy controls and in patients. A battery of cognitive tests was applied to both groups, with the patients being assessed at 6 months after the acute episode and only in those with a clinical response to treatment. Results: Plasma BDNF levels were altered in patients compared with the control group. In FEP patients, we observed a positive association between BDNF levels at six months and five cognitive domains (learning ability,immediate and delayed memory, abstract thinking and processing speed) which persisted after controlling for medications prescribed, drug use, intelligence quotient (IQ) and negative symptoms. In the healthy control group, BDNF levels were not associated with cognitive test scores. Conclusion: Our results suggest that BDNF is associated with the cognitive impairment seen after a FEP. Further investigations of the role of this neurotrophin in the symptoms associated with psychosis onset are warranted.

A Igreja faz uma avaliação da Assembleia Nacional Constituinte. Segundo a Conferência Nacional dos Bispos do Brasil (CNBB) houve muitos progressos sociais e é na questão da ordem econômica que estão os maiores conflitos. Em relação à família a Igreja defende o casamento indissolúvel, mas apresentou uma emenda pedindo que o Estado reconheça toda a união estável de casais. Dom Jayme Chemello diz que, sem a união estável, não há sequer a possibilidade da educação. O Presidente da ANC Ulysses Guimarães apresenta dados estatísticos sobre o trabalho da Constituinte. Os direitos dos cidadãos na nova Carta foram discutidos por estudantes e constituintes na Universidade de Brasília (UNB). João Gilberto, ex-Deputado e Presidente do Centro de Acompanhamento da Constituinte, avalia que o projeto começa bem, privilegiando os direitos individuais, sociais, coletivos e políticos dos cidadãos. Lysâneas Maciel (PDT-RJ) defende a proposta de realização de um plebiscito popular para sancionar a Constituição, prevendo ainda que, caso a nova Carta não seja aprovada pela população, os constituintes perderão suas funções. Quatro constituintes foram verificar denúncia de mortes por causa de disputa de terras na região do Bico do Papagaio, no sul do Pará. Raquel Capiberibe (PMDB-AP) considera estarrecedora a realidade encontrada na região, caracterizada pela violência dos próprios órgãos de governo, da própria polícia. Ademir Andrade (PMDB-PA) diz que apoia a emenda popular em favor de uma reforma agrária, para evitar a continuação da violência no país.

A Comissão da Família, da Educação, Cultura e Esporte, da Ciência e Tecnologia e Comunicação da Assembleia Nacional Constituinte (ANC) trata a educação no país. Constituintes querem manter o mandato de injunção, ao tratar a educação e a representação feita no poder judiciário pelo povo. Constituintes discutem a educação obrigatória e gratuita no país. Loremberg Nunes Rocha (PTB-MT) diz que o relatório incorporará novas sugestões, vinculará no texto da constituição, com 50% para o ensino fundamental. Constituintes voltam a discutir a criação de novos estados brasileiros: Tocantins, Santa Cruz, Maranhão do Sul, Solimões, Tapajós e Triângulo Mineiro. Constituintes também querem os novos estados do São Francisco e Cariri. Marluce Pinto (PTB-RR) luta pela mudança do status dos territórios do Amapá e Roraima. Criação da Corte Constitucional, tema debatido na Comissão de Organização Eleitoral, Partidária e Garantia das Instituições, gera polêmica. Um grupo de constituintes acha que a Corte Constitucional garante o cumprimento da Constituição, outro grupo acredita que a Corte Constitucional esvazia as funções do Supremo Tribunal Federal esvazia sua função. Prisco Viana (PMDB-BA), relator da comissão, acredita que a Corte Constitucional não precisa ser implementada no Brasil. Fausto Fernandes (PMDB-PA) diz que a Corte dá condições ao funcionamento da constituição. Paulo Ramos(PMN-RJ) acredita na Corte como benefício à sociedade. Lutas pelas emendas. Alguns constituintes querem a entrada de emendas nos relatórios das comissões antes do projeto chegar a Comissão de Sistematização. O que não é permitido pelo regimento interno da constituição. Agripino Maia (PFL-RN) defende a inclusão de emendas nos relatórios das comissões

Background The prognosis of patients bearing high grade glioma remains dismal. Epidermal Growth Factor Receptor (EGFR) is well validated as a primary contributor of glioma initiation and progression. Nimotuzumab is a humanized monoclonal antibody that recognizes the EGFR extracellular domain and reaches Central Nervous System tumors, in nonclinical and clinical setting. While it has similar activity when compared to other anti-EGFR antibodies, it does not induce skin toxicity or hypomagnesemia. Methods A randomized, double blind, multicentric clinical trial was conducted in high grade glioma patients (41 anaplastic astrocytoma and 29 glioblastoma multiforme) that received radiotherapy plus nimotuzumab or placebo. Treatment and placebo groups were well-balanced for the most important prognostic variables. Patients received 6 weekly doses of 200 mg nimotuzumab or placebo together with irradiation as induction therapy. Maintenance treatment was given for 1 year with subsequent doses administered every 3 weeks. The objectives of this study were to assess the comparative overall survival, progression free survival, response rate, immunogenicity and safety. Results The median cumulative dose was 3200 mg of nimotuzumab given over a median number of 16 doses. The combination of nimotuzumab and RT was well-tolerated. The most prevalent related adverse reactions included nausea, fever, tremors, anorexia and hepatic test alteration. No anti-idiotypic response was detected, confirming the antibody low immunogenicity. The mean and median survival time for subjects treated with nimotuzumab was 31.06 and 17.76 vs. 21.07 and 12.63 months for the control group. Conclusions In this randomized trial, nimotuzumab showed an excellent safety profile and significant survival benefit in combination with irradiation.

Foi iniciada a votação sobre o Poder Judiciário. Foram votados 63 dispositivos em uma só sessão no plenário. Foi aprovado o juizado de pequenas causas e mais autonomia para o Poder Judiciário. Em uma sessão, o plenário conseguiu votar 63 dispositivos. Foi vencida toda a etapa das disposições gerais do capítulo do Poder Judiciário. Já no início da noite foram aprovados vários artigos como o acesso dos juízes aos tribunais, a aposentadoria dos magistrados e a indicação de classe na composição dos tribunais federais e regionais. O Poder conseguiu mais autonomia e poderá realizar seus próprios concursos para contratar seus funcionários. O juiz de paz será escolhido por processo eleitoral. Os cartórios continuarão com a iniciativa privada. O constituinte José Paulo Bisol, no plenário, pediu que a delegação dos serviços cartoriais ficasse para a lei ordinária. O constituinte Michel Temer pediu para que a delegação dos serviços cartoriais ficasse já garantida na Carta. E o plenário decidiu que os cartórios são um serviço público que é prestado pela iniciativa privada por delegação do poder público. Os juizados de pequenas causas serão instituídos pela nova constituição. O plenário manteve o texto já aprovado. Os constituintes começaram a votar as funções e o número de componentes do Supremo Tribunal Federal. Para o Presidente da Constituinte o ritmo do trabalho já superou as expectativas. Para ele será fácil terminar o primeiro turno dentro do calendário estabelecido.
