This is the sixth Annual report of the Cumberland River Authority on information of its activities and responsibilities on river management in its area between the beginning of April 1970, to the end of March 1971. The report contains 5 main sections on water resources, land drainage, fisheries, pollution, and finally the expenditure and income for the 12 month period. The first area that the report deals with is water resources, which includes periodical surveys, hydrometric schemes, acceptable flows, conservation works and a review of rainfall and river flow. The section on land drainage looks at work on improvement schemes, floods, charges and information on maintenance work carried out on rivers including Wampool, Waver, Derwent, Eden, Mite, Bleng, Annas and Irt. Esta tese analisa a política de saúde no estado do Rio de Janeiro, focando nas modificações estruturais produzidas pela adoção da contrarreforma de natureza neoliberal. O marco temporal da análise é partir de 2006, com a eleição de Sérgio Cabral governador do estado. Num contexto histórico mais amplo, buscamos compreender os processos que conduziram as escolhas políticas desde a hegemonia da política neoliberal no Brasil na década de 1990, até a situação atual. Da análise das prioridades do governo estadual centradas na adoção de novos modelos de gestão e seus resultados, conclui-se, do ponto de vista financeiro e social, que a proposta de contrarreforma na saúde continua direcionando a política para ampliar a participação privada no setor público, que permite a transferência de recursos públicos para ente privados. Entretanto a eficiência da gestão privada se mostrou falaciosa, os quesitos de qualidade, eficiência e economicidade na assistência à saúde, usados para justificar ideologicamente a contrarreforma, não foram alcançados. Ao contrário a gestão privada ampliou os gastos operacionais em saúde e não foi capaz de manter constante a oferta de serviços.

Esta é uma tese sobre cartazes, faixas, memes, cartilhas, palanques, microfones, panfletos, pessoas na rua, megafones, performances, vídeos, biografias, blogs, tweets e postagens no Facebook. Esta é uma tese sobre as interações sociais envolvidas na luta por reconhecimento empreendida por ativistas trans numa multiplicidade de palcos que vem sendo disponibilizados e construídos na arena política. Na última década, essa luta foi construída através da reivindicação por visibilidade. Assim, o dia específico de celebração ou de protesto de pessoas trans no Brasil, o dia 29 de janeiro, é chamado de Dia da Visibilidade Trans. A categoria visibilidade, cuja construção histórica pode ser percebida por diferentes meios, é polissêmica e contextual. É, portanto, o objetivo inicial desta tese explorar os diferentes sentidos atribuídos à visibilidade enquanto categoria chave da luta política no ativismo de pessoas trans no Brasil. Para tanto, foram realizadas observações etnográficas em diversos encontros de ativistas, tanto exclusivamente trans como LGBT em geral; em manifestações de rua; em seminários realizados em parcerias com órgãos governamentais; em uma campanha eleitoral e em espaços de sociabilidade e de ativismo online; além da análise de diversos materiais (cartazes, panfletos, memes, cartilhas, faixas, etc.) produzidos por ativistas; e duas entrevistas complementares ao trabalho etnográfico. A partir desse material de campo, busco tecer relações entre produções de regimes alternativos de visibilidade de pessoas trans e sua luta por reconhecimento, tendo como foco as interações sociais (online e offline), nas quais se fazem presentes processos comunicativos e negociações do estigma.

A pesquisa tem por objetivo investigar as implicações da atividade petrolífera em Macaé-RJ. A instalação de empresas e a geração de empregos modificou a dinâmica populacional do município e região, atraindo migrantes e aumentando a urbanização e sua orientação. O aumento financeiro do orçamento municipal a partir das atividades petrolíferas reestruturou a economia, que antes era baseada nas atividades sucroalcooleira, agropecuária, pesca e comércio, para atividades industriais e prestação de serviços, comércio, turismo de negócios. Essas mudanças tornaram o município dependente da atividade petrolífera. As transformações ocorreram não apenas no distrito sede de Macaé, mas também nos outros distritos, que tiveram um aumento populacional, diminuição da atividade agrícola, intensificação das relações campo-cidade. A potencialidade turística da região serrana de Macaé é grande, mas pouco aproveitada, exceto no Sana. A pesquisa analisa essa potencialidade como forma de fortalecimento do rural. O trabalho é apresentado a partir de análise bibliográfica e trabalho de campo. Por fim, a dissertação considera que as implicações da atividade petrolífera em Macaé atingiram primeiramente e intensamente o distrito sede, expandindo-se também para os outros distritos e sua área rural, provocando transformações no setor agrário em direção a um novo rural ou de urbanidades no rural

O trabalho tem por objeto a terceirização da gestão municipal de unidades ambulatoriais de saúde mental no segundo, terceiro e quarto distritos do município de Duque de Caxias, no Rio de Janeiro, na modalidade de organização social, entre 2009 a 2012. O marco inicial refere-se a assinatura do Termo de parceria entre a Secretaria Municipal de Saúde de Duque de Caxias (SMSDC) e uma Organização da Sociedade Civil de Interesse Público (OSCIP). O marco final refere-se a rescisão unilateral do Termo de Parceria com a OSCIP por parte da SMSDC. O objetivo geral: analisar a gestão terceirizada nos ambulatórios de saúde mental do município de Duque de Caxias no referido período na modalidade de OSCIP. Objetivos específicos: descrever as circunstâncias de implantação do processo de terceirização na gestão das unidades de saúde mental em Duque de Caxias na modalidade de OSCIP; analisar a participação da OSCIP nos ambulatórios de saúde mental no município de Duque de Caxias nos distritos de interesse do estudo; discutir as implicações do modelo de terceirização para a política de Saúde Mental em Duque de Caxias. Trata-se de abordagem quanti-qualitativa do tipo descritiva. As fontes primárias se constituíram de decretos, leis, portarias, resoluções, documentos, atas e relatórios de gestão da OSCIP e do programa de Saúde Mental de Duque de Caxias, atas do Conselho do Municipal de Caxias e atas das Conferencias Nacionais e Municipais de Saúde e de Saúde Mental. Para o processo de análise dos dados foi utilizada a analise documental e a analise estatística. Os dados quantitativos foram tabulados e analisados através de estatística simples e apresentados sob a forma de tabelas e gráficos a partir dos dados do TABNET, DATASUS, relatórios da OSCIP e do Programa de Saúde Mental de Duque de Caxias, em especial das unidades terceirizadas dos 2, 3 e 4 distritos do município. Os resultados mostraram que apesar da parceria entre a instituição terceirizada e a Secretaria Municipal de Saúde que previa aumento da produção de consultas em Saúde Mental, alcançando um mínimo 75% das consultas estimadas para psiquiatras e psicólogos, não resultou em diminuição significativa na taxa de internação psiquiátrica no período estudado, que passou de 1,19% do total de internações em 2009 para 0,77% deste total em 2012, apresentando até uma elevação para 1,26% no ano de 2010. Tal fato pode ser devido ao modelo de gestão terceirizado não estar adequado à complexidade da abordagem do paciente com transtorno mental, onde o envolvimento e a formação do profissional baseada no vínculo, na participação do paciente e a construção do seu plano terapêutico com a participação da família, são aspectos diferenciais na qualidade da assistência em saúde mental. O modelo de gestão adotado por Caxias para as Unidades estudadas não apresentou correspondência na redução efetiva da taxa de internação psiquiátrica dos pacientes residentes em Duque de Caxias.
