Hoy, gran parte del valor de las organizaciones lo forman los activos intangibles entre los que se cuenta el conocimiento empresarial; buena parte de ellas, ven en la gestión de este importante recurso, no solo una vía para aliviar las dificultades que generan la creciente fuga y robo de talentos, sino una clara y eficaz estrategia para garantizar la competitividad. No obstante, muchas empresas como lo expresan los expertos en gestión del conocimiento, se centran sólo en la gestión de sus activos tangibles y financieros; muy pocas de ellas, ponen escasa atención en la gestión del conocimiento como tal. A partir de esta realidad las empresas a través de RRHH, han comenzado a gestionar el conocimiento y la implantación de métodos que permiten retener el talento valioso para la continuidad de los negocios.

In November 2015-March 2016, I assigned my Graduate Assistant, David Durden, a project to compile usage statistics and trends for digitized collections between 2013-2015 from UMD Digital Collections and our contributions to the Internet Archive between 2008-2015. The original intent of the project was to provide usage metrics to assist the Digitization Initiatives Committee in prioritizing projects or content areas. The project also uncovered trends that should impact how we think about making digital collections discoverable and accessible. For example, if 50-60% of traffic into UMD Digital Collections comes from outside the University or College Park, MD, how will this impact the potential usage of content when access is restricted to campus due to licensing, copyright, or ownership restrictions? With a growing population using mobile browsers, how will a flash-based viewer restrict users’ access to content? How might we develop content or its discoverability for a growing social media user base? In this talk, I will briefly discuss the usage trends for the represented collections, how we may use these in prioritizing future projects, and issues I will discuss with collection managers as we develop project plans and the Manager of Digital Programs and Initiatives as we develop the digital collections repository.

Résumé : L'élément important que cette thèse sous-tend est que l'enseignement efficace n'est pas seulement constitué de techniques et de méthodologie, mais plutôt d'attitude et d'approche envers l'enseignement. Ceci ne veut pas nécessairement dire que plusieurs méthodes d'enseignement reçues dans un cours avec l'intention d'optimaliser les mécanismes de transmission et d'assimilation de la matière sont inappropriées. Cependant, l'absence de ce que nous pourrions définir comme un ton pédagogique est essentiel, c'est-à-dire, qu'une attitude positive à la productivité autant vis-à-vis de la matière à transmettre que vis-à-vis de l'individu impliqué dans "l'acte" de réception versus la découverte, aura davantage de succès. Toute autre méthode sera complètement inefficace, inaccessible, voire même inutile. D'emblée, dans l'hypothèse de départ, l'argument principal présente une attitude générale d'enseignement à divers échelons ; soit au niveau secondaire ou collégial qui est inappropriée, incomplète ou négative. En d'autres mots, cette approche thérapeutise l'éducation. Dans l'exercice de cette approche, l'enseignant ou l'enseignante adopte plutôt le rôle d'un thérapeute que celui d'un éducateur. De ce fait, le professeur en situation a une approche plutôt de thérapeute que celle de maître-précepteur et que la matière présentée est souvent diluée, et réduite à des niveaux d'apprentissage accompagnés de carences notoires et d'échecs académiques. Les attentes d'une performance dans le milieu académique sont souvent des plus modestes. Cette même tendance d'une éducation à la baisse est évidente aussi dans le processus d'évaluation. Il est certain que dans les disciplines non scientifiques, l'évaluation formative a grandement suivi l'évaluation normative conduisant le précepteur, tour à tour, dans une évaluation dormative dans laquelle l'effort et l'intention remplacent les aptitudes et les habilitées réelles. Si l'approche pédagogique est vraiment l'élément crucial de l'éducation, il Importe que l'approche générale influence le climat de l'éducation contemporaine, de fait, devienne un palliatif contre-productif souvent réhabilitant. De plus, cette pseudo-thérapie d'où d'écoule une attitude exigeante envers l'enseignant et l'apprenant dont le fondement est la reconnaissance des impératifs culturels qui en sont le reflet et le corps doit-être affirmé et transposé dans la réalité. Cette dernière comprend des attentes très poussées en ce qui concerne la performance en classe et aussi le respect de la matière qui contient la présentation routinière et fondamentale; renouveau intense du processus d'évaluation qui fournira des standards communs et des objectifs externes dans l'évaluation du travail de l'étudiant. Cette connaissance et domestication empirique que nous présente Vygotsky dans un climat contemporain qu'il a expliqué ces termes comme "des zones de développement proximales" basées sur la doctrine suivante que le bon apprentissage précède le développement et que conséquemment s'ensuit une pédagogie d'apprentissage plutôt qu'une pédagogie centrée sur l'apprenant. L'application significative de ces derniers principes ou de ces épistémologiques s'imbriquent dans une situation d'apprentissage ascentionnel dont la structure est détaillée et considérée par différentes perspectives de la recherche qui suit.||Abstract : The central tenet of this thesis is that effective teaching is not only and perhaps not primarily a matter of technique and methodology but of attitude and approach. This is not to say that diverse methods of classroom instruction intended to optimize the mechanics of transmission and the assimilation of data are inappropriate but that in the absence of what we might denominate as a certain pedagogical tone. that is, a productive attitude toward both the material to be conveyed and the individuel engaged in the 'act' of reception-and-discovery, even the most powerful methods will be differentially unavailing or, at best, inefficient. Given this initial assumption, the argument proceeds that the general attitude toward instruction currently in place at the secondary echelons, that is, on the high school and college levels, may be popularly represented as a 'teaching down' approach, in other words, as one which seeks to therapeuticize education. In practice this means that the teacher tends to manifest in situ more as a therapist than as a preceptor, that the material to be presented is frequently diluted or scaled down to perceived levels of cognitive (dis)ability (as is also the case with the rate of instruction), and that performance expectations in the current pedagogical milieu are commonly quite modest. The same downward trend is evident in assessment protocols as well. Certainly in the nonscientific disciplines, normative evaluation has been widely succeeded by formative evaluation, leading in turn to a peculiar kind of dormative evaluation in which intangibles such as effort and intention may deputize for realized ability. If pedagogical approach is indeed the crucial element in instruction, and if the general approach that pervades the contemporary climate of instruction is indeed counter-productively remedial or rehabilitory, that is, therapeutic, then it should follow that a more demanding attitude toward teaching and learning founded on the recognition of the culturel imperative which teaching both reflects and embodies needs to be re-affirmed and translated into practice. This latter would entail the maintenance of high expectations with regard to classroom performance, a respect for the material which precludes its routine mitigation or debasement, a renewed insistance on grading protocols that provide an external, 'objective' or communal standard against which the student's work can be measured, the empirical acknowledgment or domestication of what Vygotsky has termed "the zone of proximal development," based on the doctrine that good learning proceeds in advance of development, and conséquently, a learning-centered rather than learner-centered pedagogy. The meaningful application of this latter set of principles or epistemological gradients comprises the 'learning up' situation whose structure is excunined in some détail and considered from various perspectives in the ensuing.

El presente trabajo tiene como finalidad desarrollar un plan de gestión de conocimiento para potenciar las herramientas y generar una nueva cultura en la que se valore los intangibles en la organización. Dentro de este proceso, se definió la importancia de gestionar el conocimiento, debido a que en los últimos años este ha empezado a tener un valor intangible. El conocimiento es generado por los colaboradores, pero debe ser recolectado, transferido, salvaguardado y administrado de manera sistemática con el fin de hacer a la organización más rentable (Canals 2003). De acuerdo con esta visión, se observó que las personas juegan un papel muy importante, y que sus competencias son relevantes para mantener el conocimiento y compartirlo, de modo que se genere una nueva cultura de organizaciones que aprenden. Debido a esta constatación, actualmente, la mayoría de empresas incluyen en sus objetivos estratégicos la gestión del conocimiento. A lo largo del tiempo, la trascendencia del tema provocó que los factores de medición sean más estrictos para comprobar el retorno dentro de la organización, lo cual produjo la necesidad de conocer si realmente el conocimiento es válido y fiable. En este contexto, este estudio busca desarrollar, sobre la base de la experiencia de otras empresas, un plan de gestión de conocimiento que ayude a mantener, compartir e innovar el conocimiento para hacer de Holding Perú una empresa competitiva, a la vanguardia con la tecnología y que mantenga el conocimiento como un valor intangible que ayude a potenciar a los colaboradores.

This analysis on the ambient licensing is based on a research that identifies the fragilities and advances of the application of this instrument of politics of the environment in the ambient politics of the Rio Grande do Norte, in the period of 1992 the 2003. The isolated urban area of Búzios, situated in the City of Nísia Floresta/RN, situated in the eastern coast of the State, where concentrates the boarding of the ambient question as a matter in the Brazilian process of urbanization, over all the institutionalization and implementation of the ambient licensing. They are distinguished in the used methodology in consultation to the diverse involved social segments with the ambient subject in study, the example of the managers, technician and specialists, as well as the application of the legislation and norms techniques, the forms of appropriation of the common wealth and the procedures of ambient licensing of the competent agencies. The results of the research designate that the ambient licensing while instrument of the ambient politics is one of the alternatives more efficient as techniques in the process of sustainable development, since it is beyond the prerogatives to conciliate the activities and enterprises with the conservation of the environmental resources and natural benefits to the societies. In the RN one evidenced progress in the ambient legislation and the instructions techniques, and that the imperfections and limitations in the system of ambient licensing are not directly on to the instruments, but in the implementation of mechanisms of the ambient agencies. This because they do not make use of operational structure to apply in practical and established abilities, as an ambient management, institutional joint and deliberations of the State Counselor for Environment

The Knowledge Exchange Licensing Expert Group has commissioned a study which examined which licences or licence provisions are being used by open access and hybrid publishers when making their publications available in open access. The study intended to identify a ‘best practice’ licence model framework and to formulate recommendations with respect to an OA licence structure, taking into account the commercial and non-commercial needs of authors as well as the publishers. The study was undertaken by Maverick Outsource Services Ltd. This led to the following recommendations for an optimum licence in an open access journal: The author retains copyright; The author or rightholder grants to all users a free, irrevocable, worldwide, perpetual right of access to the work, and besides a licence to copy, use, distribute, transmit and display the work publicly and to make and distribute derivative works in any digital medium for any reasonable purpose, subject to proper attribution of authorship; A complete version of the work and all supplemental materials is deposited immediately upon initial publication in at least one online repository. This includes the permission as stated under 2, in a suitable standard electronic format; The copyright holder can retain the right to restrict commercial use if they wish; The copyright holder provides the publisher with permission to publish, subject to open accessibility of the work in online published form.

New developments in higher education and research are having their repercussions in dailylicencing practice. Examples are; demands for perpetual access usage of licensed content incourse packs or virtual research environments text mining open access to publications. Atthe Knowledge Exchange workshop on LicencingPractice, twenty Experts discussed how these newdevelopments could be incorporated in licencing. The workshop consisted of four presentations oncurrent developments in licencing followed by threeparallel breakout sessions on the topics open access,new developments and data and text mining. This led toa lively exchange of ideas. Especially the aspect of dataand text mining provided valuable insights in how thiscould be incorporated in licencing. The Knowledge Exchange Licensing expert group willwork on how to implement the model provisions discussed. Input from the workshop was collected for a workshop with publishers to take place in March 2012 and will include these provisions in their licences. The various suggestions will be also shared with other international organisations working inthis field.

In this brief an explanation is given why Exceptions in copyright legislation are of great importance to the free flow of knowledge, essential to education and research in the European Union. At present the Freedom of access to knowledge for EU citizens is trapped in a complex web of national laws and local licensing arrangements. The current EU copyright law does not enable the vision of either a "Europe of knowledge" in the Bologna Process or of a "unified" European Research Area to be realised. To address this Exceptions and limitations harmonised to fit best practice are required to allow content to move digitally across Member States in support of education, research and libraries. Support for open content licensing by the European Parliament will strengthen authors’ rights, meet the needs of researchers, teachers and learners, and enable the free flow of knowledge in support of the "fifth freedom".

Over the past few years many studies have been published on the costs and economic benefits of journal business models. Early studies considered only the costs incurred in publishing traditional journals made available for purchase on a subscription or licensing business model. As the open access business model became available, some studies also covered the cost of making research articles available in open access journals. More recent studies have taken a broader perspective, looking at the position of journal publishers in the market and their business models in the context of the economic benefits from research dissemination. This briefing paper also looks at the outcomes of the broadly cited RIN study and various national studies performed by John Houghton. All links provided in footnotes in this Briefing Paper are to studies available in open access.

O trabalho intitulado - Análise de programas de Educação Ambiental no licenciamento ambiental de usinas hidrelétricas no Rio Grande do Sul: um estudo de caso - busca fazer uma análise compreensiva, reflexiva e problematizadora das ações de Educação Ambiental realizadas durante o processo de licenciamento ambiental, como medidas mitigadoras e/ou compensatórias de impactos ambientais causados pela instalação/operação de empreendimentos hidrelétricos. O objeto de análise foi o Programa de Educação Ambiental da UHE São José, instalada no rio Ijuí, interior do estado. Utilizou-se o movimento recursivo e reflexivo para elaboração da pesquisa, onde a primeira fase foi composta pelo levantamento bibliográfico que serviu de base para as discussões propostas, e a segunda fase foi composta pela investigação do referido programa, tendo como corpus da pesquisa documentos e entrevistas, e utilizando-se da Análise Textual Discursiva (ATD) como metodologia de análise. Os resultados obtidos fazem refletir sobre a ocupação dos espaços do licenciamento ambiental por uma Educação Ambiental que vá além do simples cumprimento das leis e normas, mas que seja de fato integradora e participativa, e envolva o compromisso dos empreendedores, das comunidades atingidas e dos órgãos fiscalizadores, contribuindo com a gestão ambiental e a sustentabilidade dos locais em transformação.
