Na legislação atual os bens de domínio público do Património Histórico, Cultural e Ambiental devem ser contabilizados, no entanto, dadas as suas caraterísticas, existem dificuldades na sua avaliação, sobretudo quando se trata de bens que não foram construídos pelo homem, de que são exemplos os bens dominiais, como o espaço aéreo, os rios, o mar – Património Natural – ou os bens sem caraterísticas físicas – Património Cultural. Este trabalho pretende, como principal objetivo, propor uma metodologia de avaliação dos bens intangíveis, nomeadamente, os de cariz cultural e ambiental, porque são fatores que criam valor económico, contribuindo para o rendimento do município e, consequentemente, do país através das receitas de turismo geradas. Para tal, foram identificados os recursos intangíveis do concelho de Miranda do Douro com maior atratividade, recorrendo à aplicação de um inquérito por questionário aos seus visitantes. No sentido de dar resposta ao objetivo do estudo propôs-se uma metodologia de avaliação, tendo por base o valor económico acrescentado, mais conhecido por modelo Economic Value Added (EVA), pois é conhecido como o modelo que melhor avalia a criação de riqueza. Os resultados permitem concluir que são a Natureza e a Cultura os bens intangíveis que mais criam valor para o Município, resultado apurado através da aplicação de um inquérito por questionário aos visitantes de um evento de cariz cultural – A Feira de Gastronomia e Artesanato. Após a sua identificação, foi estimado o valor destes bens intangíveis, pelo método EVA, usando como proxies para o valor do capital investido, as despesas de investimento em cultura e para a rendibilidade do capital investido, as receitas da Hotelaria e da Restauração e das Atividades Recreativas.

El presente trabajo tiene como punto de partida la investigación de los intangibles en el sector público. Evalúa la comunicación de los portales de transparencia y la participación de la ciudadanía en 15 ayuntamientos de la Comunidad de Madrid, teniendo en cuanta su posición en el ranking de transparencia elaborado por Transparencia Internacional España. Persigue como fin obtener aspectos de mejora de la comunicación de la información publicada en los mismos, como también optimizar la participación de la ciudadanía. Con apoyo en anteriores antecedentes, se elabora un mecanismo de evaluación de portales de transparencia centrado en los factores de comunicación de la transparencia y participación, a partir de los cuales se establecen variables cuyas dimensiones son sujetas a evaluación. Los resultados obtenidos de la evaluación son puestos en comparación con los obtenidos en el ranking de TI España, permitiendo generar conclusiones en torno a la forma en la que se comunica la transparencia y como es la participación de la ciudadanía ante los portales de transparencia.

lNTRODUCTION; This part is the general introduction of this thesis. The research subject, alunite mine of Wenzhou, has a history of more than 600 years. Not only in the history, has it still played an important role in the people's daily life of Fanshan Town. According to the legend, it was Qin Fu, a refugee, found the way of produce the alum totally by accident. However, we try to find out the real history of its mining and production of alum. ln fact, we have found some ancient documents concerning its history. Especially in the book « The chronicles of Wenzhou Fu of Hongzhi », we found some original information, such as the ancient method of mining and producing alum, etc. ln some other ancient documents, we found some important information, too. With such a long history, the alunite mine has held a lot of heritage, no matter tangible or intangible. Unfortunately, due to some reasons, the condition of the mine becomes worse and worse. ln studying his history, technology and the present situation, we intend to find some ways to solve the problems, and restart its development in other fields. Certainly, we should make a brief introduction of the alunite as well as the alum. The second part of the introduction concentrates in the uses of alum, providing an easier comprehension of this object.

7 RESUME/ABSTRACT Au Sénégal, il existe des pratiques culturelles et cultuelles, séculaires que l’on retrouve au niveau de toutes les composantes ethnolinguistiques. Une donnée qui nous interpelle, chacun en ce qui nous concerne, et nous invite à repenser le devenir de nos spécificités et particularités culturelles face aux assauts répétés et multiformes de la modernité. La caractéristique qui entoure les rites et rituels est le plus souvent sujette à plusieurs formes d’interprétations fantaisistes et parfois dévalorisantes. Force est de reconnaître que le recours à la médecine moderne ne saurait pleinement répondre à ce besoin de tranquillité et de sérénité mystique qui habite chaque africain en général et chaque sénégalais en particulier. Il s’agit ici, pour l’africain et en ce qui nous concerne le sénégalais, de trouver une tranquillité psychologique et une assurance symbolique propres à créer les conditions d’une guérison physique et/ou morale. En ce sens que l’emprise du modernise ne peut aucunement influer totalement sur cette croyance ancestrale que bon nombre de sénégalais, et pas des moindres, ont en l’endroit de ces pratiques. Une prédisposition culturelle sous-tendue par des préoccupations cultuelles qui font l’objet d’une communion agissante entre les différents membres des communautés. Une prise de conscience qui se manifeste à travers des cérémonies ponctuellement organisées et présidées par des prêtres et prêtresses. Notre présente étude participe de la recherche d’un juste équilibre spirituel et temporel apte à offrir une possibilité de concilier les aspects traditionnels des spécificités culturelles de nos composantes ethnolinguistiques avec ce qui constitue les contraintes et exigences de la modernité. Il reste certes évident que cette opposition a généré une sorte de fracture culturelle en véhiculant une autre manière de voir, mais surtout de percevoir nos traditions et coutumes. Cependant à l’heure d’un redimensionnement et d’une adaptation contextuelle de ce qui constitue nos valeurs identitaires, il nous revient de procéder à une démarche de sensibilisation et d’explication pour conférer plus de lisibilité à nos expressions culturelles. La mise en place d’un écomusée des pratiques divinatoires et curatives, est un moyen moderne et pratique de sauvegarde et de valorisation des savoirs et connaissances thérapeutiques endogènes. Outre la création d’emplois et de revenus, cette infrastructure sera une vitrine du patrimoine local qui favorisera le développement d’un tourisme culturel source de devises et vecteur de développement local; ABSTRACT: In Senegal, there are cultural and religious practices, ancient that we find in all the ethno-linguistic components. A given that challenges us, each in our case, and invites us to rethink the future of our cultural specificities and characteristics and multifaceted face of repeated assaults of modernity. The characteristic surrounding the rites and rituals is usually subject to various forms of demeaning and sometimes fanciful interpretations. We must recognize that the use of modern medicine can not fully meet this need of tranquility and mystical serenity that inhabits every African in general and Senegal in particular each. This is, for Africa and for us Senegalese, find a psychological tranquility and symbolic own insurance to create conditions for physical healing and / or legal. In that the grip of modernizing can in no way affect totally on this ancient belief that many Senegalese, not least, have the place of such practices. A cultural predisposition underpinned by cultic concerns that are the subject of an active communion between the community members. An awareness that manifests itself through occasionally organized ceremonies presided over by priests and priestesses. Our present study involved the search for a fair balance spiritual and temporal able to offer an opportunity to reconcile the traditional aspects of the cultural specificities of our ethno-linguistic components with which constitutes the constraints and demands of modernity. While it remains clear that this opposition has generated a kind of cultural divide by conveying a different way of seeing, but above all to collect our traditions and customs. However at the time resizing and contextual adaptation of what constitutes our identity values, it is our responsibility to conduct an outreach approach and explanation to give greater clarity to our cultural expressions. The establishment of a museum of divination and healing practices, is a modern and convenient way to backup and recovery of therapeutic knowledge and endogenous knowledge. In addition to creating jobs and income, this infrastructure will be a showcase of local heritage that promote the development of cultural tourism source of foreign exchange and local development vector.

This article focuses on the connections between built heritage-making and socioeconomic renewal in declining rural areas. Drawing on fieldwork in twelve rural villages in eastern Portugal, it sheds light on the outcomes of a State-led programme, the objectives of which were to renovate the historic built fabric and generate tourism revenue for a region with declining population levels. Overall, the programme was successful in terms of preservation / conservation of monuments and the built fabric, but failed to stimulate the anticipated social and economic development. The conclusion is that the making of heritage spaces is not the remedy for the economic and demographic ills of rural areas, notwithstanding the positive effect that such measures may have in certain cases.

This article focuses on the construction of heritage in rural Portugal. Drawing on anthropological fieldwork in the village of Castelo Rodrigo, it analyses the extensive protection and exhibition of domestic architecture in the framework of a State-led local development programme. By bringing in the messiness of daily practices, the article goes beyond neat theoretical formulations in the study of heritage such as Foucault’s theory of “governmentality” and Kirshenblatt-Gimblett’s notion of “second life as heritage”. It argues that the “conduct of conduct” is actually nowhere near as effective as its theoretical formulation might have us believe, and the second life as heritage suffocates the first life of houses as social habitats for the village population.

Este artigo teve como objetivo principal efetuar a análise das demonstrações contábeis de museus localizados nos cinco continentes, visando identificar o tratamento contábil relacionado ao reconhecimento e à mensuração dos heritage assets (HAs). Para tanto, aborda as definições de heritage assets, bem como o tratamento contábil discutido na literatura e definido pelas normas aplicáveis aos museus dos países foco deste estudo. Trata-se de uma pesquisa aplicada, qualitativa, descritiva e documental, conduzida a partir da análise do conteúdo dos relatórios anuais, demonstrações contábeis e respectivas notas explicativas de nove museus localizados na Nova Zelândia, Austrália, Reino Unido, África do Sul, Brasil, Canadá, Peru, Argentina e Estados Unidos. A partir da análise dos documentos, verificaram-se práticas heterogêneas, sendo o HA evidenciado em apenas uma parcela dos Balanços Patrimoniais, com destaque para as entidades situadas na Nova Zelândia e na Austrália, as quais apresentam o detalhamento mais completo e robusto. Quanto aos critérios de mensuração adotados pelos museus, o custo histórico é adotado principalmente para o reconhecimento inicial, enquanto outros critérios (valor justo, valor de mercado, custo de reposição e julgamento de profissionais especializados) são utilizados na mensuração subsequente. ______________________________________________________________________________ ABSTRACT

This article examines the impact associated with the making of heritage and tourism at a destination. Special attention is paid to the residents’ perceptions of the impact. The examination is focused on the rural village of Sortelha, in Portugal, where, in recent decades, a state-led programme was implemented in order to renovate the historic buildings and built fabric and to generate benefits for the local community. Based on ethnographic materials collected in 2003, 2009 and 2013, the study demonstrates that the making of heritage may give rise to two opposing impacts simultaneously – increased social cohesion and place pride, on the one hand, and envy and competition (and, hence, social atomisation), on the other hand – and that residents are entirely cognisant of the tension between the two. The study has the potential to contribute to both the theoretical and the applied literature on heritage making.
