São Paulo is one of Latin America’s most modern and developed cities, yet around one-third of its 10 million inhabitants live in poor-quality housing in sub-standard settlements. This paper describes the response of the São Paulo municipal government that took office in 2001. Through its Secretariat of Housing and Urban Development, it designed a new policy framework with a strong emphasis on improving the quantity and quality of housing for low-income groups. Supported by new legislation, financial instruments and partnerships with the private sector, the mainstays of the new policy are integrated housing and urban development, modernization of the administrative system, and public participation in all decision-making and implementation processes. The programmes centre on upgrading and legalizing land tenure in informal settlements, and regeneration of the city centre. The new focus on valuing the investments that low-income groups have already made in their housing and settlements has proved to be more cost-effective than previous interventions, leading to improvements on an impressive scale.

Descontinuidade administrativa, ou o rompimento de atividades e programas na troca de governos e autoridades federais, estaduais e municipais, tem sido tópico constante de comentário e elemento central da imagem da área pública Brasileira presente na conversa quotidiana. Curiosamente, são poucos os estudos empÃricos sobre a questão como também são poucas as reflexões sobre os fatores que podem contribuir para a continuidade. O estudo busca contribuir nos dois eixos a partir da análise de ações governamentais em 89 prefeituras no perÃodo de 1995 a 1997.

Municipal government policies supporting recycling cooperatives at the start of the 1990s and in the first years of the current century have contributed to resemanticizing trash rather than improving the living conditions of the street scavengers in the city of Rio de Janeiro. This idea was based on multiple case studies conducted in three post-consumption recycling cooperatives which have resulted from such policies. Interviews were held with three municipal government managers and 66 scavengers between 2002 and 2004, during a period of field observation that varied from two to six months in each case. Following a Foucaultian analysis approach, in this thesis post-consumption trash is considered as a discursive production. For this reason, the discourses have been analyzed (through an archaeology and a genealogy) that animated this object as a target condition of public policies. Thus, problematization of the trash has been proposed ¿ characterized by the concomitance of discourses related to an environmental and economic issue surrounding it, which would have impacted the scavengers' work. This proposal made it possible to consider the conditions that enable the scavengers to participate in this discursive production concerning trash. Problematization means the social enhancement of trash (its resemantization as recyclable) and the government policies were an attempt to make the scavengers adapt to this conjuncture. The conditions have been investigated that enable the scavengers to participate in the construction process of the discourse concerning trash (preparation of the strategies), in consonance with public policies. According to the three organizations observed, the public managers assumed that it would be possible for the scavengers to participate in the rules of discourse on trash, when they achieved economy of scale and when they sold to middlemen. Through the findings of the studies, however, it has been concluded that the ways in which these three organizations were managed enabled the scavengers to accede to the rules of discourse regarding problematized trash only when they could control the strategies that allow them to attend what is set by such rules.

Este trabalho trata de um estudo de caso sobre a participação direta dos cidadãos no orçamento público municipal. Discute-se a teoria democrática sustentando-se que a democracia representativa apresenta fà lhas que exigem mecanismos corretivos e que a participação direta dos cidadãos se apresenta como uma alternativa para corrigir esses desvios. A premissa básica que permeia toda a pesquisa é a da participação direta como meio eficiente de controle do cidadão sobre as ações do Estado - Governo Local. Por meio da análise do Programa de Governo do Partido e do Plano de Governo da Prefeitura de Santos~ procurou-se verificar quais os fundamentos teóricos da participação direta que orientam as ações do Governo Municipal Santista. A dimensão institucional da participação é explorada por meio da descrição e análise crÃtica das formas de participação direta~ previstas na legislação constitucional - Constituições Federal e Estadual de São Paulo e Lei Orgânica do MunicÃpio de Santos. Busca-se identificar quais são os limites dos mecanismos de participação direta, previstos na legislação. quando aplicados ao orçamento municipal. A investigação sobre o processo decisório orçamentário visa a captar qual lógica subjaz no processo de alocação de recursos no orçamento público. Embora se tenha assinalados certos embaraços jurÃdicos e operacionais à participação direta dos cidadãos no orçamento~ esses entraves não invalidam a importância da experiência com orçamento participativo no MunicÃpio de Santos. A proposta da Prefeitura Santista, por seu caráter inovador e educativo revela-se uma valiosa contribuição para a prática de uma gestão mais democrática e transparente no âmbito municipal.

Análise qualitativa do processo de participação popular ocorrido em Vila Velha (ES) de 1983 a 1992) baseada em entrevistas realizadas com os quatro Prefeitos Municipais desse periodo. bem como com os quatro diretores mais antiqos do Conselho Comunitário entidade federativa representante dos movimentos comunitários do municipio. Os critérios uti1izados na análise foram a disseminação das in formações a cerca da gestão municipal, o tipo de relação estabelecida entre esses gestores e os movimentos comunitários, a razão entre as propostas planejadas coletivamente e as propostas imp1ementadas pela administracão municipal, e os obietivos explicitos e implicitos do Prefeito ao implementar o processo participativo. A reflexão apresentada tenta desmistificar os processos participativos encaminhados no municipio tendo em vista que a prática ao longo dos dez anos estudados mais desmobilizou do que ampliou a participar.;:~o da sociedade, a pesar de reconhecer a contribuir.;:~o de cada um dos qestores do per iodo p·3ra. o avanr.;:o da orqanizaç~o dess a sociedade.

o presente estudo é o resultado da pesquisa feita durante o Mestrado em Gestão Empresarial da Escola de Administração Pública e de Empresas, da Fundação Getúlio Vargas. Este trabalho buscou compreender a produção espacial da cidade de Belém, precisamente sobre a Vila da Barca, situada à s margens da Baia do Guajará, região que teve alguns de seus moradores remanejados para o Projeto de Habitação e Urbanização do local como parte da polÃtica pública habitacional da área, realizada pelo Governo Municipal em parceria com o Governo Federal. Este projeto habitacional é gerenciado pela Secretaria Municipal de Habitação - SEHAB. O objetivo principal deste estudo voltou-se para a avaliação do Projeto de Habitação da Vila da Barca no sentido de identificar como se efetivou o processo de concepção, remanejamento e reinstalação das famÃlias do setor analisado. Além disso, buscou-se conhecer o que foi feito em relação ao desenvolvimento desse espaço urbano. A metodologia se desenvolveu em duas fases: aplicação de questionários aos moradores e, de entrevistas aos técnicos envolvidos (Gerente de Desenvolvimento Urbano (GIDUR); Técnico Social e Engenheiro, funcionários da Caixa Econômica Federal em Belém). A pesquisa procurou demonstrar a opinião dos envolvidos no processo de efetivação dessa polÃtica pública, compreender a produção desse espaço urbano em suas diferentes dimensões e perceber os aspectos positivos e negativos do projeto, verificando alguns elementos de construção desse espaço. Como conclusão, percebe-se que é preciso construir formas atuais eficazes de exercer por parte da sociedade o controle social sobre o poder do Estado e sobre os mecanismos que controlam o mercado. Esse é o desafio maior da contemporaneidade

O presente estudo tem como foco o levantamento e análise do custo-aluno das creches, primeira etapa da Educação Infantil, que compreende as crianças de 0 a 3 anos de idade. Ele responde à situação problema apresentada pela Secretaria de Educação do MunicÃpio de Santo André (SP), caracterizada pela necessidade do aprimoramento da gestão dos recursos financeiros em um cenário de dificuldades orçamentárias e aumento de demanda. Foram selecionadas 12 unidades municipais da rede direta, com atendimento exclusivo a crianças nesta faixa etária. A metodologia utilizada teve como base a utilização do Sistema de Informações do Orçamento Público municipal, a partir do qual foram realizadas as consultas e definições dos componentes do custo do objeto em estudo, sendo que a metodologia de acumulação de custos utilizada foi o custeio por absorção. Adicionalmente, os autores analisaram os processos administrativos relacionados aos itens de custeio e realizaram entrevistas com os diversos atores envolvidos nos processos de gestão daquela e de outras secretarias, bem como acadêmicos dedicados ao estudo de custos no setor público, cujas experiências relatadas subsidiaram a pesquisa e as avaliações realizadas. O estudo apontou um custo-aluno médio de R$ 11.970,72 sendo que, para melhor análise dos resultados, as unidades escolares foram agrupadas em três categorias de acordo com o número de alunos: i) pequeno porte: com até 149 alunos (três unidades); ii) médio porte: entre 150 e 190 alunos (cinco unidades); e, iii) grande porte: com mais de 190 alunos (quatro unidades). A partir dessa divisão foi possÃvel concluir que as creches de grande porte apresentaram vantagem comparativa em relação à s demais, com custo-aluno médio de R$ 11.684,03, seguidas das creches de médio porte, R$ 11.751,46 e pelas unidades de pequeno porte, que apresentaram o custo-aluno de R$ 13.235,88, ou seja, 13,23% acima das escolas de grande porte. Esses resultados indicam a existência de ganhos de escalas de acordo com o porte da creche e pode subsidiar a tomada de decisão dos gestores para futuros projetos de expansão da rede pública de creches.

O sistema de transporte coletivo por ônibus da cidade de São Paulo teve diversas mudanças nos últimos 25 anos, o que resultou em modelos de concessão distintos, impactando nos custos, nas receitas e na remuneração desse serviço, além da variação da qualidade decorrente destes fatores. O estudo analisa o caso da cidade de São Paulo, detalhando principalmente as formas de remuneração, financiamento, polÃtica tarifária e Taxa Interna de Retorno, desde 1990 até o inÃcio do ano de 2015; descreve também boas práticas de outros municÃpios, que não foram adotadas na capital paulista no perÃodo analisado. As manifestações de junho de 2013 abriram a janela de oportunidade para que o governo municipal implementasse as polÃticas de mobilidade urbana que, até então, eram rejeitadas pela mÃdia e por parte da sociedade. Os projetos realizados pelo governo nos anos seguintes ainda não foram suficientes para atender as expectativas dos usuários do transporte coletivo. Portanto, a partir da análise do modelo vigente e a conjuntura favorável para implementar novas mudanças, a pesquisa apresenta possÃveis alternativas a serem consideradas em um novo modelo de concessão de transporte coletivo.

Esta tese é constituÃda por três capÃtulos que se enquadram na área de Microeconomia Aplicada, sendo dois deles de Economia PolÃtica Aplicada e o outro de Economia da Educação. O primeiro capÃtulo investiga se a eleição de mulheres para a prefeitura impacta a inserção de outras mulheres no mercado polÃtico, reduzindo-se assim uma preferência pré-estabelecida pelos eleitores de não votar em mulheres. Para realizar o exercÃcio, utiliza-se um experimento de Regressão em Descontinuidade onde explora-se eleições em que uma mulher perdeu ou ganhou por uma margem pequena de votos para um candidato homem, a ponto do gênero eleito ser aleatório. Os resultados mostram que a eleição de uma mulher tem impacto apenas em ambientes mais propÃcios a eleger mulheres (o que foi mensurado aqui pelo percentual de vereadoras eleitas) ou em locais onde os candidatos tinham maior qualidade (medido pela escolaridade). O segundo artigo estima o impacto da divulgação da qualidade escolar sobre a migração dos alunos entre escolas. A ideia é que ao tornar-se público o sinal de qualidade, escolas e alunos têm incentivos para se adaptarem conforme sua demanda por qualidade. Para isso, explora-se um desenho de Regressão em Descontinuidade Fuzzy devido a um dos critérios de divulgação do IDEB ser a escola ter no mÃnimo 20 alunos matriculados na série avaliada. Os resultados mostram que as escolas que tiveram IDEB divulgado tiveram maior migração de alunos e, em especial, de alunos em condições de vulnerabilidade. O terceiro artigo avalia a hipótese de exogeneidade da abertura comercial brasileira, promovida no final da década de 1980 e inÃcio da de 1990. Há uma vasta literatura que explora os efeitos da abertura comercial sobre o mercado de trabalho, desigualdade de renda, pobreza e crescimento econômico. Tais trabalhos consideram o processo de liberalização brasileiro como não correlacionado com as demandas de nenhum setor de atividade econômica especÃfico, o que justificaria utilizar o perÃodo de abertura como um instrumento para lidar com endogeneidade nas estimações. Nós apresentamos evidência de que, embora não correlacionado com nenhum setor em especial, a abertura estava correlacionada com a distribuição de capital polÃtico dos governos nesse perÃodo, e pode ter funcionado como uma estratégica clara de fortalecimento polÃtico ou, pelo menos, teve o contexto polÃtico como um facilitador do processo.

With the disorganized decentralization occurred in Brazil after the 1988 Constitution, municipalities have risen to the level of federal entities. This phenomenon became known as "municipalism" also brought some negative effects such as low capacity financial, economic and political of these entities. In the face of this reality , the municipalities sought in models of collaborative features to address public policy issues ultrarregionais, one of these models are the Public Consortia. Characterized as the organization of all federal entities that aim to solve public policy implementation alone that they could not, or spend great resources for such. This reality of the municipalities have an aggravating factor when looking at the situation in Metropolitan Regions (MRs). This is because the RMs has a historical process of formation that does not encourage cooperation, since that were created top-down during the military regime. Furthermore, the metropolitan municipalities have significant power asymmetries, localist vision, rigidity earmarked revenues, different scenarios conurbation, difficulty standardization of concepts and others that contribute to the vision of low cooperation of these metropolitan areas. Thus, the problem of this work is in the presence of collaborative arrangements, such as the Public Consortia in metropolitan areas, which are seen as areas of low cooperation. To elucidate this research was used for analysis the cases of CONDIAM/PB and Consórcio Grande Recife/PE, because they are apparently antagonistic, but with some points of similarity. The cases has as foundation the Theory of Common Resources, which provides the possibility of collective action through the initiative of individuals. This theory has as its methodology for analyzing the picture IAD Framework, which proposes its analysis based on three axes: external variables, the arena of action and results. The nature of the method of this research was classified as exploratory and descriptive. For the stage of date analysis, was used the method of document analysis and content, Further than of separation of the cases according to theur especificities. At the end of the study, noted that the CONDIAM/PB was a strategy of municipal government of Joao Pessoa to attract funds from the Federal Government for the purpose of to build a landfill, and over the years the ideology of cooperation was left aside, the prevailing view localist municipalities. In the case of Consórcio Grande Recife/PE, members act with some degree of cooperation, especially the collaborative aspect of the region, however, still prevails with greater strength the power of the state of Pernambuco in the decisions and paths of the consortium. Thus, was conclude that the Public Consortia analyzed are an experience of collaborative arrangement, from the initiative of members, as the theory of common resources says, but has not actually signed as a practice of collective action to overcome the dilemmas faced by metropolitan areas

According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well

The subject of public safety is part of the academic and popular discussions, due to several factors that act in society culminating in an increasing criminality. The importance of the evaluation of public policies in this context consists in a possible control tool, monitoring and necessary adjustments to the government to make the necessary changes. Given this reality, it is thought the research problem: how Mossoró (RN) city has implemented his public security policy? In general guideline of the research, we work with the following hypothesis: the own formulation of the National Policy of Public Safety there are elements that hinder the implementation of a public policy of municipal security in Mossoró. The objective of this research is to evaluate the existing security public policy in the city of Mossoró, by the elements that facilitate and/or hamper its implementation, through the actions of municipal government in the activities of the Mossoro Civil Guard (GCM). For this, a review of the implementation process was conducted, specifically its subprocesses of selection, training, and logistical or operational. Was used bibliographical research, documental primary and secondary, and field research, with conducting of interviews. It was found that with a staff of 197 guards, and with five years of creation, the actions developed by this institution refer to an early implementation of the municipal security policy. The guard has the basic pattern selection, part of function relocation and part of public tender. The formation occurs in an introductory way, however, not complete and specific, for the function performance. Its operability is limited by the number of existing effective and by the physical structure that has not matching the demand yet, which touches on the municipal budgetary reality of direct resource intended to safety. It was found the absence of a municipal plan of public security with principles, guidelines and goals that could direct the actions of the guard. It is concluded that despite of the implementation of the GCM Mossoró have not achieved, within the parameters of efficiency, efficacy and effectiveness have played their actions, projects and programs, it could trigger a process of opening for construction of a municipal security policy. As well as break with the paradigm of municipal actions just meant for surveillance of public property, interaction affirmative for the prevention of violence and crime

One of the agreements assumed at the conference of the United Nations for the Environments and Development which took place in Rio de Janeiro in 1992; through Global Agenda 21, was that the signatory countries would create a national Politics of sustainable development, by means of their national Agenda 21. Demonstrating the relevance of municipal districts and the local communities, during the definitions of new development standards compromised to the transformation of the society, socia1ly and environmentally well-balanced world, it was also agreed on that places under the responsibilities of the municipal districts would promote their own local Agenda 21. We need to point out though that the government has the prerogative and the responsibly of facilitating the population participation process in the construction of national and local Agenda. This made it possible again, to plan the scheming process directly towards the insertion of population participation at the different levels, involving the entire local sectors while establishing a new local partnership through the local municipal government. Thus, we decide to verify the participation of the population in the construction of their local Agenda 21, choosing for the study case Parnamirim municipality from RN. The question which originated the objectives and analysis was formulated on the following terms: Up to which stage was the process of population participation effective in the elaboration of Parnamirims's local Agenda 21? Based on this uneasiness, it was defined as the general objective, the verification of population participation process during the elaboration of Parnamirims's local Agenda 21, aiming at its effectiveness as well as specific objectives; to identify the population representivity, the construction of the local AG 21 in order to identify on which level is the participation based, to verify the strategies used in order to promote the process participation, to identify the motives guiding those involved in the construction of the local Agenda 21. This case study at Parnamirim municipal district demonstrated that there was effective population participation as far as the local Agenda 21 is concerned

Our object is to analyze the experiences in participative management in the cities o Natal and Maceió. The center of our interests is to evaluate if the operational changes in public administration in Brazil have really caused transformations in the municipal government which tend to constitute democracy in our country. The enlargement of civil society participation experiences in public management (at least as a proposal) has led to a great diversity of results even when executed by individuals from the same political party or with the same ideological interests. Thus, we investigate why the participative management process takes place in different forms even when the managers belong to the same party and share the same ideas. We based our analysis in the analytical scheme developed by Esping-Andersen (1991) in his studies about the cause for different welfare states in the world. We defend the thesis that the specifities in management are explained through an integrative analysis between the capacity of organization existent in society, the kind of govern coalition and the institutional legacy present in both cities. The complete analysis of the two experiences studied shows that there are similarities specially in the mayors government forms and in the importance they give in their speech to the participation of society as the element which sustains the management. Nevertheless, although both mayors are connected to the political party project, there are also differences in the advance of such process mainly because of the basis work performed by the left party among the popular movement, the kind of govern coalition which has been developed in the city and by the institutional legacy left by the former administration

This study analyzes the event of the Feast of Our Lady of Grace, located in the municipality of Florania / RN as a tourism product, inserted in a process of transformation of a sacred place, in principle determined by religious motives, in a destination "tourist-religious". We seek to understand to what extent state intervention, with policies aimed at boosting the tourism sector as well as the interactions among key actors in the space, are able to modify and streamline the city of Florania, particularly Feast of Our Lady of Grace. The methodology also includes the review of the literature using the deductive method the application of questionnaires to the pilgrims, tourists and pilgrims totaling 150 questionnaires. Along with the economic agents of the municipality, 36 questionnaires were administered according to the model adopted by REDESIST. Complement this research interviews with key Officials of the Municipal Government and the Church. Despite the recognition by the actors of the importance of tourism to the economy of the city of Florania, encouraging the development of the sector is still lagging, some worked and policies / programs listed actually pass by the "Paths of Faith" of Florania. Concerning the Feast of Our Lady of Grace, the bottlenecks reported by researchers and economic agents are very partially affected by the policies / programs and when this occurs, the effort seems to be only reactive, resulting from the pressures experienced by the municipal government (mayor)
