This is the report from the Regional Fisheries Advisory Committee meeting, which was held on the 20th February, 1989. The report contains sections on fishing licence duties, Ombudsman’s Report, net licence allocation criteria, renewal of the Lune and Wyre net limitation order and fishery byelaws. The section on Ombudsman’s Report looks at the complaint against the Authority relating to the allocation of haaf net licences for the Solway Firth for 1988. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

The section on Ombudsman’s Report looks at the complaint against the Authority relating to the allocation of haaf net licences for the Solway Firth. The section on fish mortality incidents focuses on fish Mortalities in River Laneshaw and Colne Water on 26/27 March 1989. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

The report contains the minutes of the Local Fisheries Advisory Committees, rod and line licence duties, and the development of Public Trout Fisheries. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

Esta dissertação tem como objetivo principal estudar a entidade pública denominada Juventude Brasileira, existente durante o Estado Novo. Nela se inclui entender o papel emprestado aos jovens pelo governo ditatorial de Vargas, especialmente o de uma enorme massa de "jovens espíritos" que se podia "mobilizar" em benefício da Nação e do regime político vigente, em tempo de grave crise provocada pela II Guerra Mundial. É patente a influência de outras organizações juvenis controladas pelo Estado então existentes em diferentes países, mormente aqueles criados pelos regimes fascistas alemão, italiano e português. É, quanto a isso, um produto brasileiro adaptado ao espírito do tempo. Entretanto a versão brasileira não admitiu a feição germânica, em 1938, quando o Ministro da Justiça, Francisco Campos, apresentou o projeto original de sua criação, que era calcado na instrução militar. Do demorado debate havido entre as mais elevadas autoridades surgiu, em 1940, a forma definitiva, apresentada pelo Ministro da Educação Gustavo Capanema. A Juventude Brasileira perdeu assim o caráter militar original, sem exigir qualquer aparato burocrático especial, valendo-se da estrutura já existente, tornando-se uma organização educacional auxiliar que incluía todos os escolares entre os sete e os dezoito anos de idade. Tornou-se um instrumento importante nas mãos das autoridades como um elemento de mobilização social, com seus desfiles, de que muito se valeu a propaganda oficial. De um modo geral, a sociedade aceitou bem a Juventude Brasileira, que serviu também, de certo modo, como ponto de contato e diálogo com um governo autoritário.

Nesta dissertação apresentamos uma análise da trajetória de Eusébio de Queirós no período em que ele ocupava o cargo de chefe de polícia da Corte (1833-1844), momento de grande turbulência social no Império, e consolidação das posições do Regresso Conservador. Mostramos como Eusébio de Queirós se precipitou sobre o "vazio" de atribuições que caracterizava a função de chefe de polícia, tornando-se um articulador da administração da justiça na Corte, após assumir a direção de uma Secretaria de Polícia da Corte com uma estrutura precária, em meio às discussões acerca do regime policial estabelecido com a adoção do Código de Processo Criminal de 1832. A ideia de que no compartilhamento da informação entre as autoridades estava a pedra angular da segurança pública foi uma constante na trajetória de Queirós, exemplificados na abordagem dada à Revolta dos Malês (1835) e às Revoltas Liberais de 1842. Esta pesquisa trabalha uma entre as possíveis caracterizações de Eusébio de Queirós, considerando as implicações de ordens biográfica e historiográfica, procurando problematizar por meio de uma trajetória específica aspectos que circundam o processo de construção do Estado nacional no Brasil.

A regulação e supervisão do sistema financeiro sempre foram motivos de apreensão por parte das principais autoridades econômicas mundiais. A globalização, o processo de liberalização financeira e a consequente interconexão econômica entre países maximizaram o risco sistêmico, aumentando a necessidade de marco regulatório e fiscalização mais eficientes. Assim, com a eclosão da crise norte-americana em 2008, o G-20 começou a atuar de forma mais ativa em prol da manutenção da higidez do sistema financeiro mundial. Para os bancos, o G-20 instruiu as principais instituições reguladoras como o Fundo Monetário Internacional, o Conselho de Estabilidade Financeira e o Comitê de Basileia (BCBS) a desenvolverem recomendações a fim de se solucionar o considerado principal problema da regulação dos mercados, o fato destes atualmente serem pró-cíclicos. Diante de tal cenário, em dezembro de 2009, o Comitê publicou um documento que considerou uma série de medidas a fim de solucionar tal problema, entre estas estava a inclusão do buffer de capital contracíclicodo novo marco regulatório proposto pelo Comitê, o Basileia III. O intuito do presente estudo é estudar esse buffer e analisar sua aplicabilidade no sistema bancário brasileiro e, porventura, sugerir metodologias alternativas de cálculo.

A presente pesquisa aborda a formação da identidade da religião católica no Brasil colonial e seus reflexos nos desregramentos recorrentes na segunda metade do século XVIII, na diocese de São Sebastião do Rio de Janeiro durante o episcopado de D. José Joaquim Justiniano Mascarenhas Castelo Branco (1773 1805) tendo sido este o primeiro bispo a assumir o comando de sua diocese natal. O tema proposto aborda diretamente a complexa relação entre os poderes temporal, representado pelo Estado português personificado na figura da realeza , e o espiritual, pertencente à Igreja sua representatividade máxima no local varia de acordo com a posição ocupada pelos clérigos, respeitando-se, assim, a hierarquia eclesiástica (monges, freiras, padres, bispos etc.). Apesar da obrigatoriedade do catolicismo na colônia, a coroa metropolitana não foi capaz de dar o suporte necessário para o estabelecimento de uma religiosidade fiel às determinações do Concilio de Trento, conforme determinava o direito de Padroado. Isso levou à formação de um catolicismo colonial por vezes aparente. A miscigenação étnico-cultural deu brecha para o surgimento de praticas sincréticas e diferentes comportamentos sociais reprovados pela Igreja. O desvio de conduta era um problema que afetava, não só os fiéis, mas também o clero, sendo este composto na época por sacerdotes mal formados e alguns estrangeiros de índoles duvidosas. Assim, os bispos do Brasil do século XVIII tiveram que lidar com problemas que eram, na verdade, reflexo da realidade da estrutura colonizadora local onde, apesar de ter sido a Igreja uma importante aliada do Estado lusitano, e vice-versa, havia também grande rivalidade entre ambos. Dessa forma, ocorriam na época constantes embates entre as autoridades civil e religiosa, as quaisuniam-se e desuniam-se de acordo com seus interesses.

The National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center (NEFSC) Fisheries Sampling Branch (FSB) collects, maintains, and distributes data for scientific and management purposes in the northwest Atlantic Ocean. FSB manages three separate but related observer programs: the Northeast Fisheries Observer Program (NEFOP), the Industry Funded Scallop (IFS) Observer Program, and the At Sea Monitoring (ASM) Program. For the purposes of this manual, “observers” refers to any observer/monitor working for the FSB. In 2011, FSB trained and deployed over 200 observers, provided coverage on a variety of fisheries, and completed over 15,000 sea days. Observed trips are required under many of the region's fishery management plans, and for some fisheries by other federal laws and authorities such as Amendment 16 and Framework 44, Magnuson-Stevens Fishery Conservation and Management Act, Marine Mammal Protection Act, the Endangered Species Act, the and the Sustainable Fisheries Act. The purpose of this guide is to provide FSB observers, as well as end users of NEFSC Observer Program data, with a detailed description of each data field collected. In addition to this manual, the NEFSC Observer Program Biological Sampling and Catch Estimation Manual provides summaries and tables intended to enable observers to quickly determine the correct sampling protocols and methods while at sea. This manual represents a revision of the data forms, collection procedures, and protocols described in the 1996 NEFSC Observer Program Manual. An analysis was made of sexual pattern, spawning season, sizes at sexual maturation, and sex change in black grouper (Mycteroperca bonaci) from the southern Gulf of Mexico. Samples were taken between 1996 and 2000, from industrial and small-craft commercial fi sheries, in offshore and inshore waters of the continental shelf of the Yucatan Peninsula (Campeche Bank), including the shallow waters of National Marine Park Alacranes Reef. For all collected specimens (n=1229), sex and maturation condition were determined by histological analysis of the gonads. The offshore sample consisted of 75.1% females, 24.3% males, and 0.6% transitional-stage fish. All individuals collected from inshore waters were females. Gonadal structure and population structure characteristics for Campeche Bank black grouper were consistent with the characteristics of monandric protogynous hermaphrodism for a serranid fish. Sexually active males and females were observed year-round, although ripening females, with stage-III, -IV, and -V vitellogenic oocytes in the ovaries, dominated in samples taken between December and March. In addition, peak occurrence of ripe-running females with hyaline oocytes or postovulatory follicles (or both) in the ovaries was recorded in January and February. A few precocious females began spawning in October and November, and others were still in spawning condition in May and June. Fifty percent maturity of females was attained at 72.1 cm fork length (FL). Median size at sexual inversion was 103.3 cm FL, and 50% of the females measuring 111.4 cm FL had transformed into males. The southern Gulf of Mexico grouper fishery was considered deteriorated and lacked a well-defined management strategy. Results of the present study provide helpful information on black grouper reproduction in this area and could help Mexican authorities choose appropriate management strategies for this fishery, such as minimum size limit, closed fishing season, and protection of spawning aggregations.

This monograph studies the progress achieved by conservation partners in South Africa on the implementation of the Convention on Biological Diversity (CBD) Programme Element Two components of governance, participation, equity and benefit sharing, from the perspective of small-scale fishing communities. It explores the strategies and mechanisms used by different authorities to create the conditions whereby local communities can benefit from marine protected areas (MPAs), of which South Africa has gazetted 24, highlighting examples of best practice. The monograph will be useful for researchers, scientists, fishworker organizations, environmentalists and anyone interested in the protection of marine biodiversity and the promotion of sustainable fisheries management.

In recent years, the ecological degradation, loss of technological sustenance and other multidimensional consequences caused by shrimp farming have made the experts and authorities bound to rethink about the development of the industry. The present study describes the water and sediment quality, and culture and management techniques in five selected shrimp farms at Paikgacha, Khulna throughout a production cycle from March to September 1997. The water quality parameters were found to be more or less suitable throughout the cycle. The concentration of the limiting major nutrients such as nitrogen and phosphorus and minor nutrients such as calcium and magnesium were satisfactorily high, concentrations of the organic matter content were also high. Remarkable negative correlation of shrimp production with secchi depth was observed among the farms. Production per cycle ranged between 273 kg/ha and as low as 63 kg/ha.

Although Sri Lanka is endowed with favourable climatic conditions and resources for breeding and rearing ornamental fish for export, a considerable number of ornamental fish producers as well as exporters have given up the industry within a relatively short period of time. This study was conducted to understand the present status of the industry and to identify the problems that have caused these failures. The study was conducted from March to December in the year 2007 and covered Colombo, Kaluthara, Polonnaruwa, Negombo, Wattala, Rathnapura, Avissawella, Kandy, Kegalle, Padukka, and Gampaha areas, where ornamental fish culture is known to be popular. The survey was carried out by interviewing ornamental fish farmers using a structured questionnaire survey that was designed to elicit the required information. Most (75%) of those surveyed were identified as small scale farmers. A majority (56%) of them used only cement tanks for their culture activities. Only 47% of farmers had proper technical knowledge or training on fish culture while 42% directly supplied their fish products to the expo1iers. The most important constraints identified by the study were as follows: (1) the sale price offish not changing in keeping with the increase in the material costs of production - Feed, cement, sand, transport and labour - in recent years. (2) Difficulty to find export markets for newcomers to enter the export market. (3) Lack of quality brooders and information on the most suitable fish varieties for the different climatic and water conditions in different areas in the country (3) Feed availability and cost. (4) Lack of adequate knowledge and technical support with regard to disease control and water quality management. (5) Difficulty to survive in the off season. (6) Difficulty in obtaining credit for expansion and the lack of sufficient involvement of responsible authorities in overcoming all these identified constraints.

Luwero district before the creation of Nakasongola District had a share of south-western portion of Lake Kyoga. After loosing the portion of the lake, they want to resort the minor lake (Nabisojjo) for supply of fish at least to the population around this lake. The plans were to start commercial fishing. The lake is 45 km from Luwero town adjacent 10 the road going to Ngoma town. River Nabisojjo, a tribulary of river Mayanja flows through the lake on its way to river Kafu. The main objective of the scientific field study on Lake Nabisojjo was therefore to generate information on the status of the lake fishery and recommend to the local authorities the next line of action.

The generation of new medicinal products is both a contributor to global economic growth and a source of valuable benefits to human health. Given their direct responsibility for public health, regulatory authorities monitor closely both the development and exploitation of the underlying technologies and the products derived from them. The manner in which such regulation is implemented can result in regulators constraining or facilitating the generation of new products. This paper will study as an example the impact of EU Risk Management Plans (EU-RMPs), which have been mandatory for the approval of new medicines since 2005, on both the industry and regulatory authorities. In interviews, the responses of those who had experience of the implementation of EU-RMPs were mixed. Although the benefits of a more structured and predictable approach to the evaluation of risk were appreciated, some respondents perceived the regulation as an excessive burden on their organisations. The exploration of factors that influence how EU-RMP regulation affects individual firms provides new insights for both regulators and managers, and demonstrates one aspect of the complexity of the process by which new medicinal products are brought to market.
