En este artículo ofrecemos una perspectiva diferente del aprendizaje y la enseñanza de la fraseología en clase de lengua extranjera (LE). Partiendo de la premisa sobre el carácter eminentemente holístico del lenguaje, concebimos las unidades fraseológicas (UF) como elementos habituales e inherentes en la comunicación verbal, por lo que no pueden excluirse del proceso de adquisición de la competencia comunicativa en una LE. Nuestra propuesta consiste en partir de la fraseología para optimizar el desarrollo de diversas subcompetencias de la competencia comunicativa. Para ello, resulta imprescindible indagar en la configuración y el funcionamiento del significado fraseológico, que, según defendemos en este trabajo, conforma un conjunto de informaciones de diversa índole que se articulan en dos niveles, el semántico y el pragmático. Tal indagación permite desarrollar una serie de consideraciones con interesantes implicaciones didácticas.

In this article it is offered a different view of the role of phraseology in the foreign language class. Considering the holistic nature of language, phraseological units are conceived as inherent elements in the verbal communication, which confirms its importance in the formation process of the communicative competence in a foreign language. With attention to the modular conceptions of the communicative competence (Canale 1983) and of the phraseological meaning (Timofeeva 2012), it is proposed conceiving the phraseology as a starting point for developing the different parts of communicative competence. As it is explained, phraseological meaning is conformed by several informational chunks articulated in two levels, the semantic and the pragmatic. The connexions between these chunks and the parts of communicative competence allow to use more effectively the phraseological contents for the foreign language learning and teaching.

Soil and rock mechanics are disciplines with a strong conceptual and methodological basis. Initially, when engineering students study these subjects, they have to understand new theoretical phenomena, which are explained through mathematical and/or physical laws (e.g. consolidation process, water flow through a porous media). In addition to the study of these phenomena, students have to learn how to carry out estimations of soil and rock parameters in laboratories according to standard tests. Nowadays, information and communication technologies (ICTs) provide a unique opportunity to improve the learning process of students studying the aforementioned subjects. In this paper, we describe our experience of the incorporation of ICTs into the classical teaching-learning process of soil and rock mechanics and explain in detail how we have successfully developed various initiatives which, in summary, are: (a) implementation of an online social networking and microblogging service (using Twitter) for gradually sending key concepts to students throughout the semester (gradual learning); (b) detailed online virtual laboratory tests for a delocalized development of lab practices (self-learning); (c) integration of different complementary learning resources (e.g. videos, free software, technical regulations, etc.) using an open webpage. The complementary use to the classical teaching-learning process of these ICT resources has been highly satisfactory for students, who have positively evaluated this new approach.

Se ha realizado una investigación acerca del uso del ordenador y de los objetos de aprendizaje que utilizan los estudiantes en una asignatura de Arquitectura Técnica de la Universidad de Alicante. Para ello, se ha creado un instrumento que analiza la utilidad percibida de los objetos de aprendizaje en la adquisición de las competencias y las actitudes de los estudiantes hacia el uso del ordenador. Los análisis realizados indican que el instrumento de medición elaborado es fiable y válido. La validez de contenido del instrumento se analizó a través del juicio de expertos (validez general del cuestionario = .912, p-valor = .000). La validez de constructo se estudió a través del análisis de su estructura interna, sometiendo a un análisis factorial los ítems de la versión definitiva del cuestionario (se identificaron cuatro factores que juntos explicaron el 45.65% de la varianza). La fiabilidad del instrumento se analizó calculando su consistencia interna por medio del coeficiente alpha de Cronbach (? para el total de la escala = .90).

Despite public perceptions, labour mobility is low in the EU, particularly within the euro area. The authors of this Policy Brief make four main points: first, that the economic and financial crisis has affected mobility patterns by redirecting flows away from the periphery, thus showing the limits of labour mobility potential within the current eurozone - largely due to the negligible mobility of nationals from large countries hit by the crisis. Second, east-west mobility has not been fundamentally affected by the crisis, and ten years after the eastern enlargement the number of East Europeans living in EU15 should be of no overall concern. Third, the long-term economic effects of mobility are uncertain, but potential negative effects are more likely to show up in sending countries than in receiving ones. Finally, in view of the lessons learned from the economic crisis, the Commission and member states should adopt a longer-term view on labour mobility. The authors recommend a further upgrade of job-matching tools, namely the EURES system, and should foster better recognition of qualifications and the exchange of best practices among mobility networks. In order to improve mobility in the longer term, the Commission and member states should improve the mobility of third-country nationals – starting with those completing tertiary education at an EU institution and able to find employment. The aim of improving mobility gives new impetus to the ‘mother tongue + two foreign languages’ objective and the European Benchmark of Language Competences Initiative, in particular competence in the first foreign language taught at school.

Over the twentieth century, a growing group of students has been transferred into considerably expanded special education systems. These programs serve children with diagnosed impairments and disabilities and students with a variety of learning difficulties. Children and youth “with special educational needs” constitute a heterogeneous group with social, ethnic, linguistic, and physical disadvantages. An increasingly large percentage of those students at risk of leaving school without credentials participate in special education, a highly legitimated low status (and stigmatizing) school form. While most countries commit themselves to school integration or inclusive education to replace segregated schools and separate classes, cross-national and regional comparisons of special education’s diverse student bodies show considerable disparities in their (1) rates of classification, (2) provided learning opportunities, and (3) educational attainments. Analyzing special education demographics and organizational structures indicates which children and youth are most likely to grow up less educated and how educational systems distribute educational success and failure. Findings from a German-American comparison show that which students bear the greatest risk of becoming less educated depends largely on definitions of “special educational needs” and the institutionalization of special education systems.
