This study seeks to answer the question of what the language of administrative press releases is like, and how and why it has changed over the past few decades. The theoretical basis of the study is provided by critical text analysis, supplemented with, e.g., the metafunction theory of Systemic Functional Grammar, the theory of poetic function, and Finnish research into syntax. The data includes 83 press releases by the City of Helsinki Public Works Department, 14 of which were written between 1979 and 1980 (old press releases), and 69 of which were written between 1998 and 1999 (new press releases). The analysis focuses on the linguistic characteristics of the releases, their changes and variation, their relation to other texts and the extra linguistic context, as well as their genre. The core research method is linguistic text analysis. It is supplemented with an analysis of the communicative environment, based on the authors' interviews and written documents. The results can be applied to the improvement of texts produced by the authorities and even by other organizations. The linguistic analysis focuses on features that transform the texts in the data making them guiding, detailed, and poetic. The releases guide the residents of the city using modal verbal expressions and performative verbs that enable the mass media to publish the guiding expressions on their own behalf as such. The guiding is more persuasive in the new press releases than in the old ones, and the new ones also include imperative clauses and verbless directives that construct direct interaction. The language of the releases is made concrete and structurally detailed by, e.g., concrete vocabulary, proper nouns and terms, as well as definitions, adverbials and comparisons, which are used specifically to present places and administrative organizations in detail. The rhetorical features in the releases include alliteration and metaphors, which are found in the new releases especially in the titles. The emphasized features are used to draw the readers' attention and to highlight the core contents of the texts. The new releases also include words that are colloquial in style, making the communicative situations less official. Structurally, the releases have changed from being letter-like to a more newsflash-like format. The changes in the releases can be explained by the development towards more professional communications and the more market-oriented ideology adopted in the communicative environment. Vilho Helanen (1899 1952) was a right-wing opinion leader in interwar Finland. But following the Second World War, the political situation in the country changed dramatically, and Helanen lost his job as well as his influential social station. He began to write detective fiction, and between 1946 and 1952 published seven novels (one had already been published in 1941). The novels protagonist is Kaarlo Rauta, a lawyer who acts as a private investigator. This doctoral dissertation analyzes the Rauta series from three different points of view. It investigates the extent to which the author s life and his strong political background appears in the series. The study also situates the series within Finnish society during and after the war. Finally, the study examines the Rauta series in terms of the genre conventions of detective fiction, that is, the study compares the Rauta series with other Finnish crime fiction and international crime fiction written during the 1940s. The Iron and The Cross Spider uses the term citizenship education when analyzing how Helanen implicitly continued his political teaching when writing crime fiction. The series includes a didactic register, which instructs the middle class in appropriate behaviour and manners, and the social roles entailed by gender. A special area of focus in this didacticism are norms of correct masculinity and femininity. The study devotes specific attention to the status of character in the series. The masculine detective and his beautiful wife are prominent, as is the fictive community and the tensions that criss-cross it. After the war, the Rauta series takes on a positive tone. Men can earn their place in society by fighting at the front, and after the war a homosocial bond exists between all the former soldiers. Women are shut out of the war experience. The detective hero has served in the war, but he is physically and psychologically untouched by it. The community is threatened by artists and immoral bohemians, but not the working class. Artists have affairs outside of marriage and abnormal sexual habits. The members of the upper class are also described as immoral in the series. Sadistic sexuality is often characteristic of the criminals, who are mostly femme fatales in the fashion of hard-boiled detective stories and film noir. Also, strong feelings have a negative connotation in the series, and showing them is forbidden behaviour. Men become criminals when they are insufficiently masculine or when they have not carried out their duty by fighting in the war. Helanen portrayed the communists, his political opponents from the 1930s, as criminals in his post-war series, but they were not openly represented as Russians or communists. Instead, Helanen used the cross spider as their symbol, a symbol which the readers of the time would recognize.

The grotesque in Finnish literature. Four case studies The topic of the dissertation is the grotesque in Finnish literature. The dissertation is twofold. Firstly, it focuses on the genre tradition of the grotesque, especially its other main branch, which has been named, following in Bakhtin s footsteps, subjective ( chamber ) grotesque, to be distinguished from carnivalistic ( public square ) grotesque. Secondly, the dissertation analyses and interprets four fictional literary works within the context of the grotesque genre, constructed on the basis of previous research and literature. These works are the novel Rakastunut rampa (1922) by Joel Lehtonen, the novel Prins Efflam (1953, transl. into Finnish as Kalastajakylän prinssi) by Sally Salminen, the short story Orjien kasvattaja (1965) by Juhani Peltonen, and the novel Veljeni Sebastian (1985) by Annika Idström. What connects these stirring novels, representing early or full modernism, is the supposition that they belong to the tradition of the subjective grotesque, not only due to occasional details, but also in a more comprehensive manner. The premises are that genre is a significant part of the work and that reading a novel in the context of the genre tradition adds something essential to the interpretation of individual texts and reveals meanings that might otherwise go unnoticed. The main characteristic of the grotesque is breaking the norm. This is accomplished through different means: degradation, distortion, inversion, combination, exaggeration and multiplication. The most significant strategy for breaking the norm is incongruence: the grotesque combines conflicting or mutually exclusive categories and elements on different levels. Simultaneously, the grotesque unravels categorisations and questions our way of perceiving the world. The grotesque not only poses a threat to one s identity, but can also pose a threat to the cognitive process. An analysis of the fictional works is presented as case studies of each chosen work as a whole. The analysis is based on the method of close reading, which draws on both classical and postclassical narratology, and the analysis and interpretation are expanded within the genre tradition of the grotesque. The grotesque is also analysed in terms of its relationship to the neighbouring categories and genre traditions, such as the tragic, the sublime, the horror story and the coming-of-age story. This dissertation shows how the grotesque is constructed repeatedly on deviations from the norm as well as on incongruence, also in the works analysed, and how it stratifies in these novels on and between different levels, such as the story, text, narration, composition and the world of the novels. In all the works analysed, the grotesque reduces and subverts. Again and again it reveals different sides of humanity stripped of idealisation and glorification. The dissertation reveals that Finnish literature is not a solitary island, even regarding the grotesque, for it continues and offers variations of the common tradition of grotesque literature, and likewise draws on grotesque visual arts. This dissertation is the first monograph in Finnish literature research focusing on the subjective grotesque.

Le naturalisme finlandais. Une conception entropique du quotidien. Finnish Naturalism. An Entropic Conception of Everyday Life. Nineteenth century naturalism was a strikingly international literary movement. After emerging in France in the 1870s, it spread all over Europe including young, small nations with a relatively recent literary tradition, such as Finland. This thesis surveys the role and influence of French naturalism on the Finnish literature of the 1880s and 1890s. On the basis of a selection of works of six Finnish authors (Juhani Aho, Minna Canth, Kauppis-Heikki, Teuvo Pakkala, Ina Lange and Karl August Tavaststjerna), the study establishes a view of the main features of Finnish naturalism in comparison with that of French authors, such as Zola, Maupassant and Flaubert. The study s methodological framework is genre theory: even though naturalist writers insisted on a transparent description of reality, naturalist texts are firmly rooted in general generic categories with definable relations and constants on which European novels impose variations. By means of two key concepts, entropy and everyday life , this thesis establishes the parameters of the naturalist genre. At the heart of the naturalist novel is a movement in the direction of disintegration and confusion, from order to disorder, from illusion to disillusion. This entropic vision is merged into the representation of everyday life, focusing on socially mediocre characters and discovering their miseries in all their banality and daily grayness. By using Mikhail Bakhtin s idea of literary genres as a means of understanding experience, this thesis suggests that everyday life is an ideological core of naturalist literature that determines not only its thematic but also generic distinctions: with relation to other genres, such as to Balzac s realism, naturalism appears primarily to be a banalization of everyday life. In idyllic genres, everyday life can be represented by means of sublimation, but a naturalist novel establishes a distressing, negative everyday life and thus strives to take a critical view of the modern society. Beside the central themes, the study surveys the generic blends in naturalism. The thesis analyzes how the coalition of naturalism and the melodramatic mode in the work of Minna Canth serves naturalisms ambition to discover the unconscious instincts underlying daily realities, and how the symbolic mode in the work of Juhani Aho duplicates the semantic level of the apparently insignificant, everyday naturalist details. The study compares the naturalist novel to the ideological novel (roman à these) and surveys the central dilemma of naturalism, the confrontation between the optimistic belief in social reform and the pessimistic theory of determinism. The thesis proposes that the naturalist novel s contribution to social reform lies in its shock effect. By means of representing the unpleasant truth the entropy of everyday life it aims to scandalize the reader and make him aware of the harsh realities that might apply also to him.

Pro gradu -tutkielmassani tarkastelen Viron kolmen suurimman naistenlehden kansijuttuja systeemis-funktionaalisen kieliopin menetelmällä. Lehdet ovat Anne, Eesti Naine ja Stiil. Aineisto, tammikuussa 2003 ? syyskuussa 2004 ilmestyneet 55 artikkelia, on pääosin haettu lehtien omista internetarkistoista. Tutkin kansijuttuja systeemis-funktionaalisen kieliopin menetelmällä. Tavoitteenani on ollut selvittää, minkälaisia arvoja, asenteita ja maailmankuvia teksteihin kirjoittuu. Lähestyn kansijuttuja ideationaalisen, interpersoonaisen ja tekstuaalisen metafunktion näkökulmista. Kaikki kolme metafunktiota esiintyvät kielellisissä ilmiöissä yhtä aikaa. Mitä tahansa puhuttua tai kirjoitettua lausetta on mahdollista analysoida minkä tahansa metafunktion kannalta. Ideationaalinen metafunktio tarkoittaa yhtäältä sitä, minkälaisena maailma ja ilmiöt teksteissä kuvataan, toisaalta sitä, minkälaisia prosesseja teksteissä representoidaan. Interpersoonainen metafunktio tarkoittaa teksteihin kirjoittuvia suhteita, vuorovaikutusta ja identiteettejä, esimerkiksi toimittajan ja lukijan välistä suhdetta ja heidän roolejaan. Kun tekstiä tutkitaan tekstuaalisen metafunktion kannalta, siitä nostetaan esiin kieliopillisia, sanastollisia ja syntaktisia piirteitä, joista tekstit rakentuvat koherenteiksi kokonaisuuksiksi. Pro graduni kuuluu kriittisen tekstintutkimuksen alaan. Kriittinen tekstintutkimus on monitieteinen menetelmä, jonka tavoitteena on selvittää kielellisesti representoituja valtasuhteita sekä eksplisiittisesti ja implisiittisesti lauseisiin kirjoittuvia arvotuksia. Kriittisen tekstintutkimuksen tavoitteena on osoittaa, millä tavalla ihmisten ajattelua pystytään ohjaamaan ja hallitsemaan kielellisten ratkaisujen keinoin. Viron kolmen suurimman naistenlehden kansijutuille yhteinen piirre on materialistinen maailmankuva, joka ilmenee teksteissä muun muassa korostuneena kulutustottumusten, ulkonäön ja elämäntyylin kuvailuna. Tekstit ovat avoimen kaupallisia. Selkein osoitus kaupallisuudesta on tunnetuttujen vaate-, kosmetiikka ja automerkkien näkyminen teksteissä, luonnollisena osana juttua. Kansijuttujen haastateltavat ovat eri aloja edustavia, korkeasti koulutettuja, itsenäisiä ja näkyvissä asemissa vaikuttavia henkilöitä, valtaosaltaan naisia. Juttuihin he representoituvat perhettä, isänmaata ja uskontoa arvostavina perusarvojen kannattajina, joita esimerkiksi tasa-arvokysymykset, syrjäytyminen tai globalisaatio eivät kiinnosta. Keskeinen kysymys onkin journalistinen prosessi, jonka tuloksena kansijutut ovat syntyneet. Vaikka kansijutuissa näennäisesti äänessä ovat voimakkaat virolaisnaiset, voi rivien välistä ymmärtää, että tarinan kerrontaan vaikuttavat myös julkaisijoiden taloudelliset intressit. Tutkielma käsittelee Suomen Kuvalehden Hän-henkilöjuttuja tekstilajina. Lehti on itse nimennyt sarjan, mikä tukee ajatusta omasta tekstilajista. Marraskuusta 1989 lähtien Suomen Kuvalehdessä on ilmestynyt viikottain kahden aukeaman henkilöjuttu, jonka tekstin määrä ja jaottelu, otsikointi, taitto ja kuvitus ovat pysyneet lähes samana vuosien ajan. Jutut ovat pääosin tunnettujen suomalaisten haastatteluja. Hän-henkilöjutut ovat instituutio Suomen aikakauslehdistössä. Hän-henkilöjuttuja tarkastellaan tekstintutkimuksen keinoin. Teoreettisena viitekehyksenä on tekstilaji- eli genreteoria. Keskeiset teorialähteet ovat Swales (1990) ja Bhatia (1993). Työn aluksi Hän-henkilöjutut kontekstualisoidaan, mikä on olennaista tekstilajin tutkimisessa. Johdatuksessa perehdytään niin Hän-juttujen historiaan, Suomen Kuvalehden toimituksen näkemyksiin kuin journalistiikan oppikirjojen ohjeisiinkin. Hän-juttuja on ilmestynyt yli 700. Tutkimusaineisto rajataan pääosin vuoden 2003 juttuihin, mutta sarjan historiaa kerratessa juttuja tarkastellaan laajemmalti. Hän-logo, yhtenäiset otsikot ja tekstin asettelu ovat huomattavia tekstilajin määrittäjiä. Ne tekevät sarjaan toistuvuuden, jota vahvistetaan visuaalisesti. Hän-henkilöjuttujen valokuvia tarkastellaan Kressin ja van Leeuwenin visuaalisen kieliopin (1996) avulla. Kuvien säännönmukaisuus näkyy muun muassa niin, että vuoden 2003 Hän-juttujen kuvissa henkilö on useimmiten sijoitettu kuvan keskelle, ja tämä katsoo lähes poikkeuksetta suoraan kohti. Lisäksi henkilö on pienessä kuvassa rajattu tiukemmin kuin jutun pääkuvassa, joka täyttää 2/3 jutun ensimmäisestä aukeamasta. Kertojan havaittavuus tekstissä on omalaatuista Hän-henkilöjutuissa. Aihetta tarkastellaan käymällä tarkasti läpi yhden Hän-jutun koko kerronta. Taustalla on kirjallisuustieteen narratologian näkemys fyysisen tekijän ja kertojan eriävyydestä. Hän-henkilöjutussa Maskun Kalustetalon toimitusjohtajasta Toivo Sukarista (Suomen Kuvalehti 39/2003) havaitaan, että kertoja on jatkuvasti läsnä. Ainoastaan havaittavuuden aste vaihtelee. Kertoja esittää kysymyksiä, hän käskee lukijaa, huudahtaa, havainnoi kohdehenkilöä ja tapahtumaympäristöä, ottaa kantaa, esittää yhteenvetoja ja käyttää nimeämisen valtaa. Tuloksia kertojan havaittavuudesta testataan 15:een Hän-henkilöjuttuun. Niistä 12 on vuodelta 2003, lisäksi mukana on yksi juttu vuodelta 1990, 1995 ja 2000. Jutuista hahmotetaan tekstilajin kertojaa, joksi kirjallisuustieteen sisäistekijää kutsun. Tekstilajin kertojan rajoitukset ovat väljät, mutta havaittavuus näyttää olevan sidoksissa käsiteltävän henkilön tunnettuuteen. Mitä tunnetumpi henkilö, sitä enemmän kertoja voi tekstissä näyttäytyä. Lopuksi kartoitetaan Hän-henkilöjuttujen aloituksia. Niissä hahmottuu päätyyppejä, kuten tapahtuma-aloitus, havaintoaloitus ja referointialoitus, mutta tarkkarajaista luokittelua niistä ei voi tehdä. As is the case globally, Australian schools that serve high-poverty communities most often employ the least experienced, least prepared teachers. Beginning with a discussion of poverty in Australia this chapter draws on 6 years of learnings from Australia's National Exceptional Teachers for Disadvantaged Schools (NETDS) program to examine how social justice can be taught within a mainstream Initial Teacher Education program in an increasingly neoliberal climate where teacher education curriculum around social justice struggles to find a place within the current discourses of quality teaching and its preoccupations with standards, accountability, and high-stakes testing.

Australia's history of developing and managing the intellectual property rights of domestic innovations is – at best – mixed. The relevant immaturity of Australia's public sector commercialisation infrastructure has, over recent decades, been the subject of both stinging academic commentary and not insubstantial juridical disbelief. That said, improvements have been observed, and increasingly, private sector involvement in public sector innovation has allowed for a deepening refinement of domestic approaches to IP retention and ongoing management. Rather than a bare critique of Australia's IP management track-record, or a call for specific law reform, this manual engages at a more practical level some of the foundational questions that ought be asked by entities involved in the 'cleantech' industries. Beginning simply at what is IP and why it matters, this manual examines the models of IP management available to market participants around the world. The process of IP management is defined and assessed through a commercial lens; assessing the 'pros' and 'cons' of each management choice with a view to equipping the reader to determine which approach may be best adapted to their given clean tech project. The manual concludes with a brief survey of alternative models of Intellectual Property management, including relevant examples from overseas and prominent suggestions arising out of the academic discourse. It appears inevitable that the global warming challenge will prompt specific legislative, regulatory and multi-lateral responses by nation states, however, the ultimate form of any such response remains a highly contested political and social issue. Accordingly, the structure of this manual, and the discussion points raised herein, seek introduce the reader to some of the more contentious debates occurring around the world at the intersection between IP and climate change.

This paper describes an algorithm to compute the union, intersection and difference of two polygons using a scan-grid approach. Basically, in this method, the screen is divided into cells and the algorithm is applied to each cell in turn. The output from all the cells is integrated to yield a representation of the output polygon. In most cells, no computation is required and thus the algorithm is a fast one. The algorithm has been implemented for polygons but can be extended to polyhedra as well. The algorithm is shown to take O(N) time in the average case where N is the total number of edges of the two input polygons.

Artist statement – Artisan Gallery I have a confession to make… I don’t wear a FitBit, I don’t want an Apple Watch and I don’t like bling LED’s. But, what excites me is a future where ‘wearables’ are discreet, seamless and potentially one with our body. Burgeoning E-textiles research will provide the ability to inconspicuously communicate, measure and enhance human health and well-being. Alongside this, next generation wearables arguably will not be worn on the body, but rather within the body…under the skin. ‘Under the Skin’ is a polemic piece provoking debate on the future of wearables – a place where they are not overt, not auxiliary and perhaps not apparent. Indeed, a future where wearables are under the skin or one with our apparel. And, as underwear closets the skin and is the most intimate and cloaked apparel item we wear, this work unashamedly teases dialogue to explore how wearables can transcend from the overt to the unseen. Context Wearable Technology, also referred to as wearable computing or ‘wearables’, is an embryonic field that has the potential to unsettle conventional notions as to how technology can interact, enhance and augment the human body. Wearable technology is the next-generation for ubiquitous consumer electronics and ‘Wearables’ are, in essence, miniature electronic devices that are worn by a person, under clothing, embedded within clothing/textiles, on top of clothing, or as stand-alone accessories/devices. This wearables market is predicted to grow somewhere between $30-$50 billion in the next 5 years (Credit Suisse, 2013). The global ‘wearables’ market, which is emergent in phase, has forecasted predictions for vast consumer revenue with the potential to become a significant cross-disciplinary disruptive space for designers and entrepreneurs. For Fashion, the field of wearables is arguably at the intersection of the second and third generation for design innovation: the first phase being purely decorative with aspects such as LED lighting; the second phase consisting of an array of wearable devices, such as smart watches, to communicate areas such as health and fitness, the third phase involving smart electronics that are woven into the textile to perform a vast range of functions such as body cooling, fabric colour change or garment silhouette change; and the fourth phase where wearable devices are surgically implanted under the skin to augment, transform and enhance the human body. Whilst it is acknowledged the wearable phases are neither clear-cut nor discreet in progression and design innovation can still be achieved with first generation decorative approaches, the later generation of technology that is less overt and at times ‘under the skin’ provides a uniquely rich point for design innovation where the body and technology intersect as one. With this context in mind, the wearable provocation piece ‘Under the Skin’ provides a unique opportunity for the audience to question and challenge conventional notions that wearables need to be a: manifest in nature, b: worn on or next to the body, and c: purely functional. The piece ‘Under the Skin’ is informed by advances in the market place for wearable innovation, such as: the Australian based wearable design firm Catapult with their discreet textile biometric sports tracking innovation, French based Spinali Design with their UV app based textile senor to provide sunburn alerts, as well as opportunities for design technology innovation through UNICEF’s ‘Wearables for Good’ design challenge to improve the quality of life in disadvantaged communities. This practice-led project focuses on the Iranian context and the role of female Iranian artists using digital mediums to influence the social, political and environmental life of Iranian women. The exegetical component presents a discussion on the intersection between three theoretical areas of artistic practice in Iran; feminism, cross-cultural practice and digital image making. Particular concern to this study is the growing role of female Iranian artists in challenging the social status quo. This is conducted through an investigation of a number of Iranian female artists in the form of case studies and interviews and a discussion on the impacts of their work on the resulting creative practice portion of this study.

Three different algorithms are described for the conversion of Hensel codes to Farey rationals. The first algorithm is based on the trial and error factorization of the weight of a Hensel code, inversion and range test. The second algorithm is deterministic and uses a pair of different p-adic systems for simultaneous computation; from the resulting weights of the two different Hensel codes of the same rational, two equivalence classes of rationals are generated using the respective primitive roots. The intersection of these two equivalence classes uniquely identifies the rational. Both the above algorithms are exponential (in time and/or space).

The purpose of the present study was to investigate the possibilities and interconnec-tions that exist concerning the relationship between the University of Applied Sci-ences and the Learning by Developing action model (LbD), on the one hand, and education for sustainable development and high-quality learning as a part of profes-sional competence development on the other. The research and learning environment was the Coping at Home research project and its Caring TV project, which provided the context of the Physiotherapy for Elderly People professional study unit. The re-searcher was a teacher and an evaluator of her own students learning. The aims of the study were to monitor and evaluate learning at the individual and group level using tools of high-quality learning − improved concept maps − related to understanding the projects core concept of successful ageing. Conceptions were evaluated through aspects of sustainable development and a conceptual basis of physiotherapy. As edu-cational research this was a multi-method case study design experiment. The three research questions were as follows. 1. What kind of individual conceptions and conceptual structures do students build concerning the concept of successful ageing? How many and what kind of concepts and propositions do they have a) before the study unit, b) after the study unit, c) after the social-knowledge building? 2. What kind of social-knowledge building exists? a) What kind of social learn-ing process exists? b) What kind of socially created concepts, propositions and conceptual structures do the students possess after the project? c) What kind of meaning does the social-knowledge building have at an individual level? 3. How do physiotherapy competences develop according to the results of the first and second research questions? The subjects were 22 female, third-year Bachelor of Physiotherapy students in Laurea University of Applied Sciences in Finland. Individual learning was evaluated in 12 of the 22 students. The data was collected as a part of the learning exercises of the Physiotherapy for Elderly People study unit, with improved concept maps both at individual and group levels. The students were divided into two social-knowledge building groups: the first group had 15 members and second 7 members. Each group created a group-level concept map on the theme of successful ageing. These face-to-face interactions were recorded with CMapTools and videotaped. The data consists of both individually produced concept maps and group-produced concept maps of the two groups and the videotaped material of these processes. The data analysis was carried out at the intersection of various research traditions. Individually produced data was analysed based on content analysis. Group-produced data was analysed based on content analysis and dialogue analysis. The data was also analysed by simple statistical analysis. In the individually produced improved concept maps the students conceptions were comprehensive, and the first concept maps were found to have many concepts unrelated to each other. The conceptual structures were between spoke structures and chain structures. Only a few professional concepts were evident. In the second indi-vidual improved concept maps the conception was more professional than earlier, particulary from the functional point of view. The conceptual structures mostly re-sembled spoke structures. After the second individual concept mapping social map-ping interventions were made in the two groups. After this, multidisciplinary concrete links were established between all concepts in almost all individual concept maps, and the interconnectedness of the concepts in different subject areas was thus understood. The conceptual structures were mainly net structures. The concepts in these individual concept maps were also found to be more professional and concrete than in the previ-ous concept maps of these subjects. In addition, the wider context dependency of the concepts was recognized in many individual concept maps. This implies a conceptual framework for specialists. The social-knowledge building was similar to a social learning process. Both socio-cultural processes and cognitive processes were found to develop students conceptual awareness and the ability to engage in intentional learning. In the knowl-edge-building process two aspects were found: knowledge creation and pedagogical action. The discussion during the concept-mapping process was similar to a shared thinking process. In visualising the process with CMapTools, students easily comple-mented each others thoughts and words, as if mutually telepathic . Synthesizing, supporting, asking and answering, peer teaching and counselling, tutoring, evaluating and arguing took place, and students were very active, self-directed and creative. It took hundreds of conversations before a common understanding could be found. The use of concept mapping in particular was very effective. The concepts in these group-produced concept maps were found to be professional, and values of sustainable development were observed. The results show the importance of developing the contents and objectives of the European Qualification Framework as well as education for sustainable development, especially in terms of the need for knowledge creation, global responsibility and systemic, holistic and critical thinking in order to develop clinical practice. Red light cameras were introduced in Victoria in August 1983, with the intention of reducing the number of accidents that result from motorists disobeying red traffic signals at signalised intersections. Accident data from 46 treated and 46 control sites from 1981 to 1986 were analysed. The analysis indicated that red light camera use resulted in a reduction in the incidence of right angle accidents, and in the number of accident casualties. Legislation was introduced in March 1986 to place the onus for red light camera offences onto the vehicle owner. This legislation was intended to improve Police efficiency and therefore increase the number of red light cameras in operation. Data supplied by the Police indicated that these aims have beneficial road safety effects.

EXECUTIVE SUMMARY (excerpts) The red light camera (RLC) program commenced in July 1988, with five cameras operating at 15 sites in metropolitan Adelaide. This report deals with the first eighteen months of operation, to December 1989. A number of recommendations have been made… PROGRAM EVALUATION … In 1989 dollars, the program was estimated to have achieved an accident reduction benefit of $1.4m in the first 12 months of operation, which is almost twice the benefit expected using the assumptions made when selecting the sites.
