The world is in the midst of a biodiversity crisis, threatening essential goods and services on which humanity depends. While there is an urgent need globally for biodiversity research, growing obstacles are severely limiting biodiversity research throughout the developing world, particularly in Southeast Asia. Facilities, funding, and expertise are often limited throughout this region, reducing the capacity for local biodiversity research. Although western scientists generally have more expertise and capacity, international research has sometimes been exploitative ``parachute science,'' creating a culture of suspicion and mistrust. These issues, combined with misplaced fears of biopiracy, have resulted in severe roadblocks to biodiversity research in the very countries that need it the most. Here, we present an overview of challenges to biodiversity research and case studies that provide productive models for advancing biodiversity research in developing countries. Key to success is integration of research and education, a model that fosters sustained collaboration by focusing on the process of conducting biodiversity research as well as research results. This model simultaneously expands biodiversity research capacity while building trust across national borders. It is critical that developing countries enact policies that protect their biodiversity capital without shutting down international and local biodiversity research that is essential to achieve the long-term sustainability of biodiversity, promoting food security and economic development.

Virtualization is one of the key enabling technologies for Cloud computing. Although it facilitates improved utilization of resources, virtualization can lead to performance degradation due to the sharing of physical resources like CPU, memory, network interfaces, disk controllers, etc. Multi-tenancy can cause highly unpredictable performance for concurrent I/O applications running inside virtual machines that share local disk storage in Cloud. Disk I/O requests in a typical Cloud setup may have varied requirements in terms of latency and throughput as they arise from a range of heterogeneous applications having diverse performance goals. This necessitates providing differential performance services to different I/O applications. In this paper, we present PriDyn, a novel scheduling framework which is designed to consider I/O performance metrics of applications such as acceptable latency and convert them to an appropriate priority value for disk access based on the current system state. This framework aims to provide differentiated I/O service to various applications and ensures predictable performance for critical applications in multi-tenant Cloud environment. We demonstrate through experimental validations on real world I/O traces that this framework achieves appreciable enhancements in I/O performance, indicating that this approach is a promising step towards enabling QoS guarantees on Cloud storage.

[EN]The present research work, based on some of the components of the Common Assessment Framework, sets to analyse the influence held by leadership in specific factors that constitute the organisational climate, and also the impact that these factors have on the quality of municipal public services. For the purposes of this study, we propose Likert’s exploitative autocratic and participative leadership styles to explain the genesis, structure and workflow. As far as the organisational climate is concerned, the variables used are motivation, satisfaction, empowerment, conflict and stress. The main conclusions that arose was that a participative leader confers higher relevance to the quality of service, through motivation, satisfaction, empowerment and human resources positive results, than an exploitative autocratic leader. Performed contributions are based on the empiric research hereby presented, and new research guidelines are proposed. The research methodology used was qualitative, based on the case study.

The Second National Workshop on Marine Mammal Research and Monitoring in the National Marine Sanctuaries was held on 28 November 1999 in Maui, Hawaii. The workshop preceded the Thirteenth Biennial Conference on the Biology of Marine Mammals, and provided an opportunity to review and promote marine mammal research and monitoring in the National Marine Sanctuaries (NMS). The purpose of the workshop was to bring together researchers and sanctuary staff and to improve marine mammal research and monitoring throughout the sanctuaries. Discussion topics included: potential multi-sanctuary projects, sources of funding for multi-sanctuary projects, services and equipment for researchers through the sanctuaries, consolidating small levels of funding, help in funding and support for writing up data, publishing documents in Technical Memoranda, and letters of support. Representatives from the NMS national office and nine sanctuaries provided participants with overviews of marine mammal research within the sanctuaries. Presentations were also given by representatives from the National Marine Fisheries Service’s Permits and Health and Stranding programs. During the breakout working groups, there were several comments and suggestions consistent among each of the groups to improve marine mammal research. Each group emphasized the need to improve communication among researchers and to better share data. These suggestions included web-based information networks, advisory panels, and workshops. Regionally based research projects were also emphasized. In order to best study marine mammal populations, collaborative studies must take place throughout multiple sanctuaries. In order to achieve these large scale studies, funding and staffing must be directed towards these studies and distributed among each of the sanctuaries so that they may all be able to have the staffing, equipment, and vessels necessary to achieve a collaborative, ecosystem-based, regional marine mammal monitoring program. It will take several years to achieve all of the suggestions from the workshop, but thanks to the workshop participants, the National Marine Sanctuary Program has begun to direct marine mammal research and monitoring in order to achieve the goals of the workshop. This document provides a summary of the workshop with a focus on key points/main issues. We have included contact information intended to encourage continued collaboration among the individuals and organizations represented at the 1999 Marine Mammal Research and Monitoring in the National Marine Sanctuaries Workshop. The work on the sustainability of organisations which exist to provide services to the Open Access community, commissioned by Knowledge Exchange, identified that such organisations need to have a business-like approach and that the absence of rigorous attention to all aspects of the business may lead to sub-optimal performance and, potentially, failure. With this in mind, a Sustainability Index was drafted for consideration by attendees at the Knowledge Exchange workshop on sustainability in Utrecht (February 2014). Over fifty participants, representing Open Access service providers, IT-infrastructure and research funders, and users,worked to making past recommendations from KE work on Open Access actionable.

Workshop Research Data Management – Activities and Challenges 14-15 November 2011, Bonn The Knowledge Exchange initiative organised a workshop to highlight current activities and challenges with respect to research data management in the Knowledge Exchange partner countries and beyond. The workshop brought together experts from data centres, libraries, computational centres, funding organisations, publishing services and other institutions in the field of research and higher education who are working to improve research data management and encourage effective reuse of research data. A considerable part of the programme was dedicated to sharing perspectives from these communities, leading to the development of a roadmap of practical actions for the Knowledge Exchange initiative, partner organisations and other stakeholders to progress over the next two years. On the first day, principal investigators and project managers from a great variety of recent projects shared their insights on objectives and methods for improving data management ranging from discipline-specific to more general approaches. A series of short presentations of selected projects was followed by an extensive poster session that functioned as a “trade fair” of current trends and activities in the field of research data management. Moreover, the poster session offered ample network opportunities for participants. The second day was dedicated to intensive group discussions looking at a number of data management challenges. First the most important findings from the "Surfboard for 'Riding the Wave'" report were presented. This included the state of the art on activities and challenges in the field of research data management. The subgroups will concentrate on the following key themes: funding, incentives, training and technical infrastructure. These discussions culminated in the identification of practical recommendations for future cooperation on practical as well as on strategic levels that should be taken forward by the KE partner organisations and beyond. These activities aim to improve the sustainability of services and infrastructures at both national and international levels.

Radar services are occasionally affected by wind farms. This paper presents a comprehensive description of the effects that a wind farm may cause on the different radar services, and it compiles a review of the recent research results regarding the mitigation techniques to minimize this impact. Mitigation techniques to be applied at the wind farm and on the radar systems are described. The development of thorough impact studies before the wind farm is installed is presented as the best way to analyze in advance the potential for interference, and subsequently identify the possible solutions to allow the coexistence of wind farms and radar services.

Folgende Kernbehauptungen bzw. Hypothesen werden in dem Worm-et-al.-Artikel aufgestellt: -Der Verlust an Biodiversität (Artenzahl) in einem Meeresgebiet reduziert tief greifend seine Produktivität und seine Stabilität in Stressperioden, hervorgerufen u.a. durch Überfischung und Klimaänderung. -Die Zahl der kollabierten Arten nimmt zu. Dieser Trend projeziert den Kollaps aller wildlebenden Arten und Bestände, die gegenwärtig befischt werden, auf das Jahr 2048. -Diese Entwicklung ist zum gegenwärtigen Zeitpunkt reversibel, denn das Meer besitzt noch ein großes Potential sich zu regenerieren. Dazu ist aber mehr Umweltschutz notwendig.

Borno State possesses great potentials for fish production both from inland fisheries and aquaculture. The socio-economic and environmental production factors are suitable for fish production. If the potential of the State were well harnessed, it would be playing significant roles in achieving self-sufficiency in fish production in Nigeria. But the situation at the moment is that its fisheries potentials are not being optimally utilized. While the inland waters of Lake Chad are currently being recklessly exploited, aquaculture development is given little or no attention. It is evident that there is a missing link between research results and the potential end users. Because information in fish production variables is a pre-requisite for fisheries development, the gap that exists between two poles must be bridged, fisheries Extension provides this important link between research result and the end users of research findings. The paper examines the importance of extension services as the key to unlock fish production information that are usually consigned to the pages of academic journals and research publications

River structure and functioning are governed naturally by geography and climate but are vulnerable to natural and human-related disturbances, ranging from channel engineering to pollution and biological invasions. Biological communities in river ecosystems are able to respond to disturbances faster than those in most other aquatic systems. However, some extremely strong or lasting disturbances constrain the responses of river organisms and jeopardise their extraordinary resilience. Among these, the artificial alteration of river drainage structure and the intense use of water resources by humans may irreversibly influence these systems. The increased canalisation and damming of river courses interferes with sediment transport, alters biogeochemical cycles and leads to a decrease in biodiversity, both at local and global scales. Furthermore, water abstraction can especially affect the functioning of arid and semi-arid rivers. In particular, interception and assimilation of inorganic nutrients can be detrimental under hydrologically abnormal conditions. Among other effects, abstraction and increased nutrient loading might cause a shift from heterotrophy to autotrophy, through direct effects on primary producers and indirect effects through food webs, even in low-light river systems. The simultaneous desires to conserve and to provide ecosystem services present several challenges, both in research and management.

Esta pesquisa usou o estudo de caso para analisar os resíduos eletroeletrônicos gerados em uma Empresa prestadora de serviços atuante no setor naval. Após breve reflexão sobre a relação homem-natureza, apresenta-se o conceito de resíduos sólidos e suas classificações, introduzindo-se dados que embasam o impacto dos eletroeletrônicos na geração de resíduos no Brasil. Em seguida, discorre-se sobre a evolução da eletricidade e da eletrônica até os dias atuais, passando-se a comentar os aspectos e impactos da produção e descarte dos dispositivos eletroeletrônicos, que utilizam algumas substâncias tóxicas em sua manufatura. Destacam-se alguns caminhos alternativos para os resíduos eletroeletrônicos como o reuso, o reaproveitamento e a reciclagem que abriram caminhos para novos negócios. O estudo se volta para uma abordagem da legislação ambiental, mencionando aspectos da legislação dos Estados Unidos e da Europa, além de discorrer sobre fatos relevantes do ordenamento jurídico ambiental brasileiro, com ênfase na Política Nacional de Resíduos Sólidos. Esta Seção se encerra com um breve resumo do alinhamento do setor naval à legislação ambiental, através do uso das normas ISO da série 14.000. Prossegue-se com a descrição da Empresa onde se realizou o estudo de caso, apresentando-se um resumo acerca de sua trajetória, estrutura de funcionamento e a situação da gestão ambiental. Em seguida, é descrita a metodologia usada para o desenvolvimento do estudo de caso, detalhando-se os tipos de pesquisa e procedimentos utilizados para a caracterização dos resíduos eletroeletrônicos, bem como as ferramentas de gestão usadas para sua análise. Discorre-se, então, sobre o estudo de caso realizado na Empresa, com a apresentação das ações e pesquisas realizadas acerca de seus processos de geração e descarte de resíduos eletroeletrônicos. Os dados obtidos neste estudo foram analisados à luz do conhecimento ambiental e gestor e, com o auxílio de algumas ferramentas de gestão, foram selecionados os resíduos eletroeletrônicos mais impactantes e os com possibilidade de serem gerenciados pela Empresa. Encerrando o trabalho, as conclusões sobre o estudo e as sugestões para a melhoria do gerenciamento dos resíduos eletroeletrônicos são disponibilizadas para uso da Empresa, propondo-se também a implementação de um sistema de gerenciamento integrado para todos os resíduos nela gerados.

Background: In contrast with the recommendations of clinical practice guidelines, the most common treatment for anxiety and depressive disorders in primary care is pharmacological. The aim of this study is to assess the efficacy of a cognitive-behavioural psychological intervention, delivered by primary care psychologists in patients with mixed anxiety-depressive disorder compared to usual care. Methods/Design: This is an open-label, multicentre, randomized, and controlled study with two parallel groups. A random sample of 246 patients will be recruited with mild-to-moderate mixed anxiety-depressive disorder, from the target population on the lists of 41 primary care doctors. Patients will be randomly assigned to the intervention group, who will receive standardised cognitive-behavioural therapy delivered by psychologists together with usual care, or to a control group, who will receive usual care alone. The cognitive-behavioural therapy intervention is composed of eight individual 60-minute face-to face sessions conducted in eight consecutive weeks. A follow-up session will be conducted over the telephone, for reinforcement or referral as appropriate, 6 months after the intervention, as required. The primary outcome variable will be the change in scores on the Short Form-36 General Health Survey. We will also measure the change in the frequency and intensity of anxiety symptoms (State-Trait Anxiety Inventory) and depression (Beck Depression Inventory) at baseline, and 3, 6 and 12 months later. Additionally, we will collect information on the use of drugs and health care services. Discussion: The aim of this study is to assess the efficacy of a primary care-based cognitive-behavioural psychological intervention in patients with mixed anxiety-depressive disorder. The international scientific evidence has demonstrated the need for psychologists in primary care. However, given the differences between health policies and health services, it is important to test the effect of these psychological interventions in our geographical setting.

The National Marine Fisheries Service’s Alaska Fisheries Science Center (AFSC) has a long and successful history of conducting research in cooperation with the fishing industry. Many of the AFSC’s annual resource assessment surveys are carried out aboard chartered commercial vessels and the skill and experience of captains and crew are integral to the success of this work. Fishing companies have been contracted to provide vessels and expertise for many different types of research, including testing and evaluation of survey and commercial fishing gear and development of improved methods for estimating commercial catch quantity and composition. AFSC scientists have also participated in a number of industry-initiated research projects including development of selective fishing gears for bycatch reduction and evaluating and improving observer catch composition sampling. In this paper, we describe the legal and regulatory provisions for these types of cooperative work and present examples to illustrate the process and identify the requirements for successful cooperative research.

Published and unpublished research findings regarding charter and headboat fishing customers from 11 studies were reviewed to provide a marketing data base for operators and to guide further research efforts. Generally, charter/headboat fishing is a male-oriented activity. Customers were between 30 and 55 years of age. Although both groups of anglers considered themselves to be experienced, charterboat anglers had fished for more years. Charter anglers fished more often with their families and headboat anglers more often with their friends. Charterboat anglers reported higher incomes than headboat anglers. Relaxation, having fun, and escaping from daily pressures were generally more important to both groups of anglers than motives relative to catching fish. Most anglers indicated that the skills and performance of the captain and crew contributed heavily to the overall evaluation of their fishing experience. Anglers were more heavily influenced to choose a particular captain or boat by informal advertising methods (i.e., word-of-mouth recommendations, reputation, and visits to the marina) than formal methods (i.e., advertisements, brochures, radio, and television). Charter anglers relied more on word-of-mouth recommendations and headboat customers were more influenced by previous experiences. Implications for further research are discussed.
