The purpose of this thesis was to explore how Christian networks enable strategies of transnational alliance, whereby groups in different nations strive to strengthen one another’s leverage and credibility in order to resolve conflicts and elaborate new possibilities. This research does so by analyzing the case of the Presbyterian Church of Colombia (IPC). The project examines the historical development of the IPC from the initial missionary period of the 1850s until the present. Specifically, the purpose of the study was to consider how the historical struggle to articulate autonomy and equality vis-à-vis the U.S. Presbyterians (PCUSA) and paternalist models of ecclesial relations has affected recent political strategies pursued by the IPC. Despite the paternalism of the early missionary model, changing conceptions of social transformation during the 60s contributed to a shift in relations. Over time the IPC and PCUSA negotiated relationships in which groups both acknowledge a problematic history and insist upon an ethnic of partnership and respect. Today, PCUSA groups, in concert with the IPC, collaborate on a range of transnational political strategies aimed at strengthening the IPC’s leverage in local struggles for justice and peace. A review of this case suggests that long-established Christian networks may have an advantage over other civil society groups such as NGOs in facilitating strategies of transnational alliance. Although civil society organizations often have better access to important resources needed for international advocacy initiatives, Christian networks, such as the one established between the IPC and U.S. Presbyterian communities, rely on a history of negotiating power-disparity in order to elaborate relationships based on listening and partnership. Such findings prove important not only to how we conceptualize transnational alliance but also to the ways that we think about the history and future of Christian networks.

En raison du virage semi-autoritaire de l’État russe au début des années 2000, l’adaptation aux mesures contraignantes de l’État, qu’elle soit consciente ou inconsciente, constitue un aspect fondamental du quotidien des ONG de défense des droits de l’homme russes. Cependant, il s’agit d’une question jusqu’ici négligée dans la littérature scientifique. Ainsi, ce mémoire a pour objet d’examiner la démarche d’adaptation d’une ONG particulièrement active sur la scène russe, le Centre des droits de l’homme Memorial, entre 1999 et 2014. La recherche révèle que cette ONG emploie deux méthodes afin de s’adapter aux mesures étatiques et que celles-ci sont, en fait, des principes d’action adoptés par l’organisation au moment de sa création. Le premier principe d’action s’appuie sur la coopération et la solidarité développées par le Centre des droits de l’homme Memorial avec d’autres ONG russes, des ONG internationales et des organisations internationales. En partenariat avec ces organisations, le Centre des droits de l’homme Memorial élabore des activités de recherche et de plaidoyer et mène des missions de surveillance des droits de l’homme. Ce principe d’action renforce considérablement la capacité d’adaptation de l’ONG et favorise l’exercice de son rôle de contrepouvoir. Le second principe d’action se fonde sur la recherche de collaboration constructive avec l’État. Lors d’interactions ponctuelles avec les autorités, l’organisation exerce un rôle d’expert en matière de droits de l’homme et tente de réduire les entraves posées à la société civile. Outre sa propriété adaptative, cette méthode d’adaptation combine deux fonctions inhérentes à la société civile, soit la représentation des intérêts des citoyens auprès des instances étatiques et l’établissement d’un partenariat avec l’État dans le but d’amener ce dernier à adopter des pratiques démocratiques. Ce mémoire montre la capacité du Centre des droits de l’homme Memorial à se mouvoir d’une méthode d’adaptation à l’autre afin de maximiser son action.

El interés de esta monografía es analizar las consecuencias de la representación institucional de India y Paquistán en la disputa territorial por Cachemira durante el periodo de 1989 a 2008. Puntualmente, se analiza y explica cómo la representación institucional prestada individualmente por India y Paquistán validó sus intereses como agentes de poder en la región, pasó por alto las necesidades de la población cachemir y fomentó la práctica de la desaparición forzada, lo que en consecuencia convirtió a las mujeres cachemires en un grupo subalterno. Para tal objetivo, se hará uso de la teoría postcolonialista, específicamente el enfoque subalternista de la autora Gayatri Chakravorty Spivak ya que permite explicar adecuadamente el proceso mediante el cual las mujeres cachemires se convirtieron en un grupo subalterno.

Este estudio de caso busca evaluar los alcances y limitaciones que tiene la movilización social para lograr transformaciones en las instituciones a partir del estudio de la movilización social en Egipto durante el período 2010-2013. Se analiza y se explica en qué sentido las instituciones de movimiento lento, como las estructuras de poder y estructuras mentales, han frustrado lo acontecido en Egipto conocido como la primavera árabe. Siguiendo la perspectiva de las instituciones de Gérard Roland y Alejandro Portes, se avanza hacia el resultado de la investigación de que las instituciones de movimiento lento tienen en cuenta aspectos estructurales de una sociedad tales como el poder y la cultura. Por ello, no pueden ser cambiadas con facilidad ya que cuentan con bases sólidas que han sido construidas mediante procesos históricos fundamentados en ideologías y valores.

Esta investigación busca analizar como se modificaron las relaciones entre India y Pakistán luego de los atentados de Mumbai 2008, a la luz de la cultura de anarquía hobbesiana. Para ello, se explicará como la estructura de anarquía ha sido un catalizador en la modificación de la toma de decisiones de los Estados, sobretodo teniendo en cuenta la característica de Pakistán como un Estado predador. Se demostrará si gracias a estos atentados la actuación de India en el conflicto ha cambiado y percibe a su par como un ente violento y predispuesto a la agresión. Para ello se entrará a explicar el devenir histórico de la relación, la intensidad del grupo perpetrador (Lashkar-e-Taiba) y las posiciones de ambos Estados frente a los atentados.

Este estudio de caso se realiza con el objetivo de analizar cómo la cooperación entre Colombia y África occidental en la lucha contra el tráfico de drogas repercute en la imagen del Estado colombiano como referente en esfuerzos antinarcóticos desde la periferia. En consecuencia, se busca conocer la forma en la cual los acuerdos bilaterales interinstitucionales, la participación en foros y la creación de una agenda internacional de lucha contra las drogas para un escenario nacional transformado, configuran la imagen del Estado colombiano. Para tal objetivo, el trabajo se desarrollará a través de los conceptos de identidad de Alexander Wendt, periferia de Mohammed Ayoob y Cooperación Sur-Sur de la Organización de Naciones Unidas y la Agencia Presidencial de Cooperación Internacional de Colombia.

Civil society and sugarcane farmer demands indicate that harvesting technology has enough limitations to jeopardize production in large sugar cane producing areas. This work analyses the current mechanical harvesting compared to a semi-mechanical harvesting proposal, on the bases of eleven characteristics considered determinant for a quick spreading of green cane harvesting on hilly areas, with lower impact on agricultural labor and farmers investment capacity.

Existem, atualmente, mais de 300 hipóteses relativas à caracterização, função e mecanismos do envelhecimento, possivelmente devido ao aumento de idosos no mundo. Embora se avente uma função social à velhice humana, as transformações da sociedade impuseram uma cultura de descarte, incluindo pessoas como os idosos. Tal exclusão, que se associa à tristeza, depressão e morte desse grupo, é contraditória ao aumento do tempo de vida dos idosos constatado atualmente. O presente trabalho tentou determinar os aspectos ambientais envolvidos na longevidade usando uma técnica de metodologia qualitativa denominada grounded theory (ou teoria fundamentada nos dados) em dados fornecidos por ex-ferroviários longevos. Constatou-se que as representações dos ex-ferroviários confluem para a categoria central: desolação pelo aniquilamento da vida e do ambiente, no presente, devido à continuada negligência do Estado e da Sociedade na promoção e preservação das coisas boas para a vida que havia no passado. Observou-se ainda que, paralelamente à hipervalorização genérica das coisas do passado, há constatação recente de que suas existências fizeram parte da epopeia que promoveu o desenvolvimento econômico e social do interior paulista e possibilitou uma ressignificação existencial do passado, sugerindo ser um potente mecanismo de defesa que culmina em longevidade. Tal achado se insere na hipótese de que a função da longevidade seria a de preservar um contingente social com conhecimentos de um modo de vida que deu certo por ser socialmente vantajoso

The Information Society (IS) may be taken as a geopolitical organization which started after the Third Industrial Revolution, having direct impact on the use of information and Information and Communication Technologies (ICT). The expression arose as techno-social paradigm change in the post-industrial society, aiming to use information as currency to the society-in-progress at that time. In Brazil it has become stronger with the Programa Sociedade da Informacao no Brasil-Livro Verde, lunched by the Ministerio da Ciencia e Tecnologia, in September 2000 without any discussion with the civil society to formulate the main document. Our main goal in this article is to discuss the Information Society in contemporary times, and also the organized and conscious use of information, looking for key-concepts to a better understanding of it, from some topics as digital inclusion-exclusion to the use of digital informational resources.

There is more to sustainable forest management than reduced impact logging. Partnerships between multiple actors are needed in order to create the institutional context for good forest governance and sustainable forest management and stimulate the necessary local community involvement. The idea behind this is that the parties would be able to achieve more jointly than on their own by combining assets, knowledge, skills and political power of actors at different levels of scale. This article aims to demonstrate by example the nature and variety of forest-related partnerships in Brazilian Amazonia. Based on the lessons learned from these cases and the authors` experience, the principal characteristics of successful partnerships are described, with a focus on political and socioeconomic aspects. These characteristics include fairly negotiated partnership objectives, the active involvement of the public sector as well as impartial brokers, equitable and cost-effective institutional arrangements, sufficient and equitably shared benefits for all the parties involved, addressing socioeconomic drawbacks, and taking measures to maintain sustainable exploitation levels. The authors argue that, in addition to product-oriented partnerships which focus on sustainable forest management, there is also a need for politically oriented partnerships based on civil society coalitions. The watchdog function of these politically oriented partnerships, their awareness-raising campaigns regarding detrimental policies and practices, and advocacy for good forest governance are essential for the creation of the appropriate legal and political framework for sustainable forest management. Background: Traffic accidents constitute the main cause of death in the first decades of life. Traumatic brain injury is the event most responsible for the severity of these accidents. The SBN started an educational program for the prevention of traffic accidents, adapted from the American model ""Think First"" to the Brazilian environment, since 1995, with special effort devoted to the prevention of TBI by using seat belts and motorcycle helmets. The objective of the present study was to set up a traffic accident prevention program based on the adapted Think First and to evaluate its impact by comparing epidemiological variables before and after the beginning of the program. Methods: The program was executed in Maringa city, from September 2004 to August 2005, with educational actions targeting the entire population, especially teenagers and young adults. The program was implemented by building a network of information facilitators and multipliers inside the organized civil society, with widespread population dissemination. To measure the impact of the program, a specific software was developed for the storage and processing of the epidemiological variables. Results: The results showed a reduction of trauma severity due to traffic accidents after the execution of the program, mainly TBI. Conclusions: The adapted Think First was systematically implemented and its impact measured for the first time in Brazil, revealing the usefulness of the program for reducing trauma and TBI severity in traffic accidents through public education and representing a standardized model of implementation in a developing country. This paper presents a method of formally specifying, refining and verifying concurrent systems which uses the object-oriented state-based specification language Object-Z together with the process algebra CSP. Object-Z provides a convenient way of modelling complex data structures needed to define the component processes of such systems, and CSP enables the concise specification of process interactions. The basis of the integration is a semantics of Object-Z classes identical to that of CSP processes. This allows classes specified in Object-Z to he used directly within the CSP part of the specification. In addition to specification, we also discuss refinement and verification in this model. The common semantic basis enables a unified method of refinement to be used, based upon CSP refinement. To enable state-based techniques to be used fur the Object-Z components of a specification we develop state-based refinement relations which are sound and complete with respect to CSP refinement. In addition, a verification method for static and dynamic properties is presented. The method allows us to verify properties of the CSP system specification in terms of its component Object-Z classes by using the laws of the the CSP operators together with the logic for Object-Z.

This paper is concerned with methods for refinement of specifications written using a combination of Object-Z and CSP. Such a combination has proved to be a suitable vehicle for specifying complex systems which involve state and behaviour, and several proposals exist for integrating these two languages. The basis of the integration in this paper is a semantics of Object-Z classes identical to CSP processes. This allows classes specified in Object-Z to be combined using CSP operators. It has been shown that this semantic model allows state-based refinement relations to be used on the Object-Z components in an integrated Object-Z/CSP specification. However, the current refinement methodology does not allow the structure of a specification to be changed in a refinement, whereas a full methodology would, for example, allow concurrency to be introduced during the development life-cycle. In this paper, we tackle these concerns and discuss refinements of specifications written using Object-Z and CSP where we change the structure of the specification when performing the refinement. In particular, we develop a set of structural simulation rules which allow single components to be refined to more complex specifications involving CSP operators. The soundness of these rules is verified against the common semantic model and they are illustrated via a number of examples.

Este estudo delineia uma estrutura para a an??lise de g??nero de or??amentos, relacionando os insumos ??s atividades, aos resultados e aos impactos e, a partir da??, apresenta alguns exemplos de an??lises de or??amento a partir da perspectiva de g??nero, em diferentes momentos do ciclo or??ament??rio, buscando experi??ncias em diferentes pa??ses. Tamb??m destaca dois princ??pios chave na an??lise do or??amento com enfoque no g??nero, a saber: 1) a avalia????o do impacto do or??amento tanto sobre o indiv??duo como sobre a fam??lia; e 2) o reconhecimento da contribui????o econ??mica do trabalho dom??stico n??o remunerado, a cargo basicamente das mulheres.
