The paper discusses simple methods of estimating fish yield from small reservoirs and establishes 2 indices of fish yield based on: 1) the relationship between the catch per boat in artisanal commercial fish landings and the catch per unit effort in experimental gill-net survey; and also, 2) the relationship between standing crop of fish in reservoirs and catch per unit effort in experimental gill-net survey. The paper then elaborates on the methods of utilizing these simple relationships in managing small reservoirs in Nigeria based on the principle of exclusive fishing right licence with the objective of attracting investors into this viable inland fishery investment project hitherto untapped

Suggestions are given regarding the following: education on the importance of conservation; fish farming or aquaculture; restocking or rejuvenation of depleted water bodies; stock assessment; monitoring and surveillance; provision of fishing inputs; and, extension research linkage

The paper appraises fisheries development in Nigeria with specific reference to Cross River State and the problems militating against increased fish production. The potential for developing the industry to supplement the low level of animal protein consumption in Nigeria is discussed as well as the import of a vibrant fishery industry to contribute to the employment and international trade. The need to legislate on fisheries activities while enforcing the existing laws for sustainable exploitation of the fisheries resources is elaborated. Similarly, the need to maximize the proceeds from Nigeria's Exclusive Economic Zone (EEZ) by protecting the operations of this economic sector and other unauthorized fishing practices is elucidated. In view of the present situation where most of the country's water bodies have been over-fished, more attention and emphasis should be placed on aquaculture development. The paper also proffers recommendations to boost fish production in capture and culture fisheries

Ocean observing has been recognized by the US Commission on Ocean Policy, the Ocean Research and Resources Advisory Panel, the Joint Ocean Commission Initiative, and many other ocean policy entities and initiatives as foundational to meeting the nation’s need for more effective coastal and ocean management. The Interim Report of the Interagency Task Force on Ocean Policy (September 2009) has called for strengthening the nation’s capacity for observing the nation’s ocean, coastal, and Great Lakes systems. The foundation of Habermas's argument, a leading critical theorist, lies in the unequal distribution of wealth across society. He states that in an advanced capitalist society, the possibility of a crisis has shifted from the economic and political spheres to the legitimation system. Legitimation crises increase the more government intervenes into the economy (market) and the "simultaneous political enfranchisement of almost the entire adult population" (Holub, 1991, p. 88). The reason for this increase is because policymakers in advanced capitalist democracies are caught between conflicting imperatives: they are expected to serve the interests of their nation as a whole, but they must prop up an economic system that benefits the wealthy at the expense of most workers and the environment. Habermas argues that the driving force in history is an expectation, built into the nature of language, that norms, laws, and institutions will serve the interests of the entire population and not just those of a special group. In his view, policy makers in capitalist societies are having to fend off this expectation by simultaneously correcting some of the inequities of the market, denying that they have control over people's economic circumstances, and defending the market as an equitable allocator of income. (deHaven-Smith, 1988, p. 14). Critical theory suggests that this contradiction will be reflected in Everglades policy by communicative narratives that suppress and conceal tensions between environmental and economic priorities. Habermas’ Legitimation Crisis states that political actors use various symbols, ideologies, narratives, and language to engage the public and avoid a legitimation crisis. These influences not only manipulate the general population into desiring what has been manufactured for them, but also leave them feeling unfulfilled and alienated. Also known as false reconciliation, the public's view of society as rational, and "conductive to human freedom and happiness" is altered to become deeply irrational and an obstacle to the desired freedom and happiness (Finlayson, 2005, p. 5). These obstacles and irrationalities give rise to potential crises in the society. Government's increasing involvement in Everglades under advanced capitalism leads to Habermas's four crises: economic/environmental, rationality, legitimation, and motivation. These crises are occurring simultaneously, work in conjunction with each other, and arise when a principle of organization is challenged by increased production needs (deHaven-Smith, 1988). Habermas states that governments use narratives in an attempt to rationalize, legitimize, obscure, and conceal its actions under advanced capitalism. Although there have been many narratives told throughout the history of the Everglades (such as the Everglades was a wilderness that was valued as a wasteland in its natural state), the most recent narrative, “Everglades Restoration”, is the focus of this paper.(PDF contains 4 pages)

As a contribution to the understanding of comparative social trends within the cetacean family Delphinidae, a 22-month study was conducted on the shortfinned pilot whale, Globicephala macrorhynchus, which has been suggested to have a unique social system in which males and females in the same group are related and mating occurs outside of the group. The individual identification of 495 pilot whales, analysed in daily group association patterns, allowed identification of 46 pods. They were classified as productive or non-productive based on the presence or absence of immature animals. Productive pods were a significantly larger, although 12% of them lacked adult males. Two classes of whales (residents and visitors) were defined by patterns of occurrence,suggesting differential patterns of habitat use. Resident pods occasionally travelled together (41% of all groups) and associations between age and sex classes showed that in mixed-pod groups, the highest ranked associations of the reproductive females were with males from other pods, while within pods, adult males and females associated less. During summer, the proposed peak conception period, pilot whale groups were significantly larger and contained individuals from a significantly greater number of pods. These findings support the hypothesis that males and females mate when associating with individuals from other pods. A comparative analysis of sexual dimorphism, brain size, and testes size, habitat, prey and group size within the 17 delphinid genera identified a correlation between sexual dimorphism and body size, but relative measures of brain size and testes size did not correlate with broad ecological or social classifications. However, a comparison of three delphinid societies identified two distinct male mating systems: males of the small, mono-morphic Tursiops truncatus live in age/sex segregated groups and mate with a number of discrete female communities. Males in the large sexually dimorphic Glob icephala spp. and Orcinus orca mate with associated female pods and yet remain with their female kin. This corresponds to the avunculate social system described in some human societies. It could evolve from a promiscuous mating system where there is little guarantee of paternity and where males that live with their kin increase their inclusive fitness.

The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. Diversos estudos que abordam as repercussões das cirurgias ginecológicas na vida da mulher apontam para uma relação existente com aspectos subjetivos, em virtude da construção social da identidade feminina, indicando que a perda de órgãos ginecológicos pode interferir na maneira da mulher se perceber e se relacionar com o mundo. O presente estudo tem como objeto o processo de interação da mulher no contexto das cirurgias ginecológicas. Para isso foram formulados os objetivos: Descrever os significados da cirurgia ginecológica para a mulher submetida a este procedimento e Analisar o processo de interação da mulher com ela mesma e com o seu núcleo social a partir dos significados por ela atribuídos à cirurgia ginecológica, considerando o fenômeno da mutilação. O estudo de natureza qualitativa, do tipo descritivo-exploratório, teve como referencial teórico-metodológico o Interacionismo Simbólico e a Grounded Theory, que subsidiaram uma interpretação da ação e das relações das mulheres no contexto da cirurgia ginecológica e da mutilação, baseados na definição e interpretação de significados por elas atribuídos. Dos resultados emergiram quatro categorias: Investigando a doença e decidindo aceitar a cirurgia, A passagem pela cirurgia: vivendo o processo de resolução do problema, Enfrentando as mudanças impostas pela cirurgia e Valorizando a vida. Evidenciou-se que ao receber o diagnóstico da doença, a mulher interage com dúvidas, medos, a busca por informação e pelos benefícios da cirurgia, e por fim decide aceitá-la. Ao passar pela cirurgia, vivencia incômodos, complicações, compreende que perdeu uma parte do corpo e procura conformar-se, tentando crer que foi o único caminho. As diversas mudanças que ocorrem fazem-na construir novos significados e mudar a percepção de si e do seu meio social, a partir da interação consigo mesma e com este meio, fazendo-a refletir sobre a sexualidade, seus relacionamentos, sua saúde, a diferença no corpo e em si mesma, nas funções que desempenha e sobre a mutilação provocada pela cirurgia. O desenvolvimento de mecanismos de enfrentamento, como comparar sua cirurgia e histórias com outras, identificar aprendizados com a experiência, buscar formas de superação e resignar-se resultaram na valorização da vida e na vontade de viver melhor. Percebe-se a importância da enfermeira estabelecer um cuidado multidimensional, que identifique as necessidades que vão além do corpo biológico, respeitando as particularidades e a individualidade no momento do cuidado e contribuindo para o bem-estar físico, psíquico, social e espiritual das mulheres.

This paper discusses the particular contribution of the SSSI (Sites of Special Scientific Interest) as a way of nature conservation for rivers. In 1989, the Nature Conservancy Council proposed a dual selection system for selection of rivers; either (1) "Whole river" SSSIs representing the main types of river, or rivers which show classic and representative transitions down their lengths, or (2) "Sectional" SSSIs which are shorter stretches of river with high nature conservation interest. The NCC has recently classified all SSSIs with a river interest into 4 categories: - river SSSIs, river valley SSSIs, river adds interest - where the river clearly adds biological interest to the site, and rivers of incidental interest. The overall length of river SSSIs amounts to almost 1000 km.

This report is a product of close industry-academia collaboration between British Aerospace and the Cambridge Engineering Design Centre (EDC). British Aerospace designs and integrates some of the most complex systems in the world, and its expertise in this field has enabled the company to become the United Kingdom's largest exporter. However, to stay at the forefront of the highly competitive aerospace industry it is necessary to seek new ways to work more effectively and more efficiently. The Cambridge EDC has played a part in supporting these needs by providing access to the methods and tools that it has developed for improving the process of designing mechanical systems. The EDC has gained an international reputation for the quality of its work in this subject. Thus, the collaboration is between two organisations each of whom are leaders in their respective fields. The central aim of the project has been to demonstrate how a systematic design process can be applied to a real design task identified by industry. The task selected was the design of a flight refuelling probe which would enable a combat aircraft to refuel from a "flying tanker". However, the systematic approach, methods and tools described in this report are applicable to most engineering design tasks. The findings presented in this report provide a sound basis for comparing the recommended systematic design process with industrial practice. The results of this comparison would enable the company to define ways in which its existing design process can be improved. This research project has a high degree of industrial relevance. The value of the work may be judged in terms of the opportunities it opens up for positive changes to the company's engineering operations. Several members of the EDC have contributed to the project. These include Dr Lucienne Blessing, Dr Stuart Burgess, Dr Amaresh Chakrabarti, Major Mark Nowack, Aylmer Johnson and Dr Paul Weaver. At British Aerospace special thanks must go to Alan Dean and David Halliday for their interest and the support they have given. There is a growing interest in taking advantage of possible patterns and structures in data so as to extract the desired information and overcome the curse of dimensionality. In a wide range of applications, including computer vision, machine learning, medical imaging, and social networks, the signal that gives rise to the observations can be modeled to be approximately sparse and exploiting this fact can be very beneficial. This has led to an immense interest in the problem of efficiently reconstructing a sparse signal from limited linear observations. More recently, low-rank approximation techniques have become prominent tools to approach problems arising in machine learning, system identification and quantum tomography.

In sparse and low-rank estimation problems, the challenge is the inherent intractability of the objective function, and one needs efficient methods to capture the low-dimensionality of these models. Convex optimization is often a promising tool to attack such problems. An intractable problem with a combinatorial objective can often be "relaxed" to obtain a tractable but almost as powerful convex optimization problem. This dissertation studies convex optimization techniques that can take advantage of low-dimensional representations of the underlying high-dimensional data. We provide provable guarantees that ensure that the proposed algorithms will succeed under reasonable conditions, and answer questions of the following flavor:

  • For a given number of measurements, can we reliably estimate the true signal?
  • If so, how good is the reconstruction as a function of the model parameters?

More specifically, i) Focusing on linear inverse problems, we generalize the classical error bounds known for the least-squares technique to the lasso formulation, which incorporates the signal model. ii) We show that intuitive convex approaches do not perform as well as expected when it comes to signals that have multiple low-dimensional structures simultaneously. iii) Finally, we propose convex relaxations for the graph clustering problem and give sharp performance guarantees for a family of graphs arising from the so-called stochastic block model. We pay particular attention to the following aspects. For i) and ii), we aim to provide a general geometric framework, in which the results on sparse and low-rank estimation can be obtained as special cases. For i) and iii), we investigate the precise performance characterization, which yields the right constants in our bounds and the true dependence between the problem parameters.
