Thirty-nine participants from 18 countries, including women fishworkers, representatives of fishworker organizations and NGOs, activists and researchers, met at Mahabalipuram, India, during 7-10 July 2010, to discuss the theme “Recasting the Net: Defining a Gender Agenda for Sustaining Life and Livelihoods in Fishing Communities”. The workshop was meant to reflect on what needs to be done to develop a ‘gender agenda’ for sustaining life and livelihoods in fisheries. It was also organized against the backdrop of the growing international recognition of small-scale fisheries and efforts to enhance their contribution to food security and poverty alleviation, as evidenced in the deliberations of the the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO). This publication—the proceedings of the Mahabalipuram workshop—will be useful for fishworker organizations, gender activists, researchers, policymakers, fish farmers, members of civil society and anyone interested in gender, fisheries and livelihoods. This study was conducted to identify a functioning fingerlings production and delivery system for a sustainable aquaculture development. Data were collected from 234 respondents randomly sampled from a population of 600 fish farmers. Results indicated that farmer-to-farmer was the major source of fingerlings production and distribution system. Although this source accessed disadvantaged groups like the rural based, resource poor, less educated and women, it lacked knowledge on how to produce good quality fingerlings. These results suggest that a decentralized and privatized fingerlings production and delivery system should be promoted. For this system to operate effectively the aquaculture department should first identify potential zones for aquaculture growth and profit motivated fingerlings producers and distributors. Furthermore, the institutional mechanism through which farmer-to-farmer will operate should be identified and strengthened through short and long term training programmes. The government should support the system by providing guidelines for good quality fingerlings management; maintain brood stock parents and technical training in Bangladesh.

The objective of this short project progress report is to investigate the possible water quality implications of modern watercress growing practices. Chalk receiving watercourses are usually of high supply, amenity, game fishing and fish farming value. Any headwater pollution load, therefore, needs characterising and quantifying. Two sites of watercress farming were studied in 1986-87 and nutrient levels examined. Different approaches of watercress farmers in Dorset and Hampshire are summarised.

Because of the widespread concern over increasing nitrate concentrations in river water , the Freshwater Biological Association has undertaken a study to investigate seasonality, nitrate concentrations and loads in the River Frome catchment in relation to land use and compare the results for 1984/86 with data obtained in 1970/71. Information on land use changes and fertiliser applications were obtained both from MAFF and individual farmers. The study concludes that input of nitrogen from rainfall to the River Frome catchment had not significantly changed between 1970/71 and 1984/86.

Os gestores de recursos hídricos estão encarregados da gestão de longo prazo, a regulação e a proteção dos recursos hídricos. No entanto, reconhece-se que a estes gestores devem levar em conta a multiplicidade de usos dos recursos hídricos que são apresentadas pelas partes interessadas, tais como agricultores, fornecedores de água e grupos de ambientalistas. Dada a complexidade do sistema hidrológico, o desenvolvimento e a utilização de modelos matemáticos são muitas das vezes necessários. Neste contexto a modelagem ambiental é frequentemente realizada para avaliar os impactos da degradação do ecossistema devido à ação humana. Essa aplicação orientada a investigações proporciona um importante meio pelo qual os cientistas podem interagir e influenciar nas políticas a nível local, regional, nacional e internacional. No Mato Grosso, durante a implantação da hidroelétrica de Aproveitamento Múltiplo de Manso foram adotadas medidas de mitigação dos impactos socioeconômicos causados. Essas medidas geram uma tendência de aumento populacional associado a uma mudança das características sócio-econômicas, para toda a região do entorno do Reservatório, o que agrava o problema de poluição por nutrientes e denota que existe uma necessidade proeminente de estudos do impacto que estas cargas causariam no ecossistema do reservatório. Utilizando o modelo hidrodinâmico e termodinâmico tridimensional ELCOM, associado ao modelo biogeoquímico Caedym, este trabalho tem a finalidade de criar uma modelagem representativa das cargas dos principais nutrientes causadores da eutrofização cultural, sendo eles: a amônia (NH4), o nitrato (NO3) e o Ortofosfato (PO4), com a finalidade de estudar os efeitos das dinâmicas espaciais e temporais destas cargas no estado trófico deste reservatório no em torno dos pontos de lançamento de esgoto e na sua totalidade.

Os programas de Pagamento por Serviços Ambientais (PSA) correspondem a incentivos a quem ajuda a manter ou a produzir os serviços ecossistêmicos. O presente trabalho preocupou-se com a compreensão sobre a real contribuição destes programas de PSA para a gestão sustentável dos recursos hídricos, destacando o caso do programa FUNBOAS - Fundo de Boas Práticas Sócio Ambientais, criado pelo Comitê de Bacias Hidrográficas Lagos São João (CBHLSJ). Para atingir o objetivo proposto e entender os impactos do programa na microbacia, foram utilizadas informações fornecidas pelo CBHLSJ e foram realizadas visitas em campo, onde amostras de água foram coletadas para análise de parâmetros físico-químicos (pH, turbidez, NH3, P, OD, DQO e COT) e entrevistas com a população local foram realizadas. O FUNBOAS é um mecanismo de incentivo técnico e financeiro aos que ajudam a conservar os recursos hídricos e é alimentado com recursos oriundos da cobrança pelo uso da água da bacia. De uma forma geral, foi possível observar que o FUNBOAS possibilitou que os agricultores da microbacia beneficiada adotassem práticas de manejo mais sustentáveis, colaborando para a prestação dos serviços ecossistêmicos. Os resultados das análises de água indicaram que ainda existem pontos críticos de contaminação na microbacia, onde é necessário que medidas sejam tomadas para recuperar a qualidade da água do córrego. As entrevistas possibilitaram demonstrar que o FUNBOAS afetou o modo de vida dos produtores rurais da microbacia de forma positiva, melhorando a qualidade de vida das famílias beneficiadas. Também foi constatada a importância da preservação das florestas nativas na conservação da qualidade da água e dos trabalhos de educação ambiental na capacitação da população e na conscientização sobre a preservação dos recursos naturais. Além disso, o monitoramento ambiental da qualidade da água demonstrou ser uma ferramenta fundamental em programas de PSA em recursos hídricos, pois podem embasar a tomada de decisão, apontar pontos críticos de intervenção e evidenciar os impactos das ações, servindo para o acompanhamento dos resultados alcançados pelo programa. De uma forma geral, os resultados alcançados por esta pesquisa permitem concluir que programas de PSA são importantes instrumentos de gestão sustentável dos recursos hídricos, uma vez que possibilitam a preservação dos ecossistemas, colaborando com desenvolvimento socioeconômico das comunidades afetadas.

Aquaculture is beset by many problems especially diseases caused by bacteria as the major deteriorating factors. The use of vaccines and antimicrobial agents have been centered on disease control, but are associated with problems The development of antibiotic resistance among the microorganisms have become a global concern as a result of indiscriminate use of antibiotics. Several alternative suggestions for disease prevention have been on probiotics for its efficacy, low cost, less side effects and accessible to farmers. Probiotics is gaining a high priority in the developed countries with the aim of replacing conventional drugs. The principal bacterial groups tested as probiotic bacteria in culture of shrimps, crabs, oysters, fish and humans are Vibrio, Pseudomonas, Bacillus, Bifidobacteria and several Lactobacilli. Experiments have mainly been conducted with fish larvae, adult fish, crustaceans and animals where significant reduction in mortalities has been obtained. The purpose of this review is to create awareness of the role of probiotics in disease control in aquaculture as alternative to antibiotics.

The importance of the process of Neolithization for the genetic make-up of European populations has been hotly debated, with shifting hypotheses from a demic diffusion (DD) to a cultural diffusion (CD) model. In this regard, ancient DNA data from the Balkan Peninsula, which is an important source of information to assess the process of Neolithization in Europe, is however missing. In the present study we show genetic information on ancient populations of the South-East of Europe. We assessed mtDNA from ten sites from the current territory of Romania, spanning a time-period from the Early Neolithic to the Late Bronze Age. mtDNA data from Early Neolithic farmers of the Starcevo Cris culture in Romania (Carcea, Gura Baciului and Negrilesti sites), confirm their genetic relationship with those of the LBK culture (Linienbandkeramik Kultur) in Central Europe, and they show little genetic continuity with modern European populations. On the other hand, populations of the Middle-Late Neolithic (Boian, Zau and Gumelnita cultures), supposedly a second wave of Neolithic migration from Anatolia, had a much stronger effect on the genetic heritage of the European populations. In contrast, we find a smaller contribution of Late Bronze Age migrations to the genetic composition of Europeans. Based on these findings, we propose that permeation of mtDNA lineages from a second wave of Middle-Late Neolithic migration from North-West Anatolia into the Balkan Peninsula and Central Europe represent an important contribution to the genetic shift between Early and Late Neolithic populations in Europe, and consequently to the genetic make-up of modern European populations.

O objetivo central desta tese foi analisar em que medida, no contexto das décadas de 1990 e 2000, o agronegócio, ao mitigar desajustes nas contas externas e contribuir para o esforço de estabilização dos preços, recebeu incentivos públicos e também benefícios privados, para isso valendo-se da intermediação política de seus representantes em atividade no Congresso Nacional. Inspirada em trabalhos dedicados ao estudo da distribuição de recursos necessários à modernização da produção agrícola, a análise explora explicações possíveis para dados recentes da distribuição do crédito rural subsidiado com base em variáveis de concentração da propriedade de terras e outras, com destaque para aquelas referentes à localização geográfica das propriedades rurais, ao nível educacional dos seus gestores e ao grau de organização dos mesmos. São ainda analisados debates no Congresso que revelam como a escassez de recursos fiscais pode ter acirrado disputas que trouxeram à tona a preocupação diferenciada dos chamados deputados ruralistas com o apoio governamental de que a agricultura empresarial ainda se faz dependente. As mudanças observadas no crédito rural brasileiro desde os anos 1980 revelam uma semitransição no sentido da maior participação de recursos privados e de uma concentração menor de recursos controlados entre grandes produtores. Porém, o processo não eliminou efeitos da capacidade de captação de recursos financeiros de grandes proprietários, que nela parecem ter encontrado compensações em um ambiente hostil criado por políticas de ajuste macroeconômico. Em perspectiva mais ampla, o arcabouço institucional da economia política do agronegócio constitui uma das variáveis básicas para uma caracterização do modus operandi do capitalismo brasileiro. A dependência do setor em relação a recursos controlados e subsidiados pelo Sistema Nacional de Crédito Rural põe em questão a retórica que outrora associava ao Estado apenas as mazelas do da economia e nenhuma de suas virtudes. sendo paradigmático o caso do agronegócio no Brasil, tratado muitas vezes como exemplo de sucesso exclusivo da aliança entre o espírito de empresa do setor privado e as vantagens comparativas do País em termos de recursos naturais. Ao mesmo tempo, a centralidade da intervenção do Estado no desenvolvimento econômico observado no Brasil é o elemento que mais fortemente questiona tentativas de detectar correspondências dominantes com economias liberais tipicamente anglo-saxônicas ou economias tipicamente eurocontinentais.

In the past, agricultural researchers tended to ignore the fisheries factor in global food and nutritional security. However, the role of fish is becoming critical as a result of changes in fisheries regimes, income distribution, demand and increasing international trade. Fish has become the fastest growing food commodity in international trade and this is raising concern for the supply of fish for poorer people. As a result, the impact of international trade regimes on fish supply and demand, and the consequences on the availability of fish for developing countries need to be studied. Policies aimed at increasing export earnings are in conflict with those aimed at increasing food security in third world countries. Fisheries policy research will need to focus on three primary areas which have an impact on the marginal and poorer communities of developing countries: increased international demand for low-value fish on the supply of poorer countries; improved aquaculture technologies and productivity on poorer and marginal farmers; and land and water allocation policy on productivity, food security and sustainability across farm, fishery and related sectors. The key to local food security is in the integration of agriculture, aquaculture and natural resources but an important focus on fisheries policy research will be to look at the linkages between societal, economic and natural systems in order to develop adequate and flexible solutions to achieve sustainable use of aquatic resources systems.

Jamaica, with its overfish marine resources, has become a major tilapia producer in Latin America led by a small number of large farms practicing tilapia culture with considerable commercial success. Across the country, however, aquaculture is typically practiced by a large number of small-scale fish farmers who own less than 1.0 ha of land. Production is constrained by lack of credit, finite land space and suitable soil type, but larger existing aquaculturists are expanding further for overseas markets. Inspired by pioneering tilapia fish culture demonstration projects funded by the USAID and the goverment of Jamaica, fish culture production rose from a few hundred kg of Oreochromis niloticus in 1977, to about 5000 t of processed fish mainly red hybrid tilapia, in 2000. Most of this quantity was exported to Europe and North America.

Fish contain important nutrients such as essential fatty acids, iron, zinc, calcium, vitamin A and vitamin C. Production of freshwater fish depends on the strategic application of various management techniques. The demand for fish products has increased beyond the natural supply, resulting in a high pressure on fisheries. Development of aquaculture is necessary for a rapid growth in fish production. A number of constraints hamper the development of aquaculture. Introduction of polyculture technologies in some countries is a way of maximizing production from different levels of the food chain. The roles of women in making fish products available to consumers is frequently over-looked by policy makers. Gender equity in policy-making and management of fisheries and in capacity building is an important issue. Fish production from inland waters and coastal areas can be increased by adopting cage and pen culture systems. Input subsidies and loans to resource poor farmers can boost fish production.

The Central Marine Fisheries Research Institute (CMFRI) in India developed bivalve farming technologies in the 1970s, but these were not widely adopted at the time. In 1993, CMFRI undertook an action research program to encourage farming of edible oysters (Crassostrea madrasensis), mussels (Perna viridis and Perna indica), clams (Paphia malabarica) and pearls (Pinctada fucata) along the southwest coast of India. Successful demonstration of the viability of bivalve farming led to the initiation of commercial farming of mussels and generated interest among farmers and entrepreneurs in developing production of pearls and farming of edible oysters. Given the high potential for the mollusc aquaculture, both for the local and export market, issues such as demarcation and issuance of lease right on aquaculture zones in public waterbodies by the government, organization of marketing systems and provisions for technical and financial support to farmers need to be addressed.

The Mekong River is one of Asia's greatest rivers. It is the lifeblood of millions of small-scale farmers and fishers in China, Burma, Thailand, Laos, Cambodia and Vietnam. In the Lao People's Democratic Republic (Lao PDR), the river is particularly important because for the landlocked country, the Mekong is the Sea of Laos. In southern Lao PDR, fisheries for native fish species constitute an extremely important source of subsistence protein and income for local people. It has been estimated that wild-caught fish constitute at least 90% of the protein for lowland Laotians living next to the Mekong. Despite the extreme importance of fish to the diets and economics of communities along the Mekong, the resource, and the people who depend upon it, are in danger.
