Esta dissertação procurou apreender que consciência, ou consciências, formaram as Comunidades Eclesiais de Base CEBs com a apropriação das orientações da Educação Popular e da Teologia da Libertação durante o Regime Militar brasileiro. Entretanto, diferente da maioria dos trabalhos que se voltam a essa experiência, o estudo elaborou uma abordagem que as colocaram em prismas diversos. Focalizou, inicialmente, o momento histórico e algumas experiências nos vinte anos de regime e, em seguida, a Educação Popular e a Teologia da Libertação (teoria e prática), objetivando compreender seus projetos político-pedagógicos. A reflexão sobre a Educação Popular e a Teologia da Libertação aliada à reconstituição histórica do período forneceram o contexto no qual se inseriu a análise pretendida: a observação do fenômeno educacional numa perspectiva de micro-análise retratando os processos sociais e as experiências vividas para conhecer a consciência que emergiu de tal experiência educacional. Neste sentido, a pesquisa inferiu, por meio da análise de uma comunidade em particular, que a consciência nascida de tal prática foi de curto alcance, uma vez que os sujeitos envolvidos nesse projeto conscientizador perceberam apenas a ausência imediata de direitos.(AU)

A presente pesquisa propõe analisar o contexto educacional ocorrido no período da ditadura militar, buscando extrair aspectos históricos e educacionais referentes ao período (1964- 1985). Trata-se de uma pesquisa realizada com professores do antigo segundo grau da rede pública de ensino do Município de Santo André (S.P). Optou-se por entrevistar seis professores que atuaram durante esse contexto histórico. Para investigar, foi utilizada a abordagem histórica-metodológica de cunho qualitativo, elegendo a memória como fonte principal de estudo. Para tanto, recorreu-se às contribuições de Bosi (Memória e sociedade: lembranças de velhos, 1984), Thompson (A voz do Passado, 1992), Romanelli (História da Educação no Brasil, 1978), Freitag (Escola Estado e Sociedade, 1980), Góes (O golpe na Educação, 1996), Cunha (Educação e Desenvolvimento Social no Brasil, 1977), Cardoso (Para uma crítica do presente, 2001), Vieira (Estado e miséria social no Brasil, 1995), Minguili (Direção de Escola de 2º grau no Estado de São Paulo, 1984), Arelaro (A extensão do ensino básico no Brasil, 1988), Teixeira (Política e administração de pessoal docente, 1988), Hilsdorf (História da educação brasileira, 2005), Gadotti (Educação e poder, 2001), Germano (Estado militar e educação no Brasil, 1990), Saviani (Escola e democracia, 1986), Santos (Professoras em tempos de mudanças, 2003). A hipótese trabalhada centra-se em interpretar a postura dos professores que atuaram no período em questão, relativa ao regime político que se instalou no País durante esta época, e de que forma isso repercutiu no seu trabalho docente. Na análise do contexto político/social e educacional, recorreu-se à revisão que forneceram subsídios para compreender e explicitar a voz do professor.

The need for low bit-rate speech coding is the result of growing demand on the available radio bandwidth for mobile communications both for military purposes and for the public sector. To meet this growing demand it is required that the available bandwidth be utilized in the most economic way to accommodate more services. Two low bit-rate speech coders have been built and tested in this project. The two coders combine predictive coding with delta modulation, a property which enables them to achieve simultaneously the low bit-rate and good speech quality requirements. To enhance their efficiency, the predictor coefficients and the quantizer step size are updated periodically in each coder. This enables the coders to keep up with changes in the characteristics of the speech signal with time and with changes in the dynamic range of the speech waveform. However, the two coders differ in the method of updating their predictor coefficients. One updates the coefficients once every one hundred sampling periods and extracts the coefficients from input speech samples. This is known in this project as the Forward Adaptive Coder. Since the coefficients are extracted from input speech samples, these must be transmitted to the receiver to reconstruct the transmitted speech sample, thus adding to the transmission bit rate. The other updates its coefficients every sampling period, based on information of output data. This coder is known as the Backward Adaptive Coder. Results of subjective tests showed both coders to be reasonably robust to quantization noise. Both were graded quite good, with the Forward Adaptive performing slightly better, but with a slightly higher transmission bit rate for the same speech quality, than its Backward counterpart. The coders yielded acceptable speech quality of 9.6kbps for the Forward Adaptive and 8kbps for the Backward Adaptive.

Following the end of the Cold War and the ensuing changes to the international landscape, thinking about security has tended to become more discursive and interpretative in nature. What counts as security has increasingly derived from security discourses (that is, 'securitisation') and uncertainty about the multi-faceted future facing various countries and regions. Within this post-Cold War discourse, the Western Mediterranean has emerged as a region fraught with latent and manifest threats in the economic, political, societal and military sectors. Improved access to EU markets for Maghrebi exports; the security of energy supplies to the EU from Algeria and Libya; lack of democracy and the advance of political Islam; the flow of northward migration and worries about law and order in France, Italy and Spain; the growth in military expenditure and weapons proliferation in the Maghreb; all have been central to the securitisation agenda. However, this agenda has often lacked credibility especially when inter-linkages have purportedly been established between economic underdevelopment and political instability, between the advance of political Islam and the threat to energy supplies, or between immigration and the threat to national identity. Such inter-sectoral linkages distract from the credibility of those 'securitisation instances' which correspond to reality; the former linkages have often been exploited by extremist politicians in south-west European countries as well as by regimes in the Maghreb to advance their respective interests. Thus, securitisation may defeat its main purpose; it may generate responses out of keeping with the aims proclaimed at the outset, aims centred on the countering of real threats and the ensuring of greater stability.

This paper describes a recent project on HE delivery to part-time students in the workforce. The main aim has been to investigate and propose effective practice in part-time provision in engineering in order to enhance the experience of part-time students at the same time as giving potential benefits to courses, departments and all students. The project has included interviews with employers and a questionnaire survey for current part-time students. The final guidance has been assembled with the aim of supporting the enhancement of existing courses and the development of new part-time provision. The paper presents the approaches taken in the project as a whole, analyses the results of the student survey, and summarises the overall outcomes.

Recent advances in electronic and computer technologies lead to wide-spread deployment of wireless sensor networks (WSNs). WSNs have wide range applications, including military sensing and tracking, environment monitoring, smart environments, etc. Many WSNs have mission-critical tasks, such as military applications. Thus, the security issues in WSNs are kept in the foreground among research areas. Compared with other wireless networks, such as ad hoc, and cellular networks, security in WSNs is more complicated due to the constrained capabilities of sensor nodes and the properties of the deployment, such as large scale, hostile environment, etc. Security issues mainly come from attacks. In general, the attacks in WSNs can be classified as external attacks and internal attacks. In an external attack, the attacking node is not an authorized participant of the sensor network. Cryptography and other security methods can prevent some of external attacks. However, node compromise, the major and unique problem that leads to internal attacks, will eliminate all the efforts to prevent attacks. Knowing the probability of node compromise will help systems to detect and defend against it. Although there are some approaches that can be used to detect and defend against node compromise, few of them have the ability to estimate the probability of node compromise. Hence, we develop basic uniform, basic gradient, intelligent uniform and intelligent gradient models for node compromise distribution in order to adapt to different application environments by using probability theory. These models allow systems to estimate the probability of node compromise. Applying these models in system security designs can improve system security and decrease the overheads nearly in every security area. Moreover, based on these models, we design a novel secure routing algorithm to defend against the routing security issue that comes from the nodes that have already been compromised but have not been detected by the node compromise detecting mechanism. The routing paths in our algorithm detour those nodes which have already been detected as compromised nodes or have larger probabilities of being compromised. Simulation results show that our algorithm is effective to protect routing paths from node compromise whether detected or not.

This dissertation examines the effectiveness and limits of multilateral sanctions regimes as instruments of foreign policy, particularly when trying to prevent the acquisition, development and proliferation of weapons of mass destructions. I hypothesize that globalization undermines the overall effectiveness of sanctions regimes. I analyze the agents and means of globalization. Agents are nation-states, corporations, non-state actors and organizations, and individuals. Means are the global import-export industry, global banking and investment, global corporate models, and global manufacturing industries. They all have contributed to vast increases in transnational economic activity and, furthermore, to more political tensions between nation-states, all of which jeopardize the implementation and enforcement of multilateral sanctions regimes. ^ To test this thesis, I examine how those factors impacted the multilateral sanctions regime imposed against Iraq from 1991 to 2002. This multilateral sanctions regime was conceived, approved and enforced by most nations in the United Nations. ^ Indeed, evidence collected for this dissertation suggests that Iraq did manage to consistently circumvent the UN sanctions regime, and that it did it by astutely utilizing the agents and means of globalization. Evidence also indicates that Iraq managed to rebuild parts of its military infrastructure, and that Iraq was on its way to rebuild its missile capability, for which it purchased large quantities of parts, components, technologies and manpower in the global market.^

With the developments in computing and communication technologies, wireless sensor networks have become popular in wide range of application areas such as health, military, environment and habitant monitoring. Moreover, wireless acoustic sensor networks have been widely used for target tracking applications due to their passive nature, reliability and low cost. Traditionally, acoustic sensor arrays built in linear, circular or other regular shapes are used for tracking acoustic sources. The maintaining of relative geometry of the acoustic sensors in the array is vital for accurate target tracking, which greatly reduces the flexibility of the sensor network. To overcome this limitation, we propose using only a single acoustic sensor at each sensor node. This design greatly improves the flexibility of the sensor network and makes it possible to deploy the sensor network in remote or hostile regions through air-drop or other stealth approaches. Acoustic arrays are capable of performing the target localization or generating the bearing estimations on their own. However, with only a single acoustic sensor, the sensor nodes will not be able to generate such measurements. Thus, self-organization of sensor nodes into virtual arrays to perform the target localization is essential. We developed an energy-efficient and distributed self-organization algorithm for target tracking using wireless acoustic sensor networks. The major error sources of the localization process were studied, and an energy-aware node selection criterion was developed to minimize the target localization errors. Using this node selection criterion, the self-organization algorithm selects a near-optimal localization sensor group to minimize the target tracking errors. In addition, a message passing protocol was developed to implement the self-organization algorithm in a distributed manner. In order to achieve extended sensor network lifetime, energy conservation was incorporated into the self-organization algorithm by incorporating a sleep-wakeup management mechanism with a novel cross layer adaptive wakeup probability adjustment scheme. The simulation results confirm that the developed self-organization algorithm provides satisfactory target tracking performance. Moreover, the energy saving analysis confirms the effectiveness of the cross layer power management scheme in achieving extended sensor network lifetime without degrading the target tracking performance.

Contemporary Central American fiction has become a vital project of revision of the tragic events and the social conditions in the recent history of the countries from which they emerge. The literary projects of Sergio Ramirez (Nicaragua), Dante Liano (Guatemala), Horacio Castellanos Moya (El Salvador), and Ramon Fonseca Mora (Panama), are representative of the latest trends in Central American narrative. These trends conform to a new literary paradigm that consists of an amalgam of styles and discourses, which combine the testimonial, the historical, and the political with the mystery and suspense of noir thrillers. Contemporary Central American noir narrative depicts the persistent war against social injustice, violence, criminal activities, as well as the new technological advances and economic challenges of the post-war neo-liberal order that still prevails throughout the region. ^ Drawing on postmodernism theory proposed by Ihab Hassan, Linda Hutcheon and Brian MacHale, I argued that the new Central American literary paradigm exemplified by Sergio Ramirez's El cielo llora por mí, Dante Liano's El hombre de Montserrat, Horacio Castellanos Moya's El arma en el hombre and La diabla en el espejo , and Ramon Fonseca Mora's El desenterrador, are highly structured novels that display the characteristic marks of postmodern cultural expression through their ambivalence, which results from the coexistence of multiple styles and conflicting ideologies and narrative trends. The novels analyzed in this dissertation make use of a noir sensitivity in which corruption, decay and disillusionment are at their core to portray the events that shaped the modern history of the countries from which they emerge. The revolutionary armed struggle, the state of terror imposed by military regimes and the fight against drug trafficking and organized crime, are among the major themes of these contemporary works of fiction, which I have categorized as perfect examples of the post-revolutionary post-modernism Central American detective fiction at the turn of the 21st century.^

The South American Defense Council (CSD), created in March 2009 as a military coordinating body of the Union of South American Nations (UNASUR) demonstrates a growing trend among Latin American countries to approach matters of regional security independent of the United States. The CSD also indicates a maturation of democratic civil military relations in a region once dominated by authoritarian military regimes. The CSD aims to facilitate the exchange of information about regional defense policies, promote collaboration for disaster relief, and promote civil-military engagement. In less than a year it is hardly a tested entity, but the presence of 12 South American states coming together around security policy marks an important moment in the evolution of civil-military relations in the region. Brazil has taken on an important leadership role in the CSD, acting as a leader in recent regional peacekeeping efforts. As a geopolitical move, Brazil also sees a benefit in promoting good relationships with all countries of South america, given its common border with nine of them. Although the United States is not a member of the CSD, the organization's agenda of infromation exchange of defense policies, military cooperation, and capacity building, including disaster assistance and preparedness provide opportunities for greater collaboration. The CSD is not part of the Inter-American System created after the Second World War. It is unclear how its work will coincide with the OAS Committee on Hemispheric Security or its Secretariat for Multidimensional Security. The U.S. should view the CSD as a mechanism to promote joint initiatives that encourage democratic governance in the region.

This research investigated the female performance in Pernambuco theater during the Brazilian military dictator ship in the 1970s, analyzing the works of four actresses of theater groups Hermilo Borba Filho, Experiential and Expression, who acted in the period. Launches a look at the female body in the theater from a body scenic transgression: the conscience of a body insubordination in response to a given context. However, before delineated an overview of the artistic and socio - cultural position of women in the theater, in the periods prior to the dictatorship in Brazil and Pernambuco, covering theatrical and historical references, in order to reflect on how these settings interfered in the picture Social actr ess under the dictatorship. The groups are revisited by the looks of interpreters, which was perceived that female targeted search relationships, and in this context, relations with other theater groups of the time, with other artists of the groups that we re inserted with the dictatorial context with censorship, with the offender engaged and theater, with the body. In parallel, it develops a reflection on the scenic body that opposed the dictatorship, a body that violates the established norms, the Transgre ssor Body. The research also discusses an analogy between the work of the actresses who opposed the military regime and militant women. Starting from analyzes with interviews with the actresses from the methodologies of Oral History and Discourse Analysis, the study is developed by building up connections between the testimonies of the artists and the philosophical assumptions of Henri Bergson, on the body and memory. It is also designed to reflect on the changes of the female body in the theater in history , also in line with the philosophical concept of Becoming Woman Felix Guattari. It was found, therefore, that the actresses from the nineteenth century, were a group of female social actors who changed the position of women in history; the stigmatization o f the actress by profession, considered indecent in previous centuries, left traces in some areas today and the idea of the liberation of the female body propagated by feminism in the 1970s, was configured at the time as the best way to protest and will influence, in some contexts, the representation of women in their theatrical make.

Background: Newfoundland and Labrador has a high incidence of type 1 diabetes and diabetic ketoacidosis (DKA) is a complication of type 1 diabetes. A clinical practice guideline was developed for the treatment of pediatric diabetic ketoacidosis (DKA) to standardize care in all Emergency Departments and improve patient outcomes. Rural emergency nurses are requires to maintain their competency and acquire new knowledge as stated by the Association of Registered Nurses of Newfoundland and Labrador (ARNNL). Purpose: The purpose of this practicum was to develop a self-learning module for rural emergency nurses to increase their knowledge and understanding of the clinical practise guideline to assess, treat, and prevent pediatric ketoacidosis. Methods: Two methodologies were used in this practicum. A review of the literature and consultations with key stakeholders were completed. Results: The self-learning module created was composed of three units and focused on the learning needs of rural emergency nurses in the areas of assessment, treatment, and prevention of pediatric DKA. Conclusion: The goal of the practicum was to increase rural emergency nurses’ knowledge and implementation of the clinical practice guideline when assessing and treating children and families experiencing DKA to improve patient outcomes. A planned evaluation of the self-learning module will be conducted following dissemination of the module throughout the rural Emergency Departments.

This study has as object eight state vocational schools located in Araguari, Araxá, Frutal, Ituiutaba, Monte Carmelo, Patos de Minas, Uberaba and Uberlândia, in Minas Gerais. The period analyzed comprises the years from 1965 to 1976, from the signature of the Agreement 512-11-610-042 beteween the Ministry of Education and Culture (MEC) and the American Agency for International Development (USAID), which started a series of other agreements, and actions ending up with the creation of the Expansion and Improvement of High Schools Program (Programa de Expansão e Melhoria do Ensino Médio - PREMEM) and, from this, the Vocational Schools. The upper limit of the study, 1976, was the year when these agreements, known as MEC/USAID agreements ceased. The Vocational Schools were characterized as vocation probing schools, directing the professional formation of the population in general, which would happen a posteriori, turning it shorter and more effective, since the labor market would demand, urgently, capable professionals for an expanding economy. The project of Vocational Schools had a national scope, and foresaw, for its unfolding, the complete substitution of State Schools for the new model, called “multi-curricula”. The theme Vocational schools was the object of my Master’s degree study, when I focused the State School Guiomar de Freitas Costa, in Uberlândia. That study raised questionings and concerns that resulted in the central problem of the thesis presented here: understanding the measure in which such schools integrated the country’s development project – mostly in the first half of the military rule – and to understand its structure, functionality and efficacyThe development of the study presented here, demanded the use of several sources: 1) specialized literature about the topics presented, i.e., the situation of national education in a temporal analysis, the political, economical and social context, research methodologies, the theory of human capital, vocational teaching, pedagogical trends and practices, agreements MEC-USAID and PREMEM; 2) national, state and county laws related to the discussion: laws of national education directives and basis, decrees and reports stating about the program of technical cooperation between Brazil and the United States of America, the Program of Expansion and Improvement of Teaching (PREMEM), formation of professors, establishment of Vocational Schools and educational planning; 3) documentation of school archives: books of minutes of Collegiate and of faculty and staff, registrar books with final scores, enrolment, visits of inspector, accounting books, punch clock records, student, professor and staff occurrences, inventory, class schedules, school year calendar, school rules, class reports, payment rolls, bills of sales, exchanged mail, personal documentation of professional personnel, documents of land acquisition, blueprints, manuals of PREMEM, didactic materials/resources used in classes, books available in the school library, structured evaluations for follow-up of school processes, pictures of events, texts prepared for special dates, and news from the official newspaper and, finally, 4) national and local press reports, especially from Folha de São Paulo, Correio de Araxá, Correio de Uberlândia and Lavoura e Comércio (Uberaba). The proposition of Vocational schools was conciliate theoretical and practical formation through an active education permeated by technological resources. The contact with knowledge and several practical activities under professional supervision, the student would identify the knowledge area that would interest him the most and his aptitude. This formation in primary school would make way for the vocation studies in high school, which became mandatory by the law 5.692/71, that reformed school education from the previous levels of elementary, middle high and high school. However, the multi-curricula proposal that would be spread to the other public schools in the country ended up succumbing to the model already established. From its ephemeral existence, maybe the Vocational Schools have not reached the more general goals in political, economic and social aspects; however, this study demonstrated that, for the people that, directly or indirectly, had contact with such schools, a legacy of vocational and quality teaching was made, so much so, that forty years after the end of that proposal, they are still remembered.
