This paper investigates the causal relationship between family size and child labor and education among brazilian children. More especifically, it analyzes the impact of family size on child labor, school attendance, literacy and school progression. It explores the exogenous variation in family size driven by the presence of twins in the family. The results are consistent under the reasonable assumption that the instrument is a random event. Using the nationally representative brazilian household survey (Pnad), detrimental effects are found on child labor for boys. Moreover, significant effects are obtained for school progression for girls caused by the exogenous presence of the young siblings in the household.

This paper measures the degree of segmentation in the brazilian labor market. Controlling for observable and unobservable characteristics, workers earn more in the formal sector, which supports the segmentation hypothesis. We break down the degree of segmentation by socio-economic attributes to identify the groups where this phenomenon is more prevalent. We investigate the robustness of our findings to the inclusion of self-employed individuals, and apply a two-stage panel probit model using the self-selection correction strategy to investigate a potential weakness of the fixed-effects estimator

Having in Mind These Impacts, This Paper Aims to Examine the Requisites to Adjust the Labor Structure Standards of Latin American Countries and What Would Be the Reforms to Be Performed By These Countries in Order to Prepare These Markets and Labor Forces to Adapt to Regional Integration Networks Represented By Mercosul, Alca or Other Common Markets. There are Evaluated the Impacts of the Globalization Process, Economic Stabilization and Reform Policies Undertaken By Some Selected Latin American Countries Since the Eighties on the Labor Structure Standards, Considering the Specific Adjustment Measures to Cope With the Negative Effects of These Policies. This work is focused on understanding the most important issues originated from the current Brazilian productive restructuring and its impacts on the formation of a new unionism style, especially the pattern followed by the Workers Union's Congress (CUT). From the processes that have been developing in the automotive factories of the ABC region, as well as inside the unions, we can say that: (i) the participation of the unions in the elaboration and modificaton of the productive processes and the labor organization has been increasing; (ii) this trend has been spreading very quickly inside the workers union movement linked to the CUT, strenghtening the inflexion taken by this Congress since the beginning of the nineties; (iii) the negotiations and its outcomes are drawing away from an approach that seeks to establish a mechanical correspondance between production flexibilization measures and the implementation of certain industrial relations.

O setor de mármore e granito do Espírito Santo constitui-se no maior pala industrial brasileiro do setor, sendo líder na comercialização dos produtos dele derivados, tanto no mercado interno como externo. Apesar do crescimento significativo observado nas exportações nos últimos anos, em peso e valor, bem como de estar comercializando a cada ano, produtos com maior valor agregado, convive com problemas de naturezas diversas, os quais se solucionados, proporcionarão maior participação nos mercados em que atua. Em termos sociais o reflexo será imediato, pois com os investimentos decorrentes, haverá geração de quantidade considerável de novos postos de trabalho, visto que trata-se de atividade altamente geradora de empregos. Por outro lado, os benefícios decorrentes do aumento de produção, proporcionarão a geração de renda e divisas para o país. Entre os problemas a serem solucionados encontra-se o alto índice de acidentes ocorridos no setor, conforme mostram as estatísticas apresentadas na presente dissertação. O estabelecimento de ações que visem a redução desses índices constitui o objetivo deste trabalho, tendo como meta principal, proporcionar a preservação da saú- de e segurança do trabalhador, e a implementação das mesmas, trarão como conseqüência natural, ganhos de produtividade e redução de custos, na medida que os acidentes implicam no surgimento de custos adicionais. A globalização da economia e a política econômica vigente no país, impuseram aos setores econô- micos uma competição cada vez mais acirrada, obrigando-os a buscarem alternativas que os viabilizem. A redução de custos por meio da prevenção de acidentes Vll no trabalho se constitui numa das alternativas. Esta dissertação, apresenta a partir de diagnóstico realizado nas diversas atividades do setor, ou seja, extração, serragem e beneficiamento, as tendências das ocorrências dos acidentes, caso não haja no futuro, nenhum tipo de intervenção. É estabelecida uma comparação com os demais setores da economia capixaba, através das respectivas curvas de tendências, na qual fica caracterizada a gravidade da situação e a importância da redução dos acidentes no setor de mármore e granito do Espírito Santo. Em fun- ção da dimensão com que o problema se apresenta, surge a necessidade de intervenções, as quais são classificadas como imediatas e de médio prazo. A observância à legislação vigente, representada pelas Normas Regulamentadoras, proporcionará maior segurança aos trabalhadores, possibilitando a esses, exercer suas atividades em ambiente onde os riscos referentes a lesões, com ou sem afastamentos, e morte, sejam minimizados, na medida que eles são inerentes ao setor e sempre existirão. Como metodologia é utilizado pesquisa de campo, através de entrevistas com empresários, trabalhadores, sindicatos patronal e dos trabalhadores, representantes da DRT e INSS, com as quais é possível o levantamento estatístico, consultas a revistas especializadas, jornais, Internet, disserta- ções e Normas Regulamentadoras. É ainda utilizado referencial teórico de diversos autores, na busca de dar sustentação conceitual ao tema abordado. Como resultado, é apresentado proposta que se constitui em uma série de ações a serem implementadas, para o atingimento do objetivo procurado.

Na presente dissertação tem como objetivo avaliar o impacto do programa JUNTOS sobre a taxa de freqüência escolar e sobre o trabalho infantil nas crianças de 6 a 14 anos. Estas duas variáveis foram selecionadas para o seu estudo, pois ao nosso entender estas são as principais variáveis que são influenciadas pelo programa JUNTOS e que tem uma influencia direta sobre o capital humano das crianças e assim sobre a diminuição da pobreza futura. As principais hipóteses derivadas das teorias de capital humano e de transferências de rendas condicionadas foram corroboradas pela nossa avaliação: (1) o programa JUNTOS tem um efeito positivo sobre o incremento da freqüência escolar, (2) o programa JUNTOS é efetivo na redução do trabalho infantil, (3) quando o chefe de família é de sexo feminino, a renda familiar é utilizada em bens e serviços em favor das crianças, e (4) o efeito do programa JUNTOS é maior nas crianças com piores características socioeconômicas (ex: menor renda familiar per capita, chefe de família com poucos anos de estudo, idioma do chefe de família, etc.) Outra conclusão importante da dissertação foi que o programa JUNTOS provoca uma realocação na oferta de trabalho intra familiar.

Brazil’s experience shows that the economic and political history of a country is a critical determinant of which labor laws influence wages and employment, and which are not binding. Long periods of high inflation, illiteracy of the workforce, and biases in the design and enforcement of labor legislation bred by the country’s socioeconomic history are all important in determining the reach of labor laws. Defying conventional wisdom, these factors are shown to affect labor market outcomes even in the sector of employment regarded as unregulated. Following accepted practice in Brazil, we distinguish regulated from unregulated employment by determining whether or not the contract has been ratified by the Ministry of Labor, viz., groups of workers with and without signed work booklet. We then examine the degree of adherence to labor laws in the formal and informal sectors, and finds “pressure points” – viz., evidence of the law on minimum wage, work-hours, and payment timing being binding on outcomes – in both the formal and informal sectors of the Brazilian labor market. The findings of the paper imply that in terms of the design of legislation, informality in Brazil is mainly a fiscal, and not a legal phenomenon. But the manner in which these laws have been enforced is also critical determinant of informality in Brazil: poor record-keeping has strengthened the incentives to stay informal that are already built into the design of the main social security programs, and ambiguities in the design of labor legislation combined with slanted enforcement by labor courts have led to workers effectively being accorded the same labor rights whether or not they have ratified contracts. The incentives to stay informal are naturally higher for workers who are assured of protection under labor legislation regardless of the nature of their contract, which only alters their financial relationship with the government. The paper concludes that informality in Brazil will remain high as long as labor laws remain ambiguous and enforced with a clear pro-labor bias, and social security programs lack tight benefitcontribution linkages and strong enforcement mechanisms.

This paper evaluates the long-run effects of economic instability. In particular, we study the impact of idiosyncratic shocks to father’s income on children’s human capital accumulation variables such as school drop-outs, repetition rates and domestic and non-domestic labor. Although, the problem of child labor in Brazil has declined greatly during the last decade, the number of children working is still substantial. The low levels of educational attainment in Brazil are also a main cause for concern. The large rotating panel data set used allows for the estimation of the impacts of changes in occupational and income status of fathers on changes in his child’s time allocation circumstances. The empirical analysis is restricted to families with fathers, mothers and at least one child between 10 and 15 years of age in the main Brazilian metropolitan areas during the 1982-1999 period. We perform logistic regressions controlling for child characteristics (gender, age, if he/she is behind in school for age), parents characteristics (grade attainment and income) and time and location variables. The main variables analyzed are dynamic proxies of impulses and responses, namely: shocks to household head’s income and unemployment status, on the one hand and child’s probability of dropping out of school, of repeating a grade and of start working, on the other. The findings suggest that father’s income has a significant positive correlation with child’s dropping out of school and of repeating a grade. The findings do not suggest a significant relationship between a father’s becoming unemployed and a child entering the non-domestic labor market. However, the results demonstrate a significant positive relationship between a father becoming unemployed and a child beginning to work in domestic labor. There was also a positive correlation between father becoming unemployed and a child dropping out and repeating a grade. Both gender and age were highly significant with boys and older children being more likely to work, drop-out and repeat grades.

In most developing countries, job regulations and the justice branch interfere on several aspects of labor contracts. Inspired by this fact, we build a model that explores the role of labor courts in the determination of the di¤erence between formal and informal wages. We show that the presence of active labor courts in an environment where labor relations are subject to asymmetries of information reproduces features documented by the empirical literature. The main implications of our model are tested using Brazilian data.

This paper investigates the impact of working while in school on learning outcomes through the use of a unique micro panel dataset of Brazilian students. The potential endogeneity is addressed through the use of di erence-in-di erence and instrumental variable estimators. A negative e ect of working on learning outcomes in both math and Portuguese is found. The e ects of child work range from 3% to 8% of a standard deviation decline in test score which represents a loss of about a quarter to a half of a year of learning on average. We also explore the minimum legal age to entry in the labor market to induce an exogenous variation in child labor status. The results reinforce the detrimental e ects of child labor on learning. Additionally, it is found that this e ect is likely due to the interference of work with the time kids can devote to school and school work.
