A Reestruturação produtiva e o surgimento de um novo padrão de ação sindical no Brasil

This work is focused on understanding the most important issues originated from the current Brazilian productive restructuring and its impacts on the formation of a new unionism style, especially the pattern followed by the Workers Union's Congress (CUT). From the processes that have been developing in the automotive factories of the ABC region, as well as inside the unions, we can say that: (i) the participation of the unions in the elaboration and modificaton of the productive processes and the labor organization has been increasing; (ii) this trend has been spreading very quickly inside the workers union movement linked to the CUT, strenghtening the inflexion taken by this Congress since the beginning of the nineties; (iii) the negotiations and its outcomes are drawing away from an approach that seeks to establish a mechanical correspondance between production flexibilization measures and the implementation of certain industrial relations.

A preocupação central deste trabalho está voltada para a compreensão das principais questões decorrentes da reestruturação produtiva em curso no Brasil e seus impactos na formação de um novo estilo de ação sindical, especialmente junto ao padrão defendido pela Central Única dos Trabalhadores (CUT). A partir de uma dinâmica que vem se disseminando nas montadoras de autoveículos da região do ABC, assim como no interior dos sindicatos, podemos destacar que: (i) estão ganhando corpo os movimentos de participação direta dos representantes dos trabalhadores na elaboração e alteração dos processos produtivos e da organização do trabalho; (ii) essa tendência vem se desenvolvendo rapidamente no interior do movimento sindical ligado à CUT, reafirmando a linha de inflexão que esta central vem executando desde o início dos anos 90; (iii) as negociações e seus resultados distanciam-se de qualquer visão mecanicista que procura estabelecer uma correspondência entre medidas de flexibilização da produção e o estabelecimento automático de determinadas relações de trabalho.
