Analisa um aspecto específico da teoria distributivista dos estudos legislativos, tal como apresentada originalmente a partir de David Mayhew: a tendência a gerar gastos fiscais subótimos (superiores ao custo total dos impostos utilizados para financiá-los).

Companies have always been organized by processes, often imperceptible to its employees. With the advancement of technology, organizational processes currently run an organization through computers, and thus generate immediate information that is available to each sector. With the objective of seeking business information in real time, the government created the SPED - Public System of Digital, which involves three subsystems, which are the Electronic Invoice, Digital Accounting Bookkeeping and Digital Tax Bookkeeping. This system is revolutionizing the business structures when gathering, in an innovative way, all information and interlinked business processes. For the implementation of SPED, a revision in the organizational processes is required, since the information is generated and is sent online to the government, without mistakes. Thus the study aimed to analyze the change brought about by the implementation of the Public System of Digital SPED in the main business processes. In order to do so, we have performed a multiple case study involving three companies in the state of Para, two operate in wholesale and one explores agribusiness. The Data collection was performed by accounting professionals, IT and managers. According to the results obtained, it was found that in two companies, the IT infrastructure was capable of deploying the new system without major problems, while one company had more difficulties to cope with the new system. However, all companies had to examine its processes to make the customizations needed to fit. It was also observed that there is no IT Governance in two companies. Therefore, we recommend the use of an appropriate model, not only for the implementation of SPED, but as a way to manage and extract better results from investment in information technology

Both the end of the twentieth century and the beginning of the twenty-first century have been characterized as a period of major political, economic, social and cultural transformations. Two of the major consequences of the political-economical crisis of the end of last century are the restructuring of capitalist production, and the consolidation of neoliberalism as a worldwide phenomenon. This new world political-economical scenario has influenced, in a dialectic way, the contemporary urban development. In that sense, "new" spatial processes and new paradigms in both urban management and urban planning have gained shape. In this context of urban transformations, the central areas of western cities, also known as historic centers, are being increasingly (re)valued. Since the Second World War, the historic centers urban areas which have great infrastructure and symbolic relevance had been undergoing a process of evasion of population and activities, undeniably linked to the neglect of government authorities. However, in recent decades, the question of historic centers rehabilitation has acquired a growing interest, academically and in political agendas. The object of this dissertation is to focus on how the government of each Brazil and Portugal has dealt with the issue of historic center rehabilitation through programs of urban rehabilitation

The career of civil engineer Henrique de Novaes, a remarkable figure in the academic, technical and political fields, demonstrates its extensive and relevant work across Brazil in the first half of the twentieth century. It covered from the design of water supply and sewage works, road and rail transport networks, works against drought in the Northeast, hydroelectric and harbor facilities to the urbanization planning and architectural projects, which displays a systematic and multiple production. City and territory conformed to his fields of verification, practical and above all, transformation. The search for understanding of the inclusion of a social actor in this process thus contributes to the specific analysis of the doings of Henrique de Novaes, who graduated at Polytechnic School of Rio de Janeiro in 1906. From a polymorphic activity in different scales, one tries to figure how, through academic education or professional practice, urban history in Brazil can be told or built. The introduction of technological innovations matched the purposes of planning and urban sprawl, as well as met the specifications of regulation and institutionalization of public infrastructure services at the time. The overall plans proposed by the engineer thought of the city as a whole, interconnected to the structural networks. At the same time, the knowledge of a larger physical scale the territory bounces back in the urban in a relationship of reciprocity and completeness. The objective research, therefore, tries to understand the roles played by Henrique de Novaes s works and academic education in the accomplishment of systematic modernization of Brazilian urban space and territory, recovering a little known historical figure by current historiography. It is proposed, as methodological axis, that the study of this professional career configures itself as an essential element for understanding the idea of progress embodied in the technical studies and proposals for improvements and sanitation nationwide in the first half of the twentieth century . The primary sources for the construction of this analysis were technical articles in journals of the period ( Clube de Engenharia , Viação e Revista Brasileira de Engenharia ), and technical reports, government messages, newspaper articles published at the time, autobiographical reports and the engineer s verbal communications with relatives. The work is structured in three chapters: "Biographical traces, academic education and 'technical and political' activities" illustrates the initiation into the technical, public and political environment; Chapter 2, "Technique and territory" outlines his network understanding through sanitation and transport services; Chapter 3 "Technique and City" describes the influence of polytechnics knowledge on the propositions of modernization of cities; Finally, "Final Thoughts: An Evaluation," presents an overview of the affiliations and practice of an engineer in the different scales, and its contribution to the modernization of Brazilian urban and territorial space

O descompasso de uma experiência: avaliação do Programa Habitar Brasil na Comunidade África-Natal/RN

This research deals with the evaluation of the Programa do Governo Federal para Urbanização de Favelas Habitar Brasil(1993) carried out in the Africa slum - Redinha neighbourhood in Natal-Rn. This study carried out in period from 2005 to 2006 searches to identify the effects of the actions proposed by Program in 1993-1994 about the current urbanistic configuration of the Africa community. It analyzes the effectiveness in the process of achievement of the considered objectives to habitation, communitity equipments, infrastructure and agrarian regularization. On the evaluation process, it has been as reference the works developed by Adauto Cardoso (2004), Blaine Worthen (2004), Ronaldo Garcia (2001) and Rosângela Paz (2006). About the Habitational Policy with approach to the Urbanistic Right and the right to the housing, the reflections by Raquel Rolnik, Nabil Bonduki, Ermínia Maricato, Saule Júnior, Betânia de Moraes Alfonsin and Edésio Fernandes are main references. To gauge the execution of the objectives proposed by Habitar Brasil in 1993, it has searched in the documentary data of the time and in information gotten in interviews with technicians that had participated of the program, consistent references on what was considered, what was executed and the process of the intervention of Habitar Brasil in the Africa community. The area analysis in 2005-2006 has developed on the base of the urbanistic survey of the current situation from the four performance lines of the Program: habitation, infrastructure, community equipments and agrarian regularization, with a current urbanistic evaluation of Africa considering the intervention carried out in 1993 and 1994. The study points out the context of Brazilian Habitational Policy where the Programa Habitar Brasil was launched, explaining the main principles of the Program. In terms of local, it empahsizes the administrative-political factors that had contributed so that Natal-Rn city has been pioneering in the resources captation of Habitar Brazil (1993). Considering Habitar Brazil in Africa, the work argues and presents the intervention diagnosis and the proposal, developed by Program in 1993 evidencing the local problem of the time. After that, it makes a current reading of the area, identifying in 2006 representative elements of Habitar Brasil (1993-1994) for the Africa community. It identifies significant advances in the constitution of the institucional apparatus of the plaining system of Habitation of Social Interest for the city of Natal and points the fragilities in the implementation of the urban infrastructure actions and above all in the achievement of the objectives of the agrarian regularization

1 – Resumo: a questão da pena de morte é tratada de modo muito diverso no mundo. Existem nomeadamente grandes diferenças no que concerne ao Oriente e Ocidente mundiais. Esta pesquisa compara um típico país da União Europeia, Portugal, bem como outros países da lusofonia, Brasil, Angola, Moçambique, Guiné-Bissau, Cabo Verde, S. Tomé e Princípe e Timor Leste com três exemplos asiáticos: a China, o Japão e a Coréia do Sul. Vê-se que não só as leis são bastante diferentes, mas que o que talvez mais difira a nível mundial seja a sua aplicação prática. § 1.1 Abstract: the issue of death penalty is treated very differently in the world. In particular, there are large differences between the Eastern and the Western hemispheres. This study compares a typical country of the European Union, Portugal, as well as other Lusophone countries, i.e. Brazil, Angola, Mozambique, Guinea-Bissau, Cape Verde, Sao Tome and Principe and East Timor, with three Asian examples: China, Japan and South Korea. It is shown that not only the laws are quite different, but that what possibly differs the most on a global level is their practical application.

O objetivo do presente artigo é avaliar a gestão territorial integrada do litoral no Estado de Sergipe (Brasil) a partir da análise dos documentos produzidos pelo poder público e dos instrumentos de intervenção utilizados, principalmente o Projeto Orla, o GERCO-SE (Programa de Gerenciamento Costeiro) e os Planos Diretores de municípios costeiros. O litoral é por excelência um espaço complexo, multifuncional e cenário de conflitos variados. Os três elementos que mais chamam atenção nas modificações territoriais e paisagísticas nos domínios ambientais do litoral sergipano são: a urbanização, a industrialização e o uso turístico do território. De maneira geral, o litoral pode ser visto a partir de dois ângulos: um conceitual e outro de gestão. Aqui se aposta tanto na visão acadêmica como na perspectiva aplicada. No primeiro caso, é necessário realizar uma discussão sobre a complexidade terminológica e conceitual do litoral na perspectiva de desenvolver metodologias capazes de entender a complexidade do nosso objeto de estudo: as áreas litorâneas. No segundo caso, é conveniente destacar as novas formas de gestão integrada do litoral, incluindo os modelos territoriais de análise, o diagnóstico ambiental participativo, as boas práticas, as parcerias e, obviamente, a experiência das comunidades locais.

Este trabalho objetiva expor, discutir e avaliar os resultados do Projeto “Educação Popular: O Município e a Cidade” (Programa de Formação Continuada em Educação, Saúde e Culturas Populares - 2010 - PROEX – UFU). Dentre os principais objetivos do Projeto destacaram-se: criar oportunidades para o desenvolvimento e a construção de competências e habilidades e novos conhecimentos voltados para a conquista da cidadania na perspectiva popular; reflexão critica sobre a sociedade; promover diálogos e e sistematização de novos saberes e desenvolver habilidades para a elaboração de textos e ou desenhos pensando o município e a cidade tendo como meta a edição e publicação de um livro-audio a ser distribuído para bibliotecas de escolas públicas e entidades populares de Uberlândia visando a socialização dos resultado dos trabalhos. O Projeto integrou programação do Laboratório de Ensino de Geografia - LEGEO / Instituto de Geografia, em conjunto com a Escola Técnica de Saúde ESTES, tendo como público a comunidade em geral. Este fundamentou-se na transdisciplinaridade e em práticas pedagógicas participativas, valorizando saberes e fazeres populares, enquanto trocas entre a Equipe e o público alvo. Foram realizados dezessete encontros com setenta e seis horas de atividades, desenvolvendo o proposto, construindo conceitos, suscitando temáticas, definindo temas para produção dos textos, e os modos de elaboração dos mestes, de acordo com as temáticas de interesse popular suscitadas pelos participantes. As atividades propiciaram trocas de saberes, as quais se constituíram na base da sistematização e construção coletiva de novos conhecimentos.Os encontros e outras atividades possibilitaram ainda a reflexão sobre problemas socioambientais locais e a elaboração de estratégias para o enfrentamento de modos de opressão, formulando alternativas solidárias para a sua superação.

Uno de los derechos humanos fundamentales, el derecho a la comunicación, no está garantizado para todas las personas en Brasil y no forma parte del debate en los medios de comunicación ni se encuentra entre las preocupaciones de la sociedad. Aunque la legislación nacional prohíba el monopolio y el oligopolio, los medios están en manos de pocos y la mayoría de la población se encuentra marginada en el proceso de la producción y la divulgación de la información asumiendo el papel de simple consumidora de noticias. Apartada del acceso a la participación de la comunicación pública a través de los medios, tiene igualmente restringida su libertad de expresión y de elección. Hechos que comprometen no solo derechos individuales y colectivos, sino también la propia consolidación de la democracia brasileña. Un largo camino han recorrido las organizaciones sociales que defienden y exigen el derecho humano a la comunicación. Como uno de los resultados de esta labor, se realizó recientemente la primera Conferencia Nacional de Comunicación, donde estas cuestiones fueron discutidas, mientras una serie de propuestas fueron aprobadas con la participación de representantes del gobierno, de las empresas de comunicación y de la sociedad civil. Entre las proposiciones está la organización y el fortalecimiento de un sistema público de comunicación percibido como una de las más importantes estrategias de democratización de la comunicación. El desarrollo de un sistema público, por sus características diferenciadas de gestión, gobernanza y financiación, se presenta, por lo tanto, como un gran paso para garantizar el derecho humano a la comunicación en el país. Communication is a fundamental right, but it’s not guaranteed to all people in Brazil. Even worse: it’s not even part of the debate in most media nor it is a priority issue amongst society. Even though national laws forbid monopoly and oligopoly in media, most communication companies are owned by few people and most of the population is excluded in the process of producing and broadcasting information – becoming mere news consumers. People have no access to participation in public communication and has also their freedom of speech restricted by media. This problem not only jeopardizes individual and collective rights, but also impedes the consolidation of Brazilian democracy. Social organizations have been struggling to defend and demand communication rights. As a result of this work, Brazil has recently promoted the first National Communications Conference, where these issues were discussed and many propositions were approved with the participation of government, communication corporations and organized civil society representatives. The organization and the strengthening of a communications public system – one of the most important strategies for communication’s democracy - was one of the approved propositions. The development of a public system, with its different forms of management, governance and funding, presents itself as a great step towards the enforcement of communication rights in the country.
