Information communication technology (IC T) has invariably brought about fundamental changes in the way in which libraries gather. preserve and disseminate information. The study was carried out with an aim to estimate and compare the information seeking behaviour (ISB) of the academics of two prominent universities of Kerala in the context of advancements achieved through ICT. The study was motivated by the fast changing scenario of libraries with the proliferation of many high tech products and services. The main purpose of the study was to identify the chief source of information of the academics, and also to examine academics preference upon the form and format of information source. The study also tries to estimate the adequacy of the resources and services currently provided by the libraries.The questionnaire was the central instrument for data collection. An almost census method was adopted for data collection engaging various methods and tools for eliciting data.The total population of the study was 957, out of which questionnaire was distributed to 859 academics. 646 academics responded to the survey, of which 564 of them were sound responses. Data was coded and analysed using Statistical Package for Social Sciences (SPSS) software and also with the help of Microsofl Excel package. Various statistical techniques were engaged to analyse data. A paradigm shift is evident by the fact that academies push themselves towards information in internet i.e. they prefer electronic source to traditional source and the very shift is coupled itself with e-seeking of information. The study reveals that ISB of the academics is influenced priman'ly by personal factors and comparative analysis shows that the ISB ofthc academics is similar in both universities. The productivity of the academics was tested to dig up any relation with respect to their ISB, and it is found that productivity of the academics is extensively related with their ISB. Study also reveals that the users ofthe library are satisfied with the services provided but not with the sources and in conjunction, study also recommends ways and means to improve the existing library system.

The library professional in an academic institution has to anticipate the changing expectations of the users, and be flexible in adopting new skills and levels of awareness. Technology has drastically changed the way librarians define themselves and the way they think about their profession and the institutions they serve. In addition to the technical and professional skills, commitment to user centred services and skills for effective oral and written communication; they must have other skills, including business and management, teaching, leadership, etc. Eventually, library and information professionals in academic libraries need to update their knowledge and skills in Information and Communication Technology (ICT) as they play the role of key success factor in enabling the library to perform its role as an information support system for the society.

The development of computer and network technology is changing the education scenario and transforming the teaching and learning process from the traditional physical environment to the digital environment. It is now possible to access vast amount of information online and enable one to one communication without the confines of place or time. While E-learning and teaching is unlikely to replace face-to-face training and education it is becoming an additional delivery method, providing new learning opportunities to many users. It is also causing an impact on library services as the increased use of ICT and web based learning technologies have paved the way for providing new ICT based services and resources to the users. Online learning has a crucial role in user education, information literacy programmes and in training the library professionals. It can help students become active learners, and libraries will have to play a greater role in this process of transformation. The significance of libraries within an institution has improved due to the fact that academic libraries and information services are now responsible for e-learning within their organization.

The paper aims to bring out the problems and prospects of the professional development opportunities of academic library professionals in the Universities in Kerala. The study is a part of research undertaken to survey the professional development activities and educational needs of library professionals in the major Universities of Kerala because of the developments in Information communication technology. The study recommends methods for improving the knowledge/skills of library professionals. The aim of the study is to evaluate the professional development activities of Library professionals and their attitude towards continuing education programmes. In order to achieve the objectives of the study a survey was conducted with the help of structured questionnaires distributed to 203 library professionals in seven major universities in Kerala, (South India) of which 185 questionnaires were returned. Results of the analysis show that majority of the professionals have pursued higher degrees in library science or IT allied courses after entering the profession, and that they have a positive attitude towards participation in training programmes and workshops. The results show that developments in ICT have a positive influence on majority of library professionals‘ attitude towards continuing education programmes.

The objective of this study was to develop an internet-based seminar framework applicable for landscape architecture education. This process was accompanied by various aims. The basic expectation was to keep the main characteristics of landscape architecture education also in the online format. On top of that, four further objectives were anticipated: (1) training of competences for virtual team work, (2) fostering intercultural competence, (3) creation of equal opportunities for education through internet-based open access and (4) synergy effects and learning processes across institutional boundaries. This work started with the hypothesis that these four expected advantages would compensate for additional organisational efforts caused by the online delivery of the seminars and thus lead to a sustainable integration of this new learning mode into landscape architecture curricula. This rationale was followed by a presentation of four areas of knowledge to which the seminar development was directly related (1) landscape architecture as a subject and its pedagogy, (2) general learning theories, (3) developments in the ICT sector and (4) wider societal driving forces such as global citizenship and the increase of open educational resources. The research design took the shape of a pedagogical action research cycle. This approach was constructive: The author herself is teaching international landscape architecture students so that the model could directly be applied in practice. Seven online seminars were implemented in the period from 2008 to 2013 and this experience represents the core of this study. The seminars were conducted with varying themes while its pedagogy, organisation and the technological tools remained widely identical. The research design is further based on three levels of observation: (1) the seminar design on the basis of theory and methods from the learning sciences, in particular educational constructivism, (2) the seminar evaluation and (3) the evaluation of the seminars’ long term impact. The seminar model itself basically consists of four elements: (1) the taxonomy of learning objectives, (2) ICT tools and their application and pedagogy, (3) process models and (4) the case study framework. The seminar framework was followed by the presentation of the evaluation findings. The major findings of this study can be summed up as follows: Implementing online seminars across educational and national boundaries was possible both in term of organisation and technology. In particular, a high level of cultural diversity among the seminar participants has definitively been achieved. However, there were also obvious obstacles. These were primarily competing study commitments and incompatible schedules among the students attending from different academic programmes, partly even in different time zones. Both factors had negative impact on the individual and working group performances. With respect to the technical framework it can be concluded that the majority of the participants were able to use the tools either directly without any problem or after overcoming some smaller problems. Also the seminar wiki was intensively used for completing the seminar assignments. However, too less truly collaborative text production was observed which could be improved by changing the requirements for the collaborative task. Two different process models have been applied for guiding the collaboration of the small groups and both were in general successful. However, it needs to be said that even if the students were able to follow the collaborative task and to co-construct and compare case studies, most of them were not able to synthesize the knowledge they had compiled. This means that the area of consideration often remained on the level of the case and further reflections, generalisations and critique were largely missing. This shows that the seminar model needs to find better ways for triggering knowledge building and critical reflection. It was also suggested to have a more differentiated group building strategy in future seminars. A comparison of pre- and post seminar concept maps showed that an increase of factual and conceptual knowledge on the individual level was widely recognizable. Also the evaluation of the case studies (the major seminar output) revealed that the students have undergone developments of both the factual and the conceptual knowledge domain. Also their self-assessment with respect to individual learning development showed that the highest consensus was achieved in the field of subject-specific knowledge. The participants were much more doubtful with regard to the progress of generic competences such as analysis, communication and organisation. However, 50% of the participants confirmed that they perceived individual development on all competence areas the survey had asked for. Have the additional four targets been met? Concerning the competences for working in a virtual team it can be concluded that the vast majority was able to use the internet-based tools and to work with them in a target-oriented way. However, there were obvious differences regarding the intensity and activity of participation, both because of external and personal factors. A very positive aspect is the achievement of a high cultural diversity supporting the participants’ intercultural competence. Learning from group members was obviously a success factor for the working groups. Regarding the possibilities for better accessibility of educational opportunities it became clear that a significant number of participants were not able to go abroad during their studies because of financial or personal reasons. They confirmed that the online seminar was to some extent a compensation for not having been abroad for studying. Inter-institutional learning and synergy was achieved in so far that many teachers from different countries contributed with individual lectures. However, those teachers hardly ever followed more than one session. Therefore, the learning effect remained largely within the seminar learning group. Looking back at the research design it can be said that the pedagogical action research cycle was an appropriate and valuable approach allowing for strong interaction between theory and practice. However, some more external evaluation from peers in particular regarding the participants’ products would have been valuable.

Information and communication technology (ICT) projects have a great potential to revolutionise the information delivery system by bridging the gap between farmers and extension personnel. aAQUA (Almost All Questions Answered) portal was launched by the Developmental Informatics Laboratory (DIL) at Indian Institute of Technology (IIT) Mumbai, Maharashtra, India in 2003 as an information providing system to deliver technology options and tailored information for the problems and queries raised by Indian dairy farmers. To measure the effectiveness of this service the attitudinal dimensions of the users of aAQUA e-Agriservice were investigated using a 22 item scale. A simple random sampling technique was used to select 120 dairy farmers from which data were collected and subjected to factor analysis to identify the underlying constructs in this research. From the attitude items, four components were extracted and named as the pessimistic, utility, technical and efficacy perspective, which influenced the development of varied level of attitudinal inclination towards the e-Agriservice. These components explained 64.40 per cent of variation in the attitude of the users towards the aAQUA e-Agriservice. This study provides a framework for technically efficient service provision that might help to reduce the pessimistic attitude of target population to adopt e-Agriservice in their farming system. The results should also be helpful for researchers, academics, ICT based service providers and policy makers to consider these perspectives while planning and implementing ICT projects.

Este trabajo analiza cómo se puede crear valor a través del uso de las TIC. Para ello se utiliza el Modelo de creación de valor en e-business desarrollado por Amit y Zott (2001) y se aplica a una tipología de nuevos intermediarios que opera en el sector de los contenidos digitales: gregadores de noticias. Para lograr este objetivo, se ha realizado un estudio exploratorio y un estudio de casos a través de entrevistas personales con informadores estratégicos y un análisis del contenido de las páginas web de 56 empresas relacionadas con el sector y cuestionarios, principalmente Se han analizado empresas de EEUU, Canadá, España, Francia, Alemania, Reino Unido y Suiza

Las tecnologías de la Información y las Comunicaciones (TIC de ahora en adelante) son centrales para la creación de una economía global centrada en el conocimiento. Las TIC pueden jugar un importante papel acelerando el crecimiento de una economía, erradicando la pobreza y promoviendo un desarrollo sostenible en países en desarrollo y economías en transición facilitando así una beneficiosa integración a la economía global. En el reporte del Milenio, el primer secretario general de las Naciones Unidas, Kofi Annan, presenta un énfasis en la importancia que para los países en desarrollo la revolución digital conlleva. A su vez, se señala la significativa función que el gobierno y entidades educativas, entre otras instituciones, están desarrollando para construir el puente digital que divide los países desarrollados de los en desarrollo. Una de las iniciativas mas importantes que se desarrollan a nivel mundial se ha denominado; UNITeS, (The United Nations Information Technology Service). Esta iniciativa propuesta por el Secretario General de la ONU, anunciada en su Informe del Milenio, estimula y facilita las contribuciones de los voluntarios para cerrar la brecha digital. Este marco de colaboración brinda la oportunidad a voluntarios para que compartan sus conocimientos y aumenten así la capacidad de personas de países en desarrollo para la utilización de las TIC en Pro del desarrollo humano. Las tecnologías de la Información no son una formula mágica que va a solucionar todos nuestros problemas; pero, es una poderosa fuerza que puede y debe ser explotada para alcanzar nuestra misión global en términos de un desarrollo sostenible. Esta misión relaciona elementos tanto éticos como económicos. La nueva economía en el largo plazo puede solo ser productiva y sostenible si se extiende al alcance de todos y responde a las necesidades y demandas de todas las comunidades. Es así como la Universidad del Rosario reconoce esta única oportunidad para ser actora de cambio y afianzar su posición como una Universidad de docencia que hace investigación.

El mercado objetivo son las instituciones educativas y los conglomerados de PYMES. Las nuevas Tecnologías de la Información y Comunicación –TICs-, como herramientas influyentes en las estructuras sociales y los procesos económicos, han permitido transformar las relaciones del Estado y el ciudadano, y aún más, aspirar a fortalecer las prácticas democráticas fundamentadas en la participación. Con este propósito, surgió la iniciativa de Gobierno Electrónico o e-Government, que para el caso colombiano, se encuentra actualmente en manos del programa Agenda de Conectividad y la estrategia de Gobierno en Línea –GEL-. Con dicha estrategia, el Ministerio de Educación Nacional, diseñó en el año 2006, un modelo de participación basado en la utilización de medios electrónicos por parte de los ciudadanos para realizar aportes, contribuir al debate, y finalmente construir el documento final del Plan Nacional Decenal de Educación –PNDE- 2006-2016. Este proceso de construcción del PNDE, ha permitido visualizar cómo las soluciones electrónicas utilizadas para tal fin y la creación de espacios de deliberación de ésta naturaleza, elevan los niveles de inclusión política y social (si se tiene en cuenta la gran variedad de actores involucrados), favorecen la participación, y contribuyen al compromiso del Estado con la disminución de la Brecha Digital existente en el país.
