Climate change continues to dominate academic work within green/environmental politics. Indeed, there appears to be almost an inverse relationship between the lack of political leadership on tackling climate change and the growth in ever more sophisticated academic analyses of this complex and multifaceted problem. There is an increasing disjunction between the growth in our knowledge and understanding of the ethical, political, economic, sociological, cultural, and psychological aspects of climate change and the lack of political achievement in putting in place clear and binding targets, an agreed decarbonisation roadmap, and associated regulatory and policy instruments with enforcement. This gap might be taken as evidence that we do not need more reports on climate change. To quote that most unlikely of green politicians, Arnold Schwarzenegger, former Governor of California: ‘The debate is over. We know the science. We see the threat. And we know that the time for action is now’ (California Energy Commission 2007, p. 1). This special issue focuses on a variety of ways in which climate change is conceptualised in normative political and ethical theory, and addressed in policy and regulations.

Considerable time, research money and expertise has been spent exploring the complex reality of ethno nationalist conflict and the role that public management plays in supporting the transition from violent conflict to stability, order and prosperity (Esman 1999; Guelke and Milton-Edwards 2000; Brinkerhoff 2005; Brinkerhoff, Wetterberg et al. 2012; Rao 2014). However, there seems to be a gap in relation to the practical challenges of managing change within, through and beyond such conflict. This paper aims to begin the process of putting a framework around the real experience of public management in conflict and transition by shifting the lens of analysis from macros concerns about sequencing interventions (Rao 2014) and legitimate requirements of security, stability and service delivery (Brinkerhoff, Wetterberg et al. 2012) to a micro analysis of the attitudes, behaviours, challenges and compromises held and faced by those public servants on the front line of conflict management and conflict transformation processes. Using senior managers as the unit of analysis and Northern Ireland as an embryonic case study, this paper discusses the links between ethno nationalist societal conflict, public sector reform and manager behaviour. In doing so, it highlights some initial data from an early pilot study into the experiences of individuals in significant public service roles at various stages of the NI conflict / peace process and draws some tentative conclusions about the viability of a wider study.

During the Irish War of Independence, between 1919 and 1921, Longford was one of the centres of the Irish Republican Army's guerrilla campaign against British rule in Ireland. The county's emergence as a centre of republican activity appears incongruous in light of its relatively peaceful history up to that point and in view of the fact that, outside of Dublin, its neighbouring Leinster counties were not particularly strongholds of IRA resistance. The explanation for Longford's role during the crucial years of the independence campaign is to be found in the political ransformation that occurred in the county in the crucial period of turmoil encompassing World War I and the Easter Rising.

A integração de serviços na perspetiva dos cidadãos e empresas e a necessidade de garantir algumas características da Administração Pública como a versatilidade e a competitividade colocam alguns constrangimentos na conceção das arquiteturas de integração de serviços. Para que seja possível integrar serviços de forma a que se garanta a mutabilidade da Administração Pública, é necessário criar dinamicamente workflows. No entanto, a criação de dinâmica de workflows suscita algumas preocupações ao nível da segurança, nomeadamente em relação à privacidade dos resultados produzidos durante a execução de um workflow e em relação à aplicação de políticas de controlo de participação no workflow pelos diversos executores do mesmo. Neste trabalho apresentamos um conjunto de princípios e regras (arquitetura) que permitem a criação e execução de workflows dinâmicos resolvendo, através de um modelo de segurança, as questões referidas. A arquitetura utiliza a composição de serviços para dessa forma construir serviços complexos a que poderá estar inerente um workflow dinâmico. A arquitetura usa ainda um paradigma de troca de mensagens-padrão entre os prestadores de serviços envolvidos num workflow dinâmico. O modelo de segurança proposto está intimamente ligado ao conjunto de mensagens definido na arquitetura. No âmbito do trabalho foram identificadas e analisadas várias arquiteturas e/ou plataformas de integração de serviços. A análise realizada teve como objetivo identificar as arquiteturas que permitem a criação de workflows dinâmicos e, destas, aquelas que utilizam mecanismos de privacidade para os resultados e de controlo de participação dos executores desses workflows. A arquitetura de integração que apresentamos é versátil, escalável, permite a prestação concorrente de serviços entre prestadores de serviços e permite criar workflows dinâmicos. A arquitetura permite que as entidades executoras do workflow decidam sobre a sua participação, decidam sobre a participação de terceiros (a quem delegam serviços) e decidam a quem entregam os resultados. Os participantes são acreditados por entidades certificadores reconhecidas pelos demais participantes. As credenciais fornecidas pelas entidades certificadoras são o ponto de partida para a aplicação de políticas de segurança no âmbito da arquitetura. Para validar a arquitetura proposta foram identificados vários casos de uso que exemplificam a necessidade de construção de workflows dinâmicos para atender a serviços complexos (não prestados na íntegra por uma única entidade). Estes casos de uso foram implementados num protótipo da arquitetura desenvolvido para o efeito. Essa experimentação permitiu concluir que a arquitetura está adequada para prestar esses serviços usando workflows dinâmicos e que na execução desses workflows os executores dispõem dos mecanismos de segurança adequados para controlar a sua participação, a participação de terceiros e a privacidade dos resultados produzidos no âmbito dos mesmos.

As we find in Empire and Multitude, Antonio Negri's political project IS a thoroughly Marxist analysis and critique of global or late capitalism. By modifying and updating Marx's conceptual tools, he is able to provide a clear account of capitalism's processes, its expanding reach, and the revolutionary potential that functions as its motor. By turning to Negri's philosophical works, however, we find that this political analysis is founded on a series of concepts and theoretical positions. This paper attempts to clarify this theoretical foundation, highlighting in particular what I term "ontological constructivism" - Negri's radical reworking of traditional ontology. Opposing the long history of transcendence in epistemology and metaphysics (one that stretches from Plato to Kant), this reworked ontological perspective positions individuals - not god or some other transcendent source - as the primary agents responsible for molding the ontological landscape. Combined with his understanding of kairos (subjective, immeasurable time), ontological constructivism lays the groundwork for opposing transcendence and rethinking contemporary politics.

Previous research has shown that the stress hormone corticosterone can increase depressive and anxiety-like behavior in rats as well as dampen the HPA response to a novel stressor (Kalynchuk et aI., 2004; Johnson et aI., 2006). Several studies have also shown that adolescence is a period of increased sensitivity to the negative effects of stressors (reviewed in McCormick et aI., 2010), which are often the result of exposure to corticosterone, and yet there is no research to date examining the effects of corticosterone administration during adolescence. The purpose of these experiments is to determine both the immediate and enduring effects of prolonged exposure to corticosterone in adolescence and adulthood on anxiety-like behavior, depressive behavior, and the HPA response. In Experiment 1 adolescent and adult rats were administered an injection of 40 mg/kg of corticosterone or vehicle daily for 16 days. Ha l f of the rats were then tested on the elevated plus maze (EPM) one day after their last injection, and the following day were tested on the forced swim test (FST). After the FST, which is a stressor, blood samples were collected at three time points, and the plasma concentrations of corticosterone were determined using a radioimmunoassay. The remaining rats were left undisturbed for three weeks, and then underwent the same testing as the first group. Corticosterone treatment had little effect on anxiety-like and depressive behavior, but it did alter the HPA response to the FST. In those rats tested soon after the period of injections, corticosterone dampened the HPA response as compared to vehicle treated rats in both adolescent and adult treated rats. For the adolescent treated rats that were tested several weeks later, corticosterone treatment increased HPA response as compared to the vehicle treated rats, but the same was not true for the adult treated rats. I t was hypothesized that the lack of behavioral effects of the corticosterone treatment may be the result of the vehicle injections inducing a stress response and thereby both groups would have similarly altered behavior. In Experiment 2 rats were administered corticosterone dissolved in their drinking water with 2.5% ethanol, or jus t the 2.5% ethanol or plain water, to determine the effects of corticosterone treatment without a stressor present. The regular drinking water was replaced with treated water for 16 days either during adulthood or adolescence, and as before, rats were either tested in the FST one day after the water was removed or three weeks later. Again there was no effect of treatment on depressive behavior. Similar to what was observed in Experiment 1, corticosterone treatment dampened the HPA response to a stressor for the rats tested soon after the treatment period. However, in Experiment 2 there was no effect of treatment on HPA response in those rats tested several weeks after they were treated. These results indicate that corticosterone can have a lasting effect on the HPA when administered in adolescence by injections but not in drinking water, which is likely because of the different schedules of exposure and rates of absorption between the two administration methods.

La chronique politique, qui se trouve au coeur de la question de l’influence de la presse sur l’opinion publique, rencontre un vide dans les écrits scientifiques, du moins au Québec. L’étude de la chronique est pourtant des plus pertinentes dans le contexte actuel où les plateformes Web viennent renforcer la présence de commentateurs de tous les sujets. À partir d’une analyse systématique de chroniques politiques parues entre 1991 et 2011, ainsi que d’entrevues semi-dirigées avec des chroniqueurs politiques chevronnés, la présente étude décrit ce genre jusqu’ici peu étudié. Ainsi, les caractéristiques tels le format et la disposition de la chronique sont d’une part mises en évidence, alors que la diversité de sujets traités par les chroniqueurs politiques, d’autre part, montre que le genre jouit d’une grande liberté et que les auteurs peuvent choisir à propos de quoi ils veulent écrire et la manière de le faire. La critique négative reste omniprésente dans les chroniques, mais dans une moins grande proportion que ce à quoi il aurait été possible de s’attendre, plusieurs étant plutôt neutres et de nature explicative. Finalement, les propos des chroniqueurs prouvent que cette fonction s’accompagne d’une reconnaissance et d’un certain vedettariat, autant parmi la population qu’auprès de leurs collègues. Le tout permet de distinguer la chronique de l’ensemble des autres genres et pratiques journalistiques.

En este artículo se estudia la posibilidad de introducir seguros de desempleo en Colombia. En una primera parte, se propone una revisión de literatura de los seguros de desempleo en la cual se exponen las ventajas generadas por una cobertura contra este riesgo, así como sus inconvenientes. En una segunda parte, se estudian varios escenarios para introducir seguros de desempleo en Colombia. Después de haber presentado el contexto del mercado laboral y de las normas que lo vigilan, se proponen varios diseños que abordan la gestión y la administración del riesgo de desempleo en Colombia. Igualmente se presentan algunas consideraciones teóricas para la valoración del costo del aseguramiento, las cuales incorporan los efectos del riesgo moral sobre la duración y la incidencia del desempleo.
