The internet, with its hypertext and multimedia features, can be a support for the dissemination of information in an attractive way, which may contribute to the strengthening of democracy. Recent innovation, social networks have been explored also as a resource to attract the interest of the broader public to information about public policies. This paper presents and discusses the results of an empirical study which assessed, through content analysis, the breadth and depth of information offered by the Sao Paulo state government and the federal government in texts accessed through Twitter to publicize purposes, lines of action and limits of public policy in the areas of welfare, health, education and environment . The results indicate that the information available tend to focus mainly on goals, resources and current actions of policies, whereas there can be found few data on planned features, relation between cost and effectiveness and user satisfaction.

Information and communication technology have contributed to the realization of the ideals of citizen participation in public decisions, as well as to help in fighting corruption and wrongdoing in government. After all, democracy entails the right to information. The government, in many spheres, has encouraged the responsible use of the internet. Conduct manuals and standards have been published for public segments to direct the responsible use of these tools by their agents. This article aims to determine whether the manuals comply with the principles of digital democracy. Conduct manuals were analyzed in digital media from four Brazilian public organizations: Embrapa; Department of Communication of the Federal Government; Judiciary and Health Department of the Federal District. As a methodology, content analysis, based on criteria focused on transparency and encouraging civic engagement was used.

Public communication comprises the dissemination of information on the various aspects of public management, with transparency and accountability, including the use of the existing technological resources. Particularly in the field of cultural policies, the right to information must be exercised as a contribution to political participation and economic expansion. This paper presents the results of research that was investigated, through analysis of the content under thirteen categories of evaluation, of the quality of information on cultural policies in web portals of the different spheres of government in Brazil. The results show the lack of information on the processes of development and implementation of policies in that field.

Preserving the organizational memory of public institutions means keeping the history of a society alive, managing communication, strengthening institutional image and thus build a good reputation. Therefore, institutions such as the Brazilian Senate and the United Kingdom Parliament are investing in virtual spaces to preserve the memory. A comparative study between those tools and the ways adopted for the memory preservation by both institutions is the main objective of the present work. The methodology consisted in the elaboration of categories that concern three priorities: democracy, internet and memory.

With the purpose to contribute to the construction of quality indicators in human resources management, this study aimed at identifying, from the perspective of nurse managers, essential elements in the composition of indicators for evaluating human resources management in nursing. To that end, phenomenology was adopted as the theoretical methodological framework for this qualitative investigation, in which ten nurses performing in teaching or care provision at a university hospital participated. Following approval by the Committee of Ethics in Research and the subjects’ consent, interviews were performed from September 2005 to July 2006. The analysis enabled the recovery of the following topics “Professional education”, “Training multiprofessional nursing teams” and “Institutional training conditions” in the Permanent Education category and topics “Actions that favor participant management” and “Team work” in the Participant Management category. In its conclusion, the study considers the findings to allow identify elements constituting quality indicators in human resources management.

This paper addresses the democratic school management within the school organizations. For this, initially made brief remarks on labor relations, the development of administrative and organizational theories. Later, we reflect on how the se labor relations are organized in the educational environment and what education theoretical contributions to the development of school management in Brazil. Therefore, we discuss the Brazilian educational policies that postulate and legitimate democratic school management. Studies of everyday guided the theoretical basis of this work, we wonder what school subject dealing with the discourse of democratic and participative management. Forward the hypothesis that participatory management should be a prominent space in schools, the aim of this study was to investigate the school management of a municipal school of Youth and Adult Education, which brings in your organization pedagogical foundation and educational principles espoused by Paul Freire. The specific objectives of the study are: a) to investigate and describe how is the organization's management of school youth and adults; b) understand the role of managers; c) check how teachers and administrators understand the process of managing this school. From a methodological point of view the daily life of the studies led this work to procedures and qualitative analysis of ethnographic referring to practices that have occurred in adult education school along with the theoretical foundation. Participated in this research members of the school management group and four teachers of Youth and Adult Education rooms. The results obtained showed that dialogue and democracy go together, that the school is an organization with different world views, which need to be primarily present in the identity of the schools. Regimes democráticos se consolidam na medida de sua aceitação pela maioria, o que supõe conhecimento e confiança nas instituições políticas e jurídicas. A educação de qualidade é relevante para a governança democrática e para a formação da cidadania, posto propiciar o acesso a ferramentas cognitivas necessárias para a participação política relevante. As interações entre a democracia, o direito à educação e as políticas públicas de educação são analisadas pela Cátedra UNESCO no projeto de pesquisa “Brasil 25 anos de democracia” sob o ângulo da função promocional do Direito à Educação da FD, em parceria com o Núcleo de Políticas Públicas da USP, com. O foco da pesquisa é a atividade do Supremo Tribunal Federal (STF), a do Superior Tribunal de Justiça (STJ) e a do Congresso Nacional, no período compreendido entre os anos 2000 e 2010.

O presente artigo pretende sublinhar a necessidade de se atentar para a historicidade do conceito de democracia. Para tanto, após indicar o fato de que tal conceito recobre significados díspares e, por vezes, contraditórios, contrasta-se as perspectivas de Norberto Bobbio e de Jacques Rancière para ilustrar essa equivocidade. Diante disso, é feita uma breve incursão pela história conceitual de Reinhart Koselleck para indicar que a equivocidade do conceito de democracia decorre da sedimentação que nele há de múltiplas experiências históricas. Finalmente, após essa incursão pela história conceitual são mobilizadas algumas análises atuais acerca do conceito de democracia para ressaltar sua indeterminação e complexidade.
