The objectives of the European Union (EU) and the United States (US) for the countries of the Balkan region are generally assumed to be complementary. They both stress and condition their support and assistance on the progress that these countries make with regards to economic modernization, build-up of social institutions, and respect for international law. However, this rhetoric doesn't always match the facts on the ground. Often, instead of dealing with a cohesive set of policy recommendations, the countries in the region are faced with contradictory alternatives and zero-sum choices. The debate over the development of the International Criminal Court (ICC) was such a case. It centered on whether the countries in the region should exempt US personnel from the jurisdiction of the Court while in the country and thus rendering them immune from prosecution for any crimes committed for which the US courts were not willing or able to take any action. The final outcome was mixed. Three of the countries - Croatia, Serbia (and Montenegro), and Slovenia - decided not to give in to US pressure, while the remaining three - Albania, Bosnia and Herzegovina, and Macedonia - ignored the pleas and threats of the EU and of the various international non-governmental organizations and decided to sign Bilateral Immunity Agreements (BIAs) with the US. How can one explain such divergent outcomes? I argue that the credibility of actors involved played an important role in determining whether threats coming from the US or the EU were more credible, thus tipping the scales in favor of signing BIAs with the US. However, the issue of threat credibility serves only to narrow down the choices of actors. Further determination of the outcome necessitates a look at the nature of the security context in which these countries exist and operate.

The contradictory interests of the EU and Azerbaijan have brought negotiations on their contractual relations to a halt. The EU’s dependence on Azerbaijan’s rich energy resources has weakened the normative dimension of its policy towards Azerbaijan, rendering it incapable of countering rejection of democratic reform by Azerbaijan’s authorities. While the EU’s current approach seems to favour a more pragmatic focus on energy cooperation, this policy brief argues that a combination of normative obligations and pragmatic interests is required − implemented through leverage over Azerbaijan and a better coordination of this policy across the EU member states and institutions.

The idea of introducing contracts between Member States and the EU on structural reforms has its merits, it also has several disadvantages. Most notably, the contracts risk rendering European economic governance even more complex and cumbersome. It is therefore sensible to first try to integrate the structural reform contracts into one of the foreseen economic governance instruments. This Policy Brief argues that macroeconomic conditionality can serve this purpose. With some minor reforms, it could even become a full-fledged substitute for structural reform contracts – without suffering some of latter’s disadvantages.

The ability to view and interact with 3D models has been happening for a long time. However, vision-based 3D modeling has only seen limited success in applications, as it faces many technical challenges. Hand-held mobile devices have changed the way we interact with virtual reality environments. Their high mobility and technical features, such as inertial sensors, cameras and fast processors, are especially attractive for advancing the state of the art in virtual reality systems. Also, their ubiquity and fast Internet connection open a path to distributed and collaborative development. However, such path has not been fully explored in many domains. VR systems for real world engineering contexts are still difficult to use, especially when geographically dispersed engineering teams need to collaboratively visualize and review 3D CAD models. Another challenge is the ability to rendering these environments at the required interactive rates and with high fidelity. In this document it is presented a virtual reality system mobile for visualization, navigation and reviewing large scale 3D CAD models, held under the CEDAR (Collaborative Engineering Design and Review) project. It’s focused on interaction using different navigation modes. The system uses the mobile device's inertial sensors and camera to allow users to navigate through large scale models. IT professionals, architects, civil engineers and oil industry experts were involved in a qualitative assessment of the CEDAR system, in the form of direct user interaction with the prototypes and audio-recorded interviews about the prototypes. The lessons learned are valuable and are presented on this document. Subsequently it was prepared a quantitative study on the different navigation modes to analyze the best mode to use it in a given situation.

Ao trabalho realizado durante esse período, acrescento um projeto pessoal na área da ilustração editorial. Decorre deste interesse o objeto de estudo da segunda parte: uma investigação que permita uma visão global, embora sintetizada, da produção portuguesa na área da ilustração editorial no século XX, de Rafael Bordallo Pinheiro a André Letria e André Carrilho, já a abrir o Século XXI.

Gradient-domain path tracing has recently been introduced as an efficient realistic image synthesis algorithm. This paper introduces a bidirectional gradient-domain sampler that outperforms traditional bidirectional path tracing often by a factor of two to five in terms of squared error at equal render time. It also improves over unidirectional gradient-domain path tracing in challenging visibility conditions, similarly as conventional bidirectional path tracing improves over its unidirectional counterpart. Our algorithm leverages a novel multiple importance sampling technique and an efficient implementation of a high-quality shift mapping suitable for bidirectional path tracing. We demonstrate the versatility of our approach in several challenging light transport scenarios.

Parasite proteases play key roles in several fundamental steps of the Plasmodium life cycle, including haemoglobin degradation, host cell invasion and parasite egress. Plasmodium exit from infected host cells appears to be mediated by a class of papain-like cysteine proteases called 'serine repeat antigens' (SERAs). A SERA subfamily, represented by Plasmodium falciparum SERA5, contains an atypical active site serine residue instead of a catalytic cysteine. Members of this SERAser subfamily are abundantly expressed in asexual blood stages, rendering them attractive drug and vaccine targets. In this study, we show by antibody localization and in vivo fluorescent tagging with the red fluorescent protein mCherry that the two P. berghei serine-type family members, PbSERA1 and PbSERA2, display differential expression towards the final stages of merozoite formation. Via targeted gene replacement, we generated single and double gene knockouts of the P. berghei SERAser genes. These loss-of-function lines progressed normally through the parasite life cycle, suggesting a specialized, non-vital role for serine-type SERAs in vivo. Parasites lacking PbSERAser showed increased expression of the cysteine-type PbSERA3. Compensatory mechanisms between distinct SERA subfamilies may thus explain the absence of phenotypical defect in SERAser disruptants, and challenge the suitability to develop potent antimalarial drugs based on specific inhibitors of Plasmodium serine-type SERAs.

In spite of the important role played by the Southern Ocean in global climate, the few existing paleoceanographic records in the east Pacific sector do not extend beyond one glacial-interglacial cycle, hindering circumpolar comparison of past sea surface temperature (SST) evolution in the Southern Ocean. Here we present three alkenone-based Pleistocene SST records from the subantarctic and subtropical Pacific. We use a regional core top calibration data set to constrain the choice of calibrations for paleo SST estimation. Our core top data confirm that the alkenone-based UK37 and UK'37 values correlate linearly with the SST, in a similar fashion as the most commonly used laboratory culture-based calibrations even at low temperatures (down to ~1°C), rendering these calibrations appropriate for application in the subantarctic Pacific. However, these alkenone indices yield diverging temporal trends in the Pleistocene SST records. On the basis of the better agreement with d18O records and other SST records in the subantarctic Southern Ocean, we propose that the UK37 is a better index for SST reconstruction in this region than the more commonly used UK'37 index. The UK37-derived SST records suggest glacial cooling of ~8°C and ~4°C in the subantarctic and subtropical Pacific, respectively. Such extent of subantarctic glacial cooling is comparable to that in other sectors of the Southern Ocean, indicating a uniform circumpolar cooling during the Pleistocene. Furthermore, our SST records also imply massive equatorward migrations of the Antarctic Circumpolar Current (ACC) frontal systems and an enhanced transport of ACC water to lower latitudes during glacials by the Peru-Chile Current.
