Ce mémoire a pour objectif d’analyser la pertinence d’une culture stratégique particulière, celle de l’Inde. Au moins quatre variables culturelles à dimension sécuritaire – l’identité, les valeurs, les normes et les perceptions – permettent d’expliquer la conception de la sécurité et du pouvoir indiens. L’hypothèse avancée dans ce mémoire est la suivante : à cause de l’influence de la culture stratégique indienne, l’océan Indien est perçu par l’élite indienne comme l’endroit où réside la principale menace à la sécurité de l’Inde. En outre, cette perception particulière de la menace permet de mieux comprendre les ambitions maritimes de l’Inde dans l’océan Indien à l’aube du 21e siècle. Afin de confirmer l’hypothèse, nous analysons l’influence de la culture stratégique indienne sur les approches stratégiques privilégiées par les décideurs Indiens au sein de l’océan Indien. Nous concluons, sur la base de l’étude cas, que l’objectif stratégique de New Delhi est de devenir la puissance maritime dominante de l’océan Indien. Le moyen privilégié est la création d’une marine océanique puissante, capable de maintenir en permanence une escadre en patrouille loin de ses bases navales. Sur le plan théorique, les actions indiennes – qui ont surtout un caractère défensif – sont justifiées par une doctrine de non-ingérence des grandes puissances dans les affaires indiennes, doctrine calquée sur la doctrine Monroe. Selon la doctrine indienne, seules les puissances régionales sont à même de préserver la stabilité dans la région de l’océan Indien. Conséquemment, le Gouvernement indien œuvre à réduire l’ingérence des marines de guerre étrangères au sein de l’océan Indien.

Afin de saisir le contexte du phénomène de l’expatriation d’Occidentaux en Inde, nous relevons d’abord certains traits de la modernité occidentale, tels le sentiment d’aliénation, le tournant subjectiviste, la globalisation et les principaux mythes-modèles de l’Inde qui circulent dans les pays occidentaux et donnent naissance aux projets d’expatriation. Une approche expérientielle facilite la compréhension de l’expatriation telle qu’elle est vécue par les acteurs. La collecte de données ethnographiques permet de saisir ces expériences à partir de récits recueillis dans trois zones frontière : 1) à Rishikesh, auprès d’expatriés spirituels; 2) à Calcutta, auprès d’expatriés humanitaires; 3) à Goa, auprès d’expatriés hédonistes-expressifs cherchant à améliorer leur style de vie. Ces données ethnographiques sont présentées dans trois chapitres distincts. Un chapitre comparatif met ensuite en relief quelques points de convergence dans l’expérience des expatriés, soit l’insertion locale au sein de communautés spécifiques, fortement associées à des mythes-modèles de l’Inde; le renouveau identitaire découlant de l’expérience interculturelle; et finalement, l’impact du transnationalisme sur la consolidation du malaise face à la modernité. La discussion théorique présente les solutions mises en branle par les expatriés pour tempérer leur malaise par rapport à l’Occident, soit : 1) l’engagement en profondeur dans un mode de vie permettant de se réaliser selon ses propres aspirations; 2) le regroupement par affinités et l’adoption d’un rôle social clair; 3) l’affranchissement de la pression sociale et l’adoption de pratiques transnationales permettant de préserver une continuité affective avec les proches tout en endossant un statut d’étranger. L’étude révèle aussi qu’on ne peut faire abstraction de l’histoire des relations de l’Occident avec le sous-continent pour comprendre les relations interculturelles des expatriés occidentaux avec les Indiens locaux. Enfin, les privilèges socioéconomiques des Occidentaux en Inde sont clairement identifiés comme étant une condition essentielle de leurs projets d’expatriation, ceux-ci étant néanmoins motivés principalement par un sentiment d’épuisement culturel face à l’Occident et à son mode de vie. Faisant suite à l’analyse des points de vue critiques sur la modernité (renforcés par l’expérience d’altérité), la thèse s’achève sur l’évocation de quelques pistes de recherche pour une anthropologie de l’Occident, tout en interrogeant, implicitement, le projet anthropologique.

Ce mémoire vise la compréhension du mécanisme des choix stratégiques de l’Inde en fonction de la menace perçue de la Chine. Selon une logique réaliste néoclassique, l’étude de l’effet des contraintes systémiques et domestiques présente un paradoxe dans les volontés stratégiques indiennes. L’Inde est soumise à la pression systémique de la montée de la Chine dans un monde post-Guerre froide qui la verrouille dans sa position traditionnellement défensive, alors que sa volonté de projection de la puissance guidée par sa perception, ses idées et sa culture stratégique la porte à adopter une position plus offensive. L’Inde perçoit la menace chinoise de manière dissonante avec l’orientation stratégique chinoi-se. Elle se concentre ainsi sur des signaux et des indices particuliers afin de justifier cette me-nace perçue. C’est pourquoi l’ambiguïté du langage diplomatique de la Chine envers l’Arunachal Pradesh et de sa présence dans l’océan Indien engendre un accroissement de la menace chinoise et une réponse plus agressive conséquemment. La réponse stratégique in-dienne doit s’adapter aux changements de la puissance relative de la Chine. N’ayant pas les capacités relatives suffisantes, l’Inde choisit une stratégie située entre une émulation dans une logique de poursuite aux armements afin de maintenir la parité technologique et un engage-ment afin de désamorcer la rivalité et éviter une réaction chinoise pré-emptive. La culture stratégique de l’Inde traditionnellement défensive se transforme vers une position offensive sous l’effet du nation building du nationalisme hindou. Les préférences stratégiques indiennes agressives s’illustrent principalement dans le choc multidirectionnel des sphères d’influence sino-indiennes en Asie.

The thesis describes the importance of Indian EEZ, definition and the various factors affecting primary production, general account of phytoplankton and its importance in marine ecosystem etc. In review of literature, general oceanography of Arabian Sea and Bay of Bengal and hydrography of eastern Arabian Sea and western Bay of Bengal. It deals with the distribution patterns of primary production, chlorophyll a, phytoplankton composition and particulate organic carbon in the eastern Arabian Sea and western Bay of Bengal during different seasons. Factors that affect primary productivity are irradiance, temperature, stability of the surface waters, nutrients and zooplankton grazing. The differential biological response of eastern Arabian Sea and western Bay of Bengal to monsoonal regimes. A precise estimation on the primary production of the entire EEZ of India on a regional basis and on a seasonal scale would be the only way to achieve any kind of predictive assessment on the fish stock and their sustainable yield. This study mainly envisages the qualitative and quantitative aspects on the magnitude of phytoplankton standing crop and production of organic carbon and their relationship to environmental characteristics during summer monsoon, Inter monsoon and winter monsoon periods in the east and west coasts of the Indian EEZ.This study revealed that the seasonality exerts a great impact on the biological production in the eastern Arabian Sea and western Bay of Bengal. High biological production may be the reason why most of the fish landings are Concentrated in the west coast of India than east coast. The present data on Phytoplankton production rate and the species composition will provide a meaningful ground for evaluations of exploitable renewable resources of the IndianEEZ

Trawling, though an efficient method of fishing, is known to be one of the most non-selective methods of fish capture. The bulk of the wild caught penaeid shrimps landed in India are caught by trawling.In addition to shrimps, the trawler fleet also catches considerable amount of non-shrimp resources. The term bycatch means that portion of the catch other than target species caught while fishing, which are either retained or discarded. Bycatch discards is a serious problem leading to the depletion of the resources and negative impacts on biodiversity. In order to minimize this problem, trawling has to be made more selective by incorporating Bycatch Reduction Devices (BRDs). There are several advantages in using BRDs in shrimp trawling. BRDs reduce the negative impacts of shrimp trawling on marine community. Fishers could benefit economically from higher catch value due to improved catch quality, shorter sorting time, lower fuel costs, and longer tow duration. Adoption of BRDs by fishers would forestall criticism by conservation groups against trawling.

Antimedian graphs are introduced as the graphs in which for every triple of vertices there exists a unique vertex x that maximizes the sum of the distances from x to the vertices of the triple. The Cartesian product of graphs is antimedian if and only if its factors are antimedian. It is proved that multiplying a non-antimedian vertex in an antimedian graph yields a larger antimedian graph. Thin even belts are introduced and proved to be antimedian. A characterization of antimedian trees is given that leads to a linear recognition algorithm.

The goal of this work was developing a query processing system using software agents. Open Agent Architecture framework is used for system development. The system supports queries in both Hindi and Malayalam; two prominent regional languages of India. Natural language processing techniques are used for meaning extraction from the plain query and information from database is given back to the user in his native language. The system architecture is designed in a structured way that it can be adapted to other regional languages of India. . This system can be effectively used in application areas like e-governance, agriculture, rural health, education, national resource planning, disaster management, information kiosks etc where people from all walks of life are involved.

In the present study on natural antioxidants, the focus has been kept mainly on oil seeds, especially sesame and its by-products. Sesame, which has been under cultivation in India for centuries is called the 'Queen of oil seed crops' because of the high yield of oil obtained and the nutritional qualities of the seed, oil, and meal. Though India is the largest producer of sesame in the world, research on the various health benefits of sesame has been carried out by Japanese Sesame has an important place in the foods and tradit..ional medicine of India from time immemorial. Foreseeing the potential of sesame and its byproducts as an important antioxidant source and its availability in bulk, the present study was focussed on Sesamum species. There are not many reports on the wild species of Sesamum in India, especially of the Kerala region. Hence, in the present study we also included antioxidants of Sesamurnrnalabaricumdistributed throughout the coastal region.The important characteristics of sesame are attributed to the presence of the umquc compounds lignans. Lignans arc a group of natural products of phenyl propanoid ongm, whieh are widely distributed in nature. They display important physiological functions in plants, in human nutrition and medicine, given their extensive health promotive and curative properties. Much interest has been focussed on their effectiveness as antineoplastic agents and research in this area has revealed several modes of action by which they can regulate the growth of mammalian cells. Sesame is an important source of furofuran lignans, of which sesamin and the rare oxygenated derivative sesamoIin are the most abundant. Others include sesamol and glucosides of lignans. Sesarnin and episesamin are reported to have hypocholesterolemic effect, suppressive effect on chemically induced cancer, alleviation of allergy symptoms etc. Sesamol, sesamolin and the lignan glycosides are reported to inhibit lipid peroxidation. Present investigation on sesame and its byproducts have been carried out to explore the possibility of developing a natural antioxidant extract from available resources to be used as a substitute to synthetic ones in vegetable oils and foods. Preliminary analysis showed that sesame cake, a byproduct could still be utilized as a major source of lignans. Sesame cake, which is now used only as a cattlefeed, can be better utilized in the form of a valuable antioxidant source. The present study explains the development of a feasible process for the extraction of antioxidant compounds from sesame cake. The antioxidant extract so prepared from sesame cake has been tested for vegetable oil protection and is found to be effective at low concentration. In addition, studies also include the antioxidant, radical scavenging, anticancer, mosquitocidal and pesticidal activities of extract and individual compounds.

The focus of study in this thesis is on the necessity and extent of judicial creativity in interpreting provisions in certain crucial areas in the Constitution of India. Judicial innovation was essential to adapt the constitutional provisions to modern changed context. Creativity of the Court has been mainly in the creation and introduction of certain new concepts not found in any specific provision of the Constitution which, but were essential for its meaningful interpretation.Independence of the judiciary, basic structure and certain elements of social justice cherished as ideal by the makers of the Constitution are some such concepts infused into the Constitution by the judiciary. The second aspect of creativity lies in the attempt of the Court to construe provisions in the Constitution with a view to upholding and maintaining the concepts so infused into the Constitution. Introduction of those concepts into the Constitution was necessary and is justified. all important features of the Constitution like democratic form of government, federal structure, judicial review, independence of judiciary and rule of law were thus included in the doctrine to prevent their alteration by amendments.As a result of such a construction, the nature of those directive principles itself has changed. They ceased to be mere directives for state action but became mandate for it. If left to legislative or executive will for their implementation, the directives would have remained enforceable as ordinary right.To conclude, notwithstanding the errors committed by the Supreme Court in construing the provisions in the above areas, they stand testimony to its creative and innovative response in interpreting the Constitution. If this trend is continued, it will be possible to achieve through the judicial process, maintenance of independence of the judiciary, avoidance of destruction of the Constitution through the process of amendment and realisation of social justice envisaged in the directive principles. It can be hoped that the Court would maintain its energetic and vibrant mind and rise up to the occasions and extend the same to other areas in future.

The thesis embodies the results of the studies carried out on certain diseases affecting the commercially important penaeid prawns in the capture and culture fisheries of the southwest and southeast coasts of india during october, 1981 to april 1985.initially a survey is conducted to obtain information and to understand the commom diseases and abnormalities occurring in the penaeid prawms in nature and those farmed. A result of the survey then cases of diseases and abnormalities are reported. These include tumour like growth soft prawm syndrome, tail necrosis brown spot disease, red rostrum, ciliate infestation ,helminth parasitisation,metacercarial infestation and bopyrid infestation in the penaeid prawns such as penaeus indicus p. monodon , p. semisulcatus ,Metapenaeus dobsoni and m.affinis.The symptoms ,occurrence and incidence of each of the above cases are provided along with the information on environmental factors such as salinity,dissolved oxygen,temperature and ph of the water from the collection sites. The nature of the disease,the tissuse of the host that are affected by the infection or infestation or by the pathogen ,and the actors influencing the infection in each of the ten cases are studied histopathologically and discussed. In the light of the available published information, the control measures for the different diseases of penaeid prawns are presented and discussed.

Considering the importance of diversity of micro algae in our ecosystem and new invasion of many organisms, an attempt was made to monitor the Cochin estuary along the south west coast of India for the qualitative distribution of phytoplankton and to study the growth kinetics and allelopathic effect of the phaeocystis sp. Isolated from the cochin estuary. Phaeocystis blooms are common only in high latitude environments and they rarely occur in low latitude environments such as tropics and subtropics. As phaeocystis is grouped under harmful alga ,in the present study the factors causing the blooms formation in the ecosystem. The nutrient concentration of the water body along with other physiochemical parameters that includes temperature salinity and ph play an important role in triggering the bloom of phaeocystis .The phaeocystis harbor specific bacterial flora associated with it and they exert an important role in the growth ,haemolytic activity and the bloom phases of the alga. The harmful alga mainly depends on the production of alleopathic compounds for the establishment of bloom in the marine environments .These physiological properties of the phaecystis were considered for the study, along with the role of nutrients in the allelopathic and hemolytic activity
