This paper offers a mediation on disaster, recovery, resilience, and restoration of balance, in both a material and a metaphorical sense, when ‘disaster’ befalls not the body politic of the nation but the body personal. In the past few decades, of course, artists, activists and scholars have deliberately tried to avoid describing personal, physical and phenomenological experiences of the disabled body in terms of difficulty and disaster. This has been part of a political move, from a medical model, in which disability, disease and illness are positioned as personal catastrophes, to a social model, in which disability is positioned as a social construct that comes from systems, institutions and infrastructure designed to exclude different bodies. It is a move that is responsible for a certain discomfort people with disabilities, and artists with disabilities, today feel towards performances that deploy disability as a metaphor for disaster, from Hijikata, to Theatre Hora. In the past five years, though, this particular discourse has begun rising again, particularly as people with disabilities fact their own anything but natural disasters as a result of the austerity measures now widespread across the US, UK, Europe and elsewhere. Measures that threaten people’s ability to live, and take part in social and institutional life, in any meaningful way. Measures that, as artist Katherine Araniello notes, also bring additional difficulty, danger, and potential for disaster as they ripple outwards across the tides of familial ties, threatening family, friends, and careers who become bound up in the struggle to do more with less. In this paper, I consider how people with disabilities use performance, particularly public space interventionalist performance, to reengage, renact and reenvisage the discourse of national, economic, environmental or other forms of disaster, the need for austerity, the need to avoid providing people with support for desires and interests as well as basic daily needs, particularly when fraud and corruption is so right, and other such ideas that have become an all too unpleasant reality for many people. Performances, for instance, like Liz Crow’s Bedding Out, where she invited people into her bed – for people with disabilities a symbolic space, which necessarily becomes more a public living room restaurant, office and so forth than a private space when poor mobility means they spend much time it in – to talk about their lives, their difficulties, and dealing with austerity. Or, for instance, like the Bolshy Divas, who mimic public and political policy, reports and advertising paranoia to undermine their discourses about austerity. I examine the effects, politics and ethics of such interventions, including examination of the comparative effect of highly bodied interventions (like Crow’s) and highly disembodied interventions (like the Bolshy Diva’s) in discourses of difficulty, disaster and austerity on a range of target spectator communities.

‘Practice Forum’ provides a forum for social work practitioners to share their practice with others; to describe what they are doing and assess its effectiveness. The practice of case management is applied in a wide range of service delivery models to meet complex client needs. Unfortunately, cost containment and lack of clarity of the role of the case manager has blurred the definition and practice of case management for both the consumer and professional providers. This article examines two cases of a small non-government agency in Melbourne called Alcohol Related Brain Injury Assessment, Accommodation & Support Inc. (ARBIAS) where case management services are delivered to people with alcohol acquired brain damage. The analysis presented here supports the view that continuity of care and intensive relationship building with clients is vital for successful client outcomes and has application to a variety of programs which service chronically disabled clients.

This report derives from the EU funded research project “Key Factors Influencing Economic Relationships and Communication in European Food Chains” (FOODCOMM). The research consortium consisted of the following organisations: University of Bonn (UNI BONN), Department of Agricultural and Food Marketing Research (overall project co-ordination); Institute of Agricultural Development in Central and Eastern Europe (IAMO), Department for Agricultural Markets, Marketing and World Agricultural Trade, Halle (Saale), Germany; University of Helsinki, Ruralia Institute Seinäjoki Unit, Finland; Scottish Agricultural College (SAC), Food Marketing Research Team - Land Economy Research Group, Edinburgh and Aberdeen; Ashtown Food Research Centre (AFRC), Teagasc, Food Marketing Unit, Dublin; Institute of Agricultural & Food Economics (IAFE), Department of Market Analysis and Food Processing, Warsaw and Government of Aragon, Center for Agro-Food Research and Technology (CITA), Zaragoza, Spain. The aim of the FOODCOMM project was to examine the role (prevalence, necessity and significance) of economic relationships in selected European food chains and to identify the economic, social and cultural factors which influence co-ordination within these chains. The research project considered meat and cereal commodities in six different European countries (Finland, Germany, Ireland, Poland, Spain, UK/Scotland) and was commissioned against a background of changing European food markets. The research project as a whole consisted of seven different work packages. This report presents the results of qualitative research conducted for work package 5 (WP5) in the pig meat and rye bread chains in Finland. Ruralia Institute would like to give special thanks for all the individuals and companies that kindly gave up their time to take part in the study. Their input has been invaluable to the project. The contribution of research assistant Sanna-Helena Rantala was significant in the data gathering. In smaller countries where the key players in construction IT development tend to know each other personally and where public R&D funding is concentrated to a few channels, IT roadmaps and strategies would seem to have a better chance of influencing development than in the bigger industrial countries. In this paper Finland and the RATAS-project is presented as a historical case illustrating such impact. RATAS was initiated as a construction IT roadmap project in 1985, involving many of the key organisations and companies active in construction sector development. Several of the individuals who took an active part in the project have played an important role in later developments both in Finland and on the international scene. The central result of RATAS was the identification of what is nowadays called Building Information Modelling (BIM) technology as the central issue in getting IT into efficient use in the construction sector. BIM, which earlier was referred to as building product modelling, has been a key ingredient in many roadmaps since and the subject of international standardisation efforts such as STEP and IAI/IFCs. The RATAS project can in hindsight be seen as a forerunner with an impact which also transcended national borders.

Leadership without the full participation of women not only excludes women individually and collectively, but is also a huge waste of talent, knowledge and expertise. And crucially, given the current state of society and the world, this aspect of gender inequality is likely to become even more important in the future. NASTA - Women’s Leadership: A Research and Education Development Project was established in 2005 as a national multi-university project mainly and generously funded by Finnish Ministry of Education. The project aims at producing new knowledge and increasing understanding about women’s leadership, as well as promoting women’s leadership through research, development of teaching, and public outreach. NASTA is a joint effort of three Finnish universities – Hanken School of Economics, University of Jyväskylä School of Business and Economics, and the Helsinki School of Economics (now part of Aalto University) – and has been coordinated by Hanken. This report presents research and activities conducted within and around the project. NASTA activities have been many and various. They have examined the position and experiences of women in relation to leadership, management, organisation and work more generally. They have sought new knowledge about gender and leadership, on women leaders’ values, attitudes and behaviour, as well as about values, attitudes and behaviour in relation to women’s leadership. NASTA activities have included teaching, student supervision, research theses, research projects, publishing, networking, seminars, meetings, an international conference, and knowledge transfer into other sectors of society. The first section of the book introduces NASTA joint projects, including web-based teaching material, a survey of gender staffing and teaching on gender in business schools, critical review of previous research literature, and new empirical research. The next section includes research articles on different aspects of gender, leadership and manage¬¬ment from more individual projects conducted by participating researchers and research groups linked to NASTA across the three universities. The final section includes short presentations of other research in progress. The appendix lists publications by NASTA members – journal articles, research reports, books, chapters, journal special issues, popular journal articles, magazine articles - and masters, licentiate and doctoral theses that have been produced. These matters of women, leadership and management are not simply academic concerns but urgent matters for practice, organisations, management, policy, and society more generally.

Analisa o debate político relativo à implantação da TV digital no Brasil, tendo como referência a audiência pública da Comissão de Ciência, Tecnologia, Comunicação e Informática da Câmara dos Deputados, realizada em 31 de janeiro de 2006, com a participação do ministro das Comunicações, Hélio Costa. Parte-se do pressuposto de que o Congresso Nacional exerceu relevante papel no debate relativo ao tema, mas não exerceu nenhuma influência na escolha do modelo de TV digital, rendendo-se à proposta do Executivo que, por sua vez, acatou o projeto de interesse dos empresários do setor. Constata-se que existem pelo menos três fantasmas que perseguem as empresas brasileiras de televisão: 1) a possibilidade de um novo marco regulatório para o setor de radiodifusão; 2) o aumento da concorrência; e 3) e a ameaça do fim do broadcast, o sistema de difusão de informações utilizado pelo rádio e pela televisão, em que há apenas um emissor e diversos receptores simultaneamente.

Sugere medidas para o aperfeiçoamento da transparência do sistema orçamentário federal brasileiro. A partir de pesquisa exploratória busca relacionar o instituto do orçamento público aos conceitos de planejamento, participação popular, controle social, cidadania, accountability e democracia - relações que fundamentam a defesa da transparência orçamentária. Examina se são emitidos dez documentos orçamentários e avalia seus conteúdos. São eles: Declaração Pré-Orçamentária, Proposta de Orçamento do Executivo, Orçamento, Relatórios Mensais, Relatório Semestral, Relatório Anual, Relatório do Auditor, Relatório Pré-Eleitoral, Relatório Plurianual e Orçamento-Cidadão.

Aborda a relação entre o Legislativo e o Executivo na produção de políticas. Identifica os elementos do sistema de produção legislativa do Brasil (regras estruturantes, atores, recursos, instâncias de decisão e tipos de políticas produzidas) e propõe um modelo para o caso brasileiro de presidencialismo de coalizão, com base em estudos sobre a relação entre o presidente e o Congresso dos EUA e também na vasta produção existente sobre o contexto nacional. O sistema é estruturado pelo marco normativo de maior hierarquia, a Constituição, determinado historicamente, o qual privilegia a governabilidade com "accountability" e também orienta políticas segundo princípios de equidade, mas com responsabilidade orçamentária. O modelo considera que as agendas estratégicas dos atores são produto de variadas influências, incluindo o ¿status quo¿ (políticas existentes) e as demandas provenientes das conexões normativa e eleitoral. A partir desse modelo, o estudo analisa seus elementos e relações, aplicando-o a um conjunto abrangente de propostas legislativas (cerca de 21 mil proposições sobre todos os temas, apresentadas no Congresso entre 1999 e 2006, nas três vias).

Atualmente não é possível pensar em gestão de projetos sem uma boa ferramenta apoiada em Tecnologia da Informação. Este trabalho estudou o processo de implantação e personalização do Microsoft Project Server na Câmara dos Deputados com o objetivo de avaliar se essa implantação se deu de maneira adequada segundo as melhores práticas de gestão de projetos, além de levantar as principais lições aprendidas no processo. Para tanto foi realizada uma pesquisa documental, em que, na primeira parte fez-se um apanhado em nível teórico das melhores práticas de gestão de projetos, notadamente PMBOK do PMI e a consulta a autores relevantes no contexto da gestão de projetos e da aprendizagem organizacional. Em um segundo momento foram pesquisados documentos relacionados ao processo de implantação como o edital de licitação, atas de reunião, atos normativos, dentre outros. Dos dados levantados foram identificadas falhas por parte da Câmara dos Deputados tais como elevado número de exigências de personalizações no ambiente e conhecimento limitado, a priori, da ferramenta, de suas capacidades e limitações. Por parte da contratada, observou-se falhas como desorganização, planejamento ruim, descumprimento de prazos, pendências, grandes atrasos e mudanças na equipe técnica do projeto. Pela análise dessas falhas, levantaram-se diversas lições aprendidas no processo. Por fim, concluiu-se que o processo de implantação do Microsoft Project Server na Câmara dos Deputados foi parcialmente adequado, pois apesar de ao final estar implantado de acordo com o escopo requerido, o processo como um todo apresentou muitas falhas.

This study examines the development of the Community Fisheries Sub-Decree. From its promulgation in late 2000 through its draft form in June 20021, this sub-decree has gone through over 25 drafts. Initially, the writing process involved the public intimately: community meetings were conducted, NGOs contributed their knowledge and expertise, and then, with these consultations in mind, the newly-formed Community Fisheries Development Office (CFDO) in the Department of Fisheries (DoF) drafted the sub-decree. Over the following year and a half, the sub-decree went through numerous changes, some of which fundamentally alter the tenor of the legislation. This includes the deletion of some of the primary issues of rural communities, such as what fishing gears they can use and whether they can participate in patrolling the fishing area. While the final form is still pending, there are many questions as to the positive effects that the sub-decree will ultimately have on people’s livelihoods when it is finally approved. This research was undertaken to track the development of the sub-decree to gain a better understanding of how the Cambodian policy-making system functions. Consultations were undertaken with the DoF and CFDO before the research began, both of which agreed to the study. It is hoped that this report will help not only those interested in community fisheries issues, but also those who want to advocate on other Cambodian development issues as well. Due to the sensitive nature of the subject material, and the fact that the sub-decree is still pending, the author has conducted interviews with the express purpose of keeping them confidential. Therefore, no individual will be quoted directly in this study. In addition, many of the English versions of the drafts examined were unofficial translations. The author has made no effort to correct the English in the drafts. Moreover, there are also questions regarding the drafts and their sequence, as no government records were kept of the process or the changes that were made along the way. These are perhaps best typified for most people by the two main components of the Amazon Web Services (AWS)1 public cloud offer, the Elastic Compute Cloud (EC2)2 and the Simple Storage Service (S3)3, though, of course, there are many other related services offered by Amazon and many other providers of similar public cloud infrastructure across the Internet.

Executive Summary: The Estuary Restoration Act of 2000 (ERA), Title I of the Estuaries and Clean Waters Act of 2000, was created to promote the restoration of habitats along the coast of the United States (including the US protectorates and the Great Lakes). The NOAA National Centers for Coastal Ocean Science was charged with the development of a guidance manual for monitoring plans under this Act. This guidance manual, titled Science-Based Restoration Monitoring of Coastal Habitats, is written in two volumes. It provides technical assistance, outlines necessary steps, and provides useful tools for the development and implementation of sound scientific monitoring of coastal restoration efforts. In addition, this manual offers a means to detect early warnings that the restoration is on track or not, to gauge how well a restoration site is functioning, to coordinate projects and efforts for consistent and successful restoration, and to evaluate the ecological health of specific coastal habitats both before and after project completion (Galatowitsch et al. 1998). The following habitats have been selected for discussion in this manual: water column, rock bottom, coral reefs, oyster reefs, soft bottom, kelp and other macroalgae, rocky shoreline, soft shoreline, submerged aquatic vegetation, marshes, mangrove swamps, deepwater swamps, and riverine forests. The classification of habitats used in this document is generally based on that of Cowardin et al. (1979) in their Classification of Wetlands and Deepwater Habitats of the United States, as called for in the ERA Estuary Habitat Restoration Strategy. This manual is not intended to be a restoration monitoring “cookbook” that provides templates of monitoring plans for specific habitats. The interdependence of a large number of site-specific factors causes habitat types to vary in physical and biological structure within and between regions and geographic locations (Kusler and Kentula 1990). Monitoring approaches used should be tailored to these differences. However, even with the diversity of habitats that may need to be restored and the extreme geographic range across which these habitats occur, there are consistent principles and approaches that form a common basis for effective monitoring. Volume One, titled A Framework for Monitoring Plans under the Estuaries and Clean Waters Act of 2000, begins with definitions and background information. Topics such as restoration, restoration monitoring, estuaries, and the role of socioeconomics in restoration are discussed. Social scientists have used agent-based models (ABMs) to explore the interaction and feedbacks among social agents and their environments. The bottom-up structure of ABMs enables simulation and investigation of complex systems and their emergent behaviour with a high level of detail; however the stochastic nature and potential combinations of parameters of such models create large non-linear multidimensional “big data,” which are difficult to analyze using traditional statistical methods. Our proposed project seeks to address this challenge by developing algorithms and web-based analysis and visualization tools that provide automated means of discovering complex relationships among variables. The tools will enable modellers to easily manage, analyze, visualize, and compare their output data, and will provide stakeholders, policy makers and the general public with intuitive web interfaces to explore, interact with and provide feedback on otherwise difficult-to-understand models.

Petróleo e gás natural são recursos naturais não renováveis que possuem grande participação na matriz energética mundial e tendência de crescimento na matriz nacional, cujo marco regulatório limita-se a definir critérios técnicos e procedimentais sem incorporar o modelo de sustentabilidade instituído pela Constituição Federal de 1988. A natureza finita dos recursos não renováveis, como o petróleo e o gás natural, exige uma visão do planejamento de sua exploração de longo prazo na definição dos objetivos e metas. Essa perspectiva de longo prazo traduz uma das preocupações do desenvolvimento sustentável: a garantia de direitos para as futuras gerações. Assim, ao procurar fornecer elementos para a tradução do modelo de desenvolvimento sustentável no arcabouço institucional e legal da indústria petrolífera vigente no Brasil, o presente trabalho busca contribuir para o aprimoramento da regulação petrolífera nacional e a qualidade de vida das gerações presentes e futuras. E, mais do que propor a elaboração de um projeto de lei, como modalidade de implantação de uma política pública, queremos contribuir para o fortalecimento das práticas e ações governamentais voltadas para a aplicação do desenvolvimento sustentável, consoante apregoa a Constituição Federal brasileira. Trata-se aqui de demonstrar, através de metodologia quali-quantitativa, a tese de que é possível incorporar o princípio constitucional de desenvolvimento sustentável na atividade de exploração e produção de petróleo e gás natural, formulando uma política pública que incorpore, no regime de propriedade do petróleo, a variável ambiental e o uso intergeracional que já haviam sido e continuam sendo aplicados a algumas fontes renováveis de energia. Inicialmente, identificamos a composição da matriz energética brasileira desde a inserção do petróleo como uma questão de Estado a partir dos anos 50 do século XX. Em seguida, analisamos a concepção legal e doutrinária para propor, então, a conceituação de um modelo de desenvolvimento energético sustentável, estruturante para a proposição de uma política nacional para a indústria petrolífera. Com base nessa conceituação, analisamos o marco regulatório e os procedimentos institucionais praticados atualmente para identificar as lacunas existentes no ordenamento a serem supridas pela política nacional proposta. A partir da análise dos contextos legal e institucional, e das políticas energética e ambiental, propomos a tradução de conceitos, objetivos, princípios e instrumentos num projeto de lei de Política Nacional de Uso Sustentável das Reservas de Petróleo e Gás Natural. Concluímos tecendo considerações gerais e específicas sobre a proposição aqui formulada com vistas ao aprimoramento do modelo nacional de gestão de recursos energéticos e ao fomento das discussões voltadas para a sustentabilidade das políticas públicas e as práticas privadas enraizadas na exploração irracional de recursos não renováveis
