This paper surveys the development of various approaches to quality that are essentially learning-centred:

•In the Schools sector: a brief overview of the Victorian Quality in Schools project;

•In Higher Education: work in progress at two Australian universities (Victoria University of Technology and Swinburne Universities of Technology in Melbourne); and

•In Vocational Education and Training: work in progress in re-orienting the policy approach to Quality towards a more flexible and learning-centred model.

This paper will argue that when looked at from the perspective of the individual learner, there is a strong case for student learning to be placed at the very heart of Quality Systems in all sectors of education, and also therefore in related sectoral Quality Assurance programs and processes.

Using mail survey data collected from primary and secondary school administrators in Washington State, United States, and in Victoria, Australia, this study compared aspects of the school drug policy environment in the 2 states. Documented substance-use policies were prevalent in Washington and Victoria but less prevalent in primary schools, especially in Victoria. Victorian school policy-setting processes were significantly more likely to involve teachers, parents, and students than processes in Washington schools. Consistent with expectations based on their respective national drug policy frameworks, school drug policies in Washington schools were more oriented toward total abstinence and more frequently enforced with harsh punishment (such as expulsion or calling law enforcement), whereas policies in Victorian schools were more reflective of harm-minimization principles. Within both states, however, schools more regularly used harsh punishment and remediation consequences for alcohol and illicit-drug violations compared to tobacco policy violations, which were treated more leniently. Hardy's novels and poetry have received extensive criticism, in due proportion to their merit. Hardy's short stories, however, have been virtually excluded from the annals of Hardy criticism, even though Hardy wrote over forty short stories, several of which are truly outstanding. In part, the reason for this neglect is because of the neglected state of the short story in Victorian England. Short fiction, published mainly only in periodicals and never collected in volume form, was obscured to a large extent by the highly popular serial novel. This thesis examines Thomas Hardy's short stories in the context of both the Victorian period and the Victorian short story genre, and explores the ways in which Thomas Hardy improved upon and deviated from some of the common types of short fiction being written in his day.

In order to establish what constitutes current primary practice in Victoria, video and other data were collected from a stratified random sample of ten year 3 and 4 classrooms in Victoria. Three video vignettes, representing the contrasting pedagogical flows captured on the videotapes, were produced to stimulate discussion in three separate Focus Groups of randomly selected teachers, principals, and mathematics teacher educators and consultants. This paper reports on their views of what constitutes current Victorian practice in primary mathematics

This project is the second of two projects commissioned by the Nurse Policy Branch, Victorian Department of Human Services (VDHS). The project investigated nursing education at the undergraduate and postgraduate levels in the university sector and in the VET sector. The data gathered from the project provided VDHS with a better understanding of nurse labour force issues.

This report involved an extensive literature review as well as discussions with ten leading school health and traffic safety education researchers and practitioners. The findings of the report show that despite health promotion and health education activities occurring in all Victorian schools, school health related initiatives could be improved by focusing on cognitive outcomes and involving appropriate components of Health Promoting School (HPS) framework. Providing teachers with professional development and utilising interactive resources that complement the curriculum is also important. The report recommendations outline ways to improve the Health Promotion and Health Education and provide a potential framework for delivering TSE provision in schools.

Traffic Safety Education (TSE) is an important part of a school's program; however, it competes with many other components of schooling such as literacy, numeracy and a number of health areas. Hence TSE provision in Victorian schools has been somewhat fragmented and haphazard in its delivery. This small pilot study involved two metropolitan and two rural schools which attempted to link TSE into mainstream school activities through the new Victorian Essential Learning Standards (VELS) utilising the internationally accepted Health Promoting Schools (HPS) framework.
The findings of the pilot study showed that though schools face many demands, understanding and ownership of TSE is possible when administrative support, professional development and adequate planning time are made available. The report outlines several key recommendations to improve the delivery of Traffic Safety Education in Victorian schools.

Deakin University along with the CRC for Coastal Zone, Estuary and Waterway Management, the Glenelg Hopkins CMA and the Marine & Coastal Community Network have formed a partnership to map the benthic habitats at 14 sites across approximately 5% of Victorian State waters. The project is funded through the Federal Government by the Natural Heritage Trust and brings together expertise from universities, government agencies and private enterprise. We will be using hydro-acoustic sonar technologies, towed video camera and remotely operated vehicles to collect information on the types of substrate and bathymetry to derive habitat maps. The coastal fringe of Victoria encompasses rich and diverse ecosystems which support a range of human uses including commercial and recreational fisheries, whale watching, navigation, aquaculture and gas development. The Deakin lead initiative will map from the 10-metre contour (safe ship passage) to the three nautical mile mark for selected regions and will provide a geospatial framework for managing and gaining better understanding of the near-shore marine environment Research products will be used for management, educational and research purposes over the coming years.
