Routing scheme, permutation properties, and optical implementation of a four-shuffle-exchange-based Omega network

The routing scheme and some permutation properties of a four-shuffle-exchange-based Omega network are discussed. The corresponding optical setup, which is composed of 2-D phase spatial light modulators and calcite plates, is proposed and demonstrated through mapping the inputs to a 2-D array. Instead of one shuffle-exchange followed by one switching operation as in ordinary Omega networks, in our presented system, the shuffle interconnection embraced in the switches is accomplished simply by varying the switching structure of each stage. For the proposed polarization-optical modules, the system is compact in structure, efficient in performance, and insensitive to the environment. Parallel optical negabinary signed-digit computing: algorithm and optical implementation

Negabinary is a component of the positional number system. A complete set of negabinary arithmetic operations are presented, including the basic addition/subtraction logic, the two-step carry-free addition/subtraction algorithm based on negabinary signed-digit (NSD) representation, parallel multiplication, and the fast conversion from NSD to the normal negabinary in the carry-look-ahead mode. All the arithmetic operations can be performed with binary logic. By programming the binary reference bits, addition and subtraction can be realized in parallel with the same binary logic functions. This offers a technique to perform space-variant arithmetic-logic functions with space-invariant instructions. Multiplication can be performed in the tree structure and it is simpler than the modified signed-digit (MSD) counterpart. The parallelism of the algorithms is very suitable for optical implementation. Correspondingly, a general-purpose optical logic system using an electron trapping device is suggested. Various complex logic functions can be performed by programming the illumination of the data arrays without additional temporal latency of the intermediate results. The system can be compact. These properties make the proposed negabinary arithmetic-logic system a strong candidate for future applications in digital optical computing with the development of smart pixel arrays. Optoelectronic implementation of mathematical morphology

An optoelectronic implementation based on optical neighborhood operations and electronic nonlinear feedback is proposed to perform morphological image processing such as erosion, dilation, opening, closing and edge detection. Results of a numerical simulation are given and experimentally verified.

Polarization analysis and experimental implementation of PLZT electro-optical switch using fiber Sagnac interferometers

The polarization characteristics of electro-optical (EO) switches using fiber Sagnac interferometer (FSI) structures are theoretically investigated. Analytical solutions of output fields are presented when the twists and birefringence in a Sagnac loop are considered. Numerical calculations show that the twists of fiber, the orientation of the inserted phase retarder, and the splitting ratio of the coupler will influence both the output intensity and the output polarization properties of the proposed switch. A polarization-independent EO switch based on a Sagnac interferometer and a PUT bar was experimentally implemented, which showed good coincidence with the analytical results. Reform of Spain's profesional services market: Implementation of the EU Services Directive

The implementation of the European Commission Services Directive initiated the modernization process of services markets within the European Union. The objective was to guarantee the creation of a single market by ensuring the freedom of establishment and circulation. The transposition of the Directive in Spain triggered an initial wave of reforms in the Spanish legal system. A second package of reforms is currently underway, following recommendations by the EC, IMF and OECD, which highlight the relative lack of competition in Spain’s services as one of the major imbalances in its economy, alongside the public deficit and unemployment. Both the implemented and planned reforms represent a major step forward. Nevertheless, the government has recently announced modifications to the draft bill of the Professional Services and Associations Law, which is expected to soon be submitted for parliamentary debate and approval. Taking into consideration modifications already introduced, together with anticipated further changes, it will be important to maintain the main points of the draft bill and to introduce a deeper review of the legal framework for professional services, of the professional associations themselves, and for the activities that are subject to compulsory membership within a professional association. Spain’s territorial map of professional associations must too be redrawn.

Strategic ecosystem studies of large slow flowing lowland rivers. Progress report: April - October 1989

This report covers the period April to September, 1989. During this period sampling of invertebrates has concentrated on planktonic animals and those associated with one of the dominant macrophytes in the system, Nuphar lutea, the yellow water lily, since these are particularly important in the diets of larval and juvenile cyprinid fish. A proportion of samples has been partly analysed and some preliminary data are presented here.

The role of specially designated wildlife sites in freshwater conservation - an English perspective

The value of specially designated sites in conserving biodiversity has been a hotly debated issue for many years. The debate has recently been given fresh impetus by the creation of Natural England, the new Government Agency responsible for the protection and enhancement of the natural environment in England, and the challenges facing the management of designated sites resulting from the increasingly tangible effects of climate change. In the freshwater environment, the role of designated sites is very much under the spotlight because of the implementation of the European 'Water Framework' Directive, which aspires to holistic, ecologically-based management of aquatic habitats.This paper explores the underlying premises of, and rationale for, special site designations for wildlife, and provides a frank account of the inevitable clash of management philosophies that designated sites create in the freshwater environment, drawing on experiences of managing designated freshwater sites in England over the past decade. A positive role is outlined for designated sites in freshwater conservation, which addresses these management conflicts in a way that not only meets Government obligations towards these sites but also paves the way for enlightened, progressive management of the wider freshwater resource. As part of this account, attempts are made to clarify the relationship between key biodiversity-related policy drivers in the freshwater environment, and to explain how the spectre of climate change can be addressed within designated site management. The importance of strategic freshwater science, collaboratively designed and funded, in maximising the value of the designated freshwater site network to the wider freshwater habitat resource, is stressed.

Mapeamento dos remanescentes de manguezal, a partir da interpretação de ortofotos coloridas, e análise dos vetores de pressão antrópica, como subsídio ao planejamento para conservação do ecossistema no Estado do Rio de Janeiro

Manguezal é um ecossistema costeiro que ocorre nas regiões tropicais e subtropicais do planeta, ocupando a zona entremarés dos oceanos, e sendo caracterizado pela presença de vegetação arbórea adaptada à condições adversas de salinidade, substrato, baixa oxigenação e submersão periódica. A pressão sobre os manguezais do Estado do Rio de Janeiro vem se intensificando nas últimas décadas, e estão associadas a vetores de pressão como os aterros, desmatamentos, queimadas, corte seletivo de madeira, captura predatória de moluscos e crustáceos, lançamento de efluentes de origens diversas, a superexplotação dos recursos pesqueiros e a utilização de técnicas e apetrechos inadequados. Considerando a inexistência de mapeamento integrado e atualizado dos remanescentes de manguezal, indicando sua localização e dimensionamento, o presente estudo veio suprir essa demanda, construindo uma ferramenta consistente para a análise dos principais vetores a que estão expostos, subsidiando a proposição de ações para a conservação e monitoramento desse ecossistema. Essas ações consideram a necessidade de preservação da biodiversidade, da manutenção da atividade pesqueira, da estabilidade da linha de costa, e da subsistência de diversas populações que habitam a região costeira. O mapeamento dos manguezais do Estado do Rio de Janeiro foi elaborado a partir da interpretação visual de ortofotografias coloridas do ano de 2005, na escala 1:10.000, tendo sido realizadas checagens de campo para identificação da verdade terrestre. Os remanescentes mapeados totalizam uma área de aproximadamente 17.720 ha, estando distribuídos por sete regiões hidrográficas localizadas na zona costeira fluminense. Esses ocorrem com mais freqüência, e com maiores dimensões, nas regiões da baía da Ilha Grande, Guandu(Sepetiba) e baía de Guanabara. O estudo contemplou ainda o levantamento e sistematização de dados cartográficos e de sensoriamento remoto, e a identificação e análise dos principais vetores de pressão que atuam sobre esses, a partir da adaptação da metodologia da Análise de Cadeia Causal. Nessa análise foram identificados como principais problemas ambientais dos manguezais fluminenses, a Modificação de habitats e comunidades, a Poluição, e a Exploração não sustentável dos recursos pesqueiros, todos associados aos diferentes vetores de pressão já relacionados. Por fim, foram apresentadas propostas de ações para subsidiar a implementação da Política Estadual para a Conservação dos Manguezais do Estado do Rio de Janeiro, contemplando os níveis operacional, de planejamento, e político. A reativação do Grupo Técnico Permanente sobre Manguezais é de vital importância para a retomada dessas discussões e para a implementação de ações, apoiado na ampliação dos conhecimentos sobre esse rico ecossistema e, integrando e fortalecendo a atuação dos diversos atores envolvidos, buscando assim garantir a integridade dos manguezais fluminenses
