Hadron therapy is a promising technique to treat deep-seated tumors. For an accurate treatment planning, the energy deposition in the soft and hard human tissue must be well known. Water has been usually employed as a phantom of soft tissues, but other biomaterials, such as hydroxyapatite (HAp), used as bone substitute, are also relevant as a phantom for hard tissues. The stopping power of HAp for H+ and He+ beams has been studied experimentally and theoretically. The measurements have been done using the Rutherford backscattering technique in an energy range of 450-2000 keV for H+ and of 400-5000 keV for He+ projectiles. The theoretical calculations are based in the dielectric formulation together with the MELF-GOS (Mermin Energy-Loss Function – Generalized Oscillator Strengths) method [1] to describe the target excitation spectrum. A quite good agreement between the experimental data and the theoretical results has been found. The depth dose profile of H+ and He+ ion beams in HAp has been simulated by the SEICS (Simulation of Energetic Ions and Clusters through Solids) code [2], which incorporates the electronic stopping force due to the energy loss by collisions with the target electrons, including fluctuations due to the energy-loss straggling, the multiple elastic scattering with the target nuclei, with their corresponding nuclear energy loss, and the dynamical charge-exchange processes in the projectile charge state. The energy deposition by H+ and He+ as a function of the depth are compared, at several projectile energies, for HAp and liquid water, showing important differences.

L’elaborato, dopo una ricostruzione della disciplina normativa presente in materia di contratto a tempo determinato in Italia e nei principali ordinamenti europei (Spagna, Francia ed Inghilterra), affronta i più rilevanti nodi problematici dell’istituto, in riferimento al settore privato e pubblico, mettendo in luce le principali querelle dottrinali e giurisprudenziali. Particolare attenzione è dedicata alle questioni insorte a seguito delle ultime modifiche normative di cui al c.d. Collegato lavoro (legge n. 183/2010), sino al decisivo intervento della Corte Costituzionale, con pronuncia n. 303 del 9 novembre 2011, che ha dichiarato legittima la disposizione introduttiva dell’indennità risarcitoria forfetizzata, aggiuntiva rispetto alla conversione del contratto. Tutte le problematiche trattate hanno evidenziato le difficoltà per le Corti Superiori, così come per i giudici comunitari e nazionali, di trovare una linea univoca e condivisa nella risoluzione delle controversie presenti in materia. L’elaborato si chiude con alcune riflessioni sui temi della flessibilità e precarietà nel mondo del lavoro, attraverso una valutazione quantitativa e qualitativa dell’istituto, nell’intento di fornire una risposta ad alcuni interrogativi: la flessibilità è necessariamente precarietà o può essere letta quale forma speciale di occupazione? Quali sono i possibili antidoti alla precarietà? In conclusione, è emerso come la flessibilità possa rappresentare un problema per le imprese e per i lavoratori soltanto nel lungo periodo. La soluzione è stata individuata nell’opportunità di investire sulla formazione. Si è così ipotizzata una nuova «flessibilità socialmente ed economicamente sostenibile», da realizzarsi tramite l’ausilio delle Regioni e, quindi, dei contributi del Fondo europeo di sviluppo regionale: al lavoratore, in tal modo, potrà essere garantita la continuità con il lavoro tramite percorsi formativi mirati e, d’altro canto, il datore di lavoro non dovrà farsi carico dei costi per la formazione dei dipendenti a tempo determinato.

Der vorliegende Artikel befasst sich mit aktuellen Strategien bezüglich Gender und Frauenförderung in der deutschen Entwicklungspolitik. Dabei steht eine Analyse des „Entwicklungspolitischen Gender-Aktionsplans 2009-2012“ des Bundesministeriums für Wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) im Fokus. Ausgangspunkt hierfür ist die internationale Debatte über Gender und Frauenförderung in der Entwicklungspolitik, welche eine Reihe unterschiedlicher, zum Teil konträrer Argumentationsstränge und strategischer Handlungsweisen hervorgebracht hat. Auf den ersten Blick ist das BMZ den neuesten Entwicklungen in dieser Debatte vollständig gefolgt. Die Analyse des Gender-Aktionsplans zeigt jedoch, dass in der Politikformulierung des BMZ nur partiell auf Argumente zurückgegriffen wird, die eine konsequente Einbeziehung von Gender sowie die Umsetzung von Empowerment und Gender Mainstreaming fordern. Das Resultat ist eine unzulängliche Darstellung von Frauen und Geschlechterverhältnissen in Entwicklungsländern.

Resilience research has been applied to socioeconomic as well as for agroecological studies in the last 20 years. It provides a conceptual and methodological approach for a better understanding of interrelations between the performance of ecological and social systems. In the research area Alto Beni, Bolivia, the production of cocoa (Theobroma cacao L.), is one of the main sources of income. Farmers in the region have formed producers’ associations to enhance organic cocoa cultivation and obtain fair prices since the 1980s. In cooperation with the long-term system comparisons by the Research Institute of Organic Agriculture (FiBL) in Alto Beni, aspects of the field trial are applied for the use in on-farm research: a comparison of soil fertility, biomass and crop diversity is combined with qualitative interviews and participatory observation methods. Fieldwork is carried out together with Bolivian students through the Swiss KFPE-programme Echanges Universitaires. For the system comparisons, four different land-use types were classified according to their ecological complexity during a preliminary study in 2009: successional agroforestry systems, simple agroforestry systems (both organically managed and certified), traditional systems and conventional monocultures. The study focuses on interrelations between different ways of cocoa cultivation, livelihoods and the related socio-cultural rationales behind them. In particular this second aspect is innovative as it allows to broaden the biophysical perspective to a more comprehensive evaluation with socio-ecological aspects thereby increasing the relevance of the agronomic field studies for development policy and practice. Moreover, such a socio-ecological baseline allows to assess the potential of organic agriculture regarding resilience-building face to socio-environmental stress factors. Among others, the results of the pre-study illustrate local farmers’ perceptions of climate change and the consequences for the different crop-systems: all interviewees mentioned rising temperatures and/or an extended dry season as negative impacts more with regard to their own working conditions than to their crops. This was the case in particular for conventional monocultures and in plots where slash-and-burn cultivation was practised whereas for organic agroforestry systems the advantage of working in the shade was stressed indicating that their relevance rises in the context of climate change.

Regional and rural development policies in Europe increasingly emphasize entrepreneurship to mobilize the endogenous economic potential of rural territories. This study develops a concept to quantify entrepreneurship as place-dependent local potential to examine its impact on the local economic performance of rural territories in Switzerland. The short-to-medium-term impact of entrepreneurship on the economic performance of 1706 rural municipalities in Switzerland is assessed by applying three spatial random effects models. Results suggest a generally positive relationship between entrepreneurship and local development: rural municipalities with higher entrepreneurial potential generally show higher business tax revenues per capita and a lower share of social welfare cases among the population, although the impact on local employment is less clear. The explanatory power of entrepreneurship in all three models, however, was only moderate. This finding suggests that political expectations of fostering entrepreneurship to boost endogenous rural development in the short-to-medium term should be damped.

Cocoa-based small-scale agriculture is the most important source of income for most farming families in the region of Alto Beni in the sub-humid foothills of the Andes. Cocoa is grown in cultivation systems of varying ecological complexity. The plantations are highly susceptible to climate change impacts. Local cocoa producers mention heat waves, droughts, floods and plant diseases as the main impacts affecting plants and working conditions, and they associate these impacts with global climate change. From a sustainable regional development point of view, cocoa farms need to become more resilient in order to cope with the climate change related effects that are putting cocoa-based livelihoods at risk. This study assesses agroecosystem resilience under three different cocoa cultivation systems (successional agroforestry, simple agroforestry and common practice monocultures). In a first step, farmers’ perceptions of climate change impacts were assessed and eight indicators of agroecological resilience were derived in a transdisciplinary process (focus groups and workshop) based on farmers’ and scientists’ knowledge. These indicators (soil organic matter, depth of Ah horizon, soil bulk density, tree species diversity, crop varieties diversity, ant species diversity, cocoa yields and infestation of cocoa trees with Moniliophthora perniciosa) were then surveyed on 15 cocoa farms and compared for the three different cultivation systems. Parts of the socio-economic aspects of resilience were covered by evaluating the role of cocoa cooperatives and organic certification in transitioning to more resilient cocoa farms (interviews with 15 cocoa farmers combined with five expert interviews). Agroecosystem resilience was higher under the two agroforestry systems than under common practice monoculture, especially under successional agroforestry. Both agroforestry systems achieved higher cocoa yields than common practice monoculture due to agroforestry farmers’ enhanced knowledge regarding cocoa cultivation. Knowledge sharing was promoted by local organizations facilitating organic certification. These organizations were thus found to enhance the social process of farmers’ integration into cooperatives and their reorientation toward organic principles and diversified agroforestry.

Cet article aborde la transformation de régions de montagne en lieux de résidence remplaçant des secteurs économiques plus anciens (agriculture, industrie manufacturière, tourisme) dans les montagnes européennes. Il se place dans la perspective du développement régional et de son impact sur les ressources régionales fixes, le « capital territorial ». Cette nouvelle tendance affecte les montagnes européennes de deux manières, et participe à la formation de régions métropolitaines qui combinent centres métropolitains et environnements de loisirs fondés sur les attraits du paysage pour constituer de nouvelles entités intégrées. Au cours du processus, le paysage devient un bien de consommation nouveau et rare, qui joue un rôle dans l’accumulation du capital investi. L’article établit que les concepts d’esthétique du paysage et d’agréments ne suffisent pas à expliquer cette nouvelle dynamique, car ils méconnaissent les processus spatio-économiques ainsi que le rôle de la marchandisation du paysage pour les nouveaux résidents. Ces nouveaux résidents ont un profil plus « multilocal » que migrant. La multilocalité et l’usage sélectif des produits du paysage freinent le processus d’intégration, crucial pour entretenir et développer le capital territorial. On peut poser que la présence non permanente des nouveaux résidents risque d’affaiblir et non de renforcer les structures locales existantes. Il semble donc nécessaire de déployer des efforts particuliers auprès de chaque groupe de nouveaux résidents pour que de simples résidents à temps partiel deviennent des acteurs régionaux (au moins à temps partiel). De plus, le concept du développement régional centré sur les acteurs innovants doit être remis en question dans la mesure où l’aspect « consommation » domine le rapport du paysage.

Enfocado como un estudio de caso, el artículo analiza dos iniciativas agroindustriales que se proponen brindar una solución «local» a la crisis que enfrenta la producción caprina en Argentina central: i) el «Proyecto de Leche Caprina» encabezado por la Cooperativa de Productores Capricultores del Valle de Punilla que planea desarrollar una cuenca láctea; y ii) el «Proyecto del Ente Caprino» liderado por la Municipalidad de Quilino que propone instalar un frigorífico para el faenamiento de ganado caprino. Si bien ambos proyectos comparten la idea de promover el desarrollo regional a través del fomento de la capricultura, poseen características muy diferentes en cuanto al sistema de actores presentes y la estrategia que implementan para alcanzar los objetivos propuestos. Ambas experiencias fueron estudiadas considerando las mismas dimensiones: origen de la iniciativa, trayectoria del proyecto y del sistema de actores presentes, y evaluación de la experiencia en relación con los objetivos propuestos. El acompañamiento sistemático de cada uno de los proyectos permitió comprender la lógica subyacente en cada uno de ellos y las principales fortalezas y debilidades que los caracterizan. Finalmente, se analizaron las causas que explican la escasa relación que existe entre proyectos que en teoría deberían estar estrechamente vinculados y se formularon algunas reflexiones que permiten adelantar la posible trayectoria de cada uno de ellos.

El propósito del presente trabajo es reconocer, cómo a partir de las tensiones globales y locales, de carácter socio - espacial e imbricadas en el proceso de metropolización que acusa el ámbito expandido de la ciudad de Paraná, es factible identificar y analizar los criterios básicos para proyectar una inédita gestión metropolitana dentro del espacio regional que constituyen tanto el ejido de la capital de la Provincia de Entre Ríos como el de sus tres municipios conurbados. En consecuencia y a tal fin, se intenta aquí establecer los nuevos desafíos incorporados a la gestión urbano-ambiental, tanto provincial como municipal, dentro de los que se platea articular la intervención estatal y la participación comunitaria, en el marco de un proceso de ordenamiento territorial del ámbito metropolizado en esas cuatro jurisdicciones en las que hoy habitan más de trescientos mil comprovincianos. Se trata, por tanto, de un proyecto estratégico que institucionalmente persiga la posibilidad de articular en simultáneo cuatro criterios políticos considerados aquí básicos para la gestión democrática del territorio metropolitano: la gobernabilidad, la competitividad, la sustentabilidad y la inclusión social. Criterios que, dentro de esa inteligencia, guiarán el análisis desarrollado sobre propuestas de actuación, jurídico-normativas y de gestión para abordar la compleja problemática del espacio urbano-regional. Es en tal contexto entonces, y dentro de esos principios primordiales para la intervención urbano-territorial, en el que se estima posible plantear, desde el ámbito institucional del Gobierno de la Provincia y de los gobiernos municipales, un acotado y preciso conjunto de políticas sectoriales básicas de ordenamiento que habiliten al despliegue de estrategias comunes y de consenso social posible, destinadas a transformar las críticas condiciones por las que atraviesa la conurbación en su conjunto, sin por eso vulnerar la autonomía de la jurisdicciones municipales incluidas en el espacio geográfico. Concluyendo, en el presente trabajo se analizan e identifican en forma iniciática, los criterios esenciales para el logro de los objetivos territoriales y las metas institucionales que dentro de la gestión metropolitana, puedan asumir el Estado Provincial y las jurisdicciones municipales, en tanto dispositivos gubernamentales destinados a que legal y orgánicamente, sean orientadas las políticas que tengan el propósito de afrontar tanto los procesos territoriales distorsivos como los déficit, las asimetrías y las carencias socio-ambientales que acusa la población del Gran Paraná

It is analyzed, in this paper, the conflicts involving a family of small dairy cattle breeders, faced with the opposition of society and restrictions imposed by the local authorities, against the livestock grazing on public lands in peri-urban zone of a medium-sized Amazonian city. The case study employed participant observation, interviews and document research. Despite the subordinate position occupied by the focused group in the credibility hierarchy of versions issued on the conflict, the group maintains a resistance conduct, based both in the need for sustenance, and in an attempt to preserve a way of life cherished by its members
