While New Hanover County is the second smallest county in North Carolina, it is also the second most densely populated with approximately 850 people per square mile. Nestled between the Cape Fear River and Atlantic Ocean with surrounding barrier island beach communities, the County’s geographic location provides a prime vacation destination, as well as an ideal location for residents who wish to live at the water’s edge. Wilmington is the largest city in the County with a population just under 200,000. Most of the Wilmington metropolitan area is developed, creating intense development pressures for the remaining undeveloped land in the unincorporated County. In order to provide development opportunities for mixed use or high density projects within unincorporated New Hanover County where appropriate urban features are in place to support such projects without the negative effects of urban sprawl, County Planning Staff recently developed an Exceptional Design Zoning District (EDZD). Largely based on the LEED for Neighborhood Development program, the EDZD standards were scaled to fit the unique conditions of the County with the goal of encouraging sustainable development while providing density incentives to entice the use of the voluntary district. The incentive for the voluntary zoning district is increased density in areas where the density may not be allowed under normal circumstances. The rationale behind allowing for higher density projects is that development can be concentrated in areas where appropriate urban features are in place to support such projects, and the tendency toward urban sprawl can be minimized. With water quality being of high importance, it is perceived that higher density development will better protect water quality then lower density projects. (PDF contains 4 pages)

Ser?? dif??cil plantear un proceso de documentaci??n geom??trica encaminado exclusivamente a conservar la informaci??n sobre su forma y dimensiones, si no son determinadas previamente las caracter??sticas de la informaci??n que se requiere conservar: su cantidad, c??mo se almacenar??, se gestionar??, se reproducir?? y difundir??. Se considera al Proyecto de Documentaci??n Geom??trica como el eje vertebrador de la intervenci??n, entendiendo por tal, el documento que recoge las necesidades y circunstancias que rodean al elemento patrimonial, propone resultados para satisfacerlas, plantea alternativas tecnol??gicas junto a la evaluaci??n de los recursos temporales, instrumentales y econ??micos de cada una de las opciones; y en definitiva supone el dise??o de la intervenci??n para la medida y la representaci??n. En este art??culo se analizan las circunstancias que justifican la redacci??n del proyecto y la transcendencia de la generaci??n de este documento en el proceso de la documentaci??n geom??trica.

The work presented in this thesis revolves around erasure correction coding, as applied to distributed data storage and real-time streaming communications.

First, we examine the problem of allocating a given storage budget over a set of nodes for maximum reliability. The objective is to find an allocation of the budget that maximizes the probability of successful recovery by a data collector accessing a random subset of the nodes. This optimization problem is challenging in general because of its combinatorial nature, despite its simple formulation. We study several variations of the problem, assuming different allocation models and access models, and determine the optimal allocation and the optimal symmetric allocation (in which all nonempty nodes store the same amount of data) for a variety of cases. Although the optimal allocation can have nonintuitive structure and can be difficult to find in general, our results suggest that, as a simple heuristic, reliable storage can be achieved by spreading the budget maximally over all nodes when the budget is large, and spreading it minimally over a few nodes when it is small. Coding would therefore be beneficial in the former case, while uncoded replication would suffice in the latter case.

Second, we study how distributed storage allocations affect the recovery delay in a mobile setting. Specifically, two recovery delay optimization problems are considered for a network of mobile storage nodes: the maximization of the probability of successful recovery by a given deadline, and the minimization of the expected recovery delay. We show that the first problem is closely related to the earlier allocation problem, and solve the second problem completely for the case of symmetric allocations. It turns out that the optimal allocations for the two problems can be quite different. In a simulation study, we evaluated the performance of a simple data dissemination and storage protocol for mobile delay-tolerant networks, and observed that the choice of allocation can have a significant impact on the recovery delay under a variety of scenarios.

Third, we consider a real-time streaming system where messages created at regular time intervals at a source are encoded for transmission to a receiver over a packet erasure link; the receiver must subsequently decode each message within a given delay from its creation time. For erasure models containing a limited number of erasures per coding window, per sliding window, and containing erasure bursts whose maximum length is sufficiently short or long, we show that a time-invariant intrasession code asymptotically achieves the maximum message size among all codes that allow decoding under all admissible erasure patterns. For the bursty erasure model, we also show that diagonally interleaved codes derived from specific systematic block codes are asymptotically optimal over all codes in certain cases. We also study an i.i.d. erasure model in which each transmitted packet is erased independently with the same probability; the objective is to maximize the decoding probability for a given message size. We derive an upper bound on the decoding probability for any time-invariant code, and show that the gap between this bound and the performance of a family of time-invariant intrasession codes is small when the message size and packet erasure probability are small. In a simulation study, these codes performed well against a family of random time-invariant convolutional codes under a number of scenarios.

Finally, we consider the joint problems of routing and caching for named data networking. We propose a backpressure-based policy that employs virtual interest packets to make routing and caching decisions. In a packet-level simulation, the proposed policy outperformed a basic protocol that combines shortest-path routing with least-recently-used (LRU) cache replacement.

Waking up from a dreamless sleep, I open my eyes, recognize my wife’s face and am filled with joy. In this thesis, I used functional Magnetic Resonance Imaging (fMRI) to gain insights into the mechanisms involved in this seemingly simple daily occurrence, which poses at least three great challenges to neuroscience: how does conscious experience arise from the activity of the brain? How does the brain process visual input to the point of recognizing individual faces? How does the brain store semantic knowledge about people that we know? To start tackling the first question, I studied the neural correlates of unconscious processing of invisible faces. I was unable to image significant activations related to the processing of completely invisible faces, despite existing reports in the literature. I thus moved on to the next question and studied how recognition of a familiar person was achieved in the brain; I focused on finding invariant representations of person identity – representations that would be activated any time we think of a familiar person, read their name, see their picture, hear them talk, etc. There again, I could not find significant evidence for such representations with fMRI, even in regions where they had previously been found with single unit recordings in human patients (the Jennifer Aniston neurons). Faced with these null outcomes, the scope of my investigations eventually turned back towards the technique that I had been using, fMRI, and the recently praised analytical tools that I had been trusting, Multivariate Pattern Analysis. After a mostly disappointing attempt at replicating a strong single unit finding of a categorical response to animals in the right human amygdala with fMRI, I put fMRI decoding to an ultimate test with a unique dataset acquired in the macaque monkey. There I showed a dissociation between the ability of fMRI to pick up face viewpoint information and its inability to pick up face identity information, which I mostly traced back to the poor clustering of identity selective units. Though fMRI decoding is a powerful new analytical tool, it does not rid fMRI of its inherent limitations as a hemodynamics-based measure.

From the steam turbines which provide most of our electricity to the jet engines which have shrunk our World, turbomachines undoubtedly play a major role in life today. Competition in the turbomachinery industry is fiercely strong [Wisler, 1998], hence good aerodynamic design is vital. However, with efficiency levels already close to their theoretical maxima, companies are increasingly looking to reduce costs and increase reliability through improved design practice. Computational Fluid Dynamics (CFD) can make a strong contribution to assisting this process as it has the potential to increase performance while reducing cost. The situation is, however, complicated by an ever decreasing number of engineers with sufficient design experience to reap the full benefits offered by CFD. With the large risks involved, novice designers of today are increasingly confined to refining old designs rather than gaining experience, like their forebears, through 'clean sheet' exercises. Hence it is desirable to capture the knowledge and experience of older designers, before it is lost, to assist the engineers of tomorrow. It is therefore the aim of this project to produce a design support tool which will not only store the appropriate CFD codes, but also provide a dynamic signpost (based on elicited knowledge and experience) to advise the engineer in their use. The signposting methodology developed for the aerospace industry [Clarkson and Hamilton, 1997] will provide the basic framework for the tool. This paper reviews current turbomachinery design practice (including an examination of the relevant CFD) in order to establish the important issues which a support tool must address. Current design support methodologies and their propriety are then reviewed, followed by a detailed description of the signposting concept. It then sets out a clear statement of the objectives for the research and the methods proposed to meet them. The paper concludes with a timetable of the work.

Consumption of addictive substances poses a challenge to economic models of rational, forward-looking agents. This dissertation presents a theoretical and empirical examination of consumption of addictive goods.

The theoretical model draws on evidence from psychology and neurobiology to improve on the standard assumptions used in intertemporal consumption studies. I model agents who may misperceive the severity of the future consequences from consuming addictive substances and allow for an agent's environment to shape her preferences in a systematic way suggested by numerous studies that have found craving to be induced by the presence of environmental cues associated with past substance use. The behavior of agents in this behavioral model of addiction can mimic the pattern of quitting and relapsing that is prevalent among addictive substance users.

Chapter 3 presents an empirical analysis of the Becker and Murphy (1988) model of rational addiction using data on grocery store sales of cigarettes. This essay empirically tests the model's predictions concerning consumption responses to future and past price changes as well as the prediction that the response to an anticipated price change differs from the response to an unanticipated price change. In addition, I consider the consumption effects of three institutional changes that occur during the time period 1996 through 1999.

There are important problems to overcome if solar energy or other renewable energy sources are to be used effectively on a global scale. Solar photons must not only be harvested and converted into a usable form, but they must also be efficiently stored so that energy is available for use on cloudy days and at night. In this work, both the energy conversion and energy storage problems are addressed. Specifically, two cobalt complexes were designed and their reactivity probed for applications in energy conversion and storage. The first chapter describes a cobalt complex that is the first example of a dimeric cobalt compound with two singly proton-bridged cobaloxime units linked by a central BO4--bridge. Using electrochemical methods, the redox properties of the dimer were evaluated and it was found to be an electrocatalyst for proton reduction in acetonitrile.

Because hydrogen gas is difficult to handle and store, the hydrogenation of CO2 and later dehydrogenation of the liquid product, formic acid, has been proposed as a hydrogen storage system. Thus, a second complex, described in chapter two, supported by a triphosphine ligand framework was used as a catalyst precursor for this key dehydrogenation step. The studies here demonstrate the efficacy of the complex as a precatalyst for the desired reaction, with good conversion of starting formic acid to CO2 and H2. In order to better understand the properties of the triphosphine cobalt complex, a synthetic procedure for substituting electron donating groups (e.g., methoxy groups) onto the ligand was investigated, yielding a novel diphosphine cobalt(II) complex.

Spontaneous emission into the lasing mode fundamentally limits laser linewidths. Reducing cavity losses provides two benefits to linewidth: (1) fewer excited carriers are needed to reach threshold, resulting in less phase-corrupting spontaneous emission into the laser mode, and (2) more photons are stored in the laser cavity, such that each individual spontaneous emission event disturbs the phase of the field less. Strong optical absorption in III-V materials causes high losses, preventing currently-available semiconductor lasers from achieving ultra-narrow linewidths. This absorption is a natural consequence of the compromise between efficient electrical and efficient optical performance in a semiconductor laser. Some of the III-V layers must be heavily doped in order to funnel excited carriers into the active region, which has the side effect of making the material strongly absorbing.

This thesis presents a new technique, called modal engineering, to remove modal energy from the lossy region and store it in an adjacent low-loss material, thereby reducing overall optical absorption. A quantum mechanical analysis of modal engineering shows that modal gain and spontaneous emission rate into the laser mode are both proportional to the normalized intensity of that mode at the active region. If optical absorption near the active region dominates the total losses of the laser cavity, shifting modal energy from the lossy region to the low-loss region will reduce modal gain, total loss, and the spontaneous emission rate into the mode by the same factor, so that linewidth decreases while the threshold inversion remains constant. The total spontaneous emission rate into all other modes is unchanged.

Modal engineering is demonstrated using the Si/III-V platform, in which light is generated in the III-V material and stored in the low-loss silicon material. The silicon is patterned as a high-Q resonator to minimize all sources of loss. Fabricated lasers employing modal engineering to concentrate light in silicon demonstrate linewidths at least 5 times smaller than lasers without modal engineering at the same pump level above threshold, while maintaining the same thresholds.

A questão que move esta dissertação é a noção do liame composto a partir do encontro entre duas redes conceituais: o método de ensino musical Pré-Figurativo, de Hans-Joachim Koellreutter, e o pensamento sem imagem, de Gilles Deleuze. Tais conceitos são tomados, aqui, como Multiplicidades em que um é constituído pelo outro, e vice-versa. Trata-se, no caso do ensino musical pré-figurativo, de um método que não se utiliza de modelos prévios e por isso coloca o pensamento em devir e, do pensamento sem imagem, a maneira como tal movimento da produção desse devir-pensar se desterritorializa sendo capaz de delinear algo que ainda não existe, mas que pode existir. Isso caracteriza uma zona de vizinhança, uma espécie de telhagem (tuilage), ou timbragem (no sentido musical do termo), como num telhado mesmo, em que as telhas se recobrem apenas em partes o existir no outro e pelo outro simultaneamente, o que permite que se diga de um devir-outro. O que é um quase outro, mas que não se efetiva no outro ou como outro. Contudo, é com o advento desse liame, ou desse fazer borda, como diria Deleuze, que a música, como ato de criação, acontece, se produz, se autoproduz.

Kontrol hau aurrera eramateko bihotz biriketako berpiztearen inguruko kalitate parametro garrantzitsuenak jasotzen dituzten sentsoreekin hornitutako panpina bat erabili da, softwarearen eta panpinaren sentsoreen arteko interfaze gisa NI-DAQ National Instruments-eko txartela erabili delarik. Eskema honi jarraituz, software honek eskaintzen dituen funtzionalitate garrantzitsuenak hurrengoak dira: panpinaren bihotza simulatuko duen elektrokardiograma seinale bat panpinara transferitzea, sentsoreetatik lortutako informazioa biltegiratzea eta denbora errealean bistaratzea eta aurretiaz grabatutako erregistroen erreprodukzioa. Software hau garatzearen arrazoi nagusiak, bihotz biriketako berpiztearen kalitatea hobetzea eta elektrodoen eta pazientearen azalaren arteko kontaktuak elektrokardiograman sortzen duen interferentzia ezaugarritzea dira, bihotz-geldiunea pairatzen duen pazientearen bizi-iraupena handituko duten tresnen garapena sustatuz. Izan ere, bihotz-heriotza da herrialde garatuenen lehen heriotza-arrazoia.

An optoelectronic implementation based on optical neighborhood operations and electronic nonlinear feedback is proposed to perform morphological image processing such as erosion, dilation, opening, closing and edge detection. Results of a numerical simulation are given and experimentally verified.

Nas comunidades, a transmissão se dá via oral. No samba não é diferente. Desde a fundação das escolas de samba, crianças e adolescentes participam ativamente, junto com as suas famílias, das atividades dessas escolas, inclusive do desfile carnavalesco. Essas crianças e adolescentes têm, há décadas, espaços próprios nas escolas de samba: a ala das crianças e mais recentemente escolinhas de mestre-sala e porta-bandeira, e participação em baterias mirins, trazendo perspectiva de profissionalização e de renovação nas próprias escolas e por fim, a criação, a partir de 1980, das escolas de samba mirins, que atualmente abrem o carnaval do Rio de Janeiro. Hoje há 16 escolas, agregadas em uma associação específica, majoritariamente derivadas das escolas mães, que trazem nos desfiles mais de vinte e cinco mil crianças e adolescentes na sexta-feira que antecede o Carnaval. As Escolas de Samba Mirins tentam inserir-se nas políticas sociais para a juventude, principalmente a pobre, para a promoção da cidadania e a revitalização do sentido de comunidade. Fundadas nas áreas mais antigas do Rio de Janeiro, principalmente a área de planejamento três os subúrbios onde se concentram, estas escolas de samba mirins mantém estreito laço com sua vizinhança, estimulando a sociabilidade, as relações intergeracionais e a construção da confiança, fundamental para o surgimento da eficácia coletiva e do desenvolvimento do capital social nestes espaços. Além disso, suprem a ausência de áreas de lazer e equipamentos culturais destes espaços, fortalecendo os laços com os vizinhos e amigos e evitando, de alguma maneira, que o tráfico de drogas violento fragmente ainda mais a vida social e cultural da região. Nesse sentido, as escolas de samba mirins contribuem para a valorização da cultura carioca e se constituem enquanto proposta para promoção da saúde e prevenção da violência, principalmente a gerada pelo tráfico de drogas e a repressão policial contra este tráfico com um caráter desagregador nas vizinhanças onde essas escolas se organizaram originalmente.

Sufficient conditions are derived for the validity of approximate periodic solutions of a class of second order ordinary nonlinear differential equations. An approximate solution is defined to be valid if an exact solution exists in a neighborhood of the approximation.

Two classes of validity criteria are developed. Existence is obtained using the contraction mapping principle in one case, and the Schauder-Leray fixed point theorem in the other. Both classes of validity criteria make use of symmetry properties of periodic functions, and both classes yield an upper bound on a norm of the difference between the approximate and exact solution. This bound is used in a procedure which establishes sufficient stability conditions for the approximated solution.

Application to a system with piecewise linear restoring force (bilinear system) reveals that the approximate solution obtained by the method of averaging is valid away from regions where the response exhibits vertical tangents. A narrow instability region is obtained near one-half the natural frequency of the equivalent linear system. Sufficient conditions for the validity of resonant solutions are also derived, and two term harmonic balance approximate solutions which exhibit ultraharmonic and subharmonic resonances are studied.
