A governança urbana indica um modelo de administração pública que permite alcançar resultados positivos sobre o território, baseado nos princípios da responsabilização, cooperação, transparência, abertura e participação dos diversos actores que compõem a sociedade civil. Perante os desafios da actualidade, a participação pública revela-se como um ingrediente sine qua non para enfrentar as sucessivas alterações políticas, ambientais e socioeconómicas. Ao mesmo tempo que contribui para tornar os cidadãos (mais) pró-activos na resolução dos problemas urbanos comuns e participar na tomada de decisão. Este trabalho busca identificar os principais problemas urbanos das áreas de expansão informal da cidade da Praia (Cabo Verde) e como as populações podem contribuir para a sua resolução. A metodologia baseou-se, numa primeira fase em pesquisa bibliográfica de referência, para depois partirmos para o trabalho de campo, onde aplicamos inquéritos a membros das famílias da Praia Norte (caso de estudo) e efectuamos entrevistas a responsáveis da autarquia e de ONG preocupadas com as questões urbanas. As análises demonstram um grande distanciamento entre a administração local e a população residente na cidade informal, excluída do processo da governação da cidade, ou seja, apoiado num sistema top-down. Perante os graves problemas territoriais (carência habitacional, insuficiência e/ou deficiência das infra-estruturas básicas e equipamentos colectivos), as autoridades têm demonstrado incapacidade para travar o crescimento de novas áreas informais e de proceder à recuperação das existentes. Por outro lado, a passividade da população em nada tem contribuído para solucionar os problemas e melhorar as suas condições de vida. Conclui-se que o caminho para uma boa governança urbana da cidade da Praia, deve passar pela adopção de um sistema de governação estratégica, alicerçado na participação pública, onde as respostas para resolução dos problemas locais possam surgir numa escala bottom-up. Para isso, é preciso maior investimento no papel da cidadania activa, aliado numa política audaz e inclusiva, ou seja, deixar de “olhar” para o cidadão como um mero eleitor para os projectos políticos e passar a relacionar-se com os mesmos, como se de um cliente para uma empresa se tratasse.

Teleoperation is a concept born with the rapid evolution of technology, with an intuitive meaning "operate at a distance." The first teleoperation system was created in the mid 1950s, which were handled chemicals. Remote controlled systems are present nowadays in various types of applications. This dissertation presents the development of a mobile application to perform the teleoperation of a mobile service robot. The application integrates a distributed surveillance (the result of a research project QREN) and led to the development of a communication interface between the robot (the result of another QREN project) and the vigilance system. It was necessary to specify a communication protocol between the two systems, which was implemented over a communication framework 0MQ (Zero Message Queue). For the testing, three prototype applications were developed before to perform the test on the robot.

Information technologies (ITs), and sports resources and services aid the potential to transform governmental organizations, and play an important role in contributing to sustainable communities development, respectively. Spatial data is a crucial source to support sports planning and management. Low-cost mobile geospatial tools bring productive and accurate data collection, and their use combining a handy and customized graphical user interface (GUI) (forms, mapping, media support) is still in an early stage. Recognizing the benefits — efficiency, effectiveness, proximity to citizens — that Mozambican Minister of Youth and Sports (MJD) can achieve with information resulted from the employment of a low-cost data collection platform, this project presents the development of a mobile mapping application (app) — m-SportGIS — under Open Source (OS) technologies and a customized evolutionary software methodology. The app development embraced the combination of mobile web technologies and Application Programming Interfaces (APIs) (e.g. Sencha Touch (ST), Apache Cordova, OpenLayers) to deploy a native-to-the-device (Android operating system) product, taking advantage of device’s capabilities (e.g. File system, Geolocation, Camera). In addition to an integrated Web Map Service (WMS), was created a local and customized Tile Map Service (TMS) to serve up cached data, regarding the IT infrastructures limitations in several Mozambican regions. m-SportGIS is currently being exploited by Mozambican Government staff to inventory all kind of sports facilities, which resulted and stored data feeds a WebGIS platform to manage Mozambican sports resources.

Wind turbines and solar panels are becoming second nature in Portugal, as its occurrence in the country becomes ubiquitous. Somehow, one could argue that renewable energy in Portugal is in the process of ‘naturalisation’ as part of a new – mechanised, but environmentally benign – landscape. Portuguese Institute for the Conservation of Nature and Biodiversity (ICNB) has shown an ambiguous stance on this issue, defending global concerns towards renewable energy, while at the same time attempting to engage locals in the preservation of extensive ‘classified areas’. In the course of this research, we tried to focus on these incongruities and to analyse how they are impacting local communities during the process of wind power installation.

Retail services are a main contributor to municipal budget and are an activity that affects perceived quality-of-life, especially for those with mobility difficulties (e.g. the elderly, low income citizens). However, there is evidence of a decline in some of the services market towns provide to their citizens. In market towns, this decline has been reported all over the western world, from North America to Australia. The aim of this research was to understand retail decline and enlighten on some ways of addressing this decline, using a case study, Thornbury, a small town in the Southwest of England. Data collected came from two participatory approaches: photo-surveys and multicriteria mapping. The interpretation of data came from using participants as analysts, but also, using systems thinking (systems diagramming and social trap theory) for theory building. This research moves away from mainstream economic and town planning perspectives by making use of different methods and concepts used in anthropology and visual sociology (photo-surveys), decision-making and ecological economics (multicriteria mapping and social trap theory). In sum, this research has experimented with different methods, out of their context, to analyse retail decline in a small town. This research developed a conceptual model for retail decline and identified the existence of conflicting goals and interests and their implications for retail decline, as well as causes for these. Most of the potential causes have had little attention in the literature. This research also identified that some of the measures commonly used for dealing with retail decline may be contributing to the causes of retail decline itself. Additionally, this research reviewed some of the measures that can be used to deal with retail decline, implications for policy-making and reflected on the use of the data collection and analysis methods in the context of small to medium towns.

With the continuum growth of Internet connected devices, the scalability of the protocols used for communication between them is facing a new set of challenges. In robotics these communications protocols are an essential element, and must be able to accomplish with the desired communication. In a context of a multi-­‐‑agent platform, the main types of Internet communication protocols used in robotics, mission planning and task allocation problems will be revised. It will be defined how to represent a message and how to cope with their transport between devices in a distributed environment, reviewing all the layers of the messaging process. A review of the ROS platform is also presented with the intent of integrating the already existing communication protocols with the ServRobot, a mobile autonomous robot, and the DVA, a distributed autonomous surveillance system. This is done with the objective of assigning missions to ServRobot in a security context.

This dissertation presents a solution for environment sensing using sensor fusion techniques and a context/environment classification of the surroundings in a service robot, so it could change his behavior according to the different rea-soning outputs. As an example, if a robot knows he is outdoors, in a field environment, there can be a sandy ground, in which it should slow down. Contrariwise in indoor environments, that situation is statistically unlikely to happen (sandy ground). This simple assumption denotes the importance of context-aware in automated guided vehicles.

As the complexity of markets and the dynamicity of systems evolve, the need for interoperable systems capable of strengthening enterprise communication effectiveness increases. This is particularly significant when it comes to collaborative enterprise networks, like manufacturing supply chains, where several companies work, communicate, and depend on each other, in order to achieve a specific goal. Once interoperability is achieved, that is once all network parties are able to communicate with and understand each other, organisations are able to exchange information along a stable environment that follows agreed laws. However, as markets adapt to new requirements and demands, an evolutionary behaviour is triggered giving space to interoperability problems, thus disrupting the sustainability of interoperability and raising the need to develop monitoring activities capable of detecting and preventing unexpected behaviour. This work seeks to contribute to the development of monitoring techniques for interoperable SOA-based enterprise networks. It focuses on the automatic detection of harmonisation breaking events during real-time communications, and strives to develop and propose a methodological approach to handle these disruptions with minimal or no human intervention, hence providing existing service-based networks with the ability to detect and promptly react to interoperability issues.

O presente trabalho surgiu em resposta ao desafio de criar uma estratégia concertada de comunicação para um projecto de cariz social, os Tesouros da Ameixoeira. Com esta estratégia pretende-­‐se divulgar o património geológico e paleontológico existente na Ameixoeira, envolvendo a comunidade local. O projecto Tesouros da Ameixoeira tem alicerçado a sua acção através da divulgação e educação patrimonial e da valorização da diversidade de culturas e saberes patentes no território, com vista a promover uma maior coesão social e aumentar a auto-­‐estima dos seus residentes. A divulgação do património geológico (e paleontológico) tem permitido assim dar a conhecer elementos que de outra forma seriam desconhecidos para a comunidade. Com este trabalho propõe-­‐se um conjunto de ações de divulgação em torno da Geologia e do passado geológico da Ameixoeira, promovendo o envolvimento dos vários públicos. Prevê-­‐se que estas ações possam contribuir para o processo de desenvolvimento local e sejam alavanca para outros projectos de capacitação. Através desta estratégia prevê-­‐se fortalecer a rede de parcerias com os diferentes beneficiários das acções, pois quando a comunidade se percebe envolvida nos processos de revitalização do território, sente-­‐se também compelida a ser ela própria o agente activo em prol do desenvolvimento do território

RESUMO - O envelhecimento da população tem alterado os padrões de doença, com mais pessoas a morrer de doenças crónicas severas do que por doença aguda, o que leva à necessidade de promover a prestação de cuidados paliativos e aferir a qualidade dos cuidados prestados a indivíduos com doença em estado avançado ou em fase final de vida. Historicamente, os cuidados paliativos surgiram para mitigar a dor de doentes oncológicos, no entanto, a maioria de doentes que atualmente necessita deste tipo de cuidados padece de doenças potencialmente fatais não oncológicas, como são o caso de VIH/Sida, Alzheimer ou doença de Parkinson. No contexto dos cuidados paliativos, o local de morte tem sido considerado um indicador de qualidade dos cuidados de fim de vida, visto ser frequente o desfasamento entre as preferências dos doentes e o local de morte. Apesar da elevada proporção de indivíduos que, em estado avançado de doença, expressa preferência por morrer num ambiente familiar, estima-se que a maioria morre em meio hospitalar, tanto no contexto internacional como nacional. Foram analisados neste estudo dados de mortalidade da população, adulta portuguesa, com base no certificado de óbito. Os resultados obtidos indicam que 70,3% da população adulta residente em Portugal (continente e arquipélagos dos Açores e Madeira) faleceu por condições patológicas que potencialmente beneficiariam com a prestação de cuidados paliativos. Desses indivíduos, a maioria dos óbitos (64,2%) ocorreu em meio hospitalar e fatores como o ano de morte, a idade, sexo, estado civil, nacionalidade, região de residência e causa de morte influenciaram independentemente o local de morte. Entre 2008 e 2012, os óbitos no hospital por causas com necessidades paliativas aumentaram em hospital e ocorreram mais frequentemente nas classes mais jovens, no sexo masculino, em indivíduos casados e residentes nas regiões do Algarve, Açores ou Madeira. Padecer de VIH/Sida, doenças hepáticas, respiratória, cancro e doença renal também promoveu a morte neste local. O elevado número de casos com necessidades paliativas falecidos no hospital encontrado em Portugal deve constituir uma chamada de atenção. É necessário desenvolver e/ou reorganizar recursos físicos, mas também formar recursos humanos, para que ambos permitam que a referenciação de doentes para cuidados paliativos seja realizada atempadamente. As diferenças encontradas entre países, na revisão de literatura, podem refletir diferentes políticas e práticas de prestação de cuidados de fim de vida. A evidência internacional é importante para observar consequências da aplicação de determinadas medidas de saúde pública, mas devem-se desenvolver e aplicar soluções adaptadas à realidade portuguesa. Espera-se que os resultados deste estudo possam constituir um ponto de partida para determinação de um valor de necessidades paliativas na população portuguesa e contribuir para ajudar a planear os recursos de fim de vida, nomeadamente, em serviços hospitalares.

INTRODUCTION: Leprosy is an infectious disease caused by Mycobacterium leprae. The aim of this study was to describe the epidemiological, clinical, and operational aspects of leprosy carriers. METHODS: A cross-sectional study leprosy patients assisted in São Luis, MA, was performed. RESULTS: Of the 85 cases analyzed, 51.7% were male participants, and 60% were brown. Concerning the age, 54.8% of women were between 35 and 49 years, and 57.6% of men were between 20 and 34 years. Lepromatous leprosy was found in 42.3% of cases, and the multibacillary form was found in 72.9%. The skin smear was positive in 42.3%. The occurrence of reaction was found in 43.5% of cases, and 83.5% had no Bacillus Calmette-Guérin scar. Leprosy in the family was reported by 44.7% of the patients. Most of the individuals (96.4%) lived in houses made of brick with more than three rooms (72.6%) and two persons per room (65.1%). Concerning the level of education, 41.4% of women and 34.1% of men had more than one to three years of education. The most evaluated age group in the beginning of the treatment was that of 35 to 49 years with a Grade 0 incapability (64.5%), and that in the end was the age group of 20 to 34 (29.9%) with Grade 0, 30.7% Grade 1, and 11.5% Grade 2. CONCLUSIONS: The frequency of multibacillary forms found in this study and the cases in family members point out delayed diagnoses. Thus, early diagnosis and appropriate treatment are important in decreasing the outcome of disabilities.

The uneven spatial distribution of start-ups and their respective survival may reflect comparative advantages resulting from the local institutional background. For the first time, we explore this idea using Data Envelopment Analysis (DEA) to assess the relative efficiency of Portuguese municipalities in this specific context. We depart from the related literature where expenditure is perceived as a desirable input by choosing a measure of fiscal responsibility and infrastructural variables in the first stage. Comparing results for 2006 and 2010, we find that mean performance decreased substantially 1) with the effects of the Global Financial Crisis, 2) as municipal population increases and 3) as financial independence decreases. A second stage is then performed employing a double-bootstrap procedure to evaluate how the regional context outside the control of local authorities (e.g. demographic characteristics and political preferences) impacts on efficiency.

INTRODUCTION: This study describes the uses of a control chart in the malaria surveillance at the local level, signaling whether there is a need to intensify or adapt control measures. METHODS: The districts of Cruzeiro do Sul (n=14), State of Acre, Brazil, were classified into three groups: I) those with an incidence lower than expected; II) those with an incidence within the expected range; and III) those with an epidemic. RESULTS: Thirteen of the fourteen districts had outbreaks of malaria at some point in 2010, and six districts showed persistent malaria epidemic throughout the year. CONCLUSIONS: The control chart may help the malaria control at the local level.
