This paper presents an analysis of the e-Commerce policies developed and implemented in the USA, Canada, Australia, Victoria, Finland, Norway, the UK, Ireland, the EU (by the OECD), Singapore, Japan, Malaysia, Thailand and Hong Kong (Special Administrative Region). The paper shows that e-Commerce policy adopted is generally trying to achieve two fundamental aims:

1. to minimize regulatory environments for e-Commerce; and
2. to ease logistical problems in doing e-Commerce—i.e. in paying electronically, in deliver y of goods and in customs, tariffs and duties.

These strategies are designed to create an environment where e-Commerce is adopted by business and government in these countries to achieve ‘best practice’, to become ‘modern’, to gain ‘efficiencies’, because ‘it is the way to go’, because ‘we must have it, because everybody has it’, and because they ‘perceive the benefits of it’. In essence it is being used to gain hegemony in the economic competitiveness of the geopolitical environment created by the Internet. This paper argues that differentiating types of policy is related to ideology and hegemony in the various countries.

This study investigated the relation between the five-factor model (FFM) of personality trait domains and leadership effectiveness. Ninety-nine Australian Army commissioned officers completed the NEO Personality Inventory-Revised (NEO-PI-R; Costa & McCrae, 1992) and were rated by their superior officer on the Australian Army annual leadership effectiveness evaluation schedule. Participants indicated whether they had been selected to attend a leadership promotion course at the Army Command and Staff College, widely regarded within the Army as indicative of an officer's effectiveness. It was hypothesized that leadership effectiveness would be predicted by the personality trait domains of high Conscientiousness, Openness, Agreeableness, and Extraversion and by low Neuroticism. High Conscientiousness and low Extraversion scores predicted high leadership effectiveness and the likelihood of attending the leadership promotion course. High Openness scores also predicted the likelihood of attending the promotion course. The results support the utility of the FFM in exploring the role of personality in leadership effectiveness among military leaders.

Imagery and verbal cognitive abilities appear to be differentially affected by psychopathology, yet research has failed to consider Paivio's proposition that people have habitual cognitive styles. The aim of this study was to establish habitual cognitive style (verbalizer/visualizer) among depressed, anxious, and control respondents and compare these to their imagery and verbal abilities in the state mode. A comparison of these groups confirmed that there were no differences in preferred habitual cognitive style. In the state mode, the anxious group demonstrated the highest imagery vividness and the depressed group the lowest. Both clinical groups demonstrated attenuated verbal reasoning and high levels of confusion. Within-groups comparison confirmed the attenuation of verbal ability for both clinical groups while the control group remained stable. All three groups demonstrated enhanced state imagery ability over habitual visual preference. This change was greatest for the anxious group followed by the control and then the depressed groups. The therapeutic implications of these findings are discussed .

The following article refers to a performed paper, Did the Paradigm Shift for You, Darling? given as a collaboration between John Cumming, Yoni Prior, David Ritchie and me at the Double Dialogues Conference, Lines of Flight, at Theatreworks in Melbourne, November, 1997. The performance involved the staging of a mock analysis of a section of my choreographic work, Kim’s Style Guide for the Kinaesthetic Boffin, by three fictitious ‘critics’. The performance functioned as an implicit critique of three different approaches to interpreting dance. This article explores a theoretical position which supports that critique.

The 1990s saw considerable structural reform in school education in many Anglophone nation states, marked by trends towards school-based, site-based, self-managing and self-governing schools. This article illustrates through a case study of educational restructuring in Victoria, Australia, how leadership, as a discursive practice, is redefined in the context of spatial and cultural restructuring. Restructuring produced a spatial redistribution of educational provision and individual opportunities as a result of structural adjustment reforms. These same policy moves towards post-welfarism also produced cultural shifts in attitudes to education with the rise of the new instrumentalism and entrepeneurialism. For school principals at the forefront of self managing schools, this meant shifts in resource distribution through new policy mechanisms of managerial and market accountability, and also new priorities impacting on leadership practices with a move from dialogic to decisional modes of management. The question is how recent policy moves towards learning networks and reinventing systematic support with a focus on locational disadvantage are addressing what were increased educational disparities between schools and students. Does this provide scope for more equity-driven leadership practices?

This paper argues that the entrepreneurial leader in non-profit PAOs has received too little attention in literature pertaining to these organisations. This criticism also applies to museums. The paper explores how leaders in non-profit performing arts organisations balance the interests of the various funding sources and market opportunities to service their revenue requirements. It reviews a tension in non-profit performing arts organisations: the relationship between limited funding and the subsequent need to act entrepreneurially and innovatively among the various funding sources. Using longitudinal analysis of annual reports, the paper uncovers interplay essential to entrepreneurship. Hence, strategies and tensions are highlighted that non-profit leaders have used. Comparisons are made with non-profit art museums which previous research has shown have the same funding tensions.

A survey of parents/caregivers of a child with an autism spectrum disorder (ASD) was conducted to examine the relationship between ASD characteristics, family functioning and coping strategies. Having a child with ASD places considerable stress on the family. Primary caregivers of a child with ASD from a regional and rural area in Victoria, Australia (N = 53) were surveyed concerning their child with ASD, family functioning (adaptability and cohesion), marital satisfaction, self-esteem and coping strategies. Results suggest that these caregivers had healthy self-esteem, although they reported somewhat lower marital happiness, family cohesion and family adaptability than did norm groups. Coping strategies were not significant predictors of these outcome variables. Results highlight the need for support programmes to target family and relationship variables as well as ASD children and their behaviours, in order to sustain the family unit and improve quality of life for parents and caregivers as well as those children.

This paper contends that the arts provide a foundation for the intensifying effort that leadership, creative aptitude and expertise are making to existing and emerging professions. Participation in arts-based (school and/or community) programs 'have proven to be educational, developmentally rich, and cost-effective ways to provide students the skills they need to be productive participants in today's economy' (Psilos, 2002, p. 2). In particular, this paper explores the relationship between leadership development in young people through their engagement with arts education experiences, specifically the capacity of the arts to develop the generic skills of communication, team work, problem-solving and creative interpretation-skills considered essential for productive participation in today's economy and skills that augment leadership potential.

Is there a revolution occurring in the Australian suburb? From a brief examination of demographic, economic, political and aesthetic changes, it appears that the suburbs of the new century are very different from those of the last. With the demise of key underpinnings of the older suburban form—the sexual division of labour, particular family forms, localised communities and bucolic private gardens—has gone an end to official support of the expansive suburb and a major shift in their politics, planning, economies and relationship to the CBD and other centres. With falling household sizes has gone a seemingly contradictory trend toward larger houses on smaller blocks of land. In the context of these many changes along with urban containment and consolidation, this paper argues that there is a convergence occurring between the design of inner, middle and outer suburban dwellings. The negativity long heaped upon the suburban bungalow by the custodians of taste is being revisited. The style wars are easing, as suburban homes increasingly resemble those appearing in densified cities across the nation.

Discourses of diversity have supplanted those of equal opportunity or social justice in many Western democratic societies. While the notion of diversity is seemingly empowering through its recognition of cultural, religious, racial and gender difference within nation states, the emergence of this discourse during the 1990s has been in the context of neoliberal managerialist discourses that assume social action is fully explicable through theories of maximizing self interest. Thus notions of diversity, while originating in collective demands of social movements of feminism, anti racism and multiculturalism of the 1970s and 1980s, have in recent times privileged learning and leadership as an individual accomplishment and not a collective practice. Thus the dominant discourse of diversity is more in alignment with the deregulatory aspects of the increasingly managerial and market orientation of schooling, decentring earlier discourses of more transformatory notions premised upon reducing inequality and discrimination and developing ‘inclusivity’ in and through schooling. This paper provides a contextual and conceptual framework through which to explore the intersections and divergences of discourses of diversity in schools and their practical application.

Purpose of the research/paper: The views and values of managers are typically noted as being wedded to unitarist or pluralist ideals. This paper disaggregates these views and values by looking at the impact of various managerial styles on employment relations in different sized organisations.
Methodology: Conceptual with applied support from the secondary literature.
Findings: The paper concludes that large organisations confront conditions and contingencies which allow them to make certain choices about employment relations in ways that are not always available to small to medium sized organisations.

This article describes the application and evaluation of a clinical nursing leadership model to enhance continence care in an inpatient rehabilitation setting for older adults. Multiple strategies were employed to optimize the uptake and sustainability of 3 practice initiatives: (1)  establishment of an enhanced role for wardbased nurses to provide clinical support to patients and other staff for the management of incontinence, (2) a new method for nursing assessment and management of bowel elimination, and (3) a framework for improved discharge care of patients with incontinence. Evaluation data indicated a high level of acceptance of the role of the ward-based continence resource nurses, improved assessment and management of bowel elimination, and enhanced discharge care for patients with incontinence. These initiatives were sustainable during a 2-year period after their introduction, despite the gradual withdrawal of the clinical leader.
