Les relations Union européenne-OTAN

L’analyse des relations entre l’Union européenne et l’Organisation du Traité de l’Atlantique Nord nécessite une démarche chronologique afin de saisir la nature et l’ampleur des relations développées entre les deux institutions. Le contexte historique dans lequel elles ont été créé détermine largement l`objectif visé dans le cadre de cette coopération. Cette coopération s’est développée non seulement dans le temps mais aussi et surtout dans l`espace avec les différents élargissements intervenus depuis leur création respective. Ainsi donc, au lendemain de la deuxième guerre mondiale, l’Europe se trouve profondément divisée par une opposition idéologique et politique de la guerre froide.

La comparaison entre les ressortissants travailleurs turcs et les citoyens de l'UE concernant leur protection contre l'expulsion de l'Union Européenne.

Dans l’Union européenne, certaines catégories d’immigrants font l’objet d’une protection renforcée contre l’expulsion. Cette protection contre l’expulsion s’acquiert notamment après avoir résidé de manière continue et pour une longue durée dans un État membre de l’Union européenne, de sorte que son intégration y soit forte. Qu’est ce que la notion de protection renforcée contre l’expulsion signifie exactement? Nous examinerons le droit de l’UE, en comparant le droit à la libre circulation des ressortissants européens et des travailleurs turcs, et l’étendue de leur protection respective contre l’expulsion. Est-elle la même ? Pour répondre à cette question, nous verrons le droit applicable à chacune de ces catégories de citoyens, notamment la Directive 2004/38/CE du Parlement européen et du Conseil, du 29 avril 2004, relative au droit des citoyens de l’Union et des membres de leurs familles de circuler et de séjourner librement sur le territoire des États membres, le droit d’association UE/Turquie ainsi que la Directive 2003/109/CE du Conseil du 25 novembre 2003 relative au statut des ressortissants de pays tiers résidents de longue durée. Cette protection diffère selon la citoyenneté des individus. Ainsi, la protection des ressortissants turcs est moindre que celle des ressortissants européens. Toutefois, la CJUE a joué un rôle proactif dans l’interprétation des droits à la libre circulation des travailleurs turcs, en interprétant le droit d’association Turquie/UE par analogie avec celui applicable aux citoyens européens. Dans les litiges relatifs à la protection contre l’expulsion, les travailleurs turcs se sont également vu reconnaître une protection semblable à celle des ressortissants européens par la CJUE. La Convention européenne des droits de l’homme est un autre instrument qui vient protéger les résidants de l’Europe contre une violation de leurs droits fondamentaux que pourrait entraîner une expulsion du territoire. Face à cet activisme judiciaire, on est en mesure de se demander dans quelle mesure les ressortissants travailleurs turcs et européens jouissent d’une protection différente contre l’expulsion.

The Politics of Poverty in the European Union: How States Respond to the Open Method of Coordination on Social Inclusion

This article assesses the responses of EU-15 member states to the poverty reduction objectives of the Open Method of Coordination (OMC) on social inclusion between 2001 and 2006. As a flexible mechanism of information sharing between governments, the OMC could not produce strong convergence. A thorough analysis of the OMC documents indeed points to the enduring power of national institutions and partisan politics, for the three dimensions of social inclusion identified by the EU (rights, labour market policies, and participation). There was however some learning and adaptation around emerging policy ideas like activation and the participation of people experiencing poverty.

We make a comparative study of payment systems for E.U. -fifteen countries for the 1996-2002 period. Special attention is paid to the introduction of the new European single currency. The overall trend in payments is for a move from cash to noncash payment instruments, although electronic instruments are not widely used yet. We find a significant impact from the introduction of the new banknotes and coins on card use

El análisis de las relaciones regionales de Sierra Leona en materia de seguridad bajo el marco de Mano River Union después de la guerra civil, 2002-2007

En 1973 se establece una asociación internacional entre Liberia y Sierra Leona llamada Mano River Union (MRU) con el objetivo de establecer una integración económica subregional, a la cual Guinea se integró en 1980. Tras el final de los conflictos civiles en la región, en el 2004 se lleva a cabo la Inauguración del Foro de Paz de Mano River Union, en el cual se establecieron nuevos parámetros para el funcionamiento del grupo subregional el cual está basado en identificar las amenazas comunes y actuar en conjunto frente a ellas. Dentro de las amenazas que tienen el potencial de debilitar la seguridad de la región y así mismo, debilitar las estructuras estatales, se establecen a los problemas de gobernanza, las amenazas fronterizas y los temas de refugiados como los más importantes a tratar.

Factors associated to avascular necrosis of the femoral head and non-union in patients younger than 65 years old with displaced femoral neck fractures treated with reduction and internal fixation.

Pocos estudios han evaluado el tratamiento de las fracturas desplazadas de cuello femoral en pacientes menores de 65 años de edad, y no han sido claramente definidos los factores de riesgo para necrosis avascular o no-unión dentro de este rango de edad. Para determinar los factores asociados a la necrosis avascular de la cabeza femoral (AVN) y no-unión en pacientes menores de 65 años de edad con fracturas desplazadas del cuello femoral tratados con reducción y fijación interna, se realizó un estudio retrospectivo de 29 fracturas desplazadas del cuello femoral en 29 pacientes consecutivos tratados en una sola institución. La influencia de la edad, la energía del trauma, tipo de reducción, y el tiempo entre la fractura y el tratamiento en desarrollo de la AVN y no-unión fueron evaluados. Los pacientes que desarrollaron NAV fueron significativamente mayores y sufrieron un trauma de más baja energía que en los casos sin AVN. Ninguna variable fue asociada con la no-unión. La regresión logística determinó que sólo la edad se asoció de forma independiente a NAV. La edad es un buen predictor para el desarrollo de NAV, con un C-estadístico de 0.861, y un mejor corte-determinado en 53,5 años. Conclusión: Los pacientes de entre 53,5 y 65 años presentan un riesgo más alto de NAV. La artroplastia primaria se debe considerar en este subgrupo.

University and College Union

Unions and collective negotiation are essential in maintaining good working conditions for all staff, in particular those who are on Fixed Term Contracts (FTC) and are often starting out in their academic/research careers. The FTC group is particularly vulnerable to discrimination and the pressure to produce outputs and bring in funding to secure more secure employment. The very nature of being on a FTC greatly reduces the amount of funding sources that can be applied to.This talk provides an overview of the University and College Union (UCU), how it operates, what the benefits are, what we have achieved nationally and at a local level. Joe Viana, a FTC research er at the University, and the FTC rep of the Southampton UCU branch, will be on hand to answer questions and to provide feedback on local and national level activities.The talk should be of interest to all FTC staff, their supervisors and any postgrads considering a research career in higher education.

The three systems for the protection of fundamental human rights in the European Union and exceptional measures against terrorism: the case of extraordinary extraditions (the CIA flights) with special reference to the Spanish case

This document is aimed first of all, make a small introductory reference on the three levels of protection of fundamental rights in Europe with the idea of helping to clarify and understand mainly to non-European systems that we are not talking. For that, based on this, going on to assess the impact generated in these systems suggest that the complaints alleged involvement of European countries in secret CIA flights to combat international terrorism, as well as investigate the responses that have given each protection of these areas to try to clarify them. 

Challenges of the accession of Turkey into the European Union

Turkey's accession to the European Union (EU) has become, over the years, one of the most contentious issues of European integration. On October 3rd 2005, the European Commission began negotiations for its accession, and, although they will probably not be completed within a decade, its objective is the full accession to the Union. Turkey's accession to the EU presents challenges for both parties, but especially for the European Union. There are very different challenges from the previous accessions, indeed. This work aims to analyze the challenges the EU will face towards Turkey's possible accession to the European Community. Therefore, this work has been divided into three sections. In the first of them, entitled "Brief history of a complex negotiation", the negotiation is briefly described. The second, "Aspects to take into account for Turkey's accession to the European Union", in which different relevant (geopolitical, economic and financial, demographic, cultural and religious) aspects of the possible a cession are discussed: aspects that will have an important impact in the development and performance of the European Community, once accession is fulfilled. The third and last section, "Turkey's incorporating challenges", discusses the challenges the EU will have to face with the potential accession of Turkey, specifically concerning four dimensions: institutional capacity, regional and cohesion policy, EU common security and foreign policy.
