Through most of their annual migration, gray whales, Eschrichtius robustus, remain within 10 km of shore, but in the Southern California Bight many individuals migrate much farther from shore. This paper summarizes aerial survey and photogrammetric efforts to determine body lengths and temporal and spatial distributions of migratory gray whales in the southern portion of the Southern California Bight. Aerial surveys were flown along 13 east–west transects between lat. 32°35′N and 33°30′N during the southbound gray whale migratory seasons of 1988–90 in the Southern California Bight. Photogrammetry was used to obtain body length estimates of animals during some of the surveys. A total of 1,878 whales in 675 groups were sighted along 25,440 km of transect distance flown and 217 body lengths were measured. Using position and heading data, three major migratory pathways or corridors in the southern portion of the bight are defined. Those migrating offshore were split almost evenly between two corridors along the west sides of Santa Catalina and San Clemente Islands. These corridors converge on the mainland coast between San Diego and the United States–Mexico border. No whales larger than 11.5 m were photographed within 30 km of the mainland coast, suggesting that smaller, and presumably younger, whales use the coastal migratory corridor through the California Bight.

The black clam, Villorita cyprinoides, is the most important clam species landed in India. The State of Kerala has been, by far, the leading producer of the species. Nearly all the landings, about 25,000 tons (t)/year are harvested in Vembanad Lake, the largest estuary, 96 km (54 mi) long, on the west coast of India. Nearly 4,000 fishermen harvest the black clams year-round. They harvest most by hand while diving in waters from 2.1–2.7 m (7–9 ft) deep. Each collects 150–200 kg (3–5 bushels)/day. Upon returning from the harvesting beds, the fishermen and their families cook the clams and separate their meats from their shells using simple sieves. Fishermen’s wives sell the meats within their local villages and save some for their families to eat. The shells are sold through organized fishermen societies to various industries. A substantial quantity of sub-fossil black clam shells lies buried from 22–50 cm (9–20 in) beneath the lake sediments. They are dredged in a controlled manner and sold to the same industries. The stocks of black clams seem to be declining slowly in the southern part of the lake because the water has been getting fresher, but they are not declining in the northern half. A likely threat to the landings may be a lack of fishermen in the future.

The bay scallop, Argopecten irradians, supported a small commercial fishery in Florida from the late 1920’s through the 1940’s; peak landings were in 1946 (214,366 lbs of meats), but it currently supports one of the most popular and family-oriented fisheries along the west coast of Florida. The primary habitat of the short-lived (18 months) bay scallop is seagrass beds. Peak spawning occurs in the fall. Human population growth and coastal development that caused habitat changes and reduced water quality probably are the main causes of a large decline in the scallop’s abundance. The commercial bottom trawl fishery for Pacific ocean shrimp, Pandalus jordani, or pink shrimp, operates mostly off the west coast of the contiguous United States. The California portion of the fishery has not been thoroughly documented or reviewed since the 1991 fishing season, despite its fluctuating more during the last 16 years (1992–2007) than at any other period in its 56-year history. We used fishery-dependent data, California Department of Fish and Game commercial landing receipts and logbook data, to analyze trends and review the California pink shrimp trawl fishery from 1992 to 2007. In particular, we focus on the most recent years of the fishery (2001–07) to highlight the gear developments and key management measures implemented in the fishery. The fishery is primarily driven by market conditions and is highly regulated by both state and Federal management agencies. Several key regulatory measures implemented during this decade have had significant effects on the fishery. For example, the requirement of a Bycatch Reduction Device on trawl nets targeting pink shrimp was approved in 2001 and has greatly reduced levels of finfish bycatch. Fishery production has declined, particularly in recent years, and may be attributed to decreased market prices, followed by reduced fishermen participation; both of which are related to changes in the processing sector and demand for the product.

Despite considerable conservation efforts, many reef fish fisheries around the world continue to be in peril. Many are vulnerable to overexploitation because they have predictable and highly aggregated spawning events. In U.S. Caribbean waters, fishery managers are increasingly interested in advancing the use of closed areas as a means for rebuilding reef fisheries, protecting coral reef habitats, and furthering ecosystem-based management while maintaining the sustained participation of local fishing communities. This study details small-scale fishermen’s views on the Caribbean Fishery Management Council’s proposals to lengthen the current Bajo de Sico seasonal closure off the west coast of Puerto Rico to afford additional protection to snapper-grouper spawning populations and associated coral reef habitats. Drawing on snowball sampling techniques, we interviewed 65 small-scale fishermen who regularly operate in the Bajo de Sico area. Snowball sampling is a useful method to sample difficult-to-find populations. Our analysis revealed that the majority of the respondents opposed a longer seasonal closure in the Bajo de Sico area, believing that the existing 3-month closure afforded ample protection to reef fish spawning aggregations and that their gear did not impact deep-water corals in the area. Whilst fishermen’s opposition to additional regulations was anticipated, the magnitude of the socio-economic consequences described was unexpected. Fishermen estimated that a year round closure would cause their gross household income to fall between 10% and 80%, with an average drop of 48%. Our findings suggest that policy analysts and decision-makers should strive to better understand the cumulative impacts of regulations given the magnitude of the reported socio-economic impacts; and, more importantly, they should strive to enhance the existing mechanisms by which fishermen can contribute their knowledge and perspectives into the management process.

Sand sole, Psettichthys melanostictus, is a small but important part of the west coast groundfish fishery. It has never been assessed and there is a limited amount of biological data for the species. We provide the first estimates of age and growth for California populations and compare them with studies from other areas. We found that sand sole is a rapidly growing species which may show a strong latitudinal gradient in growth rate. We also found evidence of a recent, strong cohortrelated shift in the sex ratio of the population towards fewer females. In addition we examined data from the Washington, Oregon, and California commercial fishery to make an initial determination of population status. We found that catch per unit of effort in commercial trawls experienced a decline over time but has rebounded in recent years, except central California (the southern part of its commercial range), where the decline has not reversed.

Mexico has an oyster industry of substantial size, ranking about sixth in the world. In 1993, among the top ten oyster producers, Korea, Japan, the United States, China, and France ranked ahead of Mexico, while the Philippines, Australia, Canada, and New Zealand trailed it (Fig. 1). On its east coast, the species landed is the eastern oyster, Crassostrea virginica, while on its west coast C. corteziensis, C. iridescens, and the Pacific oyster, C. gigas, are landed. During the last 10-15 years, annual production often was at least 50,000 t of shelled oysters, or nearly 1.5 million bushels (Anonymous, 1995), with the great preponderance (90%) coming from a series of lagoons connecting with the Gulf of Mexico along the east coast (Fig. 2) and the remainder produced on the west coast.

In addition to providing an overview of the party boat fishery in the U.S. Gulf of Mexico, a management-oriented methodology is presented that can be used elsewhere to assess regulatory impacts. Party boat operators were interviewed to determine species targeted, percent time committed to targeting each species, and opinions on current catch restrictions. Over two-thirds of the fieet was located on the west coast of Florida. Overall, most boats targeted <5 species. Four species accounted for 90 percent of the estimated effort by party boats in the U.S. Gulf of Mexico: Snapper; Lutjanus sp.; grouper, Epinephelus sp. and Mycteroperca sp.; amberjack, Seriola dumerili; and king mackerel, Scomberomorus cavalla. Party boat effort in Texas was devoted primarily to snapper, whereas in Florida most effort was devoted to snapper and grouper collectively. Party boat operators were diverse in their opinions of management regulations in force when interviewed. Results revealed why major opposition would he expected from Texas party boat operators for red snapper bag limits and other restrictions proposed by the Gulf of Mexico Fishery Management Council.

This is the report on Habitats Directive, the Review of Consents Stage 1 and 2 by the Environment Agency of the West Midlands Mosses cSAC, Wybunbury Moss and Abbots Moss. The Habitats Directive has the main aim to promote the maintenance of biodiversity by defining a common framework for the conservation of wild plants and animals and habitats of community interest. The Directive establishes a European ecological network known as "Natura 2000". The network comprises Special Areas of Conservation (SAC) and Special Protection Areas (SPA). In the section on Stage 1 or Screening Process of the Habitat Directive, it is identified the likely impacts upon the West Midlands Mosses cSAC, Wybunbury Moss and Abbots Moss of a project, plan or activities, either alone or in combination with other projects, plans or activities, and considers whether these impacts are likely to be significant. In the section on Stage 2 or Appropiate Assessment of the Habitat Directive, it is considered the impact on the integrity of the West Midlands Mosses cSAC, Wybunbury Moss and Abbots Moss of the projects, plans or activities, either alone or in combination with other projects, plans or activities, with respect to the site’s structure and function and its conservation objectives. Additionally, where these are adverse impacts, an assessment of the potential mitigation of those impacts. The criteria used in this report to identify relevant projects, plans or activities and their impacts are water quality discharge consents, waste management licences, abstraction licences, Integration Pollution Control (IPC) and Integrated Pollution Prevention Control (IPPC) permits. Proformas, hydrogeological and GIS maps are included in the review.

After an unusually strong and persistent pattern of atmospheric circulation over the United State[s] in Fall 1985, it became quite changeable (although high amplitude anomalies still prevailed). Following a fall that was cold in the West and warm in the East with heavy precipitation, a high pressure ridge set in over the West during December, with generally light precipitation over most of the country. Throughout the winter, the central North Pacific was very active, with large negative atmospheric pressure anomalies centered at about 45°N, l60°W. This activity may have been encouraged by an enhanced meridional eastern North Pacific sea surface temperature (SST) gradient, with positive SST anomalies in the subtropics and negative anomalies in midlatitudes. However, in January, the western high pressure ridge remained strong and temperatures were remarkably warm, increasing the threat of drought in California after the two previous dry winters. However, in February, storms from a greatly expanded and southerly displaced Aleutian Low broke into the West Coast. An unusual siege from February 11 to February 20 flooded central and northern California, with very heavy precipitation and record to near-record runoff. Upwards of 50 percent of annual average precipitation fell on locations from the upper San Joaquin to the Feather River drainage basins, and the largest flow since observations began in the early 1900's was recorded on the Sacramento River at Sacramento. The atmospheric pattern that was responsible for this remarkable stormy spell developed when the western high pressure retrograded to the northwest into the Aleutians, accompanied by the strengthened and southerly extended storm tract that moved into California. Although exact details vary from case to case, this episode displayed meteorological conditions similar to those in several other historical California winter flood events. These included a long duration of very strong westerly to southwesterly winds over a long subtropical fetch into California. Much of the precipitation during this series of storms was orographically induced by the moisture laden flow rising over the Sierra ranges. Due to the warm air mass, snow levels were relatively high (about 7500 feet) during the heaviest precipitation, resulting in copious runoff.
