This article proposes an auction model where two firms compete for obtaining the license for a public project and an auctioneer acting as a public official representing the political power, decides the winner of the contest. Players as firms face a social dilemma in the sense that the higher is the bribe offered, the higher would be the willingness of a pure monetary maximizer public official to give her the license. However, it implies inducing a cost of reducing all players’ payoffs as far as our model includes an endogenous externality, which depends on bribe. All players’ payoffs decrease with the bribe (and increase with higher quality). We find that the presence of bribe aversion in either the officials’ or the firms’ utility function shifts equilibrium towards more pro-social behavior. When the quality and bribe-bid strategy space is discrete, multiple equilibria emerge including more pro-social bids than would be predicted under a continuous strategy space.

Using a variation of the Nelson-Siegel term structure model we examine the sensitivity of real estate securities in six key global markets to unexpected changes in the level, slop and curvature of the yield curve. Our results confirm the time-sensitive nature of the exposure and sensitivity to interest rates and highlight the importance of considering the entire term structure of interest rates. One issue that is of particular of interest is that despite the 2007-9 financial crisis the importance of unanticipated interest rate risk weakens post 2003. Although the analysis does examine a range of markets the empirical analysis is unable to provide definitive evidence as to whether REIT and property-company markets display heightened or reduced exposure.

Purpose – This paper aims to investigate the influence of public-private partnerships (PPPs) on social and economic conditions in Kazakhstan and Russia from a public economics perspective, namely, through the lens of a market failure and PPPs’ negative externalities. Design/methodology/approach – Drawing on the concept of a market failure and using the externalities perspective, the paper investigates whether partnerships are instrumental in solving market problems, which is illustrated by the evidence from ongoing PPP projects in Kazakhstan and Russia. Findings – Results show that citizens face expansion of monopolistic trends in the service provision and decreased availability of public services. Additionally, the government support to partnerships recreates a negative externality in the form of a higher risk premium on loan interest rates that banks use to finance PPPs. The partnerships’ impact on sustainable development often appears detrimental, as they significantly intensify the struggle between sub-national governments for increased transfers from the national budget. Practical implications – The government agencies must incorporate the appraisal of the PPP externalities and their effects on the society in the decision-making regarding the PPP formation. Originality/value – The authors suggest that, although government is interested in PPPs’ positive externalities, in reality many negative externalities may offset the positive spillover effects. As a result, the partnerships’ contributions to economic and social sustainability remain controversial. Extending the value-for-money concept to incorporate the assessment of PPP externalities might significantly enhance the partnership conceptualisation by more comprehensive and accurate assessment of PPPs’ economic and social value.

Purpose – The purpose of this paper is to provide a critical assessment of legal and regulatory impediments to effective governance of public-private partnerships (PPPs) in Kazakhstan. Design/methodology/approach – The qualitative study develops propositions from the PPP literature and then tests them against findings from in-depth interviews. Interviewees have been selected by a purposeful sampling from PPP projects in Kazakhstan as well as from national and regional PPP centres. Findings – The identified barriers to effective PPP management include irregularities in the PPP legal framework, such as lack of legal definition of a PPP and controversy with the government guarantee’s legal status for its long-term payments to partnerships; bureaucratic tariff setting for partnership services; non-existent opportunity for private asset ownership; and excessive government regulation of PPP workers’ wage rates. Practical implications – The partners’ opposing perspectives on a number of PPP issues show that management needs to identify and carefully reconcile stakeholder values in a partnership in order to achieve more effective PPP governance. Practitioners, particularly those in the public agencies, have to be concerned with ways to reduce the government overregulation of the private operators, which is likely to result in greater PPP flexibility in management and, ultimately, higher efficiency in delivering the public services. Originality/value – By elucidating multiple examples of overregulation and PPPs’ inefficiency, the paper demonstrates that the government dominance in PPP management is conceptually inappropriate. Instead, the government should adopt the concept of co-production and manage its relations with the private sector partner in a collaborative fashion.

Regional climate modelling was used to produce high resolution climate projections for Africa, under a “business as usual scenario”, that were translated into potential health impacts utilizing a heat index that relates apparent temperature to health impacts. The continent is projected to see increases in the number of days when health may be adversely affected by increasing maximum apparent temperatures (AT) due to climate change. Additionally, climate projections indicate that the increases in AT results in a moving of days from the less severe to the more severe Symptom Bands. The analysis of the rate of increasing temperatures assisted in identifying areas, such as the East African highlands, where health may be at increasing risk due to both large increases in the absolute number of hot days, and due to the high rate of increase. The projections described here can be used by health stakeholders in Africa to assist in the development of appropriate public health interventions to mitigate the potential health impacts from climate change.

An administrative border might hinder the optimal allocation of a given set of resources by restricting the flow of goods, services, and people. In this paper we address the question: Do administrative borders lead to poor accessibility to public service such as hospitals? In answering the question, we have examined the case of Sweden and its regional borders. We have used detailed data on the Swedish road network, its hospitals, and its geo-coded population. We have assessed the population’s spatial accessibility to Swedish hospitals by computing the inhabitants’ distance to the nearest hospital. We have also elaborated several scenarios ranging from strongly confining regional borders to no confinements of borders and recomputed the accessibility. Our findings imply that administrative borders are only marginally worsening the accessibility.

The Belgrade Regional Conservation Alliance is an organization that is dedicated to preserving land and water quality in the Belgrade Lakes region in Maine. The BRCA holds land in such towns as Belgrade, Mount Vernon, New Sharon, Vienna, Rome, Smithfield, and Oakland. The BRCA is looking to expand its acreage in and around these areas to better accommodate the public and to promote the ongoing effort to conserve land as part of the Kennebec Highlands Project. The BRCA is currently considering parcels of 50+ acres in New Sharon, Rome, Belgrade, and Mount Vernon. In order to identify possible suitable parcels, we completed a GIS analysis and produced these layered maps, which highlight areas of land that we think might be desirable to the BRCA. Our analysis encompasses human access, wildlife access, and the locations and sizes of parcels.
Metade Sul : uma análise das políticas públicas para o desenvolvimento regional no Rio Grande do Sul

A Metade Sul do Rio Grande do Sul, considerando sua extensão territorial e a persistência secular de seu declínio econômico, configura-se como uma das questões de maior complexidade na área regional. Nos últimos anos, diversos estudos foram realizados para compreender os motivos desse baixo dinamismo econômico. Ao mesmo tempo, pressões de políticos locais e da opinião pública motivaram a formulação de diversas ações governamentais desenhadas especificamente com o objetivo de reverter essa situação. O presente trabalho teve como objetivo central destacar e analisar, do ponto de vista da administração pública, os principais programas econômicos concebidos nas últimas duas décadas, direcionados a recuperar economicamente essa região. Baseado nos conceitos teóricos das recentes contribuições no campo da economia regional e utilizando o instrumental de análise de políticas públicas, tornou-se possível compreender a concepção central das políticas adotadas e apresentar novas perspectivas de ação.

This article highlights the problems associated with the existence of financiai institutions owned by a State which is a member of a federation. We show that these financiai institutions allow the States to transfer deficits to the federal government. This possibility creates incentives to higher deficits at State and federal leveis, implying an inefficiently high inflation rate. The main policy implication is that stabilization policies are more difficult to be implemented in countries such as Brazil, and Argentina which allow the members of the federation to own financiai institutions. A second policy implication is that Economic Blocks such as the European Community or Mercosur should not allow regional central banks if they create a monetary authority to help the members in financiai difficulty.

This thesis is composed by three papers, each one of them corresponding to one chapter. The first and the second chapters are essays on international finance appraising default and inflation as equilibrium outcomes for crisis time, in particular, for confidence crisis time that leads to speculative attack on the external public debt issued by emerging economies. With this background in mind, welfare effects from adopting common currency (chapter 1) and welfare effects from increasing the degree of economic openness (chapter 2) are analyzed in numerical exercises, based on DSGE framework. Cross-countries results obtained are then presented to be compared with empirical evidence and to help on understanding past policy decisions. Some policy prescriptions are also suggested. In the third chapter we look to the inflation targeting regime applied to emerging economies that are subject to adverse shocks, like the external debt crisis presented in the previous chapters. Based on a more theoretical approach, we appraise how pre commitment framework should be used to coordinate expectations when policymaker announcement has no full credibility and self fulfilling inflation may be possible.

Retrata, em sua formação e trajetória, a história da Agência de Desenvolvimento Econômico do Grande ABC, instituição de gestão regional que congrega as sete prefeituras da região e instituições da sociedade civil: empresariais, sindicais e universitárias. As questões que conduzem a discussão são os impactos da variável federativa e a ausência de políticas de solução de problemas comuns das várias unidades de governo de uma região metropolitana, que desestimulam a cooperação entre os entes federativos nessas regiões. O ponto central de análise é que, a despeito desses obstáculos, foi desenvolvida uma experiência, singular no Brasil, de cooperação inter e intragovernamental com adesão da sociedade local, que, no entanto, apresenta limitações. É explicitado o processo de construção do diálogo e união de diferentes atores, com suas instituições, conflitos e seu impacto no desenvolvimento da Agência.

Esta dissertação busca definir qual o propósito que Uniu alguns estados brasileiros em torno da Política de Desenvolvimento do Corredor de Transportes Centroleste. Para tanto, busca definir e identificar quais os atores envolvidos, os respectivos interesses SOCIaIS, políticos e econômicos e o ambiente histórico e político prevalecente. o caso do Corredor Centroleste é o pano de fundo de uma política de Desenvolvimento Regional Integrado, fornecendo bases para análise da formulação de políticas públicas, preocupando-se em configurar sua existência, êxito e continuidade. Por fim, o desenho da matriz de relações interorganizacionais, enseja uma demonstração dos tipos de relacionamentos verificados no estudo de caso, afirmando-a como instrumento de análise na formulação de políticas públicas.

O objetivo desta pesquisa foi identificar a percepção dos servidores da Controladoria- Regional da União no Estado de Pernambuco acerca das contribuições das propostas do Anteprojeto de Lei Orgânica da Administração Pública Federal para o fortalecimento do sistema de controle interno do Poder Executivo Federal, notadamente no que se refere ao momento e ao foco do controle. Para tanto, foram aplicados questionários com funcionários públicos efetivos e em exercício dessa unidade de controle interno, com índice de resposta de 92%. Concluiu-se que, na ótica desses servidores, o perfil do sistema de controle interno proposto pelo Anteprojeto, denominado por este estudo de “Posterior-Realização”, não é o mais adequado. No que se refere ao foco do controle, houve convergência entre as proposições do Anteprojeto e as opiniões dos servidores na defesa da predominância do controle de resultados, sem desprezar a averiguação da legalidade. Entretanto, no que tange ao momento do controle, enquanto os juristas defendem uma atuação predominantemente a posteriori dos órgãos de controle, os funcionários públicos apoiaram que o Controle Interno deve dispor de um eficaz planejamento das suas ações, capaz de definir o tempo mais apropriado para atuação em cada caso. Por fim, a título de contribuição com os debates trazidos pelo Anteprojeto, este estudo ainda elaborou propostas de diretrizes para o controle governamental com o intuito de serem incorporadas à Lei Orgânica da Administração Pública Federal em desenvolvimento, quais sejam: (i) momento de atuação do controle definido a partir de planejamento criterioso e (ii) atendimento ao interesse público como foco do controle.

O presente trabalho tem por objetivo avaliar o impacto das concentrações regionais no desempenho organizacional das empresas brasileiras com ênfase no setor serviços. Com o intuito de atingir este objetivo realizou-se uma comparação entre o desempenho organizacional das firmas localizadas em áreas de concentração geográficas e aquelas situadas fora destas áreas. Além disso, procurou-se contrastar o efeito da concentração regional sobre o desempenho das empresas de serviços com as empresas do setor industrial. A revisão literária evidenciou a existência de vantagens para empresas concentradas regionalmente, o que levou à principal hipótese deste trabalho, de que tais vantagens ocasionariam melhor desempenho das firmas. Desta forma, buscou-se averiguar a existência de uma relação entre o desempenho organizacional e a localização geográfica das empresas de serviços regionalmente concentradas. O trabalho de identificação das concentrações regionais foi realizado adaptando-se os critérios utilizados no setor industrial para o setor serviços, a partir dos dados de número de estabelecimentos e de funcionários, obtidos através da base dados da Relação Anual de Informações Sociais (RAIS). O desempenho organizacional foi mensurado por dois indicadores: lucratividade e o crescimento de vendas. A fonte de dados de desempenho utilizada foi a base de microdados das seguintes pesquisas do Instituto Brasileiro de Geografia e Estatística (IBGE): Pesquisa Industrial Anual (PIA) e Pesquisa Anual de Serviços (PAS). A amostra utilizada incluiu 78.789 observações de prestadoras de serviços e 22.460 observações de empresas do setor industrial, entre 2001 e 2005. Os resultados foram produzidos por meio da aplicação dos modelos hierárquicos ou modelos multiníveis. Os resultados revelaram um efeito positivo sobre o crescimento das empresas situadas em áreas de concentração regional (tanto do setor serviços quanto da indústria), porém não foram encontradas evidências de maior lucratividade das mesmas. As conclusões deste trabalho contribuem para a tomada de decisão dos gestores, ao avaliar se deverão ou não situar seu empreendimento em uma área de concentração regional. Além de apresentar implicações para as políticas públicas, pois a constatação de um efeito positivo sobre o crescimento das firmas em determinadas concentrações pode direcionar políticas de incentivo, com o objetivo de estimular a formação de tais concentrações em determinadas localidades para desenvolvimento regional.
