This is the report from the Eden and District Fisheries Advisory Committee meeting, which was held on the 13th January 1976. The report contains information on the land drainage representation on local committees, fisheries activities report, salmon stocking on the River Eden, status of Haweswater and Castle Carrock Reservoir, fisheries byelaws, licensing provisions for the River Esk and progress made in implementing the recommendations contained in the 'Taking Stock' publication. The section on fisheries activities reported by area fisheries officers looks at fishing, spawning disease and poaching of migratory fish and coarse fishing. It also contains description of ova obtained at Holmwrange hatchery and provisions of new equipment, biological work carried on Eden and Blackrack Beck and suggestions for new fish counters and traps. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

The report contains the minutes of the last meetings of the Local Fisheries Advisory Committees, income and expenditure and the enforcement of licensing provisions. Also included is information on Stocks Reservoir, which includes the proposals for public angling. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

O objetivo do presente trabalho é demonstrar que uma releitura dos princípios do contraditório e do dever de motivar as decisões judiciais, sob a ótica da maior participação dos jurisdicionados, tem o condão de alcançar a esperada legitimidade democrática da atuação judicial. Para tanto, antes de adentrar ao cerne da questão, buscou-se analisar ordenamentos de tradições jurídicas distintas, civil law e common law, a fim de delinear as perspectivas que referidos sistemas enxergavam o dever de motivar a decisão judicial. O estudo convergiu para o momento atual do direito, iniciado na segunda metade do séc. XX com o movimento de constitucionalização e, consequentemente, judicialização dos direitos. Uma das maiores críticas ao momento vivido é o amplo espaço interpretativo do juiz, abrindo as portas para a discricionariedade, o que foi combatido e rechaçado tendo como parâmetro as origens do instituto. Passado referido ponto, discutiu-se sobre as evoluções e novas tendências que circundam os princípios do contraditório e do dever de motivar, cuja finalidade foi demonstrar a estreita conexão entre as normas. Conclusão inexorável foi que ambos compõem a base das garantias processuais que legitimam a atuação judicial democrática. Por fim, procurou-se tecer alguns comentários sobre os equívocos cometidos na interpretação do princípio do convencimento judicial, e como essa perspectiva pode ser alterada com as diretivas presentes no projeto do novo Código de Processo Civil, haja vista que suas previsões abraçam boa parte das ideias debatidas no presente trabalho.

A tese analisa a dinâmica curricular da educação física na Secretaria de Estado de Educação do Rio de Janeiro (SEEDUC) a partir dos pressupostos do ciclo de políticas curriculares de Ball e Bowe (1992). A fim de compreender a amplitude das políticas curriculares da SEEDUC, o estudo investiga os contextos da dinâmica curricular e o modo com o qual se articulam. Para o contexto das influências, as notícias e informes publicados no site da SEEDUC e da Secretaria de Estado de Esporte e Lazer constituem as nossas fontes. Foram catalogados e analisados 117 documentos. Para o contexto da construção curricular foram realizadas entrevistas com três dos professores que foram responsáveis pela construção do Currículo Mínimo para a educação física da SEEDUC, publicado no ano de 2012. Além disso, foi realizada uma análise de todos os documentos curriculares prescritivos que compõem o Currículo Mínimo. Para o contexto da prática curricular foram entrevistados oito professores de educação física e duas de língua portuguesa que estavam, no momento das entrevistas, atuando como professores de escolas da SEEDUC. As análises dos dados nos permitem as seguintes inferências: as políticas curriculares da SEEDUC se direcionam primordialmente para a obtenção de melhorias nos índices de qualidade da educação no estado, aferidos através de avaliações externas de larga escala; essas políticas estão associadas ao regime de verdade da performaticidade (BALL, 2005), uma vez que têm como pressupostos básicos a padronização, o controle e a meritocracia; a vinculação com a pedagogia das competências complementa esse pacote de performatividades; as disposições críticas do grupo de professores de educação física que construiu o Currículo Mínimo concorreram com e, em alguma medida, subverteram as políticas da performatividade da SEEDUC, de tal modo que os documentos prescritivos têm a marca da ambivalência do controle e da diversidade; os professores de educação física que lidam com a prática curricular não compartilham as disposições críticas dos professores que construíram as prescrições, e fazem suas traduções curriculares influenciados pelas problemáticas inerentes do cotidiano; entre elas, se destaca o traço da cultura escolar que toma os tempos e espaços da educação física na escola como os lugares do gosto e da liberdade; a comparação das traduções curriculares dos professores de educação física com as de língua portuguesa contribuiu para iluminar algumas características da dinâmica curricular da educação física, especialmente os impactos distintos que as sistematizações curriculares tiveram no cotidiano; para as professoras de língua portuguesa as novas sistematizações presentes no Currículo Mínimo repercutiram em desestabilizações de tradições, para os de educação física significaram a possibilidade de um norte.

A presente tese analisa como o Programa Bolsa Família vem impactando a luta fundiária da Comunidade Quilombola de Caiana dos Crioulos, observando como isto tem afetado a construção e desenvolvimento da cidadania desta comunidade. Para isto, fazemos um estudo sobre o programa bolsa família, que foi criado com o fulcro de diminuir a fome, a pobreza e a desigualdade social, alcançando, paulatinamente, milhões de brasileiros, inclusive grande parcela dos quilombolas. Nesta seara percebemos que a vulnerabilidade social é uma marca presente nas comunidades quilombolas, principalmente devido à dificuldade de acesso a estas comunidades, além de uma prestação de serviços públicos não focados para sua identidade cultural. Atualmente, grande parcela dos quilombolas é beneficiária do Programa Bolsa Família e não estão conseguindo a autonomização deste programa por não haver uma política pública específica que possa estimular o desenvolvimento dos quilombolas, respeitando a cultura dos mesmos. Destacamos também que a concretização do pleito principal dos quilombolas, que é a titulação das suas terras, conforme previsto no artigo 68 do Ato de Disposições Constitucionais Transitórios da Constituição Federal de 1988, não vem sendo efetivada devido a grande burocracia para esse procedimento de titulação junto com interesses de grupos hegemônicos ligados a bancada ruralista. Para o desenvolvimento da pesquisa fizemos uso da abordagem qualitativa, concomitantemente foi feita uma pesquisa de campo, permitindo a observação direta dos fenômenos, preservando a singularidade do objeto social. Além disso, fizemos consultas a dados primários e secundários de órgãos públicos. Utilizamos como instrumentos de coleta de dados entrevistas semiestruturadas, optando pela utilização da análise de conteúdo, buscando-se analisar a realidade social num grau de profundidade que ultrapasse o senso comum. Seguimos uma das técnicas específicas da análise de conteúdo, que é a análise temática. Concluiu-se que a regularização fundiária definitiva junto com a concretização de políticas públicas específicas são o caminho para construção da cidadania quilombola, pois permitirá que haja uma segurança jurídica para os quilombolas. E apenas o programa bolsa família não pode ser um propiciador da quebra do ciclo intergeracional da pobreza que muito marca a história dos povos quilombolas, precisando ser pensado de forma interdisciplinar as portas de saída da pobreza, daí a necessidade de capabilities para que o quilombola possa usufruir de uma cidadania plena.

Southern bluefin tuna (SBT) (Thunnus maccoyii) growth rates are estimated from tag-return data associated with two time periods, the 1960s and 1980s. The traditional von Bertalanffy growth model (VBG) and a two-phase VBG model were fitted to the data by maximum likelihood. The traditional VBG model did not provide an adequate representation of growth in SBT, and the two-phase VBG yielded a significantly better fit. The results indicated that significant change occurs in the pattern of growth in relation to a VBG curve during the juvenile stages of the SBT life cycle, which may be related to the transition from a tightly schooling fish that spends substantial time in near and surface shore waters to one that is found primarily in more offshore and deeper waters. The results suggest that more complex growth models should be considered for other tunas and for other species that show a marked change in habitat use with age. The likelihood surface for the two-phase VBG model was found to be bimodal and some implications of this are investigated. Significant and substantial differences were found in the growth for fish spawned in the 1960s and in the 1980s, such that after age four there is a difference of about one year in the expected age of a fish of similar length which persists over the size range for which meaningful recapture data are available. This difference may be a density-dependent response as a consequence of the marked reduction in the SBT population. Given the key role that estimates of growth have in most stock assessments, the results indicate that there is a need both for the regular monitoring of growth rates and for provisions for changes in growth over time (possibly related to changes in abundance) in the stock assessment models used for SBT and other species.

Four decades of instrumented climate records at D1 on Niwot Ridge suggest that high elevation data are an important - and even unique - part of the full climate picture. High elevation data provide information on changing lapse rates as well as model verification for global warming, which is predicted to occur earliest in high latitudes and at high elevations. The D1 records show climatic trends that arguably support global warming, assuming that greater planetary wave amplitude is verification of warming. Lapse rates reflect conditions of air mass stability, atmospheric moisture, and could [sic] cover, which contribute to feedback processes involving temperature, precipitation, and snowpack. The D1 record show a period, 1981-1985, when the lapse rate increased significantly, and this change was not detected by other data.

The organoleptic characteristics such as appearance, textural condition, colour and odour indicated that the M. rosenbergii stored in ice for 5-6 days was acceptable for processing in the industry while P. monodon under similar ice storage condition was acceptable for 8-9 days. In both species, samples stored in headless condition in ice had longer shelf life than that of stored in head-on condition. Physical changes were evaluated by determining expressible moisture and breaking strength of sample of muscles. The expressible moisture increased continuously in both samples with the lapse of storage period. The expressible moisture increased up to around 44% in 4-5 days of ice stored M. rosenbergii muscle while it was around 40% in 8-9 days ice stored P. monodon. At the end of 9 days of ice storage, the expressible moisture content in M. rosenbergii increased up to 60%, while it was up to 47% in P. monodon after 11 days of ice storage. The breaking strength declined from 0. 78 kg/cm² to 0.53 kg/cm² in tiger shrimp after 8 days of ice storage, while in case of immediately killed prawn, the breaking strength of muscle was 0.8 kg/cm² which declined to 0.43 to 0.35 kg/cm².

Studies were conducted on biochemical changes in P. monodon and M. rosenbergii during ice storage. At the end of 10 days of ice storage, moisture and protein content of freshwater prawn slightly decreased from 78.34 to '77.35% and 18.46 to 17.10, respectively, while lipid and ash content slightly increased. The moisture, crude protein, lipid and ash content of one day ice stored tiger shrimp samples were 78.07, 18.06, 1.3 and 1.29% respectively. The protein composition of freshwater prawn immediately after killed were 36.51% sarcoplasmic, 44.63% myofibrillar, 8.12% stroma and 6.44% alkali soluble protein. At the end of 10 days of ice storage, sarcoplasmic and stroma protein slightly decreased while there was little or no changes observed in myofibrillar and alkali soluble protein. In case of one day ice stored tiger shrimp, the composition of protein were 35.32% sarcoplasmic, 46.29% myofibrillar, 7.86% stroma protein and 7.08% alkali soluble protein. At the end of 10 days in ice, sarcoplasmic protein decreased from 35.32% to 32.16% while there was slight change in other protein fractions. The TVB-N value of 1 day ice stored shrimp was 10.5 mg/100g of sample. It increased gradually with the lapse of storage period and at the end of 10 days storage in ice, the value increased up to 60 mg/100g sample. The tiger head on shrimp in ice storage were found organoleptic acceptable condition for 8 days and at that time the TVB-N values were 32.2 mg/100g which is slightly above the recommended limit for TVB-N for export.

Studies were undertaken to evaluate the quality changes in freshwater giant prawn, Macrobrachium rosenbergii during various storage conditions of handling and preservation and producing safe and quality products. The samples kept in ice immediately after catch with head-on and head-less condition were found to be acceptable for 6 days and 7 days, respectively. Delaying of icing considerably shortened the shelf-life. The pH value increased from 6.36 to 8.0 after 10 days in ice. The initial average TVB-N value of sample increased from below 10 mg/100 g to 25 mg/100 g with the lapse of storage period. The Ca++ ATPase activity in presence of 0.1M KCl slightly decreased at the end of 10 days of ice storage. Immediately after harvest, initial aerobic plate count (APC) was 2.88x10^6 CFU/g which gradually increased to 1.12x10^8 CFU/g after 6 days in ice storage and showed early signs of spoilage. Initial bacterial genera in the prawn iced at 0 hours were comprised of Coryneform (22.21 %), Bacillus (7.40%), Micrococcus (11.11 %), Achromobacter (48.14%), Flavobacterium/Cytophaga (7.40%), Pseudomonas (3.70%) and Aeromonas (3.70%). During ice storage Coryneforms and Bacillus were always dominating along with less prominent ones - Micrococcus, Achromobacter and Flavobacterium. Studies were conducted on the stability of myofibrillar protein of M. rosenbergii under different storage and pH conditions. The influence of a wide range of pH on the remaining Ca++ ATPase activity of M. rosenbergii muscle myofibrils after storage at -20°C for 2 days, at 0°C for 2 days and at 35°C for 30 minutes demonstrated that ATPase activities were lower in acidic and alkaline pH regions and the activity remained relatively high. Mg++ ATPase activities both in presence and absence of Ca++ remained high at neutral pH compared to those of acidic and alkaline region. The solubility of myofibrillar protein decreased gradually both in acidic and alkaline pH regions. The study also examined the bacteriological quality of freshly harvested M. rosenbergii, pond sediment and pond water from four commercial freshwater prawn farms at Fulpur and Tarakanda upazilas in the district of Mymensingh. The study included aerobic plate count (APC), total coliform count, detection, isolation and identification of suspected public health hazard bacteria and their seasonal variation, salt tolerance test, antibiotic sensitivity test of the isolates and washing effect of chlorinated water on the bacterial load in the prawn samples. APC in sediment soil and water of the farm and gill and hepatopancreas of freshly harvested prawns varied considerably among the farms and between summer and winter season. The range of coliform count in water, gill and hepatopancreas ranged between 6 - 2.8x10^2 CFU/ml, 1.2x10^2 - 3.32x10^2 CFU/g and 1.43x10^2 - 3.89 x10^3 CFU/g, respectively. No coliform was detected in pond sediment sample. Suspected health hazard bacteria isolated and identified from pond sediment, water, gill and hepatopancreas included Streptococcus, Bacillus, Escherichia coli, Klebsialla, Salmonella, Staphylococcus, Pseudomonas and Aeromonas. Bacillus, Salmonella and Staphyloccus [sic], and were found to be highly salt tolerant and capable of growing at 10% NaCl. The antibiotic discs with different concentration of antibiotics were used for the sensitivity test. The organisms were found to be most sensitive against Tetracyclin and Gentamycin.

Some 35 species of fishes were collected from 57 localities spread in various taluks of Coorg district of Karnataka State. Four species of fishes which are rare and restricted to this region are recorded after a lapse of several years. A number of species of Puntius, namely, P. arulius arulius, P. arulius tamraparniei, P. pulchelus, P. micropogon , P. conchonius, P. vittatus, P. parrah, P. sarana, P. sophore, P. chola, P. denisonii were observed. Cold water species namely, Barilius bakerii, B. vagra vagra, B. gatensis, B. canarensis are recorded. Maximum number of species (13) were met in Ramthirtha stream at Poochkal.

Fishing communities that have exploited the resource for generations constitute the main stakeholder groups in the fisheries of Lake Victoria. Several studies have examined Uganda's Lake Victoria fishing communities and characterised key stakeholders at community level over the last decade (SEDAWOG 1999a and b; Geheb 1997; FeSEP 1997; Kitakule 1991). The communities are made up of scattered settlements at the shores and on islands. The categories of people living in these communities include fishers who consist primarily of large numbers of male youths who provide labour to boat and gear owners. There are resident and non-resident fish traders who after securing their supplies at the beaches, depart for their market destinations. In addition, there are fish processors, mostly operating traditional and improved smoking kilns. Many other people, dealing in provisions and supplies also stay at the beaches, their activities depending on the level of fish catch. The fishing communities of Lake Victoria, Uganda, include auxiliary livelihood activities such as boat building, net repairing and transportation; bait supply and beachside kiosks, video halls and retail shop business. Other economic activities are brick making, charcoal burning/wood trade, farming and livestock keeping.

Natural food plants of partly provisioned groups of Macaca thibetana included about 196 species belonging to 135 genera and 72 families. The macaques consumed mainly bamboo shoots and fruits for about 2 months in autumn, whereas they relied on active or passive provisions from visitors, a variety of structural parts of plants and a small amount of invertebrates in late spring and summer and ate mainly mature leaves and bark for the rest of the year. About half of the species eaten came from the dense herb and shrub layers. This forest-dwelling species shows a distinctive feeding and foraging pattern in comparison with other macaques, explaining why M. thibetana has the largest body weight of all macaques.

In order to minimize the number of iterations to a turbine design, reasonable choices of the key parameters must be made at the earliest possible opportunity. The choice of blade loading is of particular concern in the low pressure (LP) turbine of civil aero engines, where the use of high-lift blades is widespread. This paper presents an analytical mean-line design study for a repeating-stage, axial-flow Low Pressure (LP) turbine. The problem of how to measure blade loading is first addressed. The analysis demonstrates that the Zweifel coefficient [1] is not a reasonable gauge of blade loading because it inherently depends on the flow angles. A more appropriate coefficient based on blade circulation is proposed. Without a large set of turbine test data it is not possible to directly evaluate the accuracy of a particular loss correlation. The analysis therefore focuses on the efficiency trends with respect to flow coefficient, stage loading, lift coefficient and Reynolds number. Of the various loss correlations examined, those based on Ainley and Mathieson ([2], [3], [4]) do not produce realistic trends. The profile loss model of Coull and Hodson [5] and the secondary loss models of Craig and Cox [6] and Traupel [7] gave the most reasonable results. The analysis suggests that designs with the highest flow turning are the least sensitive to increases in blade loading. The increase in Reynolds number lapse with loading is also captured, achieving reasonable agreement with experiments. Copyright © 2011 by ASME.
