Opponents of school vouchers often argue that school vouchers will lead to 'white flight' from public schools that are disproportionately nonwhite, creating more racially segregated schools. However, recent studies that examine white flight from public schools into private schools have produced conflicting evidence on whether or not white flight actually exists. In this paper, we present new evidence on whether universal vouchers will lead to more racially segregated schools. Specifically, we use data on vote outcomes from a state-wide universal voucher initiative to estimate the likelihood that white households with children currently in public schools will use vouchers to switch out of more-integrated schools. Our results indicate that white households with children attending schools with large concentrations of nonwhite schoolchildren are significantly more likely to support school vouchers, an effect that is absent for non-white households with children and households without children. However, it also does not appear to be race, per se, that is the primary concern, but other school factors that are correlated with race, such as test scores and limited English proficiency.

Objective. The purpose of this study was to determine the relationship between ethnicity and skin cancer risk perception while controlling for other risk factors: education, gender, age, access to healthcare, family history of skin cancer, fear, and worry. ^ Methods. This study utilized the Health Information National Trends Survey (HINTS) dataset, a nationally representative sample of 5,586 individuals 18 years of age or older. One third of the respondents were chosen at random and asked questions involving skin cancer. Analysis was based on questions that identified skin cancer risk perception, fear of finding skin cancer, and frequency of worry about skin cancer and a variety of sociodemographic factors. ^ Results. Ethnicity had a significant impact on risk perception scores while controlling for other risk factors. Other risk factors that also had a significant impact on risk perception scores included family history of skin cancer, age, and worry. ^

A conceptual framework based on the Health Belief Model was proposed which identified those factors most significant in the prediction of compliance behavior. The hypothesized model was applied to analyze the effects of sociodemographic characteristics, self-assessed health status, and social support networks on compliance with antihypertensive regimens, focusing on black adults.^ The study population was selected from the National Health and Examination Survey II (NHANES II) which produced a sample of 3,957 eligible persons 35-74 years of age.^ The study addressed the following research questions: (a) what is the relationship between demographic variables and self-assessed health status, (b) what is the relationship between social support network and self-assessed health status, (c) what is the compliance, (d) what factors, e.g., demographic characteristics, social support network, self-assessed health status, are most related to compliance, and (e) does the effect of these factors on compliance differ between black and white adults?^ The results of the study found that blacks: (a) had poorer health than whites, and education and income were significantly related to self-assessed health status, (b) the stronger social support networks of blacks, the better their health status, and (c) older blacks and those in poorer health were more likely to comply with recommended treatment. The hypothesized conceptual model for the prediction of compliance behavior was partially substantiated for both blacks and whites.^ Implications for the application of the conceptual model are also discussed. ^

The association between birthweight and blood pressure (BP), and birthweight and serum lipid concentrations at age 7 through 11 years was examined in 1446 black and white children. The prevalence ratio (with 95% confidence interval) for being in the race-, sex- and age-specific upper decile of diastolic BP in children born with low birthweight (LBW, $<$2500 grams) versus children with birthweight $\geq$2500 grams was for black boys, 2.66 (1.24-5.70). In the other race-sex groups for diastolic BP, and in all race-sex groups for systolic BP this ratio did not differ from one. Among white boys with LBW, but not in the other race-sex groups, higher than expected percentages of subjects were in the highest decile group of triglyceride concentrations (0.01 $<$ p $<$ 0.05). The prevalence ratio was 2.42 (1.19-4.91). When prematures were excluded only more than expected white girls with LBW were in the highest decile group of triglyceride concentrations. The prevalence ratio was 3.23 (1.16-9.00). Prevalence ratios for triglyceride concentrations in black boys and girls, and for LDL/HDL-C ratio, cholesterol and VLDL-C concentrations in all race-sex groups were not different from one in analyses including and in those excluding prematures. Mean triglyceride concentrations stratified by tertiles of Quetelet Index, race and sex showed a strongly positive association between triglyceride concentrations and Quetelet Index, and in the upper tertile of the Quetelet Index an association between LBW and raised triglyceride concentrations. Multiple linear regression analyses showed that after adjusting for sex, race and age present Quetelet Index (p $<$ 0.001) is a much stronger predictor of systolic and diastolic BP, and also of LDL-C/HDL-C ratio and triglyceride concentrations in this age group than birthweight (p $>$ 0.05). Thus, an association between LBW and subsequent risk for elevated BP was confirmed for diastolic BP in black boys, but not for the other race-sex groups, and not for systolic BP in any group. This is the first study finding an association between LBW and elevated triglyceride concentrations in boys (white and black) and girls (white). A follow-up study to assess whether the findings can be confirmed at adult age is recommended. ^

Numerous marine tephra layers cored at Sites 792 and 793 in the Izu-Bonin forearc region offer additional information about the timing and spatial characteristics of arc volcanism and the evolution of island arcs. Explosive volcanism along the Izu-Bonin Arc, with maxima just before rifting of the arc at ~40 and 5-0 Ma, produced black and white tephras of variable grain sizes and chemical compositions. Most of the tephras belong chemically to low-K and low-alkali tholeiitic rock series with a few tephra of the high-K and alkalic rock series. Most of the tephras (low-K series) were derived from the Izu-Bonin Arc, although a few were produced far to the west of the Izu-Bonin Arc (e.g., from the Ryukyu Arc). Black tephras may have come from nearby sources, such as Aogashima, Sumisu, and Torishima islands. The high-K series of tephras, within the sediments younger than 3 Ma, may reflect thickening of the island-arc crust.

Quaternary marine tephras in the Izu-Bonin Arc offer significant information about explosive volcanic activities of the arc. Visual core descriptions, petrographic examinations, and chemical and grain-size analyses were conducted on tephras of backarc, arc, and forearc origin. Tephras are black and white and occur in simple and multiple modes with mixed and nonmixed ashes of black and white glass shards. The grain size distributions of the tephras are classified into three categories: coarse, white pumiceous, and fine white and black well-sorted types. The frequency of occurrence of the white and black tephras differs within the tectonic settings of the arc. Chemically, the Quaternary tephras in this region belong to low-alkali tholeiitic series with lower K2O and TiO2 than normal ordinary arc volcanic materials. Several tephras from different sites along the forearc correlate with each other and with tephras in the Shikoku Basin site and with Aogashima volcanics. These volcanic ashes resemble those in other backarc rifting areas, such as in the Fiji, Okinawa (Ryukyu), and Mariana regions.

Pliocene and Pleistocene sediments of the Oman margin and Owen Ridge are characterized by continuous alternation of light and dark layers of nannofossil ooze and marly nannofossil ooze and cyclic variation of wet-bulk density. Origin of the wet-bulk density and color cycles was examined at Ocean Drilling Program Site 722 on the Owen Ridge and Site 728 on the Oman margin using 3.4-m.y.-long GRAPE (gamma ray attenuation) wet-bulk density records and records of sediment color represented as changes in gray level on black-and-white core photographs. At Sites 722 and 728 sediments display a weak correlation of decreasing wet-bulk density with increasing darkness of sediment color. Wet-bulk density is inversely related to organic carbon concentration and displays little relation to calcium carbonate concentration, which varies inversely with the abundance of terrigenous sediment components. Sediment color darkens with increasing terrigenous sediment abundance (decreasing carbonate content) and with increasing organic carbon concentration. Upper Pleistocene sediments at Site 722 display a regular pattern of dark colored intervals coinciding with glacial periods, whereas at Site 728 the pattern of color variation is more irregular. There is not a consistent relationship between the dark intervals and their relative wet-bulk density in the upper Pleistocene sections at Sites 722 and 728, suggesting that dominance of organic matter or terrigenous sediment as primary coloring agents varies. Spectra of wet-bulk density and optical density time series display concentration of variance at orbital periodicities of 100, 41, 23, and 19 k.y. A strong 41-k.y. periodicity characterizes wet-bulk density and optical density variation at both sites throughout most of the past 3.4 m.y. Cyclicity at the 41-k.y. periodicity is characterized by a lack of coherence between wet-bulk density and optical density suggesting that the bulk density and color cycles reflect the mixed influence of varying abundance of terrigenous sediments and organic matter. The 23-k.y. periodicity in wet-bulk density and sediment color cycles is generally characterized by significant coherence between wet-bulk density and optical density, which reflects an inverse relationship between these parameters. Varying organic matter abundance, associated with changes in productivity or preservation, is inferred to more strongly influence changes in wet-bulk density and sediment color at this periodicity.

Neocortex, a new and rapidly evolving brain structure in mammals, has a similar layered architecture in species over a wide range of brain sizes. Larger brains require longer fibers to communicate between distant cortical areas; the volume of the white matter that contains long axons increases disproportionally faster than the volume of the gray matter that contains cell bodies, dendrites, and axons for local information processing, according to a power law. The theoretical analysis presented here shows how this remarkable anatomical regularity might arise naturally as a consequence of the local uniformity of the cortex and the requirement for compact arrangement of long axonal fibers. The predicted power law with an exponent of 4/3 minus a small correction for the thickness of the cortex accurately accounts for empirical data spanning several orders of magnitude in brain sizes for various mammalian species, including human and nonhuman primates.

The conidiation rhythm in the fungus Neurospora crassa is a model system for investigating the genetics of circadian clocks. Null mutants at the frq (frequency) locus (frq9 and frq10) make no functional frq gene products and are arrhythmic under standard conditions. The white-collar strains (wc-1 and wc-2) are insensitive to most effects of light, and are also arrhythmic. All three genes are proposed to be central components of the circadian oscillator. We have been investigating two mutants, cel (chain-elongation) and chol-1 (choline-requirer), which are defective in lipid synthesis and affect the period and temperature compensation of the rhythm. We have constructed the double mutant strains chol-1 frq9, chol-1 frq10, chol-1 wc-1, chol-1 wc-2, cel frq9, cel frq10, and cel wc-2. We find that these double mutant strains are robustly rhythmic when assayed under lipid-deficient conditions, indicating that free-running rhythmicity does not require the frq, wc-1, or wc-2 gene products. The rhythms in the double mutant strains are similar to the cel and chol-1 parents, except that they are less sensitive to light. This suggests that the frq, wc-1, and wc-2 gene products may be components of a pathway that normally supplies input to a core oscillator to transduce light signals and sustain rhythmicity. This pathway can be bypassed when lipid metabolism is altered.

Survey evidence through the early 1990s generally suggests a reduction in disability in the elderly population of the United States. Because the evidence is not fully consistent, several authors have speculated about whether disability declines will continue. This paper reports results from the 1999 National Long-Term Care Survey on disability trends from 1982 through 1999. It is found that disability continued to decline in the 1994 to 1999 period, and that the decline was greater in the 1990s than in the 1980s. The disability decline from 1982 to 1989 was 0.26% per year, from 1989 to 1994 it was 0.38% per year, and from 1994 to 1999 it was 0.56% per year. In addition, disability declined by a greater percentage for blacks than for nonblacks over the 1989 to 1999 period.

Members of the MyoD family of muscle-specific basic helix-loop-helix (bHLH) proteins function within a genetic pathway to control skeletal muscle development. Mutational analyses of these factors suggested that their DNA binding domains mediated interaction with a coregulator required for activation of muscle-specific transcription. Members of the myocyte enhancer binding factor 2 (MEF2) family of MADS-box proteins are expressed at high levels in muscle and neural cells and at lower levels in several other cell types. MEF2 factors are unable to activate muscle gene expression alone, but they potentiate the transcriptional activity of myogenic bHLH proteins. This potentiation appears to be mediated by direct interactions between the DNA binding domains of these different types of transcription factors. Biochemical and genetic evidence suggests that MEF2 factors are the coregulators for myogenic bHLH proteins. The presence of MEF2 and cell-specific bHLH proteins in other cell types raises the possibility that these proteins may also cooperate to regulate other programs of cell-specific gene expression. We present a model to account for such cooperative interactions.

Mutations in the gene encoding the endothelin receptor type B (EDNRB) produce congenital aganglionic megacolon and pigment abnormalities in mice and humans. Here we report a naturally occurring null mutation of the EDNRB gene in spotting lethal (sl) rats, which exhibit aganglionic megacolon associated with white coat color. We found a 301-bp deletion spanning the exon 1-intron 1 junction of the EDNRB gene in sl rats. A restriction fragment length polymorphism caused by this deletion perfectly cosegregates with the sl phenotype. The deletion leads to production of an aberrantly spliced EDNRB mRNA that lacks the coding sequence for the first and second putative transmembrane domains of the G-protein-coupled receptor. Radioligand binding assays revealed undetectable levels of functional EDNRB in tissues from homozygous sl/sl rats. We conclude that EDNRB plays an essential role in the normal development of two neural crest-derived cell lineages, epidermal melanocytes and enteric neurons, in three mammalian species--humans, mice, and rats. The EDNRB-deficient rat may also prove valuable in defining the postnatal physiologic role of this receptor.
