A temática urbana no Brasil foi legitimada pela Constituição Federal em 1988 e pela Lei Federal do Estatuto da Cidade, em 2001. Depois disso, as formulações das legislações municipais, em relação a planos diretores participativos e à regulamentação de instrumentos urbanísticos específicos, têm sido acompanhadas com a promessa de um enfrentamento das desigualdades que integram o cenário urbano brasileiro. Esta dissertação pretende analisar, dentro do contexto supracitado, o processo de formulação e regulamentação do instrumento de intervenção urbana denominado “concessão urbanística”, considerando três momentos distintos. Primeiro: sua origem no Executivo durante a gestão Marta Suplicy (PT, 2001-2004) e sua inserção no Plano Diretor Estratégico de São Paulo (2002-2012). Segundo: a estratégia das gestões José Serra (PSDB, 2005-2006) e Gilberto Kassab (DEM, 2006-2008/2009-atual) de promover a “revitalização” do centro de São Paulo, por meio do projeto Nova Luz, utilizando a concessão urbanística. Terceiro: desde o período das discussões realizadas pela Sociedade Civil quando o projeto de lei sobre a concessão urbanística (projeto de lei nº 87 de 2009) foi enviado à Câmara de Vereadores até o de sua regulamentação pelo Legislativo (Lei Municipal nº 14.917 de 2009). Ao investigar esse processo, a dissertação pretende contribuir para a análise sobre a inclusão da concessão urbanística na agenda pública governamental, considerando as estratégias de atores da Sociedade Civil para influenciar as ações do Governo Municipal. O objetivo é alcançar uma melhor compreensão das limitações na produção de políticas públicas urbanas no contexto democrático pós-Constituição de 1988 e pós-Estatuto da Cidade de 2001.

Nos últimos vinte anos vem acontecendo, em âmbito mundial, uma mudança na compreensão do conceito de direito humano à educação. Tradicionalmente esse entendimento envolvia basicamente o acesso aos níveis obrigatórios de escolarização. Hoje, é crescente o consenso de que não só o acesso é fundamental, mas também a qualidade do aprendizado de cada criança e jovem. Assim sendo, as metas e indicadores, que permitem que se quantifique a trajetória e as expectativas de melhorias na educação, ganharam uma dimensão central nos esforços de acompanhamento do cumprimento do direito à educação em todo o mundo. Assim, a presente dissertação tem por objetivo analisar como os atores sociais e governamentais na América Latina como um todo e no Brasil especificamente têm lidado com o uso de metas e indicadores educacionais, enquanto elemento relevante para monitorar o cumprimento do direito humano à educação.

Nas sociedades fundadas no modo de produção capitalista, os meios de comunicação de massa exercem funções políticas e econômicas fundamentais, atuando no sentido de inculcar a ideologia que dá sustentação a esse modelo econômico. A compreensão crítica de tais funções, pode ser obtida tomando-se como referência a teoria de Antonio Gramsci que situa, com precisão, através de seus conceitos de homem, ideologia, Estado, hegemonia, cultura e relações pedagógicas, a importância política dos meios de comunicação de massa, entendidos como aparelhos de hegemonia do Estado. No contexto específico da América Latina, os meios de comunicação de massa assumem dupla importância na medida em que suas práticas hegemônicas atendem, concomitantemente, aos interesses do capitalismo internacional - sobretudo aos dos Estados Unidos - e aos interesses das classes dominantes de cada um dos países deste continente, envolvidos em alianças político-econômicas, com as nações que detêm a hegemonia internacional. De acordo com essa perspectiva, podemos compreender o significado político do processo de implantação e desenvolvimento dos meios de comunicação, sobretudo da televisão, no Brasil e explicitar o sentido dessa prática hegemônica que assumiu papel de maior relevância após o golpe militar de 1964, quando a ideologia da Segurança Nacional encontrou, na comunicação de massa, difusora dos produtos da indústria cul tural, o canal mais adequado para desenvolver sua estratégia de atuação, denominada ação psicológica, objetivando consuiltar a anuência da totalidade social ao regime político que, então, se instalou no país. O caso específico da Rede Globo de Televisão, se constitui num dos mais tontundentes exemplos da concretização desta prática e pode, quando analisado, elucidar, através de fatos concretos, os mecanismos hegemônicos internacionais e nacionais que se encontram presentes desde o histôrico da implantação da referida emissora em nível de rede nacional, até os processos diários de produção de programas como o Jornal Nacional e o Fantástico - o Show da Vida. Esta análise, entretanto, não pode deixar de ressaltar que o processo de inculcação ideológica encontra diversos obstáculos a seu êxito integral junto às classes subalternas, que não podem ser compreendidas como meras receptoras passivas das mensagens produzidas pela classe dominante. Os mecanismos de resistência dessas classes existem e, embora não sejam, ainda, suficientemente conhecidos, não podem deixar de ser considerados quando o que se pretende é compreender o real significado das funções e do alcance dos meios de comunicação na sociedade.

Essa pesquisa visou conhecer os padrões de Ética que norteiam os dirigentes ou proprietários de agências de propaganda no Brasil e em outros quarenta e dois países. Seu conhecimento ou afinidade com conceitos de Ética podem indicar o grau de responsabilidade que assumem ao lidar com a comunicação de produtos, serviços e idéias, nos mais diversos mercados do mundo. A análise comparativa das opiniões detectadas na pesquisa, em relação a vários referenciais de Ética, permitiu observar que os códigos de Ética não parecem suficientes para informar um profissional de propaganda a respeito de todas as circunstâncias e matérias com que lida. Torna-se indispensável um conhecimento mais profundo dos princípios fundamentais de Ética sobre a natureza e a vida comercial, para reduzir sua incerteza no processo de tomada de decisão moral. Ao lado de questionários enviados aos profissionais, foram levantados dados referentes a anúncios em revistas estrangeiras e nacionais, coletados junto a diversas instituições. A monitoração de anúncios veiculados em rádio, televisão e outdoor permitiram avaliar os parâmetros éticos no Brasil, nestes meios de comunicação.

As indústrias criativas são hoje um tema de intenso debate na literatura acadêmica internacional e nas organizações públicas e governamentais. Essas indústrias nasceram como um conceito conciliador entre as indústrias culturais tradicionais, as artes criativas e as novas tecnologias de informação. O objetivo desta pesquisa foi fazer um levantamento bibliográfico sobre o tema e um mapeamento de um core dessas indústrias no país e no Estado de São Paulo. Para a realização deste mapeamento, utilizou-se de informações provenientes de fontes secundárias, como de relatórios de institutos de pesquisa, listas telefônicas e órgãos de classe. Os resultados apontam para um desenvolvimento mais pronunciado das indústrias criativas focadas em produção de bens culturais de massa, como Televisão e rádio, bem como, menos expressivamente porém, em audiovisual. No Estado de São Paulo, apenas 1,0% do PIB está associado às atividades das indústrias criativas, com esperada concentração na capital e região metropolitana. Este relatório aponta ainda algumas linhas de pesquisas futuras sobre o tema.

This work analises the social relationship between Television and the Family though the resignification of individuals about Television messages and the speeches that they make about Family. Firstly, the objective is to understand if the principles, values and beliefs constructed and communicated (repassed) inside the Family filter the messages from the Mass Media. Secondly, if there still exists a family culture able to forge identity against so many cultural exchanges. Thirdly, what the function of this identity in the production of senses is. In session 1 and 2, a general approach about the dissemination of Mass Media in Society and the pertinence of the work is presented. Session 3 is about the method used: a qualitative research, with thirteen families from Natal-RN, situated in the Middle Class. The theorical base is considered in the fourth session where the reference to the evolution of the Family is made, with enphasis on the Middle Class and some theories that analyze the pheomenom of the Mass Media , specially in the second half of twentieth century. In session 5 and 6, the research data is presented and analyzed. Finally, in the last session, as a conclusion it can be said that the value of the Family as emotional support is reforced by the speeches and practices that interfere in the signification procces, singular aspects, as well as the social repertoire constructed per si and by institutions (including the family) moreover, mediative message is assimilated by the receiver and becomes understood inside the learned speeches during the receiver‟s history of life, although these messsages are also components in the construction of these repertoire.

This dissertation approaches the children's sexual tourism and adolescents in the seafront of Natal/RN, in the Childhood and youth perspective and military policeman. It analyzes the sexual tourism as development source and of exploration, analyzing your dimensions in reality of Natal/RN, taking as empiric universe your urban seafront and the Independent Company of Tourist Protection, through the cash military policeman. That discussion contemplates theoretical elements, ruled mainly in Pierre Bourdieu theoretical analyses and Michel Foucault, ally to an empiric picture that possesses great specific as the Praia do Meio, Ponta Negra, Alagamar and Praia da Redinha, where they were applied techniques of observation no systematic, rising and bibliographical revision and glimpses semi-structured the white public composed of twenty-five military policemen close to and of fifteen children and adolescents. Along the text several discussions they are accomplished aiming at the understanding of the reality of the tourism-sexual childhood-juvenile, through the study on the body, of the sexuality, of the habitus, of the stigmatization, of the public safety and of the paper military policeman in this context. For the understanding of this reality the Subject's Bus of military policemen speech was proceeded and of children and adolescents, aiming at the understanding that each segment possesses of the other, and the analysis of the speech policeman military produce the perception of considering the childhood and youth that practices the sex tourism, as people originating from of families no restructured and that live social inequalities; while the other segment notices the military policeman as arbitrary and violent system.

This paper examines two aspects. First, the symbolic dimension of politics and some of the elements that make up this universe, as the scenario, the representation, the myth, the spectacle, the media and the political and electoral marketing. We assume that the policy brings together a set of traits related to both reason and the human subjectivity, and can not be summed up in just a few calculations based on rationality. In the case of elections, in a process (ritual, according Irlys Barrier) of choice, there is a meeting of two systems of representations: to that transmitted by a political actor, in a scene from a particular context, based on a life trajectory unique, and the other from the public, crossed by social relations, situations own wishes, desires, expectations and unique perspectives. Between them there are the means of mass media (especially television), and with them the advent of language media and advertising applied to politics, changing the layout of public visibility and inaugurating what Rejane Accioly Carvalho will call the "aesthetics of mostrabilidade". This does not necessarily mean a preponderance of media on politics as a whole but only its adaptation to that with regard to contact with the public, the ad extra portion of the policy, according to Wilson Gomes. In a second aspect, try to apply these elements to a specific study to verify them in building an effective public image, in this case, the current governor of Rio Grande do Norte, Wilma de Faria. The concept of public image is from the book of Wilson Gomes The transformation was visible in the mass media, and relates to a conceptual image to fix "personality traits" through political history, personal conduct, action of image makers and the public reception. For this we will review some videos aired on Free Time for political propaganda in the years 2002 and 2006.

The study is about youthful subjectivities in quarters, of the West Zone of Natal-RN, marked for lacks and contingencies that constitute the everyday life of the social existence of its young inhabitants. For this purpose the researchers selected two youth groups: the Association of Youths Constructing Dreams (in the quarter of Felipe Camarão) and Lelo Melodia Crew (Quarter of Guarapes). Both are articulated through the strategy of coalition in regional and national nets. The hypothesis is that inside the groups and nets new youthful citizens arises. That would be a change in the representation of poor youth: from 1980 s street children - young whose social stigma associated poverty and crime to late 1990 s kids of project (pointing their trajectory in social projects) or, in present days, called as young peripherals - for the enrollment in cultural movements, as the hip hop movement - These new young citizens are contributing to new social imagery significations on poor youths. The methodology encloses: a) focal group; b) participant research analyzing the making arts (ways to think, social daily practices, actions engaged in a diversity plans) of youth groups; c) life stories of some of the youngs produced in workshops; d) not structuralized interviews. d) several documents of the groups; e) local and national surveys. Results emphasize a feeling of opening to a project of autonomy in relation to a social system that leaves them in a situation of social precariousness. Conclusion remarks that such practices of the youthful groups through the art, leisure, sport and culture unfold politics effect so that can point innovative forms of politics participation on the part of this specific segment of poor youths of Brasilian country, although conflicts and paradoxes crosses individual citizens, youth groups and youth nets.

The focus of this dissertation is to understand the child and youth musical learning trajectory by using two philharmonic orchestras from Seridó, an area in the interior of Rio Grande do Norte. One is called the Hermann Gmeiner Philharmonic Orchestra of Aldeias Infantis SOS Project from Caicó, and the other is the 24 de Outubro Philharmonic Orchestra from Cruzeta. It emphasizes the singular relationship between the band s master and his students, based on a permanent interaction with tradition, creativity and change, resulting from a shared educational process. The idea that unites the work of these two communities is the gamble about the individual's formation as a complex human being, which it is not just concerned with the learning of a musical instrument, but is, more importantly, an educational process capable of facilitating the discovery of the self, others and society. The history and the course of the musical education of these two experiences were facilitated using a base of semi-structured interviews of the bands masters, students and people from two municipal districts. Their history is understood through analysis of the band s pictures and the theoretical-social approach is governed by the complexity idea expressed by Edgar Morin. For the author, complex means to `weave together`; therefore it is multidimensional, and it creates a dialogue about several domains and aspects that occur on the same phenomenon. The complex always supposes creativity and the relationship between the subject s reason and affectivity

This work aims to examine the television social representation by mothers/educators as a TV viewers, to understand the meaning of this media in their quotidian and which relations occur between teachers and students in the classroom. The study purpose is the educational television rule, based on a social representation approach. It look for to reveal, through the discourses of five educators who are engaged in pedagogic activities in the Public Elementary School of the Natal city, a significant experience in the media education field progress. It’s also a way to understand which representations the educators have about the television can contribute to aid the idea and critic analysis about the media meaning in the teacher’s formation. Some questions were in the basis of the investigation as: What is the television for the educators who are also TV viewers? How it reaches the classroom? Their relation with the media interfere in the pedagogic practice? Assuming that the verbal technical is one of the formal ways to access the representations, the methodological strategy employed was the open interview, guided by a wide and flexible schedule, leaving the interviewees free to expose their ideas, a attitude adopted to avoid the imposition of interviwer’s points of view, that result in a rich material. Through this strategy it was possible to confirm or to reject presumptions raised in the beginning of the investigation and modify some planning direction lines. The study has as the theory presupposition the contribution of the Mexican researcher Guillermo Orozco Gómez, who, based on the Paulo Freire e Jesús Martín-Barbero ideas, establishes a dialogue between popular Education and the communication theories, mainly the television reception, when he develops an integral view focused on the audience or on the multiple mediations model. The school – and the family, as well – is an important mediator of the media information. The relationship which the teachers establish between the television and their representations about it in their lives reflects effectively and directly on their professional practice and on the media dialogue within the school, it can contribute to the critic reflection which students establish with the media trough the educators mediation

In recent years, in Brazil, researches in the area of education have been focused on the study of the necessities of formation, by the practice of necessity analysis, to subside the continued teacher formation programs. This research on the necessity of the formation of literacy teachers in the initial years of primary education originated in our discussions in academia, regarding the issues of retention and evasion related to basic literacy teaching in Brazilian public schools. We defined as a goal: to know the necessities of the formation of literacy teachers from Odila Leite Municipal Elementary School, Natal/RN, which focuses on the literacy teaching on that level of education and in Adult and Youth Education. The object is the necessities in these teachers formation. The thesis is that the literacy teacher reveals/constructs formation necessities when speaking of her practice, when exerting said practice or even when producing teaching materials which subside that practice; in other words, when making the theoretical/practical relation related to literacy teaching. The approach is qualitative, according to which the natural environment is the source for data collection; the focus of interest is the process of knowledge construction, and fundamental importance is given to the meanings constructed by the subjects. We comprehended that necessity is a socially constructed subjective phenomenon, and that necessity analysis allows the revelation of formation objectives. We used the case study as a methodological strategy which permits: studying a well-defined entity, [ ] as well as an academic institution; the global comprehension of the phenomenon of interest; discovering what is most essential and characteristic in the object. We counted with 17 teachers, 3 of which had their teaching practices observed. We observed the school routine, analyzed the main class documents and plans and interviewed the 17 teachers. We triangulated the data obtained by the routine observation, the observation of the three teachers practices and by the document analysis, next, we triangulated this data with the data from the analyzing the interviews with the 17 teachers. Such procedures reveal formation necessities in those teachers , such as: studying child cognitive development; reviewing the concepts of literacy teaching; reviewing fundaments of written language psychogenesis; reflecting on reading practices and literature; reflecting on the practice of daily planning; reflecting on the school s material conditions and the family/school relation. We concluded that researches of this nature contribute to the orientation of teacher formation programs
