Why do public-sector workers receive so much of their compensation in the formof pensions and other benefits? This paper presents a political economy model inwhich politicians compete for taxpayers' and government employees' votes by promising compensation packages, but some voters cannot evaluate every aspect of promisedcompensation. If pension packages are "shrouded", so that public-sector workers better understand their value than ordinary taxpayers, then compensation will be highlyback-loaded. In equilibrium, the welfare of public-sector workers could be improved,holding total public-sector costs constant, if they received higher wages and lowerpensions. Centralizing pension determination has two offsetting effects on generosity:more state-level media attention helps taxpayers better understand pension costs, andthat reduces pension generosity; but a larger share of public-sector workers will votewithin the jurisdiction, which increases pension generosity. A short discussion of pensions in two decentralized states (California and Pennsylvania) and two centralizedstates (Massachusetts and Ohio) suggests that centralization appears to have modestlyreduced pensions, but, as the model suggests, this is unlikely to be universal.

This report documents Phase III of a four-phase project. The goals of the project are to study the feasibility of using advanced technology from other industries to improve he efficiency and safety of winter highway maintenance vehicle operations, and to provide travelers with the level of service defined by policy during the winter season at the least cost to the taxpayers. The results of the first phase of the research were documented in the Concept Highway Maintenance Vehicle Final Report: Phase One dated April 1997, which describes the desirable functions of a concept maintenance vehicle and evaluates its feasibility. Phase I concluded by establishing the technologies that would be assembled and tested on the prototype vehicles in Phase II. The primary goals of phase II were to install the selected technologies on the prototype winter maintenance vehicles and to conduct proof of concept in advance of field evaluations planned for Phase III. This Phase III final report documents the work completed since the end of Phase II. During this time period, the Phase III work plan was completed and the redesigned friction meter was field tested. A vendor meeting was held to discuss future private sector participation and the new design for the Iowa vehicle. In addition, weather and roadway condition data were collected from the roadway weather information systems at selected sites in Iowa and Minnesota, for comparison to the vehicles' onboard temperature sensors. Furthermore, the team received new technology, such as the mobile Frensor unit, for bench testing and later installation.

Lime Creek is a sub-watershed of the Cedar River above; approximately 25 miles from Cedar Rapids. The lower half of the stream is on the Iowa 2004 Section 303(d) impaired waters list. Monitoring by the Cedar River Watershed Monitoring Coalition documents that Lime Creek delivers above average amounts of nitrate+ nitrite-N, ammonia-Nand total phosphorus (above the 901 percentile) compared to other Cedar River sub-watersheds. The Cedar Rapids water utility is concerned about increasing delivery of nitrate+nitrate to the Cedar River, which provides drinking water for about 125,000 people in the area. A group of local citizens has formed the Lime Creek watershed council with the goal of reducing pollutant delivery to the creek and promoting sustainable, watershed-wide action by producers, urban and rural residents for improved environmental management. The council has established a performance-based program that rewards cooperators for improvement in research-based test and index scores which directly measure environmental impact of BMPs. The Iowa Com Growers Association is funding the performance rewards. The Watershed Coalition is contributing in-kind monitoring. Council and performance cooperators participate primarily with commitment of their own resources. WIRB funds will be used to increase program cooperators and for staff support. In addition to improvement of water quality in Lime Creek, the project will establish baseline values for arket-based a pro ch to valuing pollutant reduction by intensive livestock operations in eastern Iowa.

Lower Coldwater and Palmer Creeks in Butler and Floyd counties are subwatersheds of the Cedar River, which provides drinking water to Cedar Rapids, IA. The increasing concentration of nitrate+nitrate in the river is of concern to the Cedar Rapids water utility, and IDNR snapshot monitoring shows Coldwater and Palmer to be significant potential sources (above the 90th percentile for subwatersheds monitored). Both creeks are also on the Iowa Section 303(d) list of impaired waters (aquatic life). Citizens of these predominantly agricultural watersheds organized the Coldwater-Palmer Watershed Improvement Association to deal proactively with nonpoint source pollutants from crop and livestock operations through a performance-based environmental management program. The locally-adapted program implemented by the Coldwater-Palmer watershed council rewards participants for environmental accomplishments - soil quality improvement and nutrient source reduction as measured by accepted, scientifically-based tests and models. Most of the locally­appropriate BMPs used to improve performance are undertaken voluntarily at participants' initiative. WIRB funds will be combined with funding from the Iowa Com Growers Association and significant in-kind support from the Cedar River Watershed Monitoring Coalition, Iowa State University Extension and other partners. The project will result in sustainable reduction in nutrient loading achieved with voluntary participation of a majority of watershed farm operators.

In this paper we study network structures in which the possibilities for cooperation are restricted and can not be described by a cooperative game. The benefits of a group of players depend on how these players are internally connected. One way to represent this type of situations is the so-called reward function, which represents the profits obtainable by the total coalition if links can be used to coordinate agents' actions. The starting point of this paper is the work of Vilaseca et al. where they characterized the reward function. We concentrate on those situations where there exist costs for establishing communication links. Given a reward function and a costs function, our aim is to analyze under what conditions it is possible to associate a cooperative game to it. We characterize the reward function in networks structures with costs for establishing links by means of two conditions, component permanence and component additivity. Finally, an economic application is developed to illustrate the main theoretical result.

La gouvernance de l'Internet est une thématique récente dans la politique mondiale. Néanmoins, elle est devenue au fil des années un enjeu économique et politique important. La question a même pris une importance particulière au cours des derniers mois en devenant un sujet d'actualité récurrent. Forte de ce constat, c ette recherche retrace l'histoire de la gouvernance de l'Internet depuis son émergence comme enjeu politique dans les années 1980 jusqu'à la fin du Sommet Mondial sur la Société de l'Information (SMSI) en 2005. Plutôt que de se focaliser sur l'une ou l'autre des institutions impliquées dans la régulation du réseau informatique mondial, cette recherche analyse l'émergence et l'évolution historique d'un espace de luttes rassemblant un nombre croissant d'acteurs différents. Cette évolution est décrite à travers le prisme de la relation dialectique entre élites et non-élites et de la lutte autour de la définition de la gouvernance de l'Internet. Cette thèse explore donc la question de comment les relations au sein des élites de la gouvernance de l'Internet et entre ces élites et les non-élites expliquent l'emergence, l'évolution et la structuration d'un champ relativement autonome de la politique mondiale centré sur la gouvernance de l'Internet. Contre les perspectives dominantes réaliste et libérales, cette recherche s'ancre dans une approche issue de la combinaison des traditions hétérodoxes en économie politique internationale et des apports de la sociologie politique internationale. Celle-ci s'articule autour des concepts de champ, d'élites et d'hégémonie. Le concept de champ, développé par Bourdieu inspire un nombre croissant d'études de la politique mondiale. Il permet à la fois une étude différenciée de la mondialisation et l'émergence d'espaces de lutte et de domination au niveau transnational. La sociologie des élites, elle, permet une approche pragmatique et centrée sur les acteurs des questions de pouvoir dans la mondialisation. Cette recherche utilise plus particulièrement le concept d'élite du pouvoir de Wright Mills pour étudier l'unification d'élites a priori différentes autour de projets communs. Enfin, cette étude reprend le concept néo-gramscien d'hégémonie afin d'étudier à la fois la stabilité relative du pouvoir d'une élite garantie par la dimension consensuelle de la domination, et les germes de changement contenus dans tout ordre international. A travers l'étude des documents produits au cours de la période étudiée et en s'appuyant sur la création de bases de données sur les réseaux d'acteurs, cette étude s'intéresse aux débats qui ont suivi la commercialisation du réseau au début des années 1990 et aux négociations lors du SMSI. La première période a abouti à la création de l'Internet Corporation for Assigned Names and Numbers (ICANN) en 1998. Cette création est le résultat de la recherche d'un consensus entre les discours dominants des années 1990. C'est également le fruit d'une coalition entre intérêts au sein d'une élite du pouvoir de la gouvernance de l'Internet. Cependant, cette institutionnalisation de l'Internet autour de l'ICANN excluait un certain nombre d'acteurs et de discours qui ont depuis tenté de renverser cet ordre. Le SMSI a été le cadre de la remise en cause du mode de gouvernance de l'Internet par les États exclus du système, des universitaires et certaines ONG et organisations internationales. C'est pourquoi le SMSI constitue la seconde période historique étudiée dans cette thèse. La confrontation lors du SMSI a donné lieu à une reconfiguration de l'élite du pouvoir de la gouvernance de l'Internet ainsi qu'à une redéfinition des frontières du champ. Un nouveau projet hégémonique a vu le jour autour d'éléments discursifs tels que le multipartenariat et autour d'insitutions telles que le Forum sur la Gouvernance de l'Internet. Le succès relatif de ce projet a permis une stabilité insitutionnelle inédite depuis la fin du SMSI et une acceptation du discours des élites par un grand nombre d'acteurs du champ. Ce n'est que récemment que cet ordre a été remis en cause par les pouvoirs émergents dans la gouvernance de l'Internet. Cette thèse cherche à contribuer au débat scientifique sur trois plans. Sur le plan théorique, elle contribue à l'essor d'un dialogue entre approches d'économie politique mondiale et de sociologie politique internationale afin d'étudier à la fois les dynamiques structurelles liées au processus de mondialisation et les pratiques localisées des acteurs dans un domaine précis. Elle insiste notamment sur l'apport de les notions de champ et d'élite du pouvoir et sur leur compatibilité avec les anlayses néo-gramsciennes de l'hégémonie. Sur le plan méthodologique, ce dialogue se traduit par une utilisation de méthodes sociologiques telles que l'anlyse de réseaux d'acteurs et de déclarations pour compléter l'analyse qualitative de documents. Enfin, sur le plan empirique, cette recherche offre une perspective originale sur la gouvernance de l'Internet en insistant sur sa dimension historique, en démontrant la fragilité du concept de gouvernance multipartenaire (multistakeholder) et en se focalisant sur les rapports de pouvoir et les liens entre gouvernance de l'Internet et mondialisation. - Internet governance is a recent issue in global politics. However, it gradually became a major political and economic issue. It recently became even more important and now appears regularly in the news. Against this background, this research outlines the history of Internet governance from its emergence as a political issue in the 1980s to the end of the World Summit on the Information Society (WSIS) in 2005. Rather than focusing on one or the other institution involved in Internet governance, this research analyses the emergence and historical evolution of a space of struggle affecting a growing number of different actors. This evolution is described through the analysis of the dialectical relation between elites and non-elites and through the struggle around the definition of Internet governance. The thesis explores the question of how the relations among the elites of Internet governance and between these elites and non-elites explain the emergence, the evolution, and the structuration of a relatively autonomous field of world politics centred around Internet governance. Against dominant realist and liberal perspectives, this research draws upon a cross-fertilisation of heterodox international political economy and international political sociology. This approach focuses on concepts such as field, elites and hegemony. The concept of field, as developed by Bourdieu, is increasingly used in International Relations to build a differentiated analysis of globalisation and to describe the emergence of transnational spaces of struggle and domination. Elite sociology allows for a pragmatic actor-centred analysis of the issue of power in the globalisation process. This research particularly draws on Wright Mill's concept of power elite in order to explore the unification of different elites around shared projects. Finally, this thesis uses the Neo-Gramscian concept of hegemony in order to study both the consensual dimension of domination and the prospect of change contained in any international order. Through the analysis of the documents produced within the analysed period, and through the creation of databases of networks of actors, this research focuses on the debates that followed the commercialisation of the Internet throughout the 1990s and during the WSIS. The first time period led to the creation of the Internet Corporation for Assigned Names and Numbers (ICANN) in 1998. This creation resulted from the consensus-building between the dominant discourses of the time. It also resulted from the coalition of interests among an emerging power elite. However, this institutionalisation of Internet governance around the ICANN excluded a number of actors and discourses that resisted this mode of governance. The WSIS became the institutional framework within which the governance system was questioned by some excluded states, scholars, NGOs and intergovernmental organisations. The confrontation between the power elite and counter-elites during the WSIS triggered a reconfiguration of the power elite as well as a re-definition of the boundaries of the field. A new hegemonic project emerged around discursive elements such as the idea of multistakeholderism and institutional elements such as the Internet Governance Forum. The relative success of the hegemonic project allowed for a certain stability within the field and an acceptance by most non-elites of the new order. It is only recently that this order began to be questioned by the emerging powers of Internet governance. This research provides three main contributions to the scientific debate. On the theoretical level, it contributes to the emergence of a dialogue between International Political Economy and International Political Sociology perspectives in order to analyse both the structural trends of the globalisation process and the located practices of actors in a given issue-area. It notably stresses the contribution of concepts such as field and power elite and their compatibility with a Neo-Gramscian framework to analyse hegemony. On the methodological level, this perspective relies on the use of mixed methods, combining qualitative content analysis with social network analysis of actors and statements. Finally, on the empirical level, this research provides an original perspective on Internet governance. It stresses the historical dimension of current Internet governance arrangements. It also criticise the notion of multistakeholde ism and focuses instead on the power dynamics and the relation between Internet governance and globalisation.

Tämä diplomityö käsittelee kahden sotilaallisen koalition yhteentoimivuuden haasteita ja toteutusta kaupallisintyökaluin. Työ pohjautuu kahteen todelliseen, palvelusuuntautunutta arkkitehtuurisuunnittelua (SOA) hyödyntäneeseen integraatioprojektiin jotka on toteutettu Suomen IBM:n Palveluyksikössä vuosina 2006 - 2007. Työn tavoitteena on ollut tutkia sotilaallisten koalitioiden järjestelmä - ja tiedonvaihtoyhteentoimivuuden menetelmiä, näkökulmia ja teknistä toteutusta kaupallisin ohjelmistotuottein ja yhteistä tietomallia käyttäen. Lisäksi esitetään puolustustoimialan erityispiirteet tietojärjestelmätoimittajien ohjelmistokehitys - prosesseihin liittyen. Tätä varten tutkittiin koalitioiden käyttöön tarkoitettuja olemassa olevia ohjelmistoarkkitehtuureja ja yhteentoimivuusmalleja sekä sovitettiin niitä SOA - arkkitehtuuriajatteluun. Työn teoreettisena pohjana käytettiin organisatorisen ja teknisen yhteentoimivuuden kuvaavaa Layers of Coalition Interoperability (LCI) - mallia, minkä jälkeen mallin teknistä osiota käytettiin pohjana SOA - palveluihin perustuvan esimerkkijärjestelmän kehittämiseen kahden kuvitteellisen koalition tiedonvaihtoa varten. Työn keskeisinä tuloksina on syntynyt suunnitelma koalitioiden taustajärjestelmien yhdistämisestä dynaamisten SOA- palveluiden avulla yhteiseen JC3IEDM - tietomalliin. Tämä tietomalli vuorostaan antaa mahdollisuuden järjestelmän laajentamiseen esimerkiksi avustusjärjestöjen, poliisivoimien ja terveydenhuollon organisaatioiden tarpeisiin.

En los cuatro epígrafes sucesivos se repasa el eco que dicha tendencia tuvo en distintos ordenamientos del mundo anglosajón, en Francia, en Alemania y en Italia. Se pretende con ello contribuir a la comprensión e interpretación de la normativa española al respecto desde la perspectiva del Derecho comparado y del entorno internacional en el que nace.

Arvonlisäverotus on Euroopan unionin alueella toteutettu ns. sisämarkkinajärjestelmän kautta. Nykyinen sisämarkkinajärjestelmä mahdollistaa muutamia veronkiertotapoja, joiden kautta verovelvolliset voivat mm. välttyä veron maksamiselta tai saada perusteettomia palautuksia. Arvonlisäverotukseen liittyvän veronkierron vuoksi Euroopan unionin alueella menetetään vuosittain merkittävä osa valtioille ja unionille kuuluvia verotuloja. Jäsenvaltioiden väliseen kaupankäyntiin liittyvien veropetosten ehkäisemiseksi tarvitaan unionialueen veroviranomaisten valvontayhteistyötä. Tutkimuksessa on teoreettisin keinoin selvitetty yhteistyön tehokkuutta ja toimintaa. Arvonlisäverotusjärjestelmä osoittautui tutkimuksen myötä monimutkaiseksi ja petoksille alttiiksi. Hallinnollistayhteistyötä vaikeuttavat kansalliset erot verovalvonnan toteuttamisen käytännöissä. Yhteistyön koordinoimiseksi toteutetaan unionitason sääntelyä ja yhteistoiminnan valvontaa. Viranomaisyhteistyötä kehitetään ja säädöstöä ajanmukaistetaan jatkuvasti, mutta arvonlisäveropetoksia ei ole pystytty vallitsevissa olosuhteissa kitkemään. Nykyisen verotusjärjestelmän olosuhteissa yhteistyön voidaan kuitenkin katsoa toimivan kohtuullisesti.

O comportamento fenológico e produtivo das cultivares de uvas rústicas para vinho 'Moscatel de Jundiaí', 'Máximo', 'Madalena', 'Seibel 10096', 'Isabel' e 'Niagara Rosada' foi avaliado em vinhedo localizado em Jundiaí (SP), durante os anos agrícolas de 2000/01 a 2002/03. As videiras foram enxertadas em 'IAC 766' e conduzidas em espaldeira, com poda curta de inverno. O delineamento experimental foi o inteiramente casualizado, com parcelas de três plantas e cinco repetições. Foram realizadas avaliações fenológicas semanais a partir da data de poda e, na época da colheita, determinaram-se as variáveis: produção por planta; número e massa dos cachos, e teor de sólidos solúveis. As cultivares 'Seibel 10096', 'Moscatel de Jundiaí', 'Madalena' e 'Máximo' mostraram-se mais tardias com ciclo de 149 dias em comparação à 'Niagara Rosada', que foi a mais precoce, com ciclo de 135 dias. 'Máximo' e 'Seibel 10096' apresentaram produção de, respectivamente, 4,28 e 4,41 kg.planta-1, diferindo de 'Madalena' e 'Isabel', com 3,09 e 2,50 kg.planta-1. Para 'Moscatel de Jundiaí' e 'Niagara Rosada', foram obtidas produções intermediárias entre 3,0 e 3,5 kg.planta-1. Para 'Seibel 10096', foi obtido o maior valor de massa do cacho (283,6g), enquanto, para 'Isabel' (96,5g) e 'Madalena' (139,6g), foram obtidos os menores valores. Os maiores valores de teor de sólidos solúveis, acima de 17,0º Brix, foram obtidos na 'Moscatel de Jundiaí', 'Máximo' e 'Seibel 10096', enquanto 'Isabel' e 'Niagara Rosada' apresentaram valores inferiores a 15,9º Brix. Dentre as cultivares avaliadas, podem constituir-se em opção para o viticultor a 'Máximo' e a 'Seibel 10096' para vinhos tintos, e 'Moscatel de Jundiaí', para brancos.

Foram avaliadas épocas de poda seca e de poda verde visando ao alcance de duas safras por ciclo vegetativo nas videiras 'Niagara Branca', 'Niagara Rosada' e 'Concord', cultivadas em sistema de espaldeira. O experimento foi realizado na Estação Experimental da UFRG, em Eldorado do Sul - RS, na safra de 2007/2008. As plantas foram submetidas aos seguintes tratamentos: T1 (poda seca em 20-07-07 e poda verde em 15-11-07), T2 (poda seca em 20-07-07 e poda verde em 17-12-07); T3 (poda seca em 22-08-07 e poda verde em 15-11-07), e T4 (poda seca em 22-08-07 e poda verde em 17-12-07), sendo a poda de inverno feita em cordão esporonado, e a poda verde, mediante desponte do sarmento a partir da quarta gema acima do último cacho. Avaliaram-se a produção por planta, a massa dos cachos, os sólidos solúveis totais (SST), a acidez total titulável (ATT), a relação SST/ATT, o potencial da água na folha e a relação folha:fruto, de ambas as safras. Os resultados demonstraram que a execução de uma poda seca associada a uma poda verde permitiu obter duas safras de uva por ciclo vegetativo em 'Niagara Branca', Niagara Rosada e 'Concord', sendo mais eficiente quando a poda seca foi realizada em agosto, associada à poda verde em novembro. A 'Niagara Branca' apresentou maior potencial para produzir uma segunda colheita, comparativamente à 'Niagara Rosada' e 'Concord'. Os frutos oriundos da poda verde apresentaram menor valor de SST, maior ATT e menor relação SST/ATT em relação aos obtidos na safra normal.

O objetivo desta pesquisa foi determinar a dinâmica da dormência de gemas de videira cv. Niagara Branca e de quivizeiro cv. Bruno, em região de baixa ocorrência de frio. Os experimentos foram realizados nos anos de 2007 e 2008, com coletas de ramos a cada duas semanas, em pomares localizados em Pinhais-PR. Na última coleta, um grupo adicional de ramos foi coletado e mantido em refrigerador a temperatura de 4 a 7º C, por 1.440 horas. A avaliação da dormência foi realizada por meio do teste biológico de estacas de nós isolados em sala de crescimento, à temperatura de 25º C e fotoperíodo de 16 horas. Foi realizada a quantificação de horas de frio (HF) e de unidades de frio (UF) ocorridas na região. As duas espécies foram avaliadas como experimentos distintos. O delineamento experimental adotado foi o completamente casualizado, com doze tratamentos em 2007 e onze tratamentos em 2008, ambos com quatro repetições e dez estacas por unidade experimental. A endodormência de gemas de quivizeiro 'Bruno' instala-se a partir de abril e atinge maior intensidade do final de maio à segunda metade de junho. A saída da endodormência pode ocorrer naturalmente até o fim de agosto, mas com variações entre os anos. A endodormência de gemas de videira 'Niagara Branca' instala-se em abril e mantém-se intensa até maio. A saída natural da endodormência ocorre da metade de agosto ao início de setembro.

Genetic diversity of rootstocks can affect nutrient uptake and the nutrient status of grapevines. The rootstock influence on nutrient content in grape petioles was evaluated on three rootstocks competition experiments carried out at Vale do Rio do Peixe region, in the state of Santa Catarina, Brazil, with the cultivars Niagara Rosada, Concord, and Isabella, grafted on different rootstocks. Two soil liming depths were also evaluated in the Isabella experiment. The greatest rootstock effect was observed on K and Mg content and K/Mg ratio in the petioles. The Vitis vinifera x V. rotundifolia hybrid rootstocks VR 043-43 and VR 044-4 provided the highest K/Mg values and self rooted Isabella the lowest K/Mg ratio. The other tested rootstocks resulted in intermediate values. There was also significant effect on P content, but only in Niagara Rosada and Concord experiments. The depth of soil liming did not significantly affect K and Mg content in the Isabella experiment. The results indicate that rootstock must be considered for nutritional status evaluation and fertilizer recommendation regarding to K and Mg.

This work was carried out to show the current situation of the temperate fruit crops in São Paulo state, Brazil, with an emphasis on grapes, peaches, apples, plums, nectarines and pears crops. Current economic data of crops, major growing regions, main cultivars produced, as well as the new technologies generated by research are presented. Regarding the grape crop, a decrease in the national production as well as in the major growing states was observed. The main grapes growing centers in São Paulo state are presented, highlighting its peculiarities regarding cultivars, cultural crop management and current researches. A trend has been observed toward increasing Niagara Rosada grape growing area rather than the fine table grape cultivars. It was also observed the adoption of cultural practices, aiming to increase productivity, to improve the fruits quality and to reduce manpower necessity. In terms of stone fruits, peaches are the most widely cultivated in São Paulo state, followed by plums and nectarines. Both for stone fruits crop and for apples and pears crops, statistics and comments are presented on the crops evolution as well as the current researches results and the requirements of these fruit crops in São Paulo state, Brazil.
