El presente trabajo tiene como objeto analizar, desde una revisión documental, la utilización de los medios electrónicos a la que se enfrenta el Estado colombiano, en el procedimiento administrativo y en los procesos contencioso administrativos, en el marco del Código de Procedimiento administrativo y de lo Contencioso Administrativo, (Ley 1437 de 2011). Con ese fin, daremos cuenta de las influencias, el análisis de conceptos y alcances. Para luego hacer unas reflexiones sobre el uso de estos medios, el cual trae unas implicaciones, que están sujetas a las expectativas, retos y perspectivas inherentes a todo cambio.

The research we present here forms part of a two-phase project - one quantitative and the other qualitative - assessing the use of primary health care services. This paper presents the qualitative phase of said research, which is aimed at ascertaining the needs, beliefs, barriers to access and health practices of the immigrant population in comparison with the native population, as well as the perceptions of healthcare professionals. Moroccan and sub-Saharan were the immigrants to who the qualitative phase was specifically addressed. The aims of this paper are as follows: to analyse any possible implications of family organisation in the health practices of the immigrant population; to ascertain social practices relating to illness; to understand the significances of sexual and reproductive health practices; and to ascertain the ideas and perceptions of immigrants, local people and professionals regarding health and the health system. Methods: qualitative research based on discursive analysis. Data gathering techniques consisted of discussion groups with health system users and semi-structured individual interviews with healthcare professionals. The sample was taken from the Basic Healthcare Areas of Salt and Banyoles (belonging to the Girona Healthcare Region), the discussion groups being comprised of (a) 6 immigrant Moroccan women, (b) 7 immigrant sub-Saharan African women and (c) 6 immigrant and native population men (2 native men, 2 Moroccan men and 2 sub-Saharan men); and the semi-structured interviews being conducted with the following healthcare professionals: (a) 3 gynaecologists, (b) 3 nurses and 1 administrative staff. Results: use of the healthcare system is linked to the perception of not being well, knowledge of the healthcare system, length of time resident in Spain and interiorization of traditional Western medicine as a cure mechanism. The divergences found among the groups of immigrants, local people and healthcare professionals with regard to healthcare education, use of the healthcare service, sexual and reproductive healthcare and reticence with regard to being attended by healthcare personnel of the opposite sex demonstrate a need to work with the immigrant population as a heterogeneous group. Conclusions: the results we have obtained support the idea that feeling unwell is a psycho-social process, as it takes place within a specific socio-cultural situation and spans a range of beliefs, perceptions and ideas regarding symptomology and how to treat it

RESUMO: Este projecto de intervenção, fundamentado na investigação/acção, teve como objectivo melhorar a oralidade, leitura e escrita funcionais numa aluna com Défice cognitivo moderado e, consequentemente, promover a sua inclusão em contexto escolar, bem como desenvolver nos restantes colegas atitudes de entreajuda, respeito e cooperação. Decorreu de Fevereiro de 2009 até Junho do mesmo ano. “B” é o nome fictício da aluna em estudo que, aquando a nossa intervenção, frequentava o 3º ano do 1º ciclo numa escola pública. A escolha da questão de partida prendeu-se com a emergência de dar resposta à necessidade que os pais, professores e a criança em questão tinham para que esta desenvolvesse competências de leitura, expressão oral e escrita O enquadramento teórico teve como objectivo facilitar a compreensão da intervenção. Para recolher informações sobre a “B” e sobre os contextos em que a mesma estava inserida, utilizámos como suporte metodológico, a pesquisa documental, o teste sociométrico, as entrevistas semi-directivas à professora de turma e à professora de Educação Especial, a observação naturalista e questionários à mãe da aluna. Foi feito um trabalho conjunto com a professora do ensino regular, com a professora de educação especial e com os pais, no sentido de delinear as estratégias/actividades mais benéficas, de modo a dar resposta às competências a desenvolver com a aluna. No fim da nossa intervenção, em Junho de 2009, esta já sabia escrever o seu nome sem modelo, desenvolveu o vocabulário e melhorou a construção frásica oral. Ao seu ritmo, envolveu-se mais nas actividades da sala de aula. Na aquisição de conceitos e competências, estas tiveram de ser muito simples, reais e concretas para que fossem adquiridas e aplicadas. No entanto, ainda tinha dificuldade em concentrar a atenção sem ajuda. No que diz respeito ao desenvolvimento da linguagem, o discurso utilizado pela “B” melhorou significativamente, passando a construir frases simples com linguagem mais perceptiva, apesar de comunicar com frases curtas e com pouca expressividade. ABSTRACT: This intervention project, based on research / action, was aimed to improve speaking, reading and writing skills in a functional student with moderate cognitive deficit, promote her inclusion in the school context and develop mutual help, respect and cooperation in her classmates attitudes. It ran from February until June, 2009."B" is the fictional name of the student in this study that during our intervention, attended the 3rd year of Primary school in a public school. The choice of the starting point had to do with the urgency of answering the parents, teachers and the child needs in what concerns the development of the reading, writing and speaking skills. The theoretical framework was aimed to facilitate understanding of the intervention. To gather information about "B" and the contexts in which she was placed, it was used, as a methodological support, research documents, the sociometric test, the semi-directive interviews to the class teacher and the Special Education teacher, the naturalist observation and the questionnaires to the student’s mother. Team work was done with the class teacher, the Special Education teacher and the parents, to outline the strategies / activities most beneficial, in order to establish the skills to be developed with the student. At the end of our intervention in June 2009, she could already write her name without a model, had developed and improved vocabulary oral sentence construction. At her own pace, she became more involved in the classroom activities. Concepts and skills acquisition had to be very simple, real and concrete to be acquired and applied. However, she still had some difficulty in focusing attention without help. What concerns language development, “B” has improved significantly from the simple sentences in more perceptive language, although she still communicates with short sentences and with little expression.

A homeopatia rege-se por princípios antagónicos relativamente à medicina clássica. Centra-se no doente e está apoiada em princípios como a cura pelos similares - ‹‹similia similibus curentur››, a utilização de pequenas doses de substância activa e na avaliação do doente como um todo. A introdução desta doutrina em Portugal, veio trazer um novo tipo de abordagem ao modo de tratar um paciente. Criada por Samuel Hahnemann, em 1796, e introduzida em Portugal por Manuel da Silva Passos, em meados dos anos 1830, a homeopatia assume-se como uma das principais medicinas alternativas complementares [MAC]. Apoia-se no rigor da formulação do medicamento, na qualidade das matérias-primas, em processos de diluição e controlo de qualidade descritos em farmacopeias oficiais e, disponíveis em várias formas farmacêuticas; o medicamento homeopático apresenta uma razoável cota de mercado, o que requer legislação adequada. A adopção dos conteúdos da Directiva 2001/83/CE no Decreto-Lei [DL] n.º 176/2006, de 30 de Agosto, permitiu a Portugal inserir-se num mercado com maior liberdade de circulação de produtos homeopáticos, mais seguro e previsível. Ferramentas como os procedimentos administrativos centralizados e descentralizados envolvendo os Estadosmembros da Comissão Europeia [CE] e a introdução de medicamentos homeopáticos via registo simplificado [RS], permitiram a Portugal aproximar-se de países como a Alemanha e França, os mercados mais significativos ao nível europeu.

Se enfoca en el inicio del nuevo milenio, las Normas Internacionales de Calidad se han actualizado, basados en experiencias, indicaciones, sugerencias y adaptándose a las necesidades empresariales, con esta visión la presente investigación en su contenido presentará lineamiento aplicables a una industria textil cuyos procesos y estructura sea similar a la organización en la que se desarrolló el modelo "Diseño de un sistema de gestión de calidad ISO 9001:2000 en una empresa textil de Quito". Con la firma de Acuerdos Comerciales con el Pacto Andino, acuerdo de Cartagena, A.T.P.D.E.A. (andean Trade Promotion and Drug Eradication Act) y el G.S.P. (Generalizad System of Preferences) se consolidó el ingreso de nuestros productos a mercados internacionales, por lo que en la actualidad encontramos en las perchas de almacenes como: Sears, Jc Penny, etc. marcas ecuatorianas compitiendo por permanecer en la preferencia del consumidor. Sin embargo algunos de ellos poseen una ventaja competitiva: un Certificado Internacional de Calidad, de esta desventaja para el producto nacional nace la necesidad de diseñar un Sistema de Gestión de Calidad que sea posible implementarlo en los procesos productivos internos, con el objetivo, de que al ser aplicado en una organización se continúe con el proceso para ser reconocido por un organismo que permita Certificar Internacionalmente, la calidad de las prendas textiles.

Estudio que analiza los conflictos entre las élites de la ciudad de Riobamba y los centros administrativos coloniales de Quito y Santa Fe de Bogotá, a propósito de la reconstrucción de la ciudad luego del terremoto de 1797. La catástrofe puso en evidencia las prácticas políticas y los intereses económicos de la élite criolla riobambeña y del Cabildo de la ciudad. Adicionalmente, se examina la relación de los grupos de poder con la plebe y los indígenas. Estudia además, las divergencias entre los poderes locales y la administración central con respecto al sitio en que se edificaría la nueva ciudad.

Esta investigación analiza el impacto de la no renovación de la ley de Promoción Comercial Andina y Erradicación de las Drogas (en inglés Andean Trade Promotion and Drug Erradication Act‐ ATPDEA) en las exportaciones de flores y brócoli, así como las alternativas o plan B que han desarrollado los exportadores ante un escenario definitivo sin las preferencias arancelarias. En primer lugar, se observa la importancia de Estados Unidos como socio comercial, así como la relevancia del ATPDEA, como estrategia de comercio para los países andinos; en este aspecto, el análisis se centra en tres momentos: la plena vigencia de las preferencias arancelarias; un período de constantes extensiones del beneficio arancelario; y una última etapa, la más extensa sin ATPDEA, desde su implementación para Ecuador. Como un segundo paso, se analiza la situación de cada sector (flores y brócoli) en función de la producción nacional, así como la evolución de las cifras y destinos de las exportaciones. Y finalmente, se expone los efectos y afectaciones para cada sector en ausencia del ATPDEA, además de las opciones de un plan B que visualizan los exportadores para permanecer en el mercado internacional.

This paper discusses the creation of a European Banking Union. First, we discuss questions of design. We highlight seven fundamental choices that decision makers will need to make: Which EU countries should participate in the banking union? To which categories of banks should it apply? Which institution should be tasked with supervision? Which one should deal with resolution? How centralised should the deposit insurance system be? What kind of fiscal backing would be required? What governance framework and political institutions would be needed? In terms of geographical scope, we see the coverage of the banking union of the euro area as necessary and of additional countries as desirable, even though this would entail important additional economic difficulties. The system should ideally cover all banks within the countries included, in order to prevent major competitive and distributional distortions. Supervisory authority should be granted either to both the ECB and a new agency, or to a new agency alone. National supervisors, acting under the authority of the European supervisor, would be tasked with the supervision of smaller banks in accordance with the subsidiarity principle. A European resolution authority should be established, with the possibility of drawing on ESM resources. A fully centralized deposit insurance system would eventually be desirable, but a system of partial reinsurance may also be envisaged at least in a first phase. A banking union would require at least implicit European fiscal backing, with significant political authority and legitimacy. Thus, banking union cannot be considered entirely separately from fiscal union and political union. The most difficult challenge of creating a European banking union lies with the short-term steps towards its eventual implementation. Many banks in the euro area, and especially in the crisis countries, are currently under stress and the move towards banking union almost certainly has significant distributional implications. Yet it is precisely because banks are under such stress that early and concrete action is needed. An overarching principle for such action is to minimize the cost to the tax payers. The first step should be to create a European supervisor that will anchor the development of the future banking union. In parallel, a capability to quickly assess the true capital position of the system’s most important banks should be created, for which we suggest establishing a temporary European Banking Sector Task Force working together with the European supervisor and other authorities. Ideally, problems identified by this process should be resolved by national authorities; in case fiscal capacities would prove insufficient, the European level would take over in the country concerned with some national financial participation, or in an even less likely adverse scenario, in all participating countries at once. This approach would require the passing of emergency legislation in the concerned countries that would give the Task Force the required access to information and, if necessary, further intervention rights. Thus, the principle of fiscal responsibility of respective member states for legacy costs would be preserved to the maximum extent possible, and at the same time, market participants and the public would be reassured that adequate tools are in place to address any eventuality.

Among the many foreign policy challenges the EU will have to address this year, such as cultivating workable ties with Ukraine, Russia and other neighbours in the east, reviving the transatlantic partnership in trade, rebalancing alliances with Asian countries, and pooling and sharing defence capabilities, the number one challenge that will take up most of the Foreign Affairs Council’s time is the Middle East. After months of half-baked unilateral attempts at resolving the foreign policy challenges posed by this troubled region, the moment has now come for the EU to take bold and concrete action, argues CEPS Senior Fellow Steven Blockmans in this new Commentary.

The intelligent controlling mechanism of a typical mobile robot is usually a computer system. Research is however now ongoing in which biological neural networks are being cultured and trained to act as the brain of an interactive real world robot – thereby either completely replacing or operating in a cooperative fashion with a computer system. Studying such neural systems can give a distinct insight into biological neural structures and therefore such research has immediate medical implications. The principal aims of the present research are to assess the computational and learning capacity of dissociated cultured neuronal networks with a view to advancing network level processing of artificial neural networks. This will be approached by the creation of an artificial hybrid system (animat) involving closed loop control of a mobile robot by a dissociated culture of rat neurons. This paper details the components of the overall animat closed loop system architecture and reports on the evaluation of the results from preliminary real-life and simulated robot experiments.

Studying such hybrid systems can provide distinct insights into the operation of biological neural structures, and therefore, such research has immediate medical implications as well as enormous potential in robotics. The main aim of the research is to assess the computational and learning capacity of dissociated cultured neuronal networks. A hybrid system incorporating closed-loop control of a mobile robot by a dissociated culture of neurons has been created. The system is flexible and allows for closed-loop operation, either with hardware robot or its software simulation. The paper provides an overview of the problem area, gives an idea of the breadth of present ongoing research, establises a new system architecture and, as an example, reports on the results of conducted experiments with real-life robots.

The 2002 U.S. Farm Bill (the Farm Security and Rural Investment Act or FSRIA) provides considerably more government subsidies for U.S. agriculture than Congress envisaged when it passed the preceding 1996–2002 FAIR Act. We review the FAIR record, showing how government subsidies increased greatly beyond those originally scheduled. For FSRIA, we outline key commodity, trade, and conservation and environmental provisions. We expect that the commodity programmes will: (a) encourage production when the market calls for less; (b) significantly increase subsidies over FAIR baseline subsidies; (c) press against current WTO and possible Doha Round support limits; and (d) aggravate trading partners. Finally, we suggest two lessons from the U.S. policy experience that might benefit those working on CAP and WTO reform. First, past research shows that farm programmes have little to do with the economic health of rural communities. Second, programme transparency, and especially public disclosure of the level of payments going to individual farmers, by name, influences the farm policy debate. Personalized data show what economists have long maintained—that the bulk of programme benefits go to a relatively few, large, producers—but do so in a way that captures the public and policy-makers' attention

It is usually expected that the intelligent controlling mechanism of a robot is a computer system. Research is however now ongoing in which biological neural networks are being cultured and trained to act as the brain of an interactive real world robot - thereby either completely replacing or operating in a cooperative fashion with a computer system. Studying such neural systems can give a distinct insight into biological neural structures and therefore such research has immediate medical implications. In particular, the use of rodent primary dissociated cultured neuronal networks for the control of mobile `animals' (artificial animals, a contraction of animal and materials) is a novel approach to discovering the computational capabilities of networks of biological neurones. A dissociated culture of this nature requires appropriate embodiment in some form, to enable appropriate development in a controlled environment within which appropriate stimuli may be received via sensory data but ultimate influence over motor actions retained. The principal aims of the present research are to assess the computational and learning capacity of dissociated cultured neuronal networks with a view to advancing network level processing of artificial neural networks. This will be approached by the creation of an artificial hybrid system (animal) involving closed loop control of a mobile robot by a dissociated culture of rat neurons. This 'closed loop' interaction with the environment through both sensing and effecting will enable investigation of its learning capacity This paper details the components of the overall animat closed loop system and reports on the evaluation of the results from the experiments being carried out with regard to robot behaviour.

The notification of the level of domestic support to the World Trade Organization (WTO) is intended to reflect compliance with obligations entered into at the time of the Uruguay Round. WTO members have often been slow to provide notification of domestic support levels. This makes the process of notification less useful as an indicator of the degree to which changes in policy have or have not benefited the trade system as a whole and exporting countries in particular. The notification of domestic support in the E.U. illustrates the value of a measure that reflects current policies and can therefore act as a basis for negotiation of further disciplines where these are necessary. The E.U. has made major changes in its Common Agricultural Policy (CAP) over the period since 1992 when the MacSharry reforms were implemented. Payments originally notified in the blue box (related to supply control) have over time been changed until in their present form they are unrelated to current production or price levels, and hence can satisfy the criteria for the green box. The E.U. has therefore much more latitude in trade talks to agree to reductions in the allowable trade-distorting support. This paper reproduced the E.U. notifications relating to 2003/04 and extends these with official statistics to the year 2006/07. It then projects forward the components of domestic support until the year 2013/14, based on forecasts of future production and estimates of policy parameters. The impact of a successful Doha Round is simulated, showing that the constraints envisaged in the WTO draft modalities document of May 19, 2008, would be binding by the year 2013, at about the time the next budget cycle in the E.U. starts. Without the Doha Round constraints, further reform might still happen for domestic reasons, but the framework provided by the WTO for domestic policy spending would be less relevant. In that case, much could hinge on the legitimacy of the Single Farm Payment system under the current rules governing the green box.
