A partir de un análisis realizado al discurso periodístico del diario El Espectador, en un periodo que abarca del 25 de agosto de 1983 al 2 de septiembre de 1989, del cual se recolectó un corpus textual de noticias, informes especiales, columnas de opinión y editoriales, en este este trabajo de grado se busca demostrar que este diario fue un actor tanto político como social en el conflicto entre las mafias del narcotráfico y el Estado colombiano. Se argumenta que las diferentes acciones realizadas por el periódico, en donde denunciaba y visibilizaba hechos coyunturales del momento, le permitieron convertirse en un grupo de interés que dispuso de toda su variedad y capacidad para influir y alterar el comportamiento de otros actores involucrados en la llamada „guerra contra las drogas‟, durante la década de los años ochenta en Colombia

Los procesos de Desarme, Desmovilización y Reintegración (DDR) han sido tema central en la agenda pública y la forma en que los medios nos presentan a los diferentes protagonistas del conflicto, nos ha acercado a ellos y a la realidad de ese fenómeno desde una mirada en particular. En esta monografía se analiza la representación discursiva construida por el diario El Tiempo sobre procesos de DDR y sus actores protagónicos, los desmovilizados, en la ciudad de Bogotá, entre 2005 y 2010; a lo largo del texto se reflexiona sobre la influencia que puede tener el discurso de los medios de comunicación en la manera que la sociedad podría ver y responder a ese grupo social que busca reintegrarse a la vida civil. El trabajo se realiza a través de un análisis del discurso, en este caso, del discurso periodístico emitido por el diario El Tiempo y se abordan elementos de la teoría del pánico moral. La llegada constante y creciente de desmovilizados a la capital del país conllevó a que el trato que debía dársele a la situación hiciera parte de diferentes discursos políticos y mediáticos; por tanto, el discurso del diario se contrasta con la política local de atención a desmovilizados, específicamente con el "Programa de Atención al Proceso de Desmovilización y Reintegración en Bogotá (PAPDRB)", a fin de diferenciar el tratamiento que le dieron al fenómeno.

Since 1991 Colombia has had a market-determined Peso - US Dollar Nominal Exchange Rate (NER), after more than 20 years of controlled and multiple exchange rates. The behavior (revaluation / devaluation) of the NER is constantly reported in news, editorials and op-eds of major newspapers of the nation with particular attention to revaluation. The uneven reporting of revaluation episodes can be explained by the existence of an interest group particulary affected by revaluation, looking to increase awareness and sympathy for help from public institutions. Using the number of news and op-eds from a major Colombian newspaper, it is shown that there is an over-reporting of revaluation episodes in contrast to devaluation ones. Secondly, using text analysis upon the content of the news, it is also shown that the words devaluation and revaluation are far apart in the distribution of words within the news; and revaluation is highly correlated with words related to: public institutions, exporters and the need of assistance. Finally it is also shown that the probability of the central bank buying US dollars to lessen revaluation effects increases with the number of news; even though the central bank allegedly intervenes in the exchange rate market only to tame volatility or accumulate international reserves.

ABSTRACT In this paper we use economic cartoons that were published in the leading Colombian newspaper -El Tiempo-between 1928 and 1937,as a valid primary source for analysis of the tensionsand economic situations lived in Colombia during a tough worldwide economic period. Through economic cartoon it is possible to observe the perception of public opinion on economic policies and the fear and uncertainty that these were having on ordinary people. This document is part of a larger analysis that used economic cartoons as a source for examining Colombian economic history.

Se analiza la relación entre movimientos sociales y nuevos medios en Colombia, preguntando en particular por las posibilidades narrativas que tienen los movimientos sociales en el nuevo espacio comunicativo abierto por internet. Para ello, se lleva a cabo un estudio descriptivo del relato elaborado en la red social Twitter por activistas virtuales del movimiento de indignación surgido en Bogotá tras la destitución del alcalde mayor, Gustavo Petro, a finales de 2013. Se encontró que Twitter fue un espacio esencialmente de disputa. El relato del movimiento fue construido en permanente contrapunteo no solo con las informaciones de los medios de comunicación tradicionales y las intervenciones de los líderes políticos, sino también con expresiones ciudadanas rivales, que se movilizaron paralelamente en la misma red social en un ejercicio de contestación. Esta investigación emplea como marco analítico la “autocomunicación de masas” propuesta por Manuel Castells.

El aprovechamiento económico del espacio público constituye un fenómeno que pone a prueba la definición de lo público y lo privado. Esta distinción es una de las bases de la institucionalidad del Estado moderno, por lo que desafiarla genera tensiones que repercuten en su administración. Por su parte, los actores involucrados en la discusión de la racionalidad sobre la que se fundamentan los cimientos de nuestra democracia liberal, son agentes marginalizados a través de las diferentes clasificaciones que se aplican a ellos estigmatizándolos socialmente. Es a partir de esta dicotomía entre lo formal y lo informal y su manera de relacionarse, que se entra a discutir la construcción social del espacio público y las ambivalencias de los derechos de una población que actúa al margen del sistema.

Artículo basado en fuentes hemerográficas, específicamente en la sección No oficial del periódico El Nacional, entre 1860 y 1875. Analiza los cambios del discurso conservador en el poder durante el período estudiado y muestra que esta corriente fue dúctil e impulsora de innovaciones en diversos ámbitos políticos. El estudio concatena tres grandes momentos discursivos con sus correspondientes coyunturas políticas.

Supported by newspaper, collected letters and other documents, this article explores the relationships between politics and religion, taking into account the proposal of “politicized religion” contextually bound to the times of Gabriel García Moreno in Ecuador. It seeks to deepen understanding concerning the use of spirituality, representations and religious institutions for purposes of strengthening the State and its legitimacy of power. At the same time, it goes beyond the limits of this plane in order to advance the construction of a model of a Catholic nation based on an opposition to impiety.

The paper looks at the setting up of media services for British Army forces engaged in Operation Granby, the British participation in Operation Desert Storm, the liberation of Kuwait from Iraqi occupation in 1991. In particular, the piece focuses on the creation of a force newspaper and radio station.There is far more involved in the organisation of modern war than simply battles themselves One aspect is the importance of creating and maintaining morale, which can be achieved in a number of ways, especially by keeping troops informed of their progress, purpose and mission as operations unfold. This was specifically recognised by commanders in the Gulf War, who ensured the smooth transmission of information by the provision of media services for forces personnel throughout the War. Here S J Anglim concentrates on the difficulties inherent in setting up and running the Gulf Forces newspaper, The Sandy Times, a Radio service and producing video reviews, all of which played their part in ensunng high morale. He concludes that there are lessons to be learnt and implemented for the success of any future conflicts.

Purpose – The purpose of this paper is to investigate the concepts of intelligent buildings (IBs), and the opportunities offered by the application of computer-aided facilities management (CAFM) systems. Design/methodology/approach – In this paper definitions of IBs are investigated, particularly definitions that are embracing open standards for effective operational change, using a questionnaire survey. The survey further investigated the extension of CAFM to IBs concepts and the opportunities that such integrated systems will provide to facilities management (FM) professionals. Findings – The results showed variation in the understanding of the concept of IBs and the application of CAFM. The survey showed that 46 per cent of respondents use a CAFM system with a majority agreeing on the potential of CAFM in delivery of effective facilities. Research limitations/implications – The questionnaire survey results are limited to the views of the respondents within the context of FM in the UK. Practical implications – Following on the many definitions of an IB does not necessarily lead to technologies of equipment that conform to an open standard. This open standard and documentation of systems produced by vendors is the key to integrating CAFM with other building management systems (BMS) and further harnessing the application of CAFM for IBs. Originality/value – The paper gives experience-based suggestions for both demand and supply sides of the service procurement to gain the feasible benefits and avoid the currently hindering obstacles, as the paper provides insight to the current and future tools for the mobile aspects of FM. The findings are relevant for service providers and operators as well.

Web Services for Remote Portlets (WSRP) is gaining attention among portal developers and vendors to enable easy development, increased richness in functionality, pluggability, and flexibility of deployment. Whilst currently not supporting all WSRP functionalities, open-source portal frameworks could in future use WSRP Consumers to access remote portlets found from a WSRP Producer registry service. This implies that we need a central registry for the remote portlets and a more expressive WSRP Consumer interface to implement the remote portlet functions. This paper reports on an investigation into a new system architecture, which includes a Web Services repository, registry, and client interface. The Web Services repository holds portlets as remote resource producers. A new data structure for expressing remote portlets is found and published by populating a Universal Description, Discovery and Integration (UDDI) registry. A remote portlet publish and search engine for UDDI has also been developed. Finally, a remote portlet client interface was developed as a Web application. This paper draws from a wider research programme in the UK undertaken for the Investment Property Forum examining liquidity in commercial property. One aspect of liquidity is the process by which transactions occur including both how properties are selected for sale and the time taken to transact. The paper analyses data from three organisations; a property company, a major financial institution and an asset management company, formally a major public sector pension fund. The data covers three market states and includes sales completed in 1995, 2000 and 2002 in the UK. The research interviewed key individuals within the three organisations to identify any common patterns of activity within the sale process and also identified the timing of 187 actual transactions from inception of the sale to completion. The research developed a taxonomy of the transaction process. Interviews with vendors indicated that decisions to sell were a product of a combination of portfolio, specific property and market based issues. Properties were generally not kept in a “readiness for sale” state. The average time from first decision to sell the actual property to completion had a mean time of 298 days and a median of 190 days. It is concluded that this study may underestimate the true length of the time to transact for two reasons. Firstly, the pre-marketing period is rarely recorded in transaction files. Secondly, and more fundamentally, studies of sold properties may contain selection bias. The research indicated that vendors tended to sell properties which it was perceived could be sold at a ‘fair’ price in a reasonable period of time.
