En este documento se presentan, en una primera instancia, las restricciones detectadas a lo largo de la cadena de valor del snack nutritivo elaborado a partir de fruta deshidratada en El Salvador. El diagnóstico que se elaboró fue presentado en una mesa de diálogo para validar dichas restricciones y consensuar perspectivas entre los actores relevantes de la cadena de valor. En una segunda instancia, con los resultados de la discusión sobre el diagnóstico, la CEPAL propuso cinco programas con un total de 14 estrategias que igualmente fueron validadas por medio de un proceso participativo público y privado en otra mesa de diálogo. Los cinco programas propuestos y que se describen con detalle en este documento fueron: a) Gobernanza de la cadena de fruta deshidratada; b) Capacitación y entrenamiento del recurso humano; c) Inclusión de pequeños productores de fruta; d) Innovación y calidad en frutales y deshidratados; y, e) Comercialización para la consolidación del mercado interno y de exportación.

An on-line survey of experts was conducted to solicit their views on policy priorities in the area of information and communication technologies (ICT) in the Caribbean. The experts considered the goal to “promote teacher training in the use of ICTs in the classroom” to be the highest priority, followed by goals to “reduce the cost of broadband services” and “promote the use of ICT in emergency and disaster prevention, preparedness and response.” Goals in the areas of cybercrime, e-commerce, egovernment, universal service funds, consumer protection, and on-line privacy rounded out the top 10. Some of the lowest ranked goals were those related to coordinating the management of infrastructure changes. These included the switchover for digital terrestrial television (DTT) and digital FM radio, cloud computing for government ICT, the introduction of satellite-based internet services, and the installation of content distribution networks (CDNs). Initiatives aimed at using ICT to promote specific industries, or specific means of promoting the digital economy, tended toward the centre of the rankings. Thus, a general pattern emerged which elevated the importance of focusing on how ICT is integrated into the broader society, with economic issues a lower priority, and concerns about coordination on infrastructure issues lower still.

Recientes normativas sobre el contenido y forma de mencionarla afiliación institucional de los investigadores de dos de las principales instituciones públicas de investigación de Argentina (la Universidad Nacional de La Plata y el Consejo Nacional de Investigaciones Científicas y Técnicas) obligan a reflexionar sobre problemas recurrentes y nuevas tensiones en torno a las relaciones institucionales del sistema científico-tecnológico argentino. Los objetivos de esta contribución son: 1) analizar las normativas de ambas instituciones; 2) señalar sus principales virtudes y falencias; y 3) alertar sobre los peligros de promulgar reglamentaciones no consensuadas. Las diferentes y hasta contradictorias normativas referidas a cómo los científicos deben registrar su afiliación institucional en las publicaciones están basadas en miradas aisladas, que colocan a numerosos investigadores con doble dependencia institucional en una encrucijada cuando deben cumplirlas. Los ejemplos analizados exponen la falta de coordinación inter-institucional y la necesidad de tener una mirada que contémplelas relaciones de cooperación nacional, regional e internacional en un escenario científico y tecnológico cada vez más globalizado. No parece razonable promulgar normativas que pongan a las instituciones estatales en una suerte de competencia por apropiarse de la producción científica de los investigadores, canibalizándose unas a otras. A contramano de la historia y del espíritu de colaboración que ha primado dentro del sistema argentino de ciencia y tecnología, estas visiones sesgadas ponen en serio riesgo el lugar privilegiado que ha logrado la Argentina entre los principales países productores de ciencia de América Latina, así como el reconocimiento internacional de sus instituciones científico-tecnológicas

In this article I critically examine the theoretical and empirical relationship between world society, whereby global civil society is taken to be its physical or empirical counterpart, and the society of states. This relationship is typically portrayed as contradictory or confrontational, and I contend that this mainstream perspective is reliant on a superficial analysis of the relationship. If one examines the deeper dynamics, viewed in their contemporary international normative context, then one can identify the more constructive and permissive aspects of the relationship. Rather than being wholly incompatible I argue that world society and international society are mutually constitutive and mutually dependent regimes, whose relationship is more often marked by cooperation than by conflict. English School theory provides the conceptual framework for this analysis. The relationship between international and world society presents a core ontological tension within this theory, and again they tend to occupy polarised positions. A synthesis of four international theories - pluralist international society theory, solidarist international society theory, critical international theory, and the discourse of global civil society - informs the hypothesis that the relationship can be normatively and empirically reconciled. In order to empirically support this explanation I analyse two phenomena in world politics - transnational advocacy networks and humanitarian intervention - where there is an apparent tension between international and world society.

To foster ongoing international cooperation beyond ACES (APEC Cooperation for Earthquake Simulation) on the simulation of solid earth phenomena, agreement was reached to work towards establishment of a frontier international research institute for simulating the solid earth: iSERVO = International Solid Earth Research Virtual Observatory institute (http://www.iservo.edu.au). This paper outlines a key Australian contribution towards the iSERVO institute seed project, this is the construction of: (1) a typical intraplate fault system model using practical fault system data of South Australia (i.e., SA interacting fault model), which includes data management and editing, geometrical modeling and mesh generation; and (2) a finite-element based software tool, which is built on our long-term and ongoing effort to develop the R-minimum strategy based finite-element computational algorithm and software tool for modelling three-dimensional nonlinear frictional contact behavior between multiple deformable bodies with the arbitrarily-shaped contact element strategy. A numerical simulation of the SA fault system is carried out using this software tool to demonstrate its capability and our efforts towards seeding the iSERVO Institute.
