El proceso contra Jato Tello (Vitoria 1485): ¿Error judicial o empleo de la justicia penal en la política antijudía?

[ES]El objeto de este artículo es saber hasta qué punto pudo emplearse la justicia penal como un instrumento más de la política de carácter antijudío desarrollada por las autoridades cristianas de la España medieval a finales del siglo XV, concretamente en los momentos previos a la expulsión. Para indagar sobre esta cuestión se tendrá presente el proceso penal por blasfemia al que fue sometido el judío de Vitoria (Álava) Jato Tello.

A escolha democrática dos representantes por meio do voto eletrônico e a manutenção e continuidade da democracia com auxílio da urna eletrônica

Apresenta a urna eletrônica como agente essencial para a manutenção da democracia. São apresentadas as origens do voto no Brasil, indo até a proposta e execução do ambicioso projeto de eleições gerais com base em urnas eletrônicas. Descreve como se deu o desenvolvimento do equipamento. Os requisitos de segurança da informação são apresentados no contexto da votação eletrônica tendo como parâmetro a norma ISO 27.002. Observa que há melhorias que devem ser continuamente realizadas a fim de garantir a efetiva realização de um processo eleitoral seguro e confiável.

Sistema eletrônico de votação da Câmara dos Deputados : um estudo à luz da segurança da informação

A informação é considerada hoje um dos maiores ativos nas organizações, e, como tal, necessita ser protegida de forma adequada às necessidades do negócio. Conforme o valor da informação cresce, aumenta também o interesse em interceptar e adulterar seu conteúdo, levando a um comprometimento dos sistemas que suportam o negócio. A Câmara dos Deputados é um dos órgãos integrantes do Poder Legislativo Brasileiro e cabe a ela representar o povo, legislar sobre os assuntos de interesse nacional e fiscalizar a aplicação dos recursos públicos. Por meio de seu Sistema Eletrônico de Votação, ocorrem votações em que são tomadas decisões que afetam a vida de toda a nação. Com o uso da pesquisa documental, realizada a partir de um estudo de caso efetuado com base na análise de documentos existentes no âmbito da Coordenação do Sistema Eletrônico de Votação, este trabalho pretende comparar os controles de segurança da informação em uso e os controles recomendados para obtenção da certificação ISO 27001, para que se dê transparência ao processo de votação. Este trabalho apresenta como resultado o percentual dos controles recomendados pela norma que estão em uso, permitindo demonstrar que a segurança da informação é seriamente considerada durante o processo eletrônico de votação no Plenário Ulysses Guimarães da Câmara dos Deputados.

Efectos de la utilización de opciones en la gestión de carteras de divisas: un estudio empírico

En el presente artículo se expone un análisis comparativo de la performance resultante en la gestión de carteras de divisas, teniendo en cuenta la posibilidad de llevar a cabo cobertura con opciones, en un caso, y sin dicha posibilidad, en el caso contrario. Los resultados encontrados para el periodo 1993-1997 muestran que el uso de opciones (de venta, o put) para cubrir la devaluación de las dividas en las que se invierte es una herramienta eficaz para mejorar la performance de las carteras de divisas gestionadas.

Association analyses of DNA polymorphisms in bovine SREBP-1, LXRα,FADS1 genes with fatty acid composition in Canadian commercial crossbred beef steers

Two previously reported DNA polymorphisms of sterol regulatory element binding transcription factor 1 (SREBP1) and liver X receptor alpha (LXRα) and two DNA polymorphisms of fatty acid desaturase 1 (FADS1) were evaluated for associations with fatty acids in brisket adipose tissue of Canadian cross-bred beef steers. The polymorphism of 84 bp insert/deletion in intron 5 of SREBP1 was significantly associated with the concentration of 9c C17:1 (P=0.013). The G>A single nucleotide polymorphism (SNP) in the exon 4 of LXRα gene was associated with the concentration of 9c, 11t C18:2 (P=0.04), sum of conjugated linoleic acids (CLA) (P=0.025) and 11c C20:1(P=0.042). Two DNA polymorphisms in the promoter region of FADS1, deletion/insertion of ->GTG in rs133053720 and SNP A>G in rs42187276, were significantly associated with concentrations of C17:0 iso, C17:0 ai, total branched chain fatty acids (BFA), 12t C18:1, 13t/14t C18:1, 15t C18:1, and 13c C18:1 (P<0.05). Further studies are needed to validate the associations and to delineate the roles of the gene polymorphisms in determining the fatty acid composition in beef tissues.

La integración de sistemas de gestión basados en estándares internacionales: resultados de un estudio empírico realizado en la CAPV

Este artículo se ha realizado en el marco de los Proyectos de Investigación titulados “Los sistemas integrados de gestión (SIG) en las empresas españolas” (SEC2006-06682/ECON) financiado por el Ministerio de Educación y Ciencia dentro de la convocatoria de ayuda a proyectos de I+D y “Análisis de la implantación de los Sistemas de Gestión Medioambiental en las empresas de la CAPV: generación de propuestas innovadoras para su integración organizativa”, financiado por la UPV-EHU en su convocatoria general de Proyectos de Investigación de 2006.

Policies on release of improved fish strains in China

Since 1991, the certification, release and maintenance of new species for aquaculture have become part of the national policy in China. During the past 15 years, this policy has been conducted and improved and has begun to show its significant role in Chinese fisheries. This paper describes the updated system of certification, release and maintenance of new species for aquaculture in China.

Fishing guidelines

In accordance with the recommendations of the Committee on Fisheries (COFI), FAO prepared the first draft of the technical guidelines in relation to Fishing Operations, which were submitted to the Technical Consultation on the Code of Conduct for Responsible Fishing, Rome, 26 September to 5 October 1994. The draft was prepared taking into account the Declaration of Cancún, Agenda 21 of United Nations Conference on Environment and Development (UNCED) and the Report of the Expert Consultation on Responsible Fishing Operations, Sidney, British Colombia, Canada, 6 -11 June 1994. Thereafter, the draft was revised taking into account, the negotiations at the UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, the elaboration of the Code as well as developments at the International Maritime Organization (IMO) with regard to the Protocol to the Torremolinos International Convention on Fishing Vessel Safety and the new International Convention on Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995. Technical Guidelines are given in support of the implementation of the Code in relation to fishing operations. These are addressed to States, international organizations, fisheries management bodies, owners, managers and charterers of fishing vessels as well as fishers and their organizations. Development of an efficient particle approach for micro-scale gas flow simulations

The micro-scale gas flows are usually low-speed flows and exhibit rarefied gas effects. It is challenging to simulate these flows because traditional CFD method is unable to capture the rarefied gas effects and the direct simulation Monte Carlo (DSMC) method is very inefficient for low-speed flows. In this study we combine two techniques to improve the efficiency of the DSMC method. The information preservation technique is used to reduce the statistical noise and the cell-size relaxed technique is employed to increase the effective cell size. The new cell-size relaxed IP method is found capable of simulating micro-scale gas flows as shown by the 2D lid-driven cavity flows.

To interpret the temporal information on texts, a mark-up language that will code that information is needed, in order to make that information automatically reachable. The most used mark-up language is TimeML (Pustejovsky et al., 2003), which has also been choosen for Basque. In this guidelines we present the Basque version of ISO-TimeML (ISO-TimeML working group, 2008). After having analysed the tags, attributes and values created for English, we describe the most appropriate ones to represent Basque time structures’ information.

Cell fate specification during Caenorhabditis elegans male tail development

The cells of the specialized mating structures of the nematode Caenorhabditis elegans adult male tail develop from sex-specific divisions of postembryonic blast cells. One male-specific blast cell, B, is the precursor to all the cells of the copulatory spicules. Both cell interactions and autonomous fate specification mechanisms are utilized in the B lineage to specify fate.

During development the anterior daughter of B, B.a, generates four distinct pairs of cells. Cell ablation experiments indicate that the cells of each pair respond to positional cues provided by other male-specific blast cells. F and U promote anterior fates, Y.p promotes some posterior fates, and the B.a progeny promote posterior fates. The cells within each pair may also interact.

The lin-3/let-23 signalling pathway, identified for its function in C. elegans hermaphrodite vulval induction, mediates the signal from F and U. Reduction-of-function mutations in lin-3 (EGF-like signal), let-23 (receptor), sem-5 (adaptor), let-60 (ras), or lin-45 (raf) disrupt the fates of the anterior cells, and mimic F and U ablation. In addition, ectopically expressed lin-3 disrupts the fates of the posterior cells, and can promote anterior fates even in the absence of F and U.

A genetic screen of over 9000 mutagenized gametes recovered 22 mutations in 20 loci that disrupt fate specification in male tail lineages. Seven of these mutations may represent new genes that play a role in male tail development.

The first division of the B cell is asymmetric. The gene vab-3 is required for specification of B.a fates, and it may represent a factor whose activity is localized to the B.a cell via the gene lin-17. lin-17 acts both at the first division of the B cell and at specific other cell divisions in the lineage.

Structurally engineered cytochromes c with novel ligand-binding properties

Semisynthesis of horse heart cytochrome c and site-directed mutagenesis of Saccharomyces cerevisiae (S. c.) iso-1-cytochrome c have been utilized to substitute Ala for the cytochrome c heme axial ligand Met80 to yield ligand-binding proteins (horse heart Ala80cyt c and S.c. Ala80cyt c) with spectroscopic properties remarkably similar to those of myoglobin. Both species of Fe(II)Ala80cyt c form exceptionally stable dioxygen complexes with autoxidation rates 10-30x smaller and O₂ binding constants ~ 3x greater than those of myoglobin. The resistance of O₂-Fe(II)Ala80cyt c to autoxidation is attributed in part to protection of the heme site from solvent as exhibited by the exceptionally slow rate of CO binding to the heme as well as the low quantum yield of CO photodissociation.

UV/vis, EPR, and paramagnetic NMR spectroscopy indicate that at pH 7 the Fe(III)Ala80cyt c heme is low-spin with axial His-OH^- coordination and that below pH ~6.5, Fe(III)Ala80cyt cis high-spin with His-H₂O heme ligation. Significant differences in the pH dependence of the ¹H NMR spectra of S.c. Fe(III)Ala80cyt c compared to wild-type demonstrate that the axial ligands influence the conformational energetics of cytochrome c.

¹H NMR spectroscopy has been utilized to determine the solution structure of the cyanide derivative of S.c. Fe(III)Ala80cyt c. 82% of the resonances in the ¹H NMR spectrum of S.c. CN-Fe(III)Ala80cyt c have been assigned through 1D and 2D experiments. The RMSD values after restrained energy minimization of the family of 17 structures obtained from distance geometry calculations are 0.68 ± 0.11 Å for the backbone and 1.32 ± 0.14 Å for all heavy atoms. The solution structure indicates that a tyrosine in the "distal" pocket of CN-Fe(III)Ala80cyt c forms a hydrogen bond with the Fe(III)-CN unit, suggesting that it may play a role analogous to that of the distal histidine in myoglobin in stabilizing the dioxygen adduct.
