Unstabilized rammed earth is a recyclable, economical, and eco-friendly building material, used in the past and still applied today. Traditionally, its use was based on a long empirical knowledge of the local materials. Because this knowledge was mostly lost or is no longer sufficient, in many countries normative documents have been produced to allow the assessment of rammed earth soils. With the aim of contributing for a refining of these normative requirements, this article presents a research work that included: (i) collection of Unstabilized rammed earth samples from six constructions in Portugal; (ii) a literature survey of normative and complementary documents to identify the most mentioned key-properties, the test procedures and the corresponding threshold limits; and (iii) a discussion of the test procedures and of the thresholds limits in the light of the experimental results. The analyzed properties are the particle size distribution, maximum particle size, plasticity, compaction, linear shrinkage, organic content, and salt content. The work highlights the advantages of taking into account the characteristics of existing constructions as a basis for the establishment and further refining of consistent threshold values. In particular, it shows that it is essential to adjust the requirements to the specificities of local materials.

OBJECTIVE To analyze the regional governance of the health systemin relation to management strategies and disputes.METHODOLOGICAL PROCEDURES A qualitative study with health managers from 19 municipalities in the health region of Bahia, Northeastern Brazil. Data were drawn from 17 semi-structured interviews of state, regional, and municipal health policymakers and managers; a focus group; observations of the regional interagency committee; and documents in 2012. The political-institutional and the organizational components were analyzed in the light of dialectical hermeneutics.RESULTS The regional interagency committee is the chief regional governance strategy/component and functions as a strategic tool for strengthening governance. It brings together a diversity of members responsible for decision making in the healthcare territories, who need to negotiate the allocation of funding and the distribution of facilities for common use in the region. The high turnover of health secretaries, their lack of autonomy from the local executive decisions, inadequate technical training to exercise their function, and the influence of party politics on decision making stand as obstacles to the regional interagency committee’s permeability to social demands. Funding is insufficient to enable the fulfillment of the officially integrated agreed-upon program or to boost public supply by the system, requiring that public managers procure services from the private market at values higher than the national health service price schedule (Brazilian Unified Health System Table). The study determined that “facilitators” under contract to health departments accelerated access to specialized (diagnostic, therapeutic and/or surgical) services in other municipalities by direct payment to physicians for procedure costs already covered by the Brazilian Unified Health System.CONCLUSIONS The characteristics identified a regionalized system with a conflictive pattern of governance and intermediate institutionalism. The regional interagency committee’s managerial routine needs to incorporate more democratic devices for connecting with educational institutions, devices that are more permeable to social demands relating to regional policy making.

After a briefhistorical introduction, this paper deals with the main concerned geotectonic units: the Lower Tagus and Alvalade basins, the Western and Southern borders, and their infillings. Most of the Neogene events and record concern areas South of the Iberian Central Chain, a nearly inverse situation as that of Paleogene times. In the most important of these units, the Lower Tagus basin, there are quite thick detrital series, mostly marine in its distal part near Lisboa (albeit with several continental intercalations), and mainly continental in its inner part. Sedimentological record is almost complete since Lowermost to Upper Miocene. The richness ofdata (paleontology, isotope chronology, paleoclimate, etc.) it gives and the possibility of direct marine-continental correlations render this basin one of the more interesting ones in Western Europe. Alvalade basin is separated from the previous one by a barrier ofPaleozoic rocks. Two transgressions events (Upper Tortonian and Messinian in age) are recorded. Active sedimentation may be correlated to Late Miocene tectonics events. In Algarve, chiefly marine units from Lower to Upper Miocene are well developped. The Lower unit (Lagos-Portimao Formation) is best exposed in Western Algarve, but desappears eastwards. Middle Miocene is not as well known, whereas Upper Miocene main outcrops are in Eastern Algarve. Cacela Formation is remarquable for its beautiful fossils. Sedimentation as a whole refletcts the tectonic activity and in special the evolution of the Algarve flexures. There is scant evidence of post-Lower Miocene volcanism, the latest known in Portugal. Pliocene has not been recognized there beyond doubt. . Miocene sediments are much less important to the North of the Central Iberian Chain. Continental beds near Leiria that yielded the well-known "Hisp anotherium fauna" are lower Middle Miocene. Pliocene corresponds to dramatic changes in paleogeography. At Setiibal Peninsula there is some evidence of a minor Lower Pliocene transgression. Continental detrital sediments, often coarse, occupy rather large areas. In Western Portugal between the Seta hal Peninsula and Pombal there is good evidence of a marine Upper Pliocene transgression, followed up by dune sands overlain by marsh clays, diatomites, lignites and boghead levels that can be partly Pleistocene in age.

It is important to understand and forecast a typical or a particularly household daily consumption in order to design and size suitable renewable energy systems and energy storage. In this research for Short Term Load Forecasting (STLF) it has been used Artificial Neural Networks (ANN) and, despite the consumption unpredictability, it has been shown the possibility to forecast the electricity consumption of a household with certainty. The ANNs are recognized to be a potential methodology for modeling hourly and daily energy consumption and load forecasting. Input variables such as apartment area, numbers of occupants, electrical appliance consumption and Boolean inputs as hourly meter system were considered. Furthermore, the investigation carried out aims to define an ANN architecture and a training algorithm in order to achieve a robust model to be used in forecasting energy consumption in a typical household. It was observed that a feed-forward ANN and the Levenberg-Marquardt algorithm provided a good performance. For this research it was used a database with consumption records, logged in 93 real households, in Lisbon, Portugal, between February 2000 and July 2001, including both weekdays and weekend. The results show that the ANN approach provides a reliable model for forecasting household electric energy consumption and load profile. © 2014 The Author.

A Diabetes Mellitus (DM) é uma doença com grande prevalência, sendo nos países industrializados a primeira causa de cegueira irreversível em indivíduos em idade activa. Causa inúmeras complicações oculares como distúrbios na refracção, cataratas, alterações neuroftalmológicas e retinopatia diabética (RD). Estima-se que 25 a 50% dos pacientes já desenvolveram algum grau de RD 10 anos após o diagnóstico de DM. Após 15 anos do diagnóstico de DM, a percentagem de desenvolvimento de algum grau de RD sobe para 75 a 90% dos pacientes. A RD evolui quase sempre sem quaisquer sintomas visuais, correspondendo a uma diminuição da acuidade visual a um estadio tardio na história natural desta doença. A detecção precoce permite o tratamento em fases adequadas o que se traduz numa diminuição do risco de perda de visão. A detecção e o tratamento precoces e têm como finalidade reduzir a incidência da cegueira por diabetes, tratando-se de um foco na prevenção secundária, sem descurar os outros níveis de prevenção. O Programa Regional de Rastreio da Retinopatia Diabética, do ACES do Baixo Vouga, sediado no Centro de Saúde de Aveiro, abrange todos os utentes diabéticos, realizando exames de controlo anual nos diferentes Centros de Saúde desta região.
