This study aims to investigate the process of implementation of Programa Nacional Biblioteca da Escola, PNBE, and the reader's training on Childhood Education level in Natal. The promotion of literary reading is the opportunity of inclusion in a world that is connected to citizenship, to human rights and social justice, because the reading is the way which gives meaning to the life and, therefore, it is a right for everybody. The study is characterized as a qualitative research with evaluative approach. The methodological procedure that constitutes this corpus took place in three stages: the first one was about the analysis of laws and documents of national public policies for the reading promotion; questionnaires were applied by Managing Committee - Natal/RN to CMEIs and the available websites from MEC that provide distribution of the acquis; in the second stage, we adopted the semi-structured interview as a methodological procedure elaborated with open questions that focus on the program management and to the acquis of PNBE; and in the third step we visited the 21 centers of childhood education in Natal for interviewing and to do the exploratory observation in places of reading. The Informant actors in this research are: the advisors of SME - Natal and FNDE, managers and teachers in Municipal Childhood Education Centers who totalize 30 informants. This theoretical and methodological framework follows the studies of Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994), Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008), Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) and Zilberman (2001; 2003; 2008). The analysis indicates that decentralization strategy which is adopted in public management model will transfer responsibilities and assumption of the PNBE, exempting the actors to planning actions ensuring the efficiency and efficacy implementation on reading policy to national and municipal levels. The qualified acquis that is distributed by MEC reaches every Childhood Education center and does not depend on teacher's desire or it action, only a few of them know about it and they do not have information about the PNBE, neither receive specific training in order to articulate it to the practice of reading with children from Childhood Education. The reading project implemented by private education system in Natal overlaps the PNBE, making it invisible. The reading places that are available for that schooling stage are summarized to the reading corners. In some CMEI, books remain stored in boxes or they are locked in the closet, out of use to the teachers and students. Thus, care for the acquisition, selecting acquis, and a preoccupation to the supply of the reading and books for this education level are lost into volumes of closed boxes, teachers are jettisoned to this process and children do not have any enchantment to the reading or books. In this context, this paper draws attention to how much we should still investigate in order to understanding the perspectives, stresses and challenges from public policies for the reading promotion in our country. We hope that the research will help to improve the management model of the PNBE, ensuring the reading democratization and therefore the reader's training in early Childhood Education.

In this doctoral thesis analyzed the discursive representations of the bandit Lampião, the Lantern and his bandits gang in news mossoroenses newspapers published in the twenties of the last century (1927), when the gang invasion of the city of Mossoro in the state of Rio Grande do Norte, on June 13 of that year. To this end, we take as basis the theoretical assumptions of linguistics Textual, especially the narrower context of what is known today as Textual Analysis of the Discourses (ADT), theoretical and descriptive approach to linguistic studies of the text proposed by the French linguist Jean-Michel Adam. In this approach, we are interested in, specifically, the semantic level of the text, highlighting the notion of discursive representation, studied based on benchmarking operations, predication, modification, spatial location and temporal connection and analogy (ADAM, 2011; CASTILHO, 2010; KOCH, 2002, 2006; MARCUSCHI, 1998, 2008; NEVES, 2007; RODRIGUES, PASSEGGI & SILVA NETO, 2010). The corpus of this research consists of three reports in the twenties of the last century in newspapers The Mossoroense, Correio do Povo and the Northeast, and reconstituted through the collection held in the Municipal Museum Lauro Scotland files, Memorial Resistance Mossoro, both located in Natal, and in the news collection of Lampião newspapers in Natal, north of Rio Grande Raimundo Nonato historian. The discursive representations are built from the use of semantic analysis operations. Lampião to, the following representations are built: bandit, head of bandits, briber, defeated, Captain and Lord. To the outlaws of Lampião bunch of the following discursive representations were built: group, gang, gangsters, mates, bloodthirsty pack, brigands, bandits, criminals, burglar horde, and wild beasts. These representations reveal mainly the views of the newspapers of that time, which represented mainly the interests of traders, politicians, the government itself and generally Mossoró population.

Teaching Portuguese language in Brazilian public schools is still limited mostly to studying decontextualized text fragments, memorizing classifications and cult of grammar rules. Considering the language as a social, cultural practice which emerges from the intersubjective interaction, we sought to propose an educational intervention that prioritizes the retextualization processes from speech to the writing of memoirs as a textual genre, so as to contribute for improving learner’s discursive performances. Therefore, paying attention to these concerns and in attempt to contribute for improving the teaching of Portuguese language in elementary school, we chose as privileged locus a 9th grade class from a state school in Bento Fernandes, RN. The corpus is formed by texts produced and retextualized by students from the elders’ oral reports within local community. We sought thus to understand what memory is, its importance for registering local spoken language and culture, as much as to carry out didactic actions that favor students’ learning in the activities of textual production. In light of the theoretical overviews about linguistic-discursive relations, based on Marcuschi’s (1993, 1997, 2001, 2002, 2006, 2008, 2010) conception of oralitiy-writing continuum and the debates proposed by Antunes (2003, 2014), Alves Filho (2011), Koch (2012) and Bakhtin (1992, 2011), we aimed to understand, by analyzing the retextualized memoirs, how these practices complement each other within the process of orality and writing. As for the proposal of didactic sequences, the study has been oriented by Dolz and Scheneuely (2004); as for the memoirs, by the guidelines of Coracine and Ghiraldelo (2011) and Le Goff (2010, 2013). In this way, this work followed the action-research methodology in a qualitative approach, considering the teacher (researcher) as an active agent involved in the process of knowledge production in his own educational practice, so as to interfere in the mediation, knowledge production and its dissemination in classroom context, which is the privileged locus for constructing and transforming process. There is much to be research within the area of retextualization. Yet we verified that this educational intervention, based on discursive operators of retextualization, has been proven viable as an efficient path so that we teachers can work the peculiarities of usages and functions of textual genres in oral and written modalities of a language, without grasping both as a dichotomy. This accredited us to strengthen a discourse that undoes many myths still present in that order, especially the one that causes more damage for the learners of Portuguese language – that writing is a representation of speech.

A crise financeira mundial e respectivas repercussões no sistema político, económico e social em Portugal, na Europa e no Mundo, constituiu o ponto de partida para a realização de um trabalho de análise sobre os seus impactos no sistema de protecção do Estado Social português na última década, sobretudo em duas prestações da Segurança Social: Rendimento Social de Inserção e as Prestações Familiares (Abono Família). Como objectivo estratégico procurou-se avaliar a orientação das políticas sociais públicas em Portugal, quanto à sua tendência para o reforço, ou para a desmontagem do Estado Social. Para este efeito, foi fundamental analisar as singularidades do Estado Social português, as prioridades políticas e sociais que têm vindo a ser definidas pelos governos constitucionais em matéria de protecção social nos últimos 10 anos e o impacto que as questões de ordem financeira exercem no comportamento da despesa social pública. Em termos metodológicos fizemos convergir a abordagem qualitativa na análise aos programas dos governos constitucionais e quantitativa, no tratamento dos dados estatísticos da Segurança Social. Da reflexão académica produzida, podemos afirmar que o Estado Social português atravessa hoje uma das mais profundas mutações da sua história em democracia, com a delapidação de direitos sociais arduamente conquistados na revolução de Abril.

A presente Dissertação surge no âmbito no VI Curso de Mestrado em Serviço Social da Escola Superior de Altos Estudos do Instituto Superior Miguel Torga. A investigação subordina-se ao processo de institucionalização do curso de Serviço Social, ao nível do Ensino Superior Público Politécnico, mais especificamente na Escola Superior de Educação do Instituto Politécnico de Leiria, sendo esta a escola pioneira na formação em Serviço Social, nesta tipologia de ensino. A implementação do Serviço Social no Ensino Público ocorre no século XXI, sendo inicialmente integrado na Universidade Pública (Universidade dos Açores, 2000) e em 2002, no Ensino Superior Público Politécnico. Analisar o processo subjacente à expansão do curso de Serviço Social neste tipo de ensino e à proliferação desta formação, na viragem do século XXI, quando se assiste tendencialmente à privatização do ensino, e tendo em consideração que inserir o curso de Serviço Social no Ensino Público foi prosseguido, mas nunca alcançado pelas escolas fundadoras e pela organização da profissão, antes e depois do 25 de Abril de 1974, constituem objectivos da investigação. Partindo da realidade do Ensino Superior Politécnico, constatamos que o curso de Serviço Social se insere nesta tipologia de ensino, tendencialmente, ao nível das Escolas Superiores de Educação, o que nos levou a procurar compreender esta situação. Nesta investigação, recorreu-se às metodologias de natureza qualitativa, procedendo-se à pesquisa documental de várias fontes, principalmente no arquivo da ESEL, e à realização de duas entrevistas semi-directivas ao Coordenador do curso de Serviço Social no período de 2002/03 a 2005/06 e a um professor da área do Serviço Social desta IES. O processo de inserção do curso de Serviço Social na ESEL esteve relacionado com a necessidade de reequacionar a matriz inicial da escola - formação de professores. Os diplomados destes cursos apresentavam dificuldades de inserção no mercado de trabalho, conduzindo a uma diminuição drástica na procura desta formação. A crescente procura do curso de Serviço Social nas últimas décadas do século XX, com o crescimento exponencial destes alunos e a boa empregabilidade dos diplomados, constituem factores apelativos para que este curso seja equacionado pela ESE – IPL. A necessidade de um maior número de profissionais para intervir no desenvolvimento das políticas sociais e dos serviços sociais, na área social na Região de Leiria, constituiu outro factor subjacente à criação deste curso. As organizações de Serviço Social que sempre se pautaram pela integração do curso no Ensino Público, perante a criação da licenciatura bi-etápica em Serviço Social neste Instituto, desencadeiam reacções críticas, por quanto era posto em causa o que a categoria profissional tinha obtido na década de 90, ao nível académico e profissional.

Este estudo exploratório, de caráter descritivo, tem como objetivos compreender a relação do Estado com a organização profissional dos assistentes sociais nas diferentes conjunturas sócio-históricas da trajetória da profissão; conhecer o contributo do associativismo sindical e profissional para a organização dos assistentes sociais em Portugal; caraterizar as diversas formas de associativismo profissional e sindical dos profissionais de Serviço Social e compreender a importância da regulação profissional para a categoria. Na trajetória do Serviço Social no nosso país, identificámos várias estruturas associativas desde os anos 50 do século XX. Apesar dessa diversidade ao nível da organização profissional, nos últimos anos tem sido o projeto de constituição da ordem o que tem congregado os profissionais de Serviço Social, embora de forma fragmentada. Em Portugal não existe um estatuto jurídico de regulação da profissão de assistente social, sendo do interesse dos profissionais, utentes e sociedade que o mesmo seja efetivado. A criação de uma ordem profissional poderá vir a fortalecer o trabalho dos profissionais de Serviço Social, bem como proteger e regulamentar o exercício profissional e a formação académica. Com a erosão do Estado Social, as relações de trabalho tendem a ser desregulamentadas e flexibilizadas, subsistindo a precariedade e o desemprego. O enfrentamento a estas questões por parte do movimento associativo é ténue e a sua não articulação fragiliza a proteção dos profissionais, como indiciam a subsistente ausência da constituição da ordem profissional e a extinção do Sindicato Nacional de Profissionais de Serviço Social, apesar do ressurgimento do associativismo sindical durante o presente ano (2013). As condições atuais diferem das existentes aquando do processo de obtenção da licenciatura e estruturação e implementação das carreiras profissionais de Serviço Social que potenciaram e galvanizaram os assistentes sociais. A categoria profissional apresenta-se desmobilizada e com pouco poder reivindicativo, e as associações profissionais e sindicais vivem com constrangimentos financeiros, funcionando em regime de voluntariado, o que denota a insipiência da sua estrutura organizativa. A atual conjuntura justificaria uma maior convergência, debate e processos de resistência por parte das estruturas associativas face ao agravamento de políticas baseadas na austeridade, que têm reflexos no mercado de trabalho, formação e organização profissional. Parece justificar-se a existência de estratégias articuladas com maior clareza sobre o projeto para a categoria, apostando num debate que se faça com os seus diversos intervenientes. Desta forma, o associativismo poderá constituir uma alavanca que confira maior dinamismo às suas estruturas organizacionais, maior visibilidade e presença pública da categoria, mas também uma maior solidez das suas organizações, que não sendo corporativas ou elitistas, salientem o primado da ética do serviço sobre a ética do ganho. / This descriptive exploratory study aims to understand the relationship between the State and the professional organisation of the social workers in the different social-historical situations of the profession course; to know the contribute of the unions and professional membership drive to the organisation of the social workers in Portugal; to characterise the several ways of the social workers’ professional and union membership drive and to understand the importance of the professional regulation for the area. In the Social Service trajectory in our country, we have identified several associative structures since the 1950s. Despite this diversity concerning the professional organisation, the project of constituting the professional order has been responsible for the social workers’ congregation in the past years, although in a fragmented way. In Portugal, there is not a legal status of regulation of the social workers’ profession, and it is of the interest of the professionals, users and society that this may be brought about. The creation of a professional order may strengthen the activity of the social workers, as well as it may protect and regulate the profession exercise and the university education. With the Social State’s erosion, the work relationships tend to be deregulated and softened, persisting the job insecurity and the unemployment. The associative movement does not strongly face these issues, and its non-articulation weakens the professionals’ protection, as the permanent absence of the professional order creation and the extinction of the National Social Workers Union show, despite the reappearance of the union membership drive during the present year (2013). The current conditions are not equal to the ones existent in the process of obtaining the university degree and the structuring and implementing of professional careers in the Social Service area, which have strengthened and galvanised the social workers. The professional category is not mobilised and it has few claimable power; the professional and unions’ associations live with financial problems, functioning in a volunteering regime, which shows the insipience of its organisation structure. The current situation would justify a bigger convergence, debate and resistance processes on behalf of the associative structures regarding the worsening of policies based on austerity – this has consequences in the work market, training and professional organisation. It seems to be pertinent the existence of strategies articulated in a clearer way about the project for this professional area, investing in a debate among its several participants. Therefore, the professional membership drive may constitute a lever that can give more dynamism to its organisational structures, a bigger visibility and public presence of the area, but also a stronger solidity in its organisations which, being not corporative or elitist, may highlight the service’s ethics over the profit’s ethics.

Objetivo. Este estudo reflete sobre o impacto das políticas neoliberais e a austeridade na vida das famílias e das suas crianças, no sistema de promoção e proteção de crianças e jovens em perigo e na prática profissional dos assistentes sociais que nele trabalham na defesa dos direitos devidos a essas crianças. Partiu-se da análise do enfraquecimento do estado social, para se perceber o desmonte das políticas públicas e as suas implicações na carreira profissional e nas condições de trabalho do assistente social. Assiste-se à transição de responsabilidades da esfera pública para a sociedade civil, no caso específico das políticas de proteção à infância. Participantes. Existindo necessidade de constituir uma amostra para a realização do estudo, optámos por uma amostra não-probabilística de informadores estratégicos. O critério de inclusão foi ser assistente social a desempenhar funções na CPCJ do distrito de Leiria. Com este critério responderam ao questionário 10 Assistentes Sociais, num total de 16 solicitações às CPCJ do distrito de Leiria. A recolha de informação através da aplicação dos inquéritos decorreu entre o mês de maio e junho de 2015. Material e métodos. A recolha de dados, para poder responder à questão em análise, foi feita com a aplicação de um inquérito por questionário online, com perguntas fechadas e abertas. Resultados. O Neoliberalismo atinge a prática profissional do assistente social, pela redução de recursos para o estudo diagnóstico das crianças e suas famílias e pela redução de técnicos superiores especializados na intervenção. Os Direitos das Crianças no sistema de promoção e proteção não se encontram devidamente asseverados, na medida em que estas comungam do sucessivo empobrecimento das suas famílias, sendo privadas da satisfação das necessidades básicas para o seu saudável desenvolvimento. Implicações. Os resultados deste estudo compelem a uma clara necessidade de lhe dar continuidade de âmbito nacional, para entender e melhorar as expressões do trabalho do assistente social desenvolvido com as crianças e suas famílias, no sistema de promoção e proteção. É necessário construir e consolidar uma manifestação de espírito crítico na classe profissional, no sentido de pugnar pelo projeto ético – político, bem como atribuir ao Serviço Social o estatuto de disciplina especializada. Nesta qualidade, a profissão deve participar na análise e na discussão das políticas para a infância, para assim colocar as necessidades das crianças, no centro das obrigações públicas. / Objective: This study concerns the impact of the neoliberal and austerity policies in the life of the families and their children, in the protection system of children and young people at risk and in the professional practice of the social workers, who work to defend the rights owed to those children. It started with the analysis of the weaknesses of the social state to understand the deconstruction of the public policies and the implications in the professional career and working conditions of the social worker. It can be noticed that there is a transition of responsibilities from the public sphere to the civil society in the specific case of the childhood protection policies. Participants: Due to the need to build a sample to perform the study, we chose a nonprobabilistic sample of strategic informers. The inclusion criterion was being a social worker performing duties in the CPCJs in the District of Leiria. 10 social workers answered the questionnaire with this criterion, out of a total of 16 requests to the CPCJs of the District of Leiria. The gathering of the information through the use of the questionnaires was done between the months of May and June 2015. Material and Methods: The gathering of data, to be able to answer the question under analysis, was done through the use of online questionnaires, with both open and closed questions. Results: The Neoliberalism affects the professional practice of the social worker, by reducing the resources, in the diagnostic study of the children and their families, by reducing specialized superior technicians in the intervention. The rights of the children in the protection system are not properly secure as they are affected by the continuous impoverishment of their families, being deprived of satisfying their basic needs, which are essential to their healthy development. Implications: The results of this study indicate a clear necessity to give it some continuity at a national level, to understand and improve the expressions of the social worker’s job being developed with the children and their families, in the promotion and protection system. It is necessary to build and consolidate some form of critical mind in the professional class, as to fight for the ethical-political project, as well as to give to the social service the statute of specialized discipline. Therefore, the profession should participate in the analysis and discussion of the policies concerning the childhood, being then able to place the needs of the children, in the centre of the public obligations.

New technologies appear each moment and its use can result in countless benefits for that they directly use and for all the society as well. In this direction, the State also can use the technologies of the information and communication to improve the level of rendering of services to the citizens, to give more quality of life to the society and to optimize the public expense, centering it in the main necessities. For this, it has many research on politics of Electronic Government (e-Gov) and its main effect for the citizen and the society as a whole. This research studies the concept of Electronic Government and wishes to understand the process of implementation of Free Softwares in the agencies of the Direct Administration in the Rio Grande do Norte. Moreover, it deepens the analysis to identify if its implantation results in reduction of cost for the state treasury and intends to identify the Free Software participation in the Administration and the bases of the politics of Electronic Government in this State. Through qualitative interviews with technologies coordinators and managers in 3 State Secretaries it could be raised the ways that come being trod for the Government in order to endow the State with technological capacity. It was perceived that the Rio Grande do Norte still is an immature State in relation to practical of electronic government (e-Gov) and with Free Softwares, where few agencies have factual and viable initiatives in this area. It still lacks of a strategical definition of the paper of Technology and more investments in infrastructure of staff and equipment. One also observed advances as the creation of the normative agency, the CETIC (State Advice of Technology of the Information and Communication), the Managing Plan of Technology that provide a necessary diagnosis with the situation how much Technology in the State and considered diverse goals for the area, the accomplishment of a course of after-graduation for managers of Technology and the training in BrOffice (OppenOffice) for 1120 public servers

O empreendedorismo social constitui uma ferramenta com um potencial estratégico fundamental para as organizações da economia social, sendo possível convergir com as necessidades sociais de um determinado indivíduo, grupo, comunidade ou sociedade, na medida em que permite a criação de valor social. Contudo, essa ferramenta estratégica também permite obter retorno financeiro, tão crucial para a sustentabilidade das organizações. Pretendeu-se através da presente Dissertação, analisar se as organizações da economia social que integram o processo de empreendedorismo social no seu modelo de gestão estratégica, conseguem estabelecer um equilíbrio entre a criação de valor social e a obtenção de retorno financeiro, contribuindo, desta forma, para um contexto económico-financeiro positivo. Em função do trabalho desenvolvido, verificou-se que as organizações inseridas na economia social valorizam o processo de empreendedorismo e inovação social seja para a criação de valor social como para a sua sustentabilidade. Não obstante, estas organizações revelam lacunas na implementação desse processo.

This paper presents the results of documentary rescue demonstrations performed in different counties present in the central area of the province of Heredia.This idea was enhanced thanks to the Organization of the United Nations Educational, Scientific and Cultural Organization (UNESCO) has provided the rescue and preservation of folk traditions, both tangible and intangible, throughout the world.Coupled with this, the Ministry of Education under the direction of Professor Manuel Antonio Bolaños, launched in the administration of La Espriella Pacheco (2002-2006) the development of an educational project aimed at rescuing the popular traditions of the province of Heredia, which under the title"Draft Heredianidad" became one of the main inspiring to be translated into a multimedia all information collected in the process of this research.The final graduation consisted of three major axes: the memory, the media containing all the information collected and a database in which (the) user (s) and to describe the bibliographic production on the subject of popular traditions Heredia has occurred, would help to physically locate these publications.To achieve the objectives we proceeded to conduct visits to public libraries and municipalities in the province as well as interviews with different artistic personalities of the cantons heredianos, thereby gained access to various legends, anecdotes, stories, songs, music and history of the province of Heredia.

The discussions about social justice date from ancient times, but despite the enduring interest in the topic and the progress made, we are still witnessing injustices throughout the world. Thus, the search for social justice, under some form, is an inseparable part of our lives. In general, social justice may be considered as a critical idea that challenges us to reform our institutions and practices in the name of greater fairness (Miller 1999, p. x). In political and policy debates, social justice is often related to fair access (Brown, 2013) but at the same time its meanings seem to vary when we consider different definitions, perspectives and social theories (Zajda, Majhanovich, & Rust, 2006). When seen in the context of higher education, social justice appears in relevant literature as a buzzword (Patton, Shahjahan, Riyad, & Osei-Kofi, 2010). Within the recent studies of higher education and public debates related to the development of higher education, more emphasis is placed on the link between higher education and the economic growth and how higher education could be more responsive to the labour market demands, and little emphasis has been put on social justice. Given this, the present study attempts to at least partially fill the gap with regard to this apparently very topical issue, especially in the context of the unprecedented worldwide expansion of higher education in the last century (Schofer & Meyer, 2005), an expansion that is expected to continue in the next decades. More specifically, the expansion of higher education intensified in the second part of the 20th century, especially after World War II. It was seen as a result of the intertwined dynamics related to demographic, economic and political pressures (Goastellec, 2008a). This trend undoubtedly contributed to the increase of the size of the student body. To illustrate this trend, we may point out that in the period between 2000 and 2007, the number of tertiary students in the world increased from 98,303,539 to 150,656,459 (UNESCO, 2009, p. 205). This growth occurred in all regions of the world, including Central and Eastern Europe, North America and Western Europe, and contributed to raising the number of tertiary graduates. Thus, in the period between 2000 and 2008, the total number of tertiary graduates in the European Union (EU) 27 increased by a total of 35 percent (or 4.5 percent per year). However, this growth was very uneven, ranging from 21.1 percent in Romania to 0.7 percent in Hungary (European Commission working staff document, 2011). The increase of the number of students and graduates was seen as enhancing the social justice in higher education, since it is assumed that expansion “extends a valued good to a broader spectrum of the population” (Arum, Gamoran, & Shavit, 2007, p. 29). However, concerns for a deep contradiction for 21st-century higher education also emerged with regard to its expansion.

Children who have experienced a traumatic brain injury (TBI) are at risk for a variety of maladaptive cognitive, behavioral and social outcomes (Yeates et al., 2007). Research involving the social problem solving (SPS) abilities of children with TBI indicates a preference for lower level strategies when compared to children who have experienced an orthopedic injury (OI; Hanten et al., 2008, 2011). Research on SPS in non-injured populations has highlighted the significance of the identity of the social partner (Rubin et al., 2006). Within the pediatric TBI literature few studies have utilized friends as the social partner in SPS contexts, and fewer have used in-vivo SPS assessments. The current study aimed to build on existing research of SPS in children with TBI by utilizing an observational coding scheme to capture in-vivo problem solving behaviors between children with TBI and a best friend. The current study included children with TBI (n = 41), children with OI (n = 43), and a non-injured typically developing group (n = 41). All participants were observed completing a task with a friend and completed a measure of friendship quality. SPS was assessed using an observational coding scheme that captured SPS goals, strategies, and outcomes. It was expected children with TBI would produce fewer successes, fewer direct strategies, and more avoidant strategies. ANOVAs tested for group differences in SPS successes, direct strategies and avoidant strategies. Analyses were run to see if positive or negative friendship quality moderated the relation between group type and SPS behaviors. Group differences were found between the TBI and non-injured group in the SPS direct strategy of commands. No group differences were found for other SPS outcome variables of interest. Moderation analyses partially supported study hypotheses regarding the effect of friendship quality as a moderator variable. Additional analyses examined SPS goal-strategy sequencing and grouped SPS goals into high cost and low cost categories. Results showed a trend supporting the hypothesis that children with TBI had fewer SPS successes, especially with high cost goals, compared to the other two groups. Findings were discussed highlighting the moderation results involving children with severe TBI.

Con el aumento de las complicaciones de las enfermedades crónico metabólicas se da la creación del programa de clínicas metabólicas en el Instituto Salvadoreño del Seguro Social (ISSS) en el año 2006. Para ver el cumplimiento de las metas de las clínicas metabólicas del ISSS, según “Lineamientos para el Manejo Integrado de las Enfermedades Crónicas Metabólicas” 2009 y “Guía de Manejo Integral de Diabetes Mellitus” 2012 se seleccionaron las 6 unidades correspondientes al área metropolitana, siendo un estudio observacional, descriptivo de corte transversal. Bajo un método de muestreo probabilístico por conglomerados. Conociendo el total de pacientes adscritos a las 6 unidades médicas de clínicas metabólicas hasta el año 2012 (33,617 pacientes) se tomó una muestra de 380 expedientes. Del total de 380 pacientes, el 65.78% tenían presente la recomendación de cambios de estilo de vida al ingreso, pero en su último control solo un 47.10% continuaban con dicha recomendación. Se encontró un 41.31% de pacientes diabéticos, de los cuales 25.47% cumplían con meta de glicemia en ayunas de 70 a 120 mg / dl a su ingreso. Un total de 62.42% estaban en metas en su último control. El 66.05% representó a los pacientes hipertensos de los cuales 31.47% cumplían con meta de presión arterial óptima 120/80 mmHg al ingreso. Un total de 58.16% estaban en este valor en su último control. En cuanto al colesterol LDL la meta para el paciente diabético es menor de 100 mg / dl, encontrando que del total de pacientes diabéticos, un 30.57% tenían LDL menor a 100 mg / dl a su ingreso y en el último control fue un 40.76%. El 46.49% presentó colesterol menor de 200 mg / dl a su ingreso y en el último control fue un 70.70%. En relación al colesterol HDL de ingreso el 21.65% en hombres y un 18.47% en mujeres presentaron HDL en metas, mayor de 40 y 50 respectivamente, en el último control, 17.83% de los hombres y 21.02% de la mujeres presentaron HDL en metas. El 40.12% se encontró con triglicéridos menor de 150 mg / dl a su ingreso y el 50.32% cumplió esta meta en su último control. En cuanto al índice de masa corporal (IMC) se evidenció a su ingreso solo un 19.47% con IMC normal, en sobrepeso el 42.11%, en obesidad grado I el 19.47%, en obesidad grado II el 7.37%, en obesidad grado III el 3.42%. En su último control un 16.32% presentó IMC normal, en sobrepeso el 40.79%, en obesidad grado I el 23.16%, en obesidad grado II el 3.95% y en obesidad grado III el 2.36%. Con todo esto podemos concluir que los cambios en el estilo de vida no se están prescribiendo por el médico en los últimos controles, que el control glicémico y presión arterial óptima ha mejorado sustancialmente. Además ha habido un aumento de un 10% en el descenso de colesterol LDL a menor de 100 mg / dl en el paciente diabético. Así como se puede evidenciar que la gran mayoría de la población está entre sobrepeso y obesidad grado I.

New technologies appear each moment and its use can result in countless benefits for that they directly use and for all the society as well. In this direction, the State also can use the technologies of the information and communication to improve the level of rendering of services to the citizens, to give more quality of life to the society and to optimize the public expense, centering it in the main necessities. For this, it has many research on politics of Electronic Government (e-Gov) and its main effect for the citizen and the society as a whole. This research studies the concept of Electronic Government and wishes to understand the process of implementation of Free Softwares in the agencies of the Direct Administration in the Rio Grande do Norte. Moreover, it deepens the analysis to identify if its implantation results in reduction of cost for the state treasury and intends to identify the Free Software participation in the Administration and the bases of the politics of Electronic Government in this State. Through qualitative interviews with technologies coordinators and managers in 3 State Secretaries it could be raised the ways that come being trod for the Government in order to endow the State with technological capacity. It was perceived that the Rio Grande do Norte still is an immature State in relation to practical of electronic government (e-Gov) and with Free Softwares, where few agencies have factual and viable initiatives in this area. It still lacks of a strategical definition of the paper of Technology and more investments in infrastructure of staff and equipment. One also observed advances as the creation of the normative agency, the CETIC (State Advice of Technology of the Information and Communication), the Managing Plan of Technology that provide a necessary diagnosis with the situation how much Technology in the State and considered diverse goals for the area, the accomplishment of a course of after-graduation for managers of Technology and the training in BrOffice (OppenOffice) for 1120 public servers
