ENGLISH: Catches of skipjack tuna supporting major fisheries in parts of the western, central and eastern Pacific Ocean have increased in recent years; thus, it is important to examine the dynamics of the fishery to determine man's effect on the abundance of the stocks. A general linear hypothesis model was developed to standardize fishing effort to a single vessel size and gear type. Standardized effort was then used to compute an index of abundance which accounts for seasonal variability in the fishing area. The indices of abundance were highly variable from year to year in both the northern and southern areas of the fishery but indicated a generally higher abundance in the south. Data from 438 fish tagged and recovered in the eastern Pacific Ocean were used to compute growth curves. A least-squares technique was used to estimate the parameters of the von Bertalanffy growth function. Two estimates of the parameters were made by analyzing the same data in different ways. For the first set of estimates, K= 0.819 on an annual instantaneous basis and L= 729 mm; for the second, K = 0.431 and L=881. These compared well with estimates derived using the Chapman-Richards growth function, which includes the von Bertalanffy function as a special case. It was concluded that the latter function provided an adequate empirical fit to the skipjack data since the more complicated function did not significantly improve the fit. Tagging data from three cruises involving 8852 releases and 1777 returns were used to compute mortality rates during the time the fish were in the fishery. Two models were used in the analyses. The best estimates of the catchability coefficient (q) in the north and south were 8.4 X 10- 4 and 5.0 X 10- 5 respectively. The other loss rate (X), which included losses due to emigration, natural mortality and mortality due to carrying a tag, was 0.14 on an annual instantaneous basis for both areas. To detect the possible effect of fishing on abundance and total yield, the relation between abundance and effort and between total catch and effort was examined. It was found that at levels of intensity observed in the fishery, fishing does not appear to have had any measurable effect on the stocks. It was concluded therefore that the total catch could probably be increased by substantially increasing total effort beyond the present level, and that the fluctuations in abundance are fishery-independent. The estimates of growth, mortality and fishing effort were used to compute yield-per-recruitment isopleths for skipjack in both the northern and southern areas. For a size at first entry of about 425 mm, the yield per recruitment was calculated at 3 pounds in the north and 1.5 pounds in the south. In both areas it would be possible to increase the yield per recruitment by increasing fishing effort. It was not possible to assess potential production of the skipjack stocks fished in the eastern Pacific, except to note that the fishery had not affected their abundance and that they were certainly under-exploited. It was concluded that the northern and southern stocks could support increased harvests, especially the latter. Cod, haddock, whiting, saithe, plaice, sole and Norway lobster are 7 main target species of the demersal mixed fisheries in the North Sea, Skagerrak and Eastern Channel. Gadoids and Norway lobsters are mainly taken in the nor-thern North Sea by towed gears except beam trawls while the flatfish fisheries are conducted in the southern North Sea mainly using beam trawls. Recently, the central North Sea appears less fished by demersal gears. Towed nets including seines and beam trawls equipped with meshes of more than 100 mm resp. more than 80 mm were identified as the main gears effecting the depleted cod and reduced plaice stocks. The saithe sector, using towed nets with meshes of more than110 mm, longlines, gill nets and others, appears to affect the 7 species to a lesser extend. These results support the interim effort limitations by gear types, vessel and month as enforced by the European Commission since 2003. TAC regulations alone are considered inefficient to sustainably harvest stocks by mixed fisheries. A fleet-effort management method is developed estimating the fleets’ effects based on the sum of partial exploitation rates of the species in mixed fisheries weighted by the ratio of the precautionary reference Bpa and the actual SSB size as ecological quality objective. Applying such fleet effort management could result in increased catch possibilities of some stocks by fleets selecting mainly few and non-overexploited stocks while respecting precautionary management constraints in minimum SSB or maximum exploitation rates at the same time.

The Alliance for Coastal Technologies (ACT) convened a workshop, sponsored by the Hawaii-Pacific and Alaska Regional Partners, entitled Underwater Passive Acoustic Monitoring for Remote Regions at the Hawaii Institute of Marine Biology from February 7-9, 2007. The workshop was designed to summarize existing passive acoustic technologies and their uses, as well as to make strategic recommendations for future development and collaborative programs that use passive acoustic tools for scientific investigation and resource management. The workshop was attended by 29 people representing three sectors: research scientists, resource managers, and technology developers. The majority of passive acoustic tools are being developed by individual scientists for specific applications and few tools are available commercially. Most scientists are developing hydrophone-based systems to listen for species-specific information on fish or cetaceans; a few scientists are listening for biological indicators of ecosystem health. Resource managers are interested in passive acoustics primarily for vessel detection in remote protected areas and secondarily to obtain biological and ecological information. The military has been monitoring with hydrophones for decades;however, data and signal processing software has not been readily available to the scientific community, and future collaboration is greatly needed. The challenges that impede future development of passive acoustics are surmountable with greater collaboration. Hardware exists and is accessible; the limits are in the software and in the interpretation of sounds and their correlation with ecological events. Collaboration with the military and the private companies it contracts will assist scientists and managers with obtaining and developing software and data analysis tools. Collaborative proposals among scientists to receive larger pools of money for exploratory acoustic science will further develop the ability to correlate noise with ecological activities. The existing technologies and data analysis are adequate to meet resource managers' needs for vessel detection. However, collaboration is needed among resource managers to prepare large-scale programs that include centralized processing in an effort to address the lack of local capacity within management agencies to analyze and interpret the data. Workshop participants suggested that ACT might facilitate such collaborations through its website and by providing recommendations to key agencies and programs, such as DOD, NOAA, and I00s. There is a need to standardize data formats and archive acoustic environmental data at the national and international levels. Specifically, there is a need for local training and primers for public education, as well as by pilot demonstration projects, perhaps in conjunction with National Marine Sanctuaries. Passive acoustic technologies should be implemented immediately to address vessel monitoring needs. Ecological and health monitoring applications should be developed as vessel monitoring programs provide additional data and opportunities for more exploratory research. Passive acoustic monitoring should also be correlated with water quality monitoring to ease integration into long-term monitoring programs, such as the ocean observing systems. The use of self-contained, low-maintenance sensor systems installed on commercial vessels is becoming an important monitoring and scientific tool in many regions around the world. These systems integrate data from meteorological and water quality sensors with GPS data into a data stream that is automatically transferred from ship to shore. To begin linking some of this developing expertise, the Alliance for Coastal Technologies (ACT) and the European Coastal and Ocean Observing Technology (ECOOT) organized a workshop on this topic in Southampton, United Kingdom, October 10-12, 2006. The participants included technology users, technology developers, and shipping representatives. They collaborated to identify sensors currently employed on integrated systems, users of this data, limitations associated with these systems, and ways to overcome these limitations. The group also identified additional technologies that could be employed on future systems and examined whether standard architectures and data protocols for integrated systems should be established. Participants at the workshop defined 17 different parameters currently being measured by integrated systems. They identified that diverse user groups utilize information from these systems from resource management agencies, such as the Environmental Protection Agency (EPA), to local tourism groups and educational organizations. Among the limitations identified were instrument compatibility and interoperability, data quality control and quality assurance, and sensor calibration andlor maintenance frequency. Standardization of these integrated systems was viewed to be both advantageous and disadvantageous; while participants believed that standardization could be beneficial on many levels, they also felt that users may be hesitant to purchase a suite of instruments from a single manufacturer; and that a "plug and play" system including sensors from multiple manufactures may be difficult to achieve. A priority recommendation and conclusion for the general integrated sensor system community was to provide vessel operators with real-time access to relevant data (e.g., ambient temperature and salinity to increase efficiency of water treatment systems and meteorological data for increased vessel safety and operating efficiency) for broader system value. Simplified data displays are also required for education and public outreach/awareness. Other key recommendations were to encourage the use of integrated sensor packages within observing systems such as 100s and EuroGOOS, identify additional customers of sensor system data, and publish results of previous work in peer-reviewed journals to increase agency and scientific awareness and confidence in the technology. Priority recommendations and conclusions for ACT entailed highlighting the value of integrated sensor systems for vessels of opportunity through articles in the popular press, and marine science. ENGLISH: The fishing power of the tuna purse-seine fleet of the eastern Pacific Ocean has increased since the early 1960's. Because the entire fleet seems to have adopted equipment and techniques to increase its efficiency in capturing tunas, traditional methods of adjusting catch rates to a reference vessel type of fixed efficiency to index tuna abundance from fishing success are inapplicable. Instead, a methodology for such adjustment based on a mathematical representation of purse seining activities is developed. Observed changes in efficiency in subprocesses of purse seining are then used to adjust catch rates when computing abundance histories for yellowfin and skipjack in large regions of the eastern Pacific Ocean. SPANISH: La eficacia de pesca de la flota de cerco atunera en el Océano Pacífico oriental ha aumentado desde el comienzo del decenio de 1960. Como toda la flota parece haber adoptado equipo y métodos para incrementar su eficaciaen capturar atunes, no se pueden aplicar los métodos tradicionales de ajustar los índices de captura a un tipo normalizado de barco (es decir de eficacia fija) para indicar la abundancia del atún según los resultados de pesca. En su lugar se ha desarrollado un método para realizar tal ajuste basado en una representación matemática de las actividades de las embarcaciones de cerco. Cuando se calcula la abundancia histórica del atún aleta amarilla y barrilete en grandes regiones del Océano Pacífico oriental, se usan entonces los cambios observados en la eficacia de los subprocesos cerqueros para ajustar los índices de captura. In order to restore the balance between available fish res-sources and catch capacities in the marine waters of the EU, the European Commission has introduced so-called Multiannual Guidance Programmes (MAGPs) within the frame work of the Common Fisheries Policy (CFP). However, the non-quantified relation between fishing effort and fishing power of a vessel has proved to be one of the most difficult problems. The present contribution suggests to substitute traditional but non-quantifying methods by including the real catch results into the models.

The atlanto-scandian herring consists of two major stocks, i.e. the Icelandic summer spawner and the Norwegian spring spawner. Both stocks have recovered well after complete collapse in the seventies and allow for a controlled fishery. The total allowable catch of the Norwegian spring spawner is currently 1.3 mill. t. The resumption of the fishery is accompanied by an annual and multi-national survey with Norwegian, Faeroe Islands, Icelandic and Russian contribution. In 1998 the EU will contribute to the survey with the Swedish vessel ”Argos” and in 1999 with the ”Walther Herwig III” under Dutch, Swedish and German participation. About half of the survey costs are covered by the EU by means of a funded study, the other half is contributed by the participating nations.

First orientating investigations of the sensitiveness of the fish species dab (Limanda limanda), plaice (Pleuronectes platessa) and cod (Gadus morhua) immediately after catch and after different duration of bulk storage were carried out on board the fishing research vessel “Solea”. The aim of the investigations was to get an idea wether or not the central nervous system of the fishes was in function and the fishes could suffer pain. The proportion of sensitive dab, plaice and cod immediately after the catch was higher than 70, 80 and 95 %, respectively. After 30 min of bulk storage the percentage was reduced to 50, 60 and 70 % resp., after 90 minutes to 5, 15 % and 35 %. In cod it decreased further to 5 % after 120 min. An influence of trawling time (0,5 - 2 h) or size of the catch (100 to 1000 kg) on the number of sensitive animals was not found. Although fishing parameters in commercial fishery will in most cases put a stronger mechanical stress on the animals during trawling and handling on board a certain number of sensitive fish can still be expected.

Eel trapping seems to be one of the possibilities to replace the German eel trawl fishery on cutters in the Baltic with a high amount of unwanted and discarded bycatch by a more effective method. To prepare our own practical application the highly developed mechanized eel trap fishery on a commercial vessel in the Netherlands was studied. The results of this study are described in the this article.

An EU funded research project was started in 1998 by institutes from Ireland, Belgium, the Netherlands and Germany to reduce the adverse environmental impact of demersal trawls. In the frame of this project the Institute for Fishery Technique of the Federal Research Centre for Fisheries, Hamburg, is developing a jet beamtrawl replacing the heavy tickler chains of a traditional flatfish beam trawl by water jet nozzles placed at the lower side of the beam with the jets directed towards the sea bottom. First trials on the dutch research vessel “Tridens” were performed in March 1998. Catch and bycatch of a jet beamtrawl and a traditional beamtrawl were compared. The efficiency of the jet beamtrawl was not satisfactory and will have to be improved.

ENGLISH: Estimates of relative annual abundance of yellowfin tuna in the eastern Pacific Ocean during 1970-1985 are made using catch rates, measured as tons caught by purse seiners per hour of searching. Catch rates are standardized a weighted generalized linear model. The important standardizing factors are vessel speed, season-area, and whether the yellowfin were caught in association with dolphins, skipjack tuna, or floating objects. Observations are weighted to give equal areas equal weight and to give each unit of fishing effort equal weight within an area. The results indicate that catch per days fishing underestimates abundance during the late 1970's when the fishery shifted some of its effort from dolphin sets to floating object sets, and overestimates abundance when the fishery shifted back to dolphin sets in 1984 and 1985. SPANISH: Se estima la abundancia anual relativa del atún aleta amarilla en el Océano Pacífico oriental (OPO) durante 1970-1985 por medio de tasas de captura, calculadas como toneladas cortas capturadas por barcos cerqueros por hora de búsqueda. Se usa un modelo lineal ponderado generalizado para estandardizar las tasas de captura. Los factores importantes de estandardización son la velocidad del barco, temporada-área, y si se capturaron los aletas amarillas en asociación con delfines, barriletes, o objetos flotantes. Se ponderaron las observaciones para otorgar igual importancia a áreas iguales y a cada unidad de esfuerzo pesquero dentro de un área. Los resultados señalan que la captura por día de pesca estima por bajo la abundancia durante los últimos años de la década de los 70, en cual época la pesquería trasladó parte de su esfuerzo de lances sobre delfines a lances sobre objetos flotantes, y la sobreestima al volver la pesquería a lances sobre delfines en 1984 y 1985. ENGLISH: Monthly estimates of the abundance of yellowfin tuna by age groups and regions within the eastern Pacific Ocean during 1970-1988 are made, using purse-seine catch rates, length-frequency samples, and results from cohort analysis. The numbers of individuals caught of each age group in each logged purse-seine set are estimated, using the tonnage from that set and length-frequency distribution from the "nearest" length-frequency sample(s). Nearest refers to the closest length frequency sample(s) to the purse-seine set in time, distance, and set type (dolphin associated, floating object associated, skipjack associated, none of these, and some combinations). Catch rates are initially calculated as the estimated number of individuals of the age group caught per hour of searching. Then, to remove the effects of set type and vessel speed, they are standardized, using separate weiznted generalized linear models for each age group. The standardized catch rates at the center of each 2.5 0 quadrangle-month are estimated, using locally-weighted least-squares regressions on latitude, longitude and date, and then combined into larger regions. Catch rates within these regions are converted to numbers of yellowfin, using the mean age composition from cohort analysis. The variances of the abundance estimates within regions are large for 0-, 1-, and 5-year-olds, but small for 1.5- to 4-year-olds, except during periods of low fishing activity. Mean annual catch rate estimates for the entire eastern Pacific Ocean are significantly positively correlated with mean abundance estimates from cohort analysis for age groups ranging from 1.5 to 4 years old. Catch-rate indices of abundance by age are expected to be useful in conjunction with data on reproductive biology to estimate total egg production within regions. The estimates may also be useful in understanding geographic and temporal variations in age-specific availability to purse seiners, as well as age-specific movements. Studies of gonads of yellowfin and skipjack tunas (Neothunnus macropterus and Katsuwonus pelamis) carried out by the Inter-American Tropical Tuna Commission indicate that during summer months the offshore area in the region of the Revilla Gigedo Islands is a spawning location for these two species (Schaefer and Orange, 1956). In July of 1957 a cruise "Tuna Spawning Survey" was made aboard the vessel ORCA to make plankton hauls and to collect ancillary data for the primary purpose of surveying abundance of tuna larvae in this region.
