Por el éxito y trascendencia de sus eventos anteriores, el Instituto CIFOT siente la obligación de hacer conocer las principales conclusiones del II Seminario de Ordenamiento Territorial, el que comienza a marcar pautas a partir de las preocupaciones comunes, enfoques teórico-metodológicos prevalecientes en el Ordenamiento Territorial, la planificación Estratégica y Ambiental, como también sobre las prácticas de gestión de la información territorial. Se sintetiza la idea central de las conferencias Magistrales: - Dr. Juan Gastó- Pontificia Universidad Católica de Chile- presenta “ La Ordenación Territorial como eje del Desarrollo Rural", cuyo punto central es la imposibilidad de separar la problemática territorial urbana de la rural. - Dr. Eduardo Salinas- Universidad de La Habana , Cuba- en “El Ordenamiento Territorial como instrumento de la Planificación y Gestión Ambiental" establece la necesidad de una planificación sustentable ambientalmente, con una concepción sistémica y holística de los problemas. -Dra. Elsa Laurelli -Universidad de La Plata , Argentina- en “Nuevas Tendencias del Ordenamiento Territorial en una Economía de Mercado. Limitaciones y posibilidades" plantea coexistencia de áreas receptoras de IDE vs espacios degradados y con problemáticas sociales y reflexiona sobre el rol del Estado para atenuar los efectos del mercado en el territorio y la sociedad. - Dr. Pablo Ciccolella -UBA-, Argentina. En “ Desafíos y opciones en la Gestión Urbana bajo el Capitalismo Global: Planificación Estratégica y Desarrollo Económico-Territorial" alerta sobre la planificación llave en mano que genera un desarrollo elitista, banal y efímero. - Dr. Mariano Zamorano -Universidad Nacional de Cuyo, Mendoza- presenta “ Una propuesta de Regionalización de la Provincia de Mendoza sobre la base de la Lógica Territorial " destinada a optimizar la gestión municipal y provincial. Al II Seminario de Ordenamiento Territorial concurren alrededor de 140 personas y se exponen 43 trabajos en las siguientes áreas temáticas : - 1 Nuevas tendencias en el Ordenamiento territorial . - 2 Ambiente y Ordenamiento Territorial. - 3 El Ordenamiento Territorial en el ámbito urbano. - 4 El Ordenamiento Territorial en el ámbito rural. - 5 La gestión de la información en el Ordenamiento Territorial. - 6 El rol de las Instituciones en el Ordenamiento Territorial. Conclusiones De l rico debate e intercambio de ideas realizado durante el II Seminario, se extraen tres grandes temas: - La necesidad de una visión general y holística del territorio, evitando la fragmentación disciplinar. - La interdisciplina, como campo de convergencia de problemáticas complejas. La planificación estratégica como instancia participativa y visión integral del territorio. - La metodología para el Ordenamiento Territorial debe ser verdaderamente aplicada. No se puede seguir planificando con una racionalidad limitada en busca de una imagen objetivo rígida mientras el territorio, conformado por sistemas complejos y abiertos, está en constante cambio por exigencias propias de lo global. - Un Estado en retirada no contiene la estructura necesaria ni el consenso para imponerse en sociedades democráticas con dominio absoluto de tipo capitalista.

En el marco de un nuevo paradigma sobre gestón pública, los recientes procesos de reforma y modernización reconocen como denominador común la necesidad de aumentar y mejorar la capacidad institucional del Estado, proponiendo distintas formas y herramientas de gestión para optimizar el desempeño de las organizaciones estatales. La necesidad de que las organizaciones públicas respondan en tiempo y forma a las demandas de la sociedad provoca la búsqueda permanente de mejoras en su desempeño. Sin embargo, el énfasis puesto en el tipo de mejoras ha variado en el tiempo, pasando de la reforma de las estructuras, sistemas y estrategias de la organización, a la definición de nuevos roles estatales y la necesidad de asegurar la gobernabilidad democrática. Este artículo indaga en las herramientas, tecnologías y modalidades utilizadas por Nación y Provincia para mejorar la gestión pública.

Characterization of the diets of upper-trophic predators is a key ingredient in management including the development of ecosystem-based fishery management plans, conservation efforts for top predators, and ecological and economic modeling of predator prey interactions. The California Current Predator Diet Database (CCPDD) synthesizes data from published records of predator food habits over the past century. The database includes diet information for 100+ upper-trophic level predator species, based on over 200 published citations from the California Current region of the Pacific Ocean, ranging from Baja, Mexico to Vancouver Island, Canada. We include diet data for all predators that consume forage species: seabirds, cetaceans, pinnipeds, bony and cartilaginous fishes, and a predatory invertebrate; data represent seven discrete geographic regions within the CCS (Canada, WA, OR, CA-n, CA-c, CA-s, Mexico). The database is organized around predator-prey links that represent an occurrence of a predator eating a prey or group of prey items. Here we present synthesized data for the occurrence of 32 forage species (see Table 2 in the affiliated paper) in the diet of pelagic predators (currently submitted to Ecological Informatics). Future versions of the shared-data will include diet information for all prey items consumed, not just the forage species of interest.

Providing price incentives to farmers is usually considered essential for agricultural development. Although such incentives are important, regarding price as the sole explanatory factor is far from satisfactory in understanding the complex realities of agricultural production in Africa. By analyzing the share contracts widely practiced in Ghana, this article argues that local institutions such as land tenure systems and agrarian contracts provide strong incentives and disincentives for agricultural production. Based on data derived from fieldwork in the 1990s, the study analyzes two types of share contracts and the incentive structures embedded in them. The analysis reveals that farmers' investment behavior needs to be understood in terms of both short-term incentive to increase yield and long-term incentive to strengthen land rights. The study concludes that the role of price incentives in agricultural production needs to be reconsidered by placing it in wider incentive structures embedded in local institutions.

During the transition period from a planned economy to a market economy in 1990s of China, there was a considerable accrual of deferred payment, and default due to inferior enforcement institutions. This is a very common phenomenon in the transition economies at that time. Interviews with home electronics appliance firms revealed that firms coped with this problem by adjusting their sales mechanisms (found four types), and the benefit of institutions was limited. A theoretical analysis claim that spot and integration are inferior to contracts, a contract with a rebate on volume and prepayment against an exclusive agent can realize the lowest cost and price. The empirical part showed that mechanisms converged into a mechanism with the rebate on volume an against exclusive agent and its price level is the lowest. The competition is the driving force of the convergence of mechanisms and improvement risk management capacity.

The author participated in the 6 th EU Framework Project ―Q-pork Chains (FP6-036245-2)‖ from 2007 to 2009. With understanding of work reports from China and other countries, it is found that compared with other countries, China has great problems in pork quality and safety. By comparing the pork chain management between China and Spain, It is found that the difference in governance structure is one of the main differences in pork chain management between Spain and China. In China, spot-market relationship still dominates governance structure of pork chain, especially between the numerous house-hold pig holders and the great number of small slaughters. While in Spain, chain agents commonly apply cooperatives or integrations to cooperate. It also has been proven by recent studies, that in quality management at the chain level that supply chain integration has a direct effect on quality management practices (Han, 2010). Therefore, the author started to investigate the governance structure choices in supply chain management. And it has been set as the first research objective, which is to explain the governance structure choices process and the influencing factors in supply chain management, analyzing the pork chains cases in Spain and in China. During the further investigation, the author noticed the international trade of pork between Spain and China is not smooth since the signature of bi-lateral agreement on pork trade in 2007. Thus, another objective of the research is to find and solve the problems exist in the international pork chain between Spain and China. For the first objective, to explain the governance structure choices in supply chain management, the thesis conducts research in three main sections. 10 First of all, the thesis gives a literature overview in chapter two on Supply Chain Management (SCM), agri-food chain management and pork chain management. It concludes that SCM is a systems approach to view the supply chains as a whole, and to manage the total flow of goods inventory from the supplier to the ultimate customer. It includes the bi-directional flow of products (materials and services) and information, and the associated managerial and operational activities. And it also is a customer focus to create unique and individual source of customer value with an appropriate use of resources, leading to customer satisfaction and building competitive chain advantages. Agri-food chain management and pork chain management are applications of SCM in agri-food sector and pork sector respectively. Then, the research gives a comparative study in chapter three in the pork chain and pork chain management between Spain and China. Many differences are found, while the main difference is governance structure in pork chain management. Furthermore, the author gives an empirical study on governance structure choice in chapter five. It is concluded that governance structure of supply chain consists of a collection of rules/institutions/constraints structuring the transactions between the various stakeholders. Based on the overview on literatures closely related with governance structure, such as transaction cost economics, transaction value analysis and resource-based view theories, seven hypotheses are proposed, which are: Hypothesis 1: Transaction cost has positive relationship with governance structure choice Hypothesis 2: Uncertainty has positive relationship with transaction cost; higher uncertainty exerts high transaction cost Hypothesis 3: The relationship between asset specificity and transaction cost is positive Hypothesis 4: Collaboration advantages and governance structure choice have positive relationship11 Hypothesis 5: Willingness to collaborate has positive relationship with collaboration advantages Hypothesis 6: Capability to collaborate has positive relationship with collaboration advantages Hypothesis 7: Uncertainty has negative effect on collaboration advantages It is noted that as transaction cost value is negative, the transaction cost mentioned in the hypotheses is its absolute value. To test the seven hypotheses, Structural Equation Model (SEM) is applied and data collected from 350 pork slaughtering and processing companies in Jiangsu, Shandong and Henan Provinces in China is used. Based on the empirical SEM model and its results, the seven hypotheses are proved. The author generates several conclusions accordingly. It is found that the governance structure choice of the chain not only depends on transaction cost, it also depends on collaboration advantages. Exchange partners establish more stable and more intense relationship to reduce transaction cost and to maximize collaboration advantages. ―Collaboration advantages‖ in this thesis is defined as the joint value achieved through transaction (mutual activities) of agents in supply chains. This value forms as improvements, mainly in mutual logistics systems, cash response, information exchange, technological improvements and innovative improvements and quality management improvements, etc. Governance structure choice is jointly decided by transaction cost and collaboration advantages. Chain agents take different governance structures to coordinate in order to decrease their transaction cost and to increase their collaboration advantages. In China´s pork chain case, spot market relationship dominates the governance structure among the numerous backyard pig farmer and small family slaughterhouse 12 as they are connected by acquaintance relationship and the transaction cost in turn is low. Their relationship is reliable as they know each other in the neighborhood; as a result, spot market relationship is suitable for their exchange. However, the transaction between large-scale slaughtering and processing industries and small-scale pig producers is becoming difficult. The information hold back behavior and hold-up behavior of small-scale pig producers increase transaction cost between them and large-scale slaughtering and processing industries. Thus, through the more intense and stable relationship between processing industries and pig producers, processing industries reduce the transaction cost and improve the collaboration advantages with their chain partners, in which quality and safety collaboration advantages be increased, meaning that processing industries are able to provide consumers products with better quality and higher safety. It is also drawn that transaction cost is influenced mainly by uncertainty and asset specificity, which is in line with new institutional economics theories developed by Williamson O. E. In China´s pork chain case, behavioral uncertainty is created by the hold-up behaviors of great numbers of small pig producers, while big slaughtering and processing industries having strong asset specificity. On the other hand, ―collaboration advantages‖ is influenced by chain agents´ willingness to collaborate and chain agents´ capabilities to cooperate. With the fast growth of big scale slaughtering and processing industries, they are more willing to know and make effort to cooperate with their chain members, and they are more capable to create joint value together with other chain agents. Therefore, they are now the main chain agents who drive more intense and stable governance structure in China‘s pork chain. For the other objective, to find and solve the problems in the international pork chain between Spain and China, the research gives an analysis in chapter four on the 13 international pork chain. This study gives explanations why the international trade of pork between Spain and China is not sufficient from the chain perspective. It is found that the first obstacle is the high quality and safety requirement set by Chinese government. It makes the Spanish companies difficult to get authorities to export. Other aspects, such as Spanish pork is not competitive in price compared with other countries such as Denmark, United States, Canada, etc., Chinese consumers do not have sufficient information on Spanish pork products, are also important reasons that Spain does not export great quantity of pork products to China. It is concluded that China´s government has too much concern on the quality and safety requirements to Spanish pork products, which makes trade difficult to complete. The two countries need to establish a more stable and intense trade relationship. They also should make the information exchange sufficient and efficient and try to break trade barriers. Spanish companies should consider proper price strategies to win the Chinese pork market

This paper reports a learning experience related to the acquisition of project management competences. Students from three different universities and backgrounds, cooperate in a common project that drives the learning-teaching process. Previous related works on this initiative have already evaluated the goodness of this multidisciplinary, project-based learning approach in the context of a new educative paradigm. Yet the innovative experience has allowed the authors to define a rubric in order to measure specific competences in project management. The study shows the rubric’s main aspects as well as competence acquisition evaluation alternatives, based in the metrics defined. Key indicators and specific reports obtained from data base fields in the web tool will support this work. As a result, new competences can be assessed, such ones like teamwork, problem solving, communication and leadership. Final goal is to provide an overall competence map to the students at the same time they improve their skills.

This work presents an educational formal initiative aimed to monitor the acquisition and strengthening of competences by students that are being taught in project management subject. Groups of students belonging to three universities, embracing different knowledge areas such as engineering, biology, etc., were selected to run the experience. All of them had nevertheless a common and basic starting point: inexperience in project management field. In this scenario, we propose a new theoretical and practical approach oriented to reinforce problem-solving and related competences in a project management subject context. For this purpose, a Project-Based Learning (PjBL) initiative has been specifically designed and developed. The main idea is to bring a real world engineering project management case into the classroom, where students must face up to a completely new learning approach –groups in different locations, collaborative mode and unspecific solution, supported by a powerful internet platform:.project.net (http://www.Project.net). Other relevant aspects such as project climate, knowledge increasing, have also been monitored during the course. Results show and overall improvement in key competences. The obtained information will be used in two ways: to feed the students back about personal opportunities for improvement in specific competences, and to fine-tune the experience for further initiatives.

Knowledge management is critical for the success of virtual communities, especially in the case of distributed working groups. A representative example of this scenario is the distributed software development, where it is necessary an optimal coordination to avoid common problems such as duplicated work. In this paper the feasibility of using the workflow technology as a knowledge management system is discussed, and a practical use case is presented. This use case is an information system that has been deployed within a banking environment. It combines common workflow technology with a new conception of the interaction among participants through the extension of existing definition languages.

This study analyses the effects that the project management certification has on employability. This analysis started with a participative process in which various groups of experts who are involved in the certification of people were consulted. A personal interview was carried out amongst 106 professionals —certifying bodies, training institutions, the civil service, and international organisations— and amongst professional who are certified in project management by the International Project Management Association in Spain. The results show that the certification emerges as a powerful tool for improving employability. The effects are demonstrated across two complementary aspects: internal company aspects and external aspects relating to the labour market. Finally, by compiling the different agents’ opinions, a series of measures emerge for improving the accreditation processes as an employability tool and increasing the mutual learning between public and private actors.

— In 2000, according to the World Health Organization, at least 171 million people, 2.8% of the population worldwide, suffered from diabetes. The Centres for Disease Control has defined it as an epidemic disease. Its incidence is increasing rapidly, and it is estimated that by 2030 this number will almost double. Diabetes mellitus occurs throughout the world, but is more common (especially type 2) in the more developed countries. Diabetes is a chronic condition that occurs when pancreas does not assure enough insulin secretion or when the body does not consume the insulin produced. Insulin is a hormone that regulates blood sugar. The effect of uncontrolled diabetes is the hyperglycaemia (blood sugar), which eventually seriously damage many organs and systems, especially the nerves and blood vessels. Diabetes type 2 (most common type of diabetes) is highly correlated with elderly people, obesity or overweight. Promoting a healthy lifestyle helps patients to improve their quality of life and in many cases to avoid complications related to the disease. This paper is intended to describe an iPhone-based application for self-management of type 2 diabetic patients, which allow them improving their lifestyle through healthy diet, physical activity and education

The use of photovoltaic experimental plants in engineering educational buildings contributes to an increase in acceptance of this technology by future engineers. There are some photovoltaic (PV) systems in educational buildings in Spain, but they are usually limited to buildings in relation to electrical technologies or research areas. They are not common in other educational or official buildings. This paper presents the project of a grid-connected solar plant with two main objectives. First, different PV module technologies will be compared. Second, an emphasis on agronomical areas in educational settings will be reviewed in an attempt to facilitate student engagement in the use of the power plant. The system is grid-connected in order to pay-back the investment in the plant. In fact the electricity generated by the plant will be used by the installations of the building, as it is the closest consumer. This work intends to approximate photovoltaic technology to university degrees not directly related with it and at the same time research in comparison of systems with different technologies. This is a good example of an solar plant for both optimum production and educational purposes.

The relationship between forms of delimitation and expropriation of the commons through the management of the "public" have led to a world of enclosures and exact division lines. But this is not how the individual perceives and experiences space, this is how bureaucracy builds it. The body’s individual spatiality is understood as the complex topological extension configured by the sensible world at every turn, reflecting while allowing the crossings, junctions, intensities, densities, proximities, etc., which weave together the experiential fabric wherein he lives. This individual spatiality, when it resonates with others, produces a form of common spatiality, the understanding of which can and should act as a new frame of reference for intervention strategies and spatial politics in the contemporary world. The roofscape, as a space not fitting within the canonical division of public/private, is a unique study case to frame these new concepts.

Compared to the size of the microfinance market, the number of Microfinance Institutions that are professionally ran like commercial banks is still scarce, and even more scarce are the MFI listed in public stock exchanges. This document focuses on four listed MFIs and reviews its business model and funding sources. The document also analyses the market price evolution of the listed shares and investigates whether investors are assigning a premium to the MFIs compared with its respective market indices. In recent years international investors are increasing the focus on the social consequences of their investments along with its financial returns. The microfinance sector, considered as an asset class is a relatively young concept but the microfinance industry is experiencing a tremendous growth and has a high potential for the future. Today most social responsible investments in microfinance are performed through loans or fixed income structured finance vehicles. The possibilities to invest in the equity tranche of the industry are still scarce since the number of listed microfinance institutions is reduced and the private equity investments are limited and difficult to reach for the majority of investors. In this document we present a study on the characteristics of the MFIs and we try to shed some light on this subsector of the equity assets universe that may become important in the coming future.
