This work is funded based on the uneasiness with the concept of State as a public machine for development. Of State as a public machine to deliberate valid practices for valid methods and to limit valid subjects in valid spaces. In midst of this specific context, this work dedicates itself to investigate the following research problem: the mistaken recognition of the blind subject in public spaces of representation. For this reason, it was addressed the following question: how the blind subject is recognized in public spaces of representation? To answer the question, it was necessary to contextualize how the blind subject is being recognized in various public spaces of representation. In the international scope, the human rights debate held between the National States was analyzed (BRAND, 2005; KOERNER, 2002; UN, 2006). In the national arena, constitutional rights, federal laws, public policies and institutions representing the blind subject were examined (CABRAL, 2008; SARAVIA, 2006). Finally, in a local context, the fundaments of the concept of citizen for the subject recognition were investigated (AGAMBEN, 2002; RORTY, 1999, DELEUZE AND GUATTARI, 1996). The methodology included reports of national and international representatives in the Lusophone Countries Meeting for Dissemination and Implementation of the Convention on the Rights of Persons with Disabilities and, mainly, interviews with blind subjects. The data was processed by content analysis and was discussed based on the following categories: representation spaces; representation modes; representation amplitude; representation premises. The results show, regarding such spaces of representation, the growing importance of thinking the rights of persons with disabilities ¿ group in which belongs the blind subject ¿ as of the international and national scenario. However, the blind subjects announced alternative local spaces for representation: church, internet, radio, etc. Regarding the representation modes, the role of law and standards has been advocated specially in the human rights field. The importance of the cooperation between the States and the civil society to ensure, in practice, the rights achieved was also emphasized. But other forms of representation, directly linked to each interviewee¿ history, was important. Regarding the representation amplitude, there were arguments in defense of a conception of human dignity and freedom to all inhabitants of the globe. The lusophone event highlighted the concern of the cultural peculiarities of those involved in the meeting. The blind interviewees argued for citizenship as construction of instruments for freedom and autonomy, but recognized that this is not a clear desire between the blind people in general, and even less in society as a whole. With respect to the representation premises, the fundaments for the recognition of the blind subject were based on the primacy of reason at the expense of personal experimentation. Experimentation that serves as the foundation of a new form of recognition of the blind subject in public spaces of representation, one more interested in singularities, impenetrable by reason, unmovable to another, and which are irreducible to each subject. The final considerations suggest that if the State has a reason to be, this is not another than to offer instruments to manifest as many as the existential possibilities of the subject. This is the concept of State for development.

Este trabalho estuda uma rede de sociabilidade homoerótica na cidade do Rio de Janeiro na década de 1960 através da análise dos relatos contidos no jornal doméstico – produzido por um dos grupos e que circulava entre os participantes da rede – O Snob. A rede era composta por vários grupos de convivência que se vinham formando desde a década de 1950, e a maioria dos participantes elaborava suas identidades pessoais compartilhando com a sociedade maior a crença de que pertenceriam ao “terceiro sexo”, “sofrendo” inversão sexual. Assim se desenvolveu uma forma de sociabilidade peculiar, caracterizada por encontros festivos em domicílios como estratégia de sobrevivência, visto que as expectativas sociossexuais dos grupos eram envoltas em hostilidade da sociedade maior. Desta maneira esse estudo aponta processos de sociabilização empreendidos pela rede, moldados na invisibilidade, configurando-se, ainda que de maneira não articulada (ou involuntária), em experiência de conquistas dos direitos civis e sociais ao promover ações práticas que possibilitavam encontros de seus membros e que podem ser traduzidas como o direito de ir e vir, o direito de livre expressão, ainda que num espaço segregado (ou segredado?), direitos básicos, que, no entanto, não eram garantidos aos participantes da rede. Evidencia, nessa trajetória, os processos de ressignificação identitária que os grupos vivenciaram ao longo do período estudado.

O estudo da contratransferência (CT) tem servido aos psicanalistas e psicoterapeutas como um instrumento útil na pesquisa do inconsciente do paciente. No caso de terapeutas que tratam pacientes severamente traumatizados, como as vítimas de violência sexual, as reações contratransferenciais se manifestam de forma intensa e diversa, incluindo resistência de conluio, identificação com a vítima ou com o agressor, entre outras. As emoções despertadas no tratamento destes pacientes, não sendo bem compreendidas e elaboradas, podem originar psicopatologias no terapeuta, como o transtorno de stress traumático secundário, a traumatização vicária e o burnout. Objetivo: O objetivo do presente estudo foi investigar os estados mentais dos psicoterapeutas estando frente a uma vinheta de caso de estupro e frente a uma de luto por morte súbita de pessoa significativa. Além disto, foram comparadas as diferenças entre gêneros e níveis de experiência dos psicoterapeutas. Para avaliação do constructo contratransferência, foram selecionadas na literatura e traduzidas para o português brasileiro, duas escalas de avaliação de CT: o Mental States Rating System (MSRS) e o Inventory of Countertransference Behavior (ICB). O MSRS trata-se de uma escala de análise de conteúdo do discurso, seja ele falado, descrito ou filmado, que abrange de modo amplo os tipos CT, que estão previa e detalhadamente descritas na escala O ICB constitui-se de uma escala de 21 itens, que buscam avaliar o comportamento contratransferencial, a ser preenchida pelo supervisor, após uma sessão de supervisão. A escala avalia a CT classificando-a em duas dimensões: positiva e negativa. Métodos: Para cada um dos 2 instrumentos foram realizadas duas traduções para o português, por tradutores independentes, bilíngües e profissionais. As duas traduções foram unificadas. Depois os instrumentos foram apresentados a 5 psicoterapeutas, sendo avaliada a sua compreensão das escalas e realizados os ajustes finais. Após foi realizada a retro-tradução por tradutor profissional comparadas as versões originais com as versões em português falado no Brasil e as versões retro-traduzidas através de processo de análise de equivalência semântica. Os autores das escalas participaram do processo de adaptação transcultural e o uso da versão final foi aprovado pelos mesmos. Foi então, realizado treinamento de juízes para utilização das duas escalas e a escala ICB foi adaptada para ser aplicada por juízes em material escrito. Posteriormente, a pesquisa da contratransferência foi realizada frente a duas vinhetas clínicas de trauma com uma amostra de 92 psicoterapeutas. Resultados: Os achados com o MSRS mostraram que houve um uso significativamente maior da atividade mental reflexiva dos terapeutas em relação à vinheta de luto, do que em relação à vinheta de trauma por estupro As mulheres mostraram uma atividade mental significativamente mais reflexiva, e os homens o uso de defesas mais primitivas. Os terapeutas mais experientes e menos experientes não diferiram entre si. Os achados com o ICB demonstraram que a vinheta de estupro provocou significativamente mais reações contratransferenciais negativas no total dos terapeutas e que a vinheta de luto provocou reações positivas de modo significativo; que os homens apresentaram, em relação às duas vinhetas, significativamente mais reações contratransferenciais negativas do que as mulheres, e que, em relação ao luto, os mais experientes apresentaram mais reações contratransferenciais negativas do que os menos experientes. Conclusões: Os achados deste estudo sugerem que o impacto sobre o terapeuta, ao tratar pacientes traumatizados, desperta um espectro variado de sentimentos. O conhecimento destes afetos pode trazer informações cruciais para o desenvolvimento da melhor forma de tratar e aliviar o sofrimento destes pacientes. Novas pesquisas devem ser realizadas para aprofundar o entendimento deste processo complexo.

A central question in political economy is how to incentivize elected socials to allocate resources to those that need them the most. Research has shown that, while electoral incentives lead central governments to transfer fewer funds to non-aligned constituencies, media presence is instrumental in promoting a better allocation of resources. This study evaluates how these two phenomena interact by analyzing the role of media in compensating political biases. In particular, we analyze how media presence, connectivity and ownership affect the distribution of federal drought relief transfers to Brazilian municipalities. We find that municipalities that are not aligned with the federal government have a lower probability of receiving funds conditional on experiencing low precipitation. However, we show that the presence of radio stations compensates for this bias. This effect is driven by municipalities that have radio stations connected to a regional network rather than by the presence of local radio stations. In addition, the effect of network-connected radio stations increases with their network coverage. These findings suggests that the connection of a radio station to a network is important because it increases the salience of disasters, making it harder for the federal government to ignore non-allies. We show that our findings are not explained by the ownership and manipulation of media by politicians.

Abstract. Interplanetary scintillation observations of 48 of the 55 Augusto et al. (1998) flat spectrum radio sources were carried out at 111 MHz using the interplanetary scintillation method on the Large Phased Array (LPA) in Russia. Due to the large size of the LPA beam (1◦ × 0.5◦) a careful inspection of all possible confusion sources was made using extant large radio surveys: 37 of the 48 sources are not confused. We were able to estimate the scintillating flux densities of 13 sources, getting upper limits for the remaining 35. Gathering more or improving extant VLBI data on these sources might significantly improve our results. This proof-of-concept project tells us that compact (<1 ) flat spectrum radio sources show strong enough scintillations at 111 MHz to establish/constrain their spectra (low-frequency end). In the last decade mobile wireless communications have witnessed an explosive growth in the user’s penetration rate and their widespread deployment around the globe. It is expected that this tendency will continue to increase with the convergence of fixed Internet wired networks with mobile ones and with the evolution to the full IP architecture paradigm. Therefore mobile wireless communications will be of paramount importance on the development of the information society of the near future. In particular a research topic of particular relevance in telecommunications nowadays is related to the design and implementation of mobile communication systems of 4th generation. 4G networks will be characterized by the support of multiple radio access technologies in a core network fully compliant with the Internet Protocol (all IP paradigm). Such networks will sustain the stringent quality of service (QoS) requirements and the expected high data rates from the type of multimedia applications to be available in the near future. The approach followed in the design and implementation of the mobile wireless networks of current generation (2G and 3G) has been the stratification of the architecture into a communication protocol model composed by a set of layers, in which each one encompasses some set of functionalities. In such protocol layered model, communications is only allowed between adjacent layers and through specific interface service points. This modular concept eases the implementation of new functionalities as the behaviour of each layer in the protocol stack is not affected by the others. However, the fact that lower layers in the protocol stack model do not utilize information available from upper layers, and vice versa, downgrades the performance achieved. This is particularly relevant if multiple antenna systems, in a MIMO (Multiple Input Multiple Output) configuration, are implemented. MIMO schemes introduce another degree of freedom for radio resource allocation: the space domain. Contrary to the time and frequency domains, radio resources mapped into the spatial domain cannot be assumed as completely orthogonal, due to the amount of interference resulting from users transmitting in the same frequency sub-channel and/or time slots but in different spatial beams. Therefore, the availability of information regarding the state of radio resources, from lower to upper layers, is of fundamental importance in the prosecution of the levels of QoS expected from those multimedia applications. In order to match applications requirements and the constraints of the mobile radio channel, in the last few years researches have proposed a new paradigm for the layered architecture for communications: the cross-layer design framework. In a general way, the cross-layer design paradigm refers to a protocol design in which the dependence between protocol layers is actively exploited, by breaking out the stringent rules which restrict the communication only between adjacent layers in the original reference model, and allowing direct interaction among different layers of the stack. An efficient management of the set of available radio resources demand for the implementation of efficient and low complexity packet schedulers which prioritize user’s transmissions according to inputs provided from lower as well as upper layers in the protocol stack, fully compliant with the cross-layer design paradigm. Specifically, efficiently designed packet schedulers for 4G networks should result in the maximization of the capacity available, through the consideration of the limitations imposed by the mobile radio channel and comply with the set of QoS requirements from the application layer. IEEE 802.16e standard, also named as Mobile WiMAX, seems to comply with the specifications of 4G mobile networks. The scalable architecture, low cost implementation and high data throughput, enable efficient data multiplexing and low data latency, which are attributes essential to enable broadband data services. Also, the connection oriented approach of Its medium access layer is fully compliant with the quality of service demands from such applications. Therefore, Mobile WiMAX seems to be a promising 4G mobile wireless networks candidate. In this thesis it is proposed the investigation, design and implementation of packet scheduling algorithms for the efficient management of the set of available radio resources, in time, frequency and spatial domains of the Mobile WiMAX networks. The proposed algorithms combine input metrics from physical layer and QoS requirements from upper layers, according to the crosslayer design paradigm. Proposed schedulers are evaluated by means of system level simulations, conducted in a system level simulation platform implementing the physical and medium access control layers of the IEEE802.16e standard.

The term body without organs is present in a poem by the french writer, actor and director Antonin Artaud, written in 1947 and titled: To Have Done with the Judgement of God. I aim, in this work, from what we call investigative scenic writing, to problematize this term and its possible relations with the theater and also with some aspects of the Hindu myths. I unite the idea of the body without organs with the body in trance present in the stories of an Indian master named Caitanya Mahaprabhu. These ideas, along with the development of practices that come from some principles of Theatre Anthropology, are incentives for a creation process that highlights the work of preparation and creation of corporeal work of the actor. The relationship between the concepts and the practice raise discussions about where I stand as an actor-researcher in process

This work aims at understanding of social suffering, caused by unsolved homicides in the black population. Thus, when the homicide occurs, family and friends become hidden or indirect victims of this crime. So, It will be made a historical imbalance of Afro-Brazilians to the capitalist system after slavery. Those who suffered from the absence of inclusive public policies. Also try to contextualize them within the current data with that place as the immediate victims of murder. Finally, reports from family members, through their life stories, and snippets from the ethnographic field notes were the methodologies used
