This dissertation addresses issues considered essential for sustainable development of urban waterfronts and beaches. Many of these spaces, even though they are of public authorities, economic market and general population interests - due to its landscape, its importance for recreation purposes and as a basis of " Sun and beach Tourism " (Turismo de Sol e Praia), among other factors - have shown aesthetic, health and cultural degradation, entailing environmental, economic and social losses and conflicts. Based on this perception, the research aims to understand the main reasons for these negative results for beach spaces. To this end, it was chosen the case study of a typical urban beach, Ponta Negra Beach, located in Natal, RN. Ponta Negra is associated with the "postcard" of the city and it has been deserving of municipal urban planning legislation that legally recognizes the importance of its landscape. Also it has received constant investments by the Government through urban projects, arguing to leave the site attractive to its users. Nevertheless, in the last fifteen years, the beach has lived with the expansion of its problems, such as those related to bathing water, to coastal erosion, and to the mangling of its natural surroundings. Social conflicts have also been frequent in this time frame: conflicts between residents of the waterfront and traders who work on the beach, between the traders themselves, between the managers of space and fishermen, between managers and formal and informal traders. Many of these social and environmental conflicts have taken such grand proportions that became legal matters. Assuming that the problems identified are related to the issue of rationality - understood as a system of values, norms and actions that relate means and ends - and upholding the need for focused research on "environmental rationality" to understand and interpret the dynamics of social and environmental problems encountered on site, the research that guides the study relies on the Mexican economist Enrique Leff's theory on "environmental rationality" which, briefly, can be defined as a system of values, norms, actions and means and ends relations based on the principles of environmental management and sustainable development. Among other aspects, rationality encompasses cross-sectional planning of public administration, the participation of society in the management of environmental resources, interdisciplinary reorganization of knowledge, the clash of opposing interests and the conciliation of common goals of different social actors. The study evaluates the relationship between "environmental rationality", as proposed by Enrique Leff, with the management, urban interventions and uses observed in Ponta Negra Beach. For that, some benchmarks were established and considered in the research as related to sustainable development of the "beachy" atmosphere. Analytical instruments chosen were the urban transformations and the environmental and social problems that have been the target of lawsuits. Also part of the study, the problems that were the subject of civil investigations, which are investigation procedures carried out by the Prosecutor's Office.

This crisis is especially characterized by its multidimensionality, which goes through economic, cultural, ethical, environmental and, above all, political issues. In order to study the core of this crisis that is manifested by the urbanization process and has in its exacerbation on the metropolitan areas was conducted conceptual and theoretical study of the meaning of sustainable development applied to the everyday reality of cities, extracting from this debate concepts, such as: sustainable territorial development, administrative sustainability and political sustainability. Looking forward to test this the practical applicability of these theoretical concepts studied, an empirical study was done on the reality of metropolitan solid waste in Natal, Rio Grande do Norte, Brasil. According to the recent theoretical debate, the waste comprises a sector of the urban environmental crisis that best represents the relationship between man and environment. Ensuring the multidimensionality of environmental issues through the “Saber Ambietal” (LEFF, 2005), was made a extensive qualitative study correlating the concepts of sustainable territorial development, metropolitan governance and “Saber Ambiental” applied on solid waste. The results point to the real challenges of municipal government in understanding the real situation, take action and change the inertia in which have operated in recent decades. The results also showed the importance of transforming environmental issues in political, in other words, struggle for ideas, ideological and ethical references.

Currently, the growing aging population challenges the society and public health policies, for increased longevity need to be associated with quality of life. Adequate physical and social environment are key factors for the welfare of the elderly, particularly the housing environment - this thesis understood as the home (dwelling unit) and its surroundings (close proximity). In addition, Brazilian legislation in this sector indicates the importance of the elderly remain at home and in the family. Based on this framework mortar, the thesis was starting questions: How do you live the elderly population aged 80 and over which is served by the Health Family Strategy of the Unified Health System? That social and environmental conditions of the place of residence act more directly on their quality of life? How do these people get housing conditions experienced? The research aimed to investigate how the residential environment (social and physical) influence everyday activities and quality of life of the elderly. Exploratory qualitative study highlighting the home visits, developed based on multimethod strategy. The empirical study was conducted in the city of Cabedelo-PB, Nov/2013 to Feb/2014. Participants were 36 elderly people (31 women and 5 men) aged between 80 and 99 years, little education, who live 39 years in the area (average). In the research first stage were applied questionnaires for socio-demographics and livability of the residence and the surroundings. In the second stage we used semi-structured interview and a tour accompanied in the neighborhood (with those who have accepted to do so). Throughout work it was kept a diary by the researcher and held naturalistic observations of the behavior of the elderly. Quantitative data were described using descriptive statistics, and information from the interviews were analyzed through the Collective Subject Discourse technique. Among the key ideas that emerged from them are: the representation of home, neighborhood support and related issues dyad independence / autonomy. The study showed that the elderly develop strong attachment to the place where he lives, the importance of it for your health and the desire to stay there. Thus, despite experiencing many barriers (more physical than the social), at the place where they live, they say they are satisfied, even when unfavorable conditions are evident. Concluding that as the houses are environmentally more docile, simple changes ensure autonomy, independence and mobility for the elderly. In turn, the barriers of the urban environment show it more difficult to deal with, making this space inhospitable to most survey participants, a condition that hinders your physical activities and social participation, and negatively influence their quality of life.

This research deals with anorexia nervosa through the look of those who lived this experience. Eating Disorders have been presented as psychopathology increasingly recurrent in contemporary, being almost doubled incidence in the last 20 years, reaching mainly teenagers and bringing consequences and implications of various kinds. The literature points to the relevance of the current ideal of beauty, in which thinness is overvalued. In this case, the study’s objective was to understand, from an existential-phenomenological perspective, anorexia experience. Thus, when assessing the experience, seeking to understand the possible directions that the non-eating is for the person who lives such an experience. The study, of Heidegger's existential-phenomenological inspiration, used semi-structured interviews as a means of access to the experience. Female two people were interviewed, at the age of 17 and 30, began with a starter question ("How was, or how is, your anorexia experience?"), which allowed the interviewee to talk about their experience. For the selection of the study participant was publicized among health professionals, as well as in social networks and blogs, in which the research objectives and approaches have been made explicit. The field diary was also used as a methodological resource, seeking a greater approximation of the experiences of the interviewees and the researcher. The interviews were interpreted in the by Heidegger's hermeneutics. The meanings unveiled in the narratives revealed issues beyond the physical and pathological issue, being involved family, wishes, friends, experiences, life projects. The corporal, as thought by Martin Heidegger, became very present in the statements of the interviewees, as it is part of existence. Among the Heidegger´s ideas, emphasizes care, inhospitality, live, boredom, openness to possibilities and factuality, that might be discussed from interviewees' discourse, engendering reflections about their senses, in their lives.

In this study, we present a political evaluation of how SENAC/RN perceives PRONATEC, emphasizing all ideological principles, aims and theories that this institution reproduces and reinforces while playing this professional qualification program. We intended to reveal ideological aspects that inspire SENAC’s perception of PRONATEC, pointing the actual interests hidden by those aspects. Our starting question is: What ideologies, objectives and theories that are explicitly or implicitly reinforced by Senac in implementing PRONATEC? In the research, we consider the hypothesis that transferring the responsibility about PRONATEC from public to private institutions is something that impoverishes the professional formation process, once the program ends up subordinated to private institution’s ideological, political and economic interests. The methodological approach chosen was the single case study. As data source, we used broad literature survey, official files of PRONATEC and SENAC, official information about the program and personal interviews. At the end of the research, we present elements that show some “flexibility” on PRONATEC due to SENAC’s interests, offering a superficial professional formation, commonly dissociated from a propaedeutic education, focusing on the need of adaptation e consensus of works around a society project. In this regard, despite PRONATEC is payed by public resources, it’s been used by SENAC as a fortifier of this institution on professional education market, in an hegemonic and neoliberal construction of a model of society.

Contemporáneamente, parece que la relación entre el Estado y la sociedad civil ha sido modificada por los patrones de neoliberalismo que se propagan a la ideología de la responsabilidad social y, por lo tanto, la expansión del “Tercer Sector”. Así, desde la década de 1980 las Organizaciones No Gubernamentales surgen en Brasil, alcanzando un papel importante en la sociedad, como la realización de sus actividades y proyectos. Anteriormente había organizaciones, pero ahora reconocidas como ONG en este contexto. Así es como cuantitativamente se estructuraron las organizaciones de todo el país y sus acciones se vuelven más relevantes. El surgimiento de las ONG en Brasil se asocia con la lógica liberal y neoliberal que transfiere a la empresa la tarea de cuidar a los incapaces pobres y excluidos. Esta ideología trata de minimizar las necesidades sociales donde las obras del gobierno no son suficientes. Esta investigación tiene como objetivo comprender a través del análisis de entrevistas y estudio de caso como el “Tercer Sector” ha influido en la población de Felipe Camarão, Natal/RN. El objetivo principal de esta investigación es continuar el estudio y ampliar las reflexiones sobre las contradicciones y los conflictos existentes entre las organizaciones del “Tercer Sector” que trabajan en el lugar, teniendo como selección una asociación, una fundación y una ONG que trabaja en el barrio, analizar si hay o no una articulación entre las organizaciones investigadas.

The main concern of this work is to offer an analysis of the possibility of an ethical approach to the interaction between human beings and animals. As far as possible we seek an approach which rely neither on utilitarian considerations nor on indirect reasons to explain the attribution of dignity or moral rights to animals. We take for granted that some of them (if not all) do possess it. And then we try to show that a deontological ethical theory (one which centers in the human as the agent but is not restricted to humans as the objects of the moral action) can afford us a good theoretical basis for the grounding of the attribution of rights or dignity to animals. Analyzing the main features of Kantian ethics, as well as some of its alternatives, it will be possible to show that an ethical theory which does not presuppose reciprocity nor depends solely upon particular human concerns is not only possible but also reveals itself as the most sensible and adequate to the nature of our values and of the case at hand.

The commercial complex Guarapes was during the second half of the nineteenth century most commercial street of Rio Grande do Norte province. In that time frame, you can see its flourishing as one of the central places of trade in the province in 1850, and its subsequent abandonment in 1900. This thesis aims to investigate, in its first part, the paths that help to understand, as the context of the expansion of global markets in the second half of the nineteenth century enabled the conditions for the emergence of the commercial complex. However, trade relations established in this province through the commercial complex, even participating in this global environment, reserved particular characteristics in their social and trade relations, as if dealing with a peripheral province, we look at the uniqueness of the relationship occurred in this space. In the second part, we seek to understand the importance that the rivers Potengi and Jundiaí had to install the commercial complex Guarapes in the second half of the nineteenth century. As the geographical position in relation to rivers, enabled this space became flow zone and confluence of goods distributed to the various parts of the interior of the province. We also monitor the process that made these rivers leave the role of mobility and transport relations in this space, giving way the railways and roads shooting. In the third part, we seek to understand the commercial complex Guarapes in focus. Analyzing their spatial distribution on the landscape, and how the spatial organization held at the same time traces of the Brazilian patriarchy exposed by Gilberto Freyre, but also "modern" features, due to the increase of a new culture inserted material in the province. We also seek to understand elements of material culture that was the environment of the complex, and how these materials are important sources for understanding this society under study. We treat from the biggest to the smallest fragments without hierarchize them. Understanding that, the study associated the written sources and materials provide a gain in understanding of everyday these people who lived in that area of the complex in the second half of the nineteenth century.

Through the nineteenth century, it was constant in the discourse of the local norte-rio-grandenses (Natal city, Brazil) administrators, the appeal for subsidy to the central government for the works of the port of Natal upgrade. The port in the capital, the main route of the Rio Grande do Norte communication, because of the limitations attached to it, as the dunes surrounding the city spreading sand in the riverbed, and several reefs located along the coast, did not allow the entry in his berth larger ships. These difficulties brought major problems the province, who could not hold the flow of production coming from the inside, resulting in the north of Rio Grande political scene, questioning the centrality of Christmas position in the province. Only Republican scheme had been approved credit by the federal government for the improvement works of the port. The port became the Republican political discourse Potiguar one of the main promises to bring "progress" the Potiguar land, being placed as a central issue of which depend on the "future" of the state. The objective of this study is to analyse the emergence of a new port concept in speeches and interventions of the local ruling groups in the early twentieth century. We analyse the emergence of a modern notion of port, marked by the organizing effort, rationalization and regulation of port activities by the state, and the new relationship assumed by the harbour front to the city resulting from this new perception. The port has become for local leaders to groups of capital "waiting room", requiring change of the composition of urban space for integrating the port to the city. The Port of Natal became endowed with a pedagogical function, incorporating the urban fabric, codes, values and practices considered by local managers as modern and civilized. This new city space, considered a "waiting room", caused conflicts between the local ruling groups and influential figures in the Potiguar political field, which sought to encourage with the process of organizing the harbour front undesirable regarded figures in the city views as an impediment to the image of progress and modernity that the dominant groups intended to expose the port.
