The main objective of this publication is to document the current state of urban climate change adaptation practice in Latin America. It is a summary of the three workshops of the Regional Learning Network that was set up under the ClimateAdaptationSantiago project (CAS), encompassing six large Latin American cities (Bogotá, Buenos Aires, Lima, Mexico City, São Paulo and Santiago). It aims to synthesize information on the manifestations and impacts of climate change in those Latin American cities that participated in the network, and above all, governance in the form of concrete actions. The publication is based on information obtained from the participants in the three workshops, but also includes additional scientific input and reflections by the editors. All of this information makes a major contribution to highlighting the different paths these six cities are pursuing in response to climate change. To that end, the publication discusses the various courses of action on climate change adaptation, with the aim of learning from these cases and highlighting practical examples.

This issue of the Bulletin deals with road safety, which has become an urgent worldwide problem. Given the fact that road accidents are increasing, that they affect the planet's most vulnerable population (namely the lowest income groups in developing countries) and that this is becoming a genuine public health crisis, the United Nations has decided that it is urgent to address the matter. The World Health Organization (WHO) has therefore dedicated the World Health Day 2004 to road safety.Given the urgent need for action, the Chiefs of Transport of the five Regional Economic Commissions of the United Nations held a meeting in Geneva (September 2004), where they agreed to reinforce the studies and projects carried out in this area.Below is a summary of various information sources and initiatives adopted to assess and tackle this modern epidemic and offers a pessimistic outlook for 2020, when road traffic crashes will constitute the third cause of death unless serious action is taken from today.

O trânsito é caracterizado como uma questão de saúde pública pela Organização Mundial da Saúde. O grande número de acidentes de trânsito não retira deste fato o status calamitoso que o mesmo detém, o que acaba por corroborar a preocupação das Nações Unidas em relação ao aumento progressivo da violência no trânsito, o que a fez proclamar a Década de Ação pela Segurança no Trânsito 2011/2020 em consequência da gravidade da situação, que vem ceifando mais vidas do que nos períodos de guerra, o que é corroborado pela constatação do crescimento em 24% do número total de óbitos por acidentes com transporte, no período de 2002 a 2010 pelo Sistema de Informações de Mortalidade da Organização Mundial da Saúde, revelando a importância social desta dissertação, que tem como objetivo identificar os fatores potencializadores de acidentes de trânsito com vitimizações fatais ocorridos na rodovia BR 316 nos quilômetros 21 ao 278, no período de 2010 a 2012. Para tanto, lançou-se mão de uma metodologia baseada em explorações teóricas aliadas a análises de informações provenientes do banco de dados da Polícia Rodoviária Federal que foram tratados a partir da aplicação de técnicas estatísticas descritivas e multivariadas a fim de confirmar a hipótese suscitada. Diante disto, pode-se concluir que o ano de 2011 foi o período marcado pelo maior número de ocorrências, ocorrências estas que se tornaram mais frequentes nos meses de junho, julho e dezembro, respectivamente, os quais se concentraram no turno da tarde e causados, sobretudo, pela falta de atenção, a desobediência à sinalização e a falta de guarda da distância de segurança; saliente-se o fato de que nos turnos da madrugada e noite os acidentes mais frequentes foram causados por ultrapassagens indevidas, condutores dormindo ao volante, defeitos na via e a ingestão de álcool e ainda vale antecipar, que nos intervalos de quilômetros de 41 a 50, 91 a 100, 101 a 110, 121 a 130, 141 a 150, 151 a 160, 201 a 210, 231 a 240, 251 a 260 e 261 a 270 da BR 316, é frequente que dos acidentes que ocorrem resultem dois ou mais feridos graves, sendo que destes feridos graves, nos intervalos de quilômetros 91 a 100 e 121 a 130, 221 a 230, dois ou mais venham a falecer. Desta forma, conclui-se que nos intervalos quilômetros 91 a 100 e 121 a 130, os feridos graves inevitavelmente faleceram. Diante disto, pode-se observar que o efetivo sentido de cidadania que deve ser dado às relações que se configuram a partir da utilização consciente do trânsito está perdido em meio a uma crise moral de sentidos, especialmente, em relação à obediência às leis de trânsito, o que acaba por transformar a rodovia BR 316 em um cenário de perdas iminentes de vidas, sobretudo, quando se remete ao fato de que todo o acidente de trânsito é previsível e evitável.

Since the 1950s, fatigue is the most important project and operational consideration for both civil and military aircrafts. For some aircraft models the most loaded component is one that supports the motor: the Motor Cradle. Because they are considered critical to the flight safety the aeronautic standards are extremely rigorous in manufacturing them by imposing a zero index of defects on the final weld quality (Safe Life), which is 100% inspected by Non-Destructive Testing/NDT. This study has as objective to evaluate the effects of up to four successive TIG welding repairs on the axial fatigue strength of an AISI 4130 steel. Tests were conducted on hot-rolled steel plate specimens, 0.89 mm thick, with load ratio R = 0.1, constant amplitude, at 20 Hz frequency and in room temperature, in accordance with ASTM E466 Standard. The results were related to microhardness and microstructural and geometric changes resulting from welding cycles.

Road accidents cause more deaths than homicides in Latin America, nevertheless it is not highlighted as a major concern by media and society. World Health Organization put this issue in high priority by releasing the Decade of Action in Road Safety that establishes five pillars to guide national road safety plans and activities. This paper addresses the drawbacks in the implementation of these actions in Latin American countries and its implications to achieve a sustainable development. The main concerns are: lack of empowerment of the road safety management organisations; lower vehicular standards; corruption related to the enforcement of traffic safety laws to and to the construction of safer roads; absence of safety vehicular inspections; vehicle fleet increase, decrease of public transportation demand; and the absence of a safety culture. Without facing these problems, sustainable development in Latin America will be impaired, once road safety is a fundamental link to achieve sustainability.

PIBID's subproject from the Letras course at a public university from the interior of Sao Paulo has, as a vision, the teaching of languages in a different way, where the culture is something to be known, not only mentioned, and, because of that, students feel close to the language learning process, for the language is not something to be learned just as grammar, it is, in fact, to be learned as something more complex than that, making the connection between student and language and its values. The students have, as an objective the knowledge and formation in teaching, by participation in public schools where they could put the theory learned during the Letras course in the university in practice with students that could benefit from learning new languages. The public school, mentioned in this research, offered the opportunity for the PIBID students to participate in a project that already existed in this school, where the students were supposed to produce a script based in a tale, and with the script, they were supposed to produce a short movie and a trailer. In 2014, in the first year of the participation of PIBID in the project, PIBID students were asked to choose a tale in the languages that are currently part of the subproject, for the students could use as a base to the production of the short movie. This project is called Luz, Câmera… Action! and the main objective of this research was to verify the participation of PIBID in the project. For such, it was used a semi-structured open questionnaire, which sought to investigate how students and supervisors from the school understood and analyzed PIBID's participation in the project

This paper describes a program, conducted over a 5-year period, that effectively reduced heavy drinking and alcohol-related harms among university students. The program was organized around strategies to change the environment in which binge drinking occurred and involved input and cooperation from officials and students of the university, representatives from the city and the neighborhood near the university, law enforcement, as well as public health and medical officials. In 1997, 62.5% of the university’s approximately 16,000 undergraduate student population reported binge drinking. This rate had dropped to 47% in 2003. Similar reductions were found in both self-reported primary and secondary harms related to alcohol consumption.

Urban populations that live in the outskirts of major Latin American cities usually face conditions of vulnerability attached to complex environmental issues, such as the lack of sewerage, floods, pollution and soil and water contamination. This article reports an intervention research programme in Sao Paulo, Brazil that combines a moral education approach with sustainability awareness in vulnerable communities. The main conceptual foundations of the project, designed to empower the community and promote ethical and environmental awareness are: strengthening the ties between the school and the surrounding community in order to construct 'moral atmosphere'; adoption of Problem- and Project-based Learning and the Design Thinking approach to reach the proposed goals.

Purpose: To compare the intravitreal pharmacokinetic profile of a triamcinolone acetonide formulation containing the preservative benzyl alcohol (TA-BA) versus a preservative-free triamcinolone acetonide formulation (TA-PF), and evaluate potential signs of toxicity to the retina. Methods: A total of 60 New Zealand male white rabbits, divided into two groups, were studied. In the TA-BA group, 30 rabbits received an intravitreal injection of TA-BA (4 mg/0.1ml) into the right eye. In the TA-PF group, 30 rabbits received an intravitreal injection of TA-PF (4 mg/0.1ml) into the right eye. The intravitreal drug levels were determined in 25 animals from each group by high-performance liquid chromatography (HPLC). The potential for toxicity associated with the intravitreal triamcinolone injections was evaluated in five randomly selected animals from each group by electroretinography (ERG) and by light microscopy. Results: Median intravitreal concentrations of TA-BA (mu g/ml) were 1903.1, 1213.0, 857.8, 442.0, 248.6 at 3, 7, 14, 21 and 28 days after injection. Intravitreal concentrations of TA-PF (mu g/ml) were 1032.9, 570.1, 516.6, 347.9, 102.8 at 3, 7, 14, 21 and 28 days after injection. The median intravitreal triamcinolone concentration was significantly higher in the TA-BA compared to the TA-PF group at 7 days post-injection (p < 0.05). There was no significant difference between the two groups in median triamcinolone concentration at the other time points evaluated. There was no evidence of toxic effects on the retina in either group based on ERG or histological analyses. Conclusions: Following a single intravitreal injection, the median concentration of triamcinolone acetonide is significantly higher in the TA-BA compared to the TA-PF group at 7 days post-injection. No toxic reactions in the retina were observed in either group.
