EU-Turkey relations in the scope of the ongoing refugee crisis were at the heart of the European Council meeting of 7 March 2016. Among the set of initiatives proposed, the following two have attracted the most attention: First, for every Syrian readmitted by Turkey from the Greek islands, another Syrian from Turkey would be resettled in an EU member state. This has come to be known as the ‘one for one’ resettlement approach. Second, all new irregular migrants and asylum-seekers crossing from Turkey to the Greek islands would be returned to Turkey without offering any guarantee of protection.

After many meetings and long hours of negotiations, the overwhelming feeling when a deal between the EU and Turkey was struck, was one of “mission accomplished”! Faced with an unprecedented crisis and forced to appease increasingly hostile public opinions back home, EU leaders had only one objective in mind: reducing the number of migrants arriving in the EU so that order can return in the framework of EU rules. However, a closer look at the Summit Conclusions and the EU-Turkey statement leaves a bitter taste, according to Yves Pascouau. In this Commentary, he questions the feasibility of the final EU-Turkey deal, saying that it creates more problems than it solves: besides the obvious legal and practical issues, it is far from certain which member states will be willing to do their part, or whether or not the EU can come up with a strategic vision on human mobility for the future.

The March 2016 EU Summit was yet another attempt to make progress on managing the EU’s migration/refugee crisis. In this post-summit analysis, Janis A. Emmanouilidis argues that the EU-Turkey deal, which foresees a return of migrants from Greece to Turkey and a direct resettlement of Syrians from Turkey to the EU on the grounds of a ‘1-for-1’ scheme, is a key and necessary element in a very complex puzzle trying to stop ‘irregular routes’ of migration. The ultimate success of this agreement is by no means certain, but it has the chance to reduce the number of people arriving at the shores of Europe. However, this would neither settle the crisis nor will it provide an adequate response to those in need of international protection. The ‘humanitarian imperative’ requires that the EU-Turkey deal is complemented by a much more ambitious direct resettlement scheme and other long-term measures as part of a comprehensive plan aiming to balance ‘solidarity and security’ in an effort to sustainably overcome the crisis.

Since gaining its independence Tajikistan has faced severe political, economic and social problems. The last several months has seen a clear increase in their intensity. This is in part caused by the deteriorating economic situation in Russia and the significant fall of remittances from the Tajik labour migrants in Russia, as well as by President Emomali Rahmon’s rising authoritarianism. Despite this intensification, qualitatively speaking Tajikistan’s problems have been unchanged for years. Besides the state’s structural weakness, the main cause is the ongoing neo-colonial dependence on Russia, which effectively limits Dushanbe’s room for political manoeuvre and keep Tajikistan in Russia’s sphere of control. This dependence on the one hand protects the country from collapsing, but on the other it precludes the development of the state, resulting in Tajikistan’s enduring stagnation. Similar processes also take place in other countries of post-Soviet Central Asia. However, in the case of Tajikistan the dependence and stagnation it causes are the strongest and their mechanisms most easily observed.

The establishment of the Basque diaspora in Latin America can be divided in several different periods. First, from the 16th to 18th century, the so-called original diaspora of Basques who were part of the Spanish colonial regime. The second can be traced to the 19th century, consisting of a mixture of impoverished Basque migrants seeking jobs, especially in Uruguay and Argentina, and of refugees fleeing from the Spanish War of Independence and the Carlist wars. The third wave is identified by, but not only through, the considerable amount of refugees from the Spanish Civil War on the 1930's. The fourth wave came during the 1970s, with refugees from the Franco Dictatorship, ETA members and sympathisers. In this paper I will argue that each new wave of migrants brought tension to the diaspora, with the Euskal Etxeak, or ‘Basque houses’, as a focus point. The main idea is to analyse the different tensions and political discussions of this set of diasporic waves in Latin America.

Five months ago most European citizens were unaware of the number of refugees seeking to reach the richest EU Member States like Germany, France, Sweden and the United Kingdom. The first wake up call for Europe was after the Lampedusa tragedy costing the lives of more than 300 refugees on October 3rd, 2013.1 Europeans were shocked, as the world was, to wake up to hear about such tragedy taking place at their doorstep. From 2013 to 2015, the issue of mass-migration from Syria, Eritrea, Somalia and other countries in the region left the front pages of newspapers and the minds of Europeans, but had remained extremely present in the world of experts and the International Organization for Migration (IOM) was calling for actions. The second wake-up call, which marked the beginning of the seriousness of the crisis, was the shipwreck where an estimated 900 migrants died on April 19th, 2015 off the coast of Italy.

Confronted by the current refugee crisis, most Member States are turning inwards. But migration will continue to rise in the future. Given that migration is an unstoppable trend, the EU has everything to win from turning this crisis into an opportunity for its own citizens and economy, for the refugees and migrants it hosts and for their countries of origin. The manner in which the EU addresses this challenge will truly prove if it can live up to its founding principles of human dignity, solidarity, freedom, democracy and equality. This policy brief summarises European measures taken in the last few months and proposes four key actions to create a well-framed European migration policy: effectively implementing the principle of solidarity and fair-sharing of responsibility between Member States; creating more legal entry and integration channels; addressing the root causes of migration; and broadcasting a constructive and positive narrative on migration.

Os mais recentes desenvolvimentos, numa das maiores crises migratórias na história na Europa mostrou a clara necessidade de preparação para fornecer ajuda a todos os que estão a atravessar as fronteiras à procura de segurança e de melhor vida, deixando muitas vezes para trás os seus familiares e pertences. O facto de estarem deslocados e as experiências de vida como a exposição à violência e destruição no país de origem ou durante o processo de migração, tem um potencial impacto negativo para a saúde mental e bem-estar dos migrantes – impacto este comprovado pela investigação e literatura científica. O presente manual reconhece a importância desses impactos negativos e apresenta estratégias e guidelines de apoio psicossocial, não apenas para os técnicos que prestam apoio nas fronteiras europeias, mas, sobretudo para quem vai receber os migrantes no seu país. O manual tem como visão promover abordagens específicas de apoio psicossocial para diferentes dimensões de assistência humanitária em situações de crise e pós-crise durante o processo de migração. Os eixos estratégicos do manual assentam no reforço dos mecanismos de resiliência, promovendo recursos individuais e da comunidade, compreender as necessidades e solicitações identificadas pelos migrantes e estabelecer (ou reativar) a ligação com a rede de apoio social, privilegiando os laços emocionais, culturais ou religiosos.

La edición núm. 102 de Notas de Población llega a los lectores con un diverso catálogo de temas de suma importancia en el campo de los estudios demográficos y de la población de América Latina y el Caribe. La estructura de los hogares de la población migrante difiere a menudo de la de la población no migrante. El papel que han desempeñado las redes sociales al facilitar el proceso de asentamiento, así como los vínculos intergeneracionales potencialmente más estrechos en las familias migrantes se han señalado como factores explicativos. Sin embargo, los cambios en las condiciones económicas pueden influir en la composición de los hogares de los inmigrantes ya asentados. Utilizando datos de la Encuesta de Población Activa (EPA) del período comprendido entre 2005 y 2012 nos preguntamos cómo y en qué medida, en un contexto de recesión económica, aumenta la propensión de los migrantes latinoamericanos a vivir en hogares extensos o múltiples. Los resultados sugieren la existencia de una pauta de género diferenciada y destacan la importancia no solo de la coyuntura económica sino también de los eventos en el ciclo de vida a la hora de explicar la probabilidad de vivir en hogares complejos.
