The Biblioteca de Catalunya (BC) was created in 1907 by the Institut d’Estudis Catalans (IEC). In 1914 the Mancomunitat de Catalunya gave the library its condition of cultural and public service, open to researchers and scholars. The library underwent several changes as a consequence of political events, along the most of 20th century. In 1981 it was recognized by law as national library and it recovered its foundational aim of gathering, preserving and disseminating the bibliographical output of Catalonia and the production related with the Catalan linguistic field. As the proud host of ANADP2, the BC wants to show the attendees to the conference how, since 2004, has positioned itself to face the challenge of the new informational and technological paradigm. The library strategy for oncoming years includes giving open and free access online to the digitization of many of his collections through the portals MDC (Digital Memory of Catalonia), ARCA (Old Catalan Serials Archive) and Google Books project; the creation of the Web Archive of Catalonia and, as the last step in the consolidation of its policy, a high-security preserving repository named COFRE, based on the international guidelines and initiatives and the experience of the BC itself.

[spa] Asistimos, desde hace algunos años, a un proceso de profundos cambios en la Universidad. Reformas que no sólo están afectando, entre otros, a su financiación, a su gobierno y gestión o a la estructura de las enseñanzas que en ella se imparten. También, y de forma muy especial e intensa, se están proyectando en su profesorado modificando su proceso de selección y transformando su función docente. Precisamente, en relación con ésta última, el papel que está llamado a desempeñar el docente está garantizado por la Constitución que les reconoce el derecho fundamental a la libertad de cátedra. La proclamación al más alto nivel normativo de este derecho del profesor ha obligado a conjugarla con otros derechos, igualmente fundamentales, presentes en el sistema educativo, en especial, el de la educación, y con otras potestades que se encomiendan a poderes públicos y universidades derivadas de la concepción de la educación como un servicio público. No obstante, en la actualidad las amenazas que plantean las nuevas exigencias derivadas del EEES pueden suponer un paso más allá actuando en la misma esencia de contenido de la libertad de cátedra perdiendo su sentido originario y condicionando su ejercicio a límites no permitidos por el propio texto constitucional.

Infectious diseases are a continuing threat to all people, regardless of age, gender, lifestyle, ethnic background, or socioeconomic status. They cause illness, suffering and even death, and place an enormous financial burden on society. Although modern advances have controlled some infectious diseases, new ones are constantly emerging. State public health officials rely on local public health agencies, healthcare providers, laboratories and other public health personnel to report the occurrence of notifiable diseases. Without such data, trends cannot be accurately monitored, unusual occurrences of diseases (such as outbreaks) might not be detected or appropriately responded to, and the effectiveness of control and prevention activities cannot be evaluated.

Tutkimuksen tavoitteena on löytää keinoja eri organisaatioissa olevan asiantuntijatiedon kokoamiseksi tuotteistetun prosessin kautta yrityksissä tapahtuvan päätöksenteon tueksi. Kirjallisuustutkimuksessa tarkastellaan suomalaista innovaatiojärjestelmää, hiljaisen tiedon merkitystä pkt-yritysten tuotekehityksessä sekä ryhmässä tapahtuvan päätöksentekoprosessin merkityksellisyyttä. Tutkimuksen empiirisessä osassa tarkastellaan Etelä-Karjalassa toteutettua tuotekehityshanketta, siinä synnytettyä innovaatioryhmää ja sen yhteistyömuotoa (EKTK-konsepti). Tutkimuksen aikana luotiin toimintatapa, jolla nopeutetaan hajallaan olevan tiedon kokoamista yritysten käyttöön. Tutkimus osoittaa, että tällaisen innovaatioryhmän toiminta vaatii laajaa tuotekehitysprosessien ja liiketoimintojen kokonaisuuksien ymmärtämistä sekä selkeät yhteiset toimintamallit. Sen lisäksi tarvitaan ymmärrys hiljaisen tiedon olemassaolosta, merkityksestä ja keskustelujen kautta muuntamisesta siirrettävään muotoon.

Abstract: This study aims at identifying the organisational antecedents of public service motivation (PSM). It focuses on human resources management (HRM) practices as one category of organisational factors that impact on PSM. Concretely, this research questions how intrinsic and extrinsic HRM practices are related to PSM and whether these relationships are direct or mediated by person-organisation (P-O) fit. The empirical findings are based on a survey of 6,885 civil servants working in Switzerland. Regression analyses highlight that intrinsic HRM practices are positively related to PSM, whereas extrinsic ones are negatively related to PSM. Furthermore, mediation tests shows that only the intrinsic HRM practices are mediated by PO fit. Thus, civil servants who value intrinsic work incentives maintain a high PSM level when they perceive congruence between their individual expectations and the values of their organisation.

Diplomityön tavoitteena on tutkia tuotetiedon ja tuotetiedon hallinnan merkitystä julkisen palvelun lisäarvon tuojana. Lisäarvon käsite julkisesti tuotetussa palvelussa on uusi ja hämmentävä. Diplomityöllä osoitetaan, ettei kunnallisen teknisen sektorin tuottama ns. julkinen palvelu poikkea yksityisen sektorin tuottamista palveluista. Teknisen sektorin tuottama julkinen palvelu voidaan mallintaa liiketoimintaprosessien mallintamisen keinoin ja palveluun sitoutunut tuotetieto voidaan hallita tuotetiedon hallinnan keinoin ja hyödyntää lisäarvopalveluina asiakkaille, kuntalaisille. Työssä selvitetään ne julkisen teknisen palvelun ominaisuudet, joita asiakkaat arvostavat, ja jotka tuottavat heille lisäarvoa. Työn lopputulos osoittaa, ettei kuntalaista, asiakasta, kiinnosta palvelujen tuottaja, vaan heitä kiinnostaa se, että palvelu on osa heidän arvoketjuaan ja arvojärjestelmäänsä. Julkisen palvelun tuotetieto mahdollistaa informaation avulla tuotetut lisäarvopalvelut ja liittää ne osaksi asiakkaan arvoketjua.

Tutkielman tavoitteena oli luoda pankin palvelupisteille monikanava-ajattelua tukeva rooli, joka huomioi arvonmuodostumisen sekä asiakkaan että pankin näkökulmasta. Teoriaosassa analysoidaan pankin arvonmuodostumista aikaisemman teoreettisen kirjoittelun perusteella ja luodaan viitekehys arvonmuodostumiselle pankkipalveluissa. Empiirisessä osiossa analysoidaan Etelä-Karjalan Osuuspankin palvelupisteiden nykytilaa ja muodostetaan uusi rooli palvelupisteille. Tutkielman tutkimusote on hermeneuttinen, eli ymmärtävään pyrkivä. Empiirinen osuus sisältää myös normatiivisia piirteitä. Tutkimustulosten mukaan palvelupisteet eivät nykyisessä roolissaan tue monikanavamallia. Uusi rooli on olla lähellä asiakkaita. Mikäli palvelupisteiden toimintaa halutaan jatkaa, on niihin kiinnitettävä enemmän huomiota niin pankin kuin toimihenkilöidenkin taholta.

In a 2000 report entitled "Trust in government. Ethics measures in OECD countries," OECD Secretary-General Donald J. Johnston emphasized the fact that public ethics are considered as a keystone of good governance. Moreover, public ethics are a prerequisite to public trust, which is in turn vital not only to any public service, but also to any society in general. At the same time, transparency reforms have flourished over the last few years and have several times been designed as a response to public distrust. Therefore, ethics, transparency and trust are closely linked together in a supposed virtuous circle where transparency works as a factor of better public ethics and leads to more trust in government on the citizens' side. This article explores the links between transparency and levels of trust in 10 countries between 2007 and 2014, using open data indexes and access to information requests as proxies for transparency. A national ranking of transparency, based on requests submitted by citizens to the administration and open data indexes, is then proposed. Key findings show that there is no sharp decline of trust in government in all countries considered in this article, and that transparency and trust in government are not systematically positively associated. Therefore, this article challenges the common assumption, mostly found in the normative literature, about a positive interrelation between the two, where trust in government is conceived as a beneficial effect of administrative transparency.

This paper wants to show a solution for mobility in public transport. Nowadays, the high number of mobile devices with wireless geolocation and Internet data connection has become commonly used tools, as well as partial solutions to facilitate public transport focused on one means of transport (Bus, Underground ...). We collect information from public transport (means of transport, routes, schedules, fare information ...) and adapt it to different users (residents, visitors, public service staff ...). MoveOnApp is the solution adapting its user interface: finding nearby stops, planning a route, knowing schedules or real time service (connecting to the available services), or showing the route of the line. The system could incorporate new cities and regions, or new means of transport with updating service; at first we offered information of public transport from Palma (Majorca Island, Spain): moveOn Palma.

Local public service provision can vary greatly because of differences in institutional arrangements, public service markets, and national traditions regarding government intervention. In this paper we compare the procedures adopted by the local governments of the Netherlands and Spain in arranging for the provision of solid waste collection. We find that Spain faces a consolidation problem, opting more frequently to implement policies of privatization and cooperation, at the expense of competition. By contrast, the Netherlands has, on average, larger municipalities, resorting somewhat less to privatization and cooperation, and more to competition. The two options - cooperation and competition - have their merits when striving to strike a balance between transaction costs and scale economies. The choices made in organizational reform seem to be related to several factors, among which the nature of the political system and the size of municipalities appear to be relevant.

This study aims to investigate the pedagogical knowledge of Higher Education Chemistry teachers. From the perspective of qualitative research, questionnaires were given, there was documentary analysis and were interviewed twenty-six teachers of the Institute of Chemistry of an institution of state public higher education of São Paulo. Discussed the relevance of pedagogic disciplines in Postgraduate courses and participation in monitoring programs and teacher training in higher education teacher formation. It was found that most teachers lack pedagogical training and some do not show interest in the subject, but look for ways to overcome the difficulties encountered. The results obtained demonstrate the urgency to rethink and reorganize the PostGraduate courses before the real need for training of teachers for higher education.

Deregulation of the electricity sector liberated the electricity sale and production for competitive forces while in the network business, electricity transmission and distribution, natural monopoly positions were recognised. Deregulation was accompanied by efficiencyoriented thinking on the whole electricity supply industry. For electricity distribution this meant a transition from a public service towards profit-driven business guided by economic regulation. Regulation is the primary means to enforce societal and other goals in the regulated monopoly sector. The design of economic regulation is concerned with two main attributes; end-customer price and quality of electricity distribution services. Regulation limits the costs of the regulated company but also defines the desired quality of monopoly services. The characteristics of the regulatory framework and the incentives it provides are therefore decisive for the electricity distribution sector. Regulation is not a static factor; changes in the regulatory practices cause discontinuity points, which in turn generate risks. A variety of social and environmental concerns together with technological advancements have emphasised the relevance of quality regulation, which is expected to lead to the large-scale replacement of overhead lines with underground cables. The electricity network construction activity is therefore currently witnessing revolutionary changes in its competitive landscape. In a business characterised by high statutory involvement and a high level of sunk costs, recognising and understanding the regulatory risks becomes a key success factor. As a response, electricity distribution companies have turned into outsourcing to attain efficiency and quality goals. This doctoral thesis addresses the impacts of regulatory risks on electricity network construction, which is a commonly outsourced activity in the electricity distribution network sector. The chosen research approach is characterised as an action analytical research on account of the fact that regulatory risks are greatly dependent on the individual nature of the regulatory regime applied in the electricity distribution sector. The main contribution of this doctoral thesis is to develop a concept for recognising and managing the business risks stemming from economic regulation. The degree of outsourcing in the sector is expected to increase in years to come. The results of the research provide new knowledge to manage the regulatory risks when outsourcing services.
