Developing nations in Africa are not shielded from the pressures of a globalized competitive agricultural marketplace. With an appreciable bulk of her people deriving livelihoods from diverse agricultural enterprises, these nations must respond to important contemporary issues shaping global agriculture. Farmers from such nations, including Ghana, will be able to improve their participation in the competitive local, regional and global agricultural marketplace if the appropriate agricultural technologies and extension information support are available. To achieve this, a new breed of agricultural extension graduates who can respond to current and emerging challenges in agriculture and interface effectively with farmers must be produced through responsive extension education and training. While extension education can produce effective extensionists to hasten agricultural development, budgetary constraints make it difficult for most African governments to successfully and sustainably implement such educational programs. However, public-private partnership (PPP) initiatives offer a way out of this financial dilemma. Beginning in 1993, the Sasakawa Africa Fund for Extension Education (SAFE) worked with the University of Cape Coast (UCC) in Ghana to develop an innovative extension education program through a public private partnership. The program, comprising a BSc. and Diploma components, was designed to respond to the myriad of challenges facing higher agricultural extension education in Ghana. A key practical feature of the curricula is the “Supervised Enterprise Projects” (SEPS), which enable students to work with relevant stakeholders to identify and tackle agricultural problems in farming communities through experiential extension approaches and action research. The SAFE-UCC initiative fulfils important education goals such as: expanding and improving access; ensuring quality and relevance; ensuring funding and mobilizing resources for sustainability; building partnerships and linkages; and promoting international co-operation. The paper discusses the underlying conditions for a successful public private partnership in agricultural and extension education and sheds light on the impacts, lessons learned and challenges.

A intubação endotraqueal (IET), no pré-hospitalar, é considerada o “gold standard” na manutenção da via aérea de modo a fornecer a ventilação e oxigenação à pessoa em situação crítica, no entanto, está associada a várias complicações e riscos. Com este trabalho de revisão sistemática da literatura pretendeu-se compreender a relação entre a IET em emergência pré-hospitalar e o prognóstico da pessoa em situação crítica, colocando a seguinte questão: “Qual o impacto da intubação endotraqueal, em emergência pré-hospitalar, no prognóstico clínico do doente?”. Este trabalho de investigação iniciou-se com uma pesquisa da literatura de língua inglesa e portuguesa, nas bases de dados científicas MEDLINE, CINAHL, MedicLatina e Nursing and Allied Health Collection num horizonte temporal entre 2010 e 2014. A evidência destaca que a realização da intubação endotraqueal, no pré-hospitalar, está associada a piores taxas de reanimação cardiorrespiratória, ao aumento das taxas de mortalidade e ao aumento das comorbilidades. Estas conclusões reforçam a discussão em torno da prática da IET no pré-hospitalar e sensibilizam os profissionais de saúde para a limitação desta prática a casos em que exista indicação clínica segura.

This dissertation is a comparative case study of regional cooperation in the field of economic development. In the 21st century global economy, proponents of regionalism have put forth fresh arguments for collective action. A regional approach to economic development activity presents a classic social dilemma: How can local officials collectively improve the economic prospects of a region, and remain autonomous to act in the best interest of the local community? This research examines the role of social capital in overcoming this social dilemma. Three (3) comparable Metropolitan Statistical Areas (MSAs) form the empirical basis of this research. The Houston MSA, the Atlanta MSA and the Miami MSA present distinct variations of regionalized economic development activity. This dissertation seeks to explain this disparity in the dependent variable. The hypothesis is that accrued social capital is crucial to obtaining economic development cooperative agreements. This qualitative research utilized secondary demographic and economic databases, survey instruments, interviews, field observations, and a review of legislative and administrative decisions to formulate a clear understanding of the factors influencing the current state of regional economic development cooperation within each region. The study concludes that the legislative and executive decisions of state government exert inordinate influence on the capacity of local officials to cooperate regionally for economic development purposes.

När en socialsekreterare ska handlägga ärenden enligt Lag om Vård av Missbrukare i vissa fall (LVM) behöver denne ta ställning utifrån många olika perspektiv. Syftet med denna studie är att ge kunskap om hur socialsekreterare upplever handläggning av LVM-ärenden samt vilka erfarenheter de har av en sådan process. Undersökningens material grundar sig på kvalitativa semistrukturerade intervjuer med sex socialsekreterare som alla har arbetat med LVM-handläggning. För att kunna tolka och analysera materialet användes gräsrotsbyråkrati, makt, etik i socialt arbete och handlingsutrymme som teoretisk referensram. Resultatet indikerar att socialsekreterarna upplever både för- och nackdelar i arbetet med lagstiftningen. De upplever handläggningen av LVM-ärenden likt ett dilemma. Socialsekreterarna anser att lagen är nödvändig då de i avsaknad av den skulle känna en stor maktlöshet av att inte kunna ingripa i allvarliga situationer där klienten riskerar att avlida eller skada sig själv och andra till följd av sitt missbruk. De anser även att tillämpningen av lagen medför inskränkningar i den enskilda klientens integritet och att klienten i mötet med socialtjänsten riskerar att bli kränkt utan noga eftertanke från socialsekreterarens sida. Resultatet visar även på att socialsekreterarna så långt som det är möjligt respekterar klientens autonomi men att autonomin vid fråga om liv och död måste förbises

Shared management between businesses, governments and society in the historic town of São Paulo city began concurrently with the growth of nonprofit organizations (NGOs) in the 1990s. The program Ações Locais, coordinated by the NGO Associação Viva o Centro is housed in this context and its mission is to bring together individuals, businesses and local governments for economic, social and political development as to build up the citizenship in that area. This study provides a historical background on formation of Brazilian citizenship and, from that reference, analyzes the performing citizenship in the program Ações Locais. The main conclusion of the analysis identified that the program have been consolidated, despite the enormous quotidian difficulties, especially in the social inclusion actions for the poor. The dilemma about how bring in the excluded segments of the population may indicate a new field of research and future studies.

According to the Water Framework Directive (WFD) transitional waters should be differentiated according to type and, in some cases, divided into different water bodies. This raises a dilemma in trying to define parts of a continuum. In the sequence of WFD several indices have been proposed including the Estuarine Fish Assessment Index, which can be applied taking an estuary as a whole (EFAI - without water bodies division) or divided in water bodies (EFAI(WB)). The purpose of this work is to analyze the robustness of the Estuarine Fish Assessment Index, based on three different ways of dividing Portuguese estuaries into water bodies according to different criteria (criterion 1 - distance to the estuary mouth, criterion 2 - salinity and criterion 3 - morphology, salinity and human dimension as pressure and state). In this study we evaluated at which degree these three criteria could influence the ecological quality ratio (EQR) results, when the index was applied to water body level (EFAI(WB)). Also, for each estuary, the EQR(WB) results for each criterion of EFAI(WB) were combined and weighted according to the water bodies areas (EFAI overall weighted - EFAI(Ow)). Finally, it was compared if the results obtained for each criterion with the EFAI(OW) were similar to the results of the index application taking the estuary as a whole (EFAI without water bodies division). No significant differences were found in both cases, which indicated that this index is a robust method regarding the division of the estuaries in different water bodies, which is an important element of a fish-based multimetric tool for assessing estuarine ecological quality. However, in some cases, different ecological quality statuses were achieved when applying the EFAI(Ow) or the EFAI. In contrast to the definition of metabolic syndrome (MetS) in adults, there is no standard definition of MetS in pediatric populations. We aimed to assess the differences in the prevalence of MetS in children and adolescents aged 9–17 years in the city of Bogota (Colombia) using four different operational definitions for these age groups and to examine the associated variables. A total of 673 children and 1,247 adolescents attending public schools in Bogota (54.4% girls; age range 9–17.9 years) were included. The prevalence of MetS was determined by the definitions provided by the International Diabetes Federation (IDF) and three published studies by Cook et al., de Ferranti et al., and Ford et al. The prevalence of MetS was 0.3%, 6.3%, 7.8%, and 11.0% according to the IDF, Cook et al., Ford et al., and de Ferranti et al. definitions, respectively. The most prevalent components were low high-density lipoprotein cholesterol and high triglyceride levels, whereas the least prevalent components were abdominal obesity and hyperglycemia. Overall, the prevalence of MetS was higher in obese than in non-obese schoolchildren. In conclusion, MetS diagnoses in schoolchildren strongly depend on the definition chosen. These findings may be relevant to health promotion efforts for Colombian youth to develop prospective studies and to define which cut-offs are the best indicators of future morbidity.

El objetivo de esta investigación diagnóstica es evaluar las acciones de la Comunidad Internacional en materia de resocialización de niños soldados desvinculados del Ejército de Resistencia del Señor (ERS) en Uganda durante el periodo de 2002 a 2013. Para ello, se hace un análisis de las causas de la existencia de niños soldados, donde se tiene en cuenta la evolución del concepto de la infancia y las particularidades que éste representa en el contexto africano. Así mismo, son analizados los alcances y limitaciones del modelo de asistencia humanitaria para la protección de la niñez enfatizando en los procesos de resocialización brindados a los niños desvinculados del ERS. Esto con el fin de evidenciar las limitaciones de la actuación de la Comunidad Internacional, y brindar una serie de recomendaciones para la implementación de programas de resocialización enfocados en la infancia.

El propósito de esta monografía es comprender cuál ha sido el rol de la Unión Africana (UA), dentro de la misión de paz AMISOM en el periodo de 2007- 2013. Por ello, el trabajo abarca aspectos geopolíticos e históricos, que han influido en la configuración del conflicto armado de Somalía y que han llevado progresivamente a la creación, evolución e implementación de mecanismos como las misiones de paz. Además, se abarcan los planteamientos del neo-funcionalismo y el neo-regionalismo para comprender las estructuras y las dinámicas propias de la UA y así, comprender la naturaleza tanto de sus acciones, como de sus propósitos; propósitos que aclaman el fomento del panafricanismo. Desde aquí se puede entender como su rol ha contribuido con el crecimiento del mercado de la industria militar en la región, a costa de la responsabilidad de proteger. Por último, se concluye que dichas dinámicas han llevado a la creación de comunidades de inseguridad.

La presente investigación tiene como objetivo principal, explicar la influencia de los ODM del PNUD en la implementación de políticas públicas medioambientales de Tailandia en el periodo del 2000 al 2013, basado en la teoría de los complejos de socialización y la transferencia de normas que implican un buen comportamiento medioambiental. De esta manera, demostrar que los agentes socializadores han cumplido un papel fundamental para la implementación de políticas públicas en Tailandia en su interés por cumplir con sus compromisos internacionales. Esta monografía utilizara un método cualitativo, desde el análisis de las fuentes primarias y secundarias, realizando especial énfasis en la teoría de complejos de socialización que permita un análisis descriptivo y explicativo del fenómeno.
